Bugeja As we approach the end of another academic term, some institutions are still living off of stimulus money that did little to inspire solutions to mammoth budget cuts looming for the 2012 academic year, which promises to be one of the most difficult in memory for higher education. I direct the journalism school at Iowa State University, a land-grant institution that strives to make education affordable in good or bad economic times. We've experienced layoffs, firings, and furloughs, and are still in the process of reorganizing within my college of liberal arts and sciences. My school is the largest academic program in the largest college at ISU, and our budget has been slashed by more than 20 percent in the past four years. Nevertheless, in the next academic year, we'll balance our budget without increasing workload for most professors, while graduating students sooner-thanks to streamlined curricula, enhanced by advising. To accomplish those goals, the journalism school and other units at the university have adopted or are in the process of adopting several of the methods below: 1. Curtail curricular expansion. Nothing is more responsible for the increasing cost of higher education than ever-expanding pedagogies. Too many professors want their course loads to harmonize with their research interests, and many create courses based on the latest technology. Others are unwilling to teach basic introductory courses, preferring to farm those out to underpaid adjuncts. Worse yet, administrators typically reward professors for new course creation. Expanding pedagogies are a part of our academic culture, but they must be curtailed. Early adopters should introduce new technology into existing classes, and hires should be made not on the promise of creating new curricula but on teaching within the existing ones.     "The Disruption Is Here September 15, 2011 - 3:00am Michael Staton A recent essay here by Robert Archibald and David Feldman challenged the idea of a "higher education bubble." They argued that a degree, even an expensive degree, is still worth it. They correctly pointed out that a degree is not an asset that responds to supply and demand like other markets. Their point that "on average most of us are average, and the data show that college is a very good investment for the average person," is true enough. But their real message was: there's no need to panic, the status quo is still working. I disagree. Said essay is part of a broader continuing discussion, this round set off by Peter Thiel's statements surrounding his 20 Under 20 Program encouraging students to "stop out" of college - with the idea that they are more likely to achieve entrepreneurial breakthroughs on their own than with more formal education. Thiel is a managing partner at one of the venture investors, Founders Fund, in my company, Inigral. Ironically, Inigral serves educational institutions with our Schools App, and most of our clients are traditional colleges and universities. (Schools App is a community platform inside Facebook and on mobile devices that helps to welcome the incoming class during the admissions, orientation, and first-year experience, making sure students find their "fit" and get off on the right foot.) So my company helps keep students in college while Thiel is going around talking about the potential value of "stopping out." Given this irony, people often ask me what I think about Thiel's comments suggesting that higher education is in a bubble. Here's what I think: He is mostly right, but the future prospects for education are more optimistic than Thiel suggests for two primary reasons: 1) Though it looks like an economic bubble, it's unlikely that there will be a precise moment in which the market crashes. Now, with higher-education support at a 25-year low, lawmakers are considering some policy changes that have been off-limits in the past, such as consolidating campuses and eliminating governing boards. Such proposals reflect the reality that, in most states, money for higher education will be constrained for the foreseeable future. Systems in Georgia and New York have already taken the unusual step of combining campuses under a single president. Other states, such as Ohio, are talking about giving institutions more freedom from state regulations, although for college administrators there's a trade-off: They would get more flexibility but even less state money. On the agenda in many statehouses this year will be bills that would tie higher-education appropriations to the completion rates of students at public colleges.     "January 23, 2012 Invisible Gorillas Are Everywhere By William Pannapacker By now most everyone has heard about an experiment that goes something like this: Students dressed in black or white bounce a ball back and forth, and observers are asked to keep track of the bounces to team members in white shirts. While that's happening, another student dressed in a gorilla suit wanders into their midst, looks around, thumps his chest, then walks off, apparently unseen by most observers because they were so focused on the bouncing ball. Voilà: attention blindness. The invisible-gorilla experiment is featured in Cathy Davidson's new book, Now You See It: How the Brain Science of Attention Will Transform the Way We Live, Work, and Learn (Viking, 2011). Davidson is a founder of a nearly 7,000-member organization called Hastac, or the Humanities, Arts, Sciences, and Technology Advanced Collaboratory, that was started in 2002 to promote the use of digital technology in academe. It is closely affiliated with the digital humanities and reflects that movement's emphasis on collaboration among academics, technologists, publishers, and librarians. Last month I attended Hastac's fifth conference, held at the University of Michigan at Ann Arbor. Davidson's keynote lecture emphasized that many of our educational practices are not supported by what we know about human cognition. At one point, she asked members of the audience to answer a question: "What three things do students need to know in this century?" Without further prompting, everyone started writing down answers, as if taking a test. While we listed familiar concepts such as "information literacy" and "creativity," no one questioned the process of working silently and alone. And noticing that invisible gorilla was the real point of the exercise. As CEO of Kaplan, Inc., he often defends the role of for-profit colleges in an evolving marketplace, peppering versions of his stump speech with tales about the creation of public universities and community colleges. His point is that some skepticism about for-profits is similar to the snobbery those older sectors faced from elite private higher education. Rosen goes further in his debut book, Change.edu: Rebooting for the New Talent Economy, which attempts to paint a picture of higher education's future as well as its history. He also takes a turn as a journalist of sorts - an interesting twist for the former general counsel of the Washington Post Co. - writing about his campus visits to other institutions, a couple of which are Kaplan competitors. The book is ambitious in its scope, particularly for an author with obvious vested interests. But most reviewers have given Rosen high marks. Kirkus Reviews writes: "Incredibly, his argument never comes off as self-serving; the author's thorough exploration of 'Harvard Envy' and the rise of 'resort' campuses is both fascinating and enlightening."     "MyEdu & KnowU - Two Approaches to Social Media in Higher Ed Keith Hampson Higher education is trying hard to find the best ways to integrate social media into its practices. They've approached it from a number of angles: marketing, community building, student support, and instruction. Instigators behind the efforts include software vendors looking to build the next edu social platform, colleges, individual educators, and on less formal basis, the students themselves. As of late 2011, there are very few scalable, institution-wide initiatives - but a great deal of isolated experimentation by innovators. The opportunities seem endless, but higher education management professionals are on the lookout for the right approach to make social media work for them today. Not all areas of higher ed will be equally well-suited to the opportunities that social media presents. Of all of the possibilities, integrating social media and instruction may be the most difficult, for example - due to the conflicting properties of social media and higher ed. While social media is particularly well-suited to facilitating open-ended exchanges between people - with no clear or prescribed beginning and end - higher education has clear boundaries (e.g. course duration) and largely predetermined objectives (e.g. syllabi). Social media is user-generated and leaderless. Higher education is top-down and instructor-directed. Social media thrives when there are thousands, if not millions, of users. High volume provides online communities with enough activity and content to ensure that each user finds what and who they want with sufficient frequency. (Although Twitter and Linked In have over 100 million users, only a fraction of the users are of significance to any one user.) Shireman It is clear that Andrew Rosen, the chief executive of Kaplan, wants to leave readers of Change.edu with the idea that for-profit colleges are innovative, efficient, and effective in serving people left out by traditional higher education, and that their bad reputation is the result of unfair attacks. I picked up Rosen's book wanting to see how the power of the market can transform the enterprise and improve student learning. Instead, I am now more concerned about the hazards of for-profit colleges than I was before. The eye-opening, gasp-inducing elements involve Rosen's descriptions of the intense pressures on company executives to produce quick, huge profits for investors by shortchanging students. "An investor who wants to make a quick hit can, at least theoretically, buy an institution, rev up the recruitment engine, reduce investment in educational outcomes," and deliver "a dramatic return on investment." The nefarious temptation is not just theoretical, though, and Rosen says so when he introduces the case of abuses by the Career Education Corporation. "There will always be some leaders who choose to manage for the short term ... particularly when they hold the highly liquid equity stakes that the leadership of private-sector institutions sometimes receive as part of their compensation. This isn't a theoretical issue; it has happened." The word "always" concerns me. Always as in: This can't be fixed? And how many are the "some" who would eagerly dismiss student needs in the pursuit of a rapid, profitable expansion?     "Mission Creep in Higher Education By Stan Katz I have been following an effort begun by three outstanding academic psychologists to think about the relationship between ethics and accomplishment in professional lives. The scholars involved are Howard Gardner (Harvard School of Education), Mihaly Csikszentmihalyi (Claremont Graduate University), and William Damon (Stanford School of Education). They call their effort the "Good Work Project," and it has already resulted in several books, including Gardner, Csikszentmihalyi, and Damon's Good Work: When Excellence and Ethics Meet (Basic Books, 2001). A helpful descriptive paper can be found online here. Howard Gardner is currently editing a new volume of essays to be published in several months as Good Work: Theory and Practice. He has shared with me Bill Damon's piece "Mission Creep and Bad Work in Higher Places," which I think brilliantly exposes the tension that the Good Work Project is exploring between excellence and ethics, between professional accomplishments and professional goals. The title of this essay tells the reader where Damon is going. He argues that "mission creep" is capable of producing bad, rather than good, work, using two examples of professionalism gone astray. The first wayward profession is higher finance and the second is higher education. His account of "low times in high finance" is that the financial industry has abandoned its appropriate mission "to deploy capital so that enterprises can produce goods and services in a profitable manner." Over the past couple of decades the industry has "departed from its ethical moorings" by, among other things, producing new financial instruments (derivatives) that cannot be properly valued-and that their holders discovered had little value. The problem here Damon contends, is that the financial industry lost sight of its "traditional public mission" as its leaders "gambled away the investments that they were respons

    "The Real Challenge for Higher Education July 15, 2010 By Garrison Walters America, once the world's most educated nation, is fast losing ground. Although we are still second in overall education levels, we are much weaker -- 11th -- in the proportion of younger people with a college degree. In a world where knowledge increasingly drives economic competitiveness, this is a very serious problem. The issue is more than abstract economics, it's also a moral concern: Since 1970, the benefits of higher education have been very unequally apportioned, with the top income quartile profiting hugely and the bottom hardly moving at all (despite starting from a very low level). America's education problem has been apparent for 30 years or so, and there have been a lot of suggestions for making us competitive again. Ideas on the K-12 side include: better trained and motivated teachers, more and better early childhood programs, better prepared school leaders, improved curriculums, higher standards, financial incentives, better data systems, and more rigorous and frequent assessments. On the higher education side, proposals include: motivating professors and administrators with formulas that reward success rather than enrollment, more use of technology, more data, improved administration, and (at least for general education) more testing. And, of course, better funding is relentlessly advocated for the entire educational spectrum. All of these approaches have at least some potential to foster improvement. Some have already demonstrated benefits while some are being seriously oversold (more on that in a separate essay). My fundamental belief, though, is that even if one takes a very optimistic view of the achievable potential of each of these strategies and adds them together, the net result will be significant but insufficient improvement to allow us to catch up in educational levels. The systemwide challenge was issued earlier this year by Willis J. Potts, Jr., the straight-talking chairman of the Board of Regents and retired paper industry executive. "We have a funding system here in Georgia that financially rewards institutions based on [enrollment] growth," Potts said. "Having been in manufacturing, I know the factor that needs to be studied is what kind of finished product is coming out the other end. Less than 60 percent of the students in our system graduate within a six-year period. I know of no other process that would achieve 60 percent [success] and go out and brag about it."     "Push for Performance November 2, 2010 The Texas Higher Education Coordinating Board wants Gov. Rick Perry and the state legislature to adopt an outcomes-based funding formula for its community colleges and public universities next year. Faculty groups in the state, however, are dubious of the proposed changes and worry it could water down quality. As the completion agenda takes hold - spurred by President Obama's goal of the United States having the highest proportion of college graduates in the world by 2020 - a number of states have introduced or are considering funding formulas that reward student completion, instead of simply student enrollment. Still, those few states that have adopted performance-based appropriation only let it constitute a small percentage of their higher education funding formula, usually around 5-10 percent. If the Texas plan goes forward, it would represent one of the more dramatic changes in funding formulas to encourage completion. Last week, the Texas board released a set of recommendations for such a funding model - one for the state's universities and another for its community and technical colleges. The board argues that introducing some outcomes-based funding is one of the important ways it can help Texas reach its Closing the Gaps goal of graduating 210,000 more students annually at all degree levels by 2015. The board wants 10 percent of the baseline funding formula for university undergraduates to "be based on measures of the award of bachelor's degrees at institutions." The remaining 90 percent of undergraduate funding, in addition to all graduate and professional student funding, would continue to be allocated based on enrollments. Several factors would be used to allocate the 10 percent, including the total number of bachelor's degrees awarded, the number of bachelor's degrees awarded in "critical fields" such as STEM and nursing, the number of bachelor's degrees awarded to "at-risk students"

    "Constant Curricular Change November 8, 2010 Faculty members routinely change their courses from semester to semester, experimenting with both minor changes and major innovations, according to a national survey released Saturday by the Association of American Colleges and Universities. But while professors see curricular innovation as part of their jobs, they remain uncertain about whether pedagogical efforts are appropriately rewarded, the study found. The survey -- of faculty members at all ranks at 20 four-year colleges and universities, including both public and private institutions -- found that 86.6 percent make some revision to courses at least once a year. Revisions could be relatively minor, with changes in the syllabus, readings or assignments qualifying. But about 37 percent reported adopting a significant new pedagogy in at least one of their courses at least once a year -- with new pedagogies being defined as such approaches as experiential learning, service learning and learning communities."

But getting there, the groups say, will require a commitment to action by federal, state, and institutional leaders, and not just the arcane discussions of process that have so far dominated the response to the 2020 goal. "The collective effort to strengthen higher-education performance has yet to materialize," says the report, "Strengthening College Opportunity and Performance," which was produced by the Delta Project on Postsecondary Education Costs, Productivity and Accountability; the National Center for Higher Education Management Systems; and the National Center for Public Policy and Higher Education. "Over the last year, instead of vigorous debate about strategies for increasing educational attainment," the report says, "we saw technical arguments among a few think tanks and foundations about how goals are set." The groups lay out a series of recommended policies and actions that should be taken to put the country on course to meet President Obama's objective. The federal government, the groups say, needs to define explicit goals for all states and make sure that policies and regulations contribute to meeting goals rather than inhibiting them. For example, the kinds of data that the government collects and reports are not helpful for determining how well states and institutions are really performing in higher education, the report says. States must have a full understanding of how many more degrees colleges should be producing, make sure that the colleges within their borders have clearly defined roles, and overhaul appropriations policies to make sure that institutions that will enroll the most students are getting an adequate amount of money a

    'Academically Adrift' January 18, 2011 If the purpose of a college education is for students to learn, academe is failing, according to Academically Adrift: Limited Learning on College Campuses, a book being released today by University of Chicago Press. The book cites data from student surveys and transcript analysis to show that many college students have minimal classwork expectations -- and then it tracks the academic gains (or stagnation) of 2,300 students of traditional college age enrolled at a range of four-year colleges and universities. The students took the Collegiate Learning Assessment (which is designed to measure gains in critical thinking, analytic reasoning and other "higher level" skills taught at college) at various points before and during their college educations, and the results are not encouraging: * 45 percent of students "did not demonstrate any significant improvement in learning" during the first two years of college. * 36 percent of students "did not demonstrate any significant improvement in learning" over four years of college. * Those students who do show improvements tend to show only modest improvements. Students improved on average only 0.18 standard deviations over the first two years of college and 0.47 over four years. What this means is that a student who entered college in the 50th percentile of students in his or her cohort would move up to the 68th percentile four years later -- but that's the 68th percentile of a new group of freshmen who haven't experienced any college learning. "How much are students actually learning in contemporary higher education?     "January 13, 2011 Scientists Fault Universities as Favoring Research Over Teaching By Paul Basken The United States' educational and research pre-eminence is being undermined, and some of the chief underminers are universities themselves, according to articles this week in Science and Nature magazines. Universities are aggressively seeking federal dollars to build bigger and fancier laboratory facilities, and are not paying an equal amount of attention to teaching and nurturing the students who would fill them, scientists say in the articles. "It's a Ponzi scheme," said Kenneth G. Mann, a professor of biochemistry at the University of Vermont, whose concerns were described by Nature. "Eventually you'll have a situation where you're not even producing the feedstock into the system." A group of researchers, led by two biology professors, Diane K. O'Dowd of the University of California at Irvine and Richard M. Losick of Harvard University, made a similar point in a commentary in Science. Teaching is suffering at universities because the institutions prize research success above all other factors in promotions, they said. The job of educating students offers little reward, and instead "often carries the derogatory label 'teaching load,'" they wrote. Those faculty members raise the issue at a time of growing anxiety for universities and their research enterprises. Republicans took control of the House of Representatives this month, after party leaders promised during last year's election campaign to cut nondiscretionary federal spending to 2008 levels. That is likely to mean deep budget cuts at the federal science-financing agencies. The National Institutes of Health, the largest nonmilitary provider of research money to universities, could see its budget fall 9 percent below its anticipated 2011 level of $31.3-billion.     "Disruption, Delivery and Degrees February 9, 2011 WASHINGTON -- Many college professors and administrators shudder at comparisons between what they do and what, say, computer or automobile makers do. (And just watch how they bristle if you dare call higher education an "industry.") But in a new report, the man who examined how technology has "disrupted" and reshaped those and other manufacturing industries has turned his gaze to higher education, arguing that it faces peril if it does not change to meet the challenge. The report, "Disrupting College," was also the subject of a panel discussion Tuesday at the Center for American Progress, which released the report along with the Innosight Institute. (A video recording of the event is available here.) Clayton M. Christensen, the Robert and Jane Cizik Professor of Business Administration at Harvard Business School, coined the term "disruptive innovation" in a series of books (among them The Innovator's Dilemma and The Innovator's Solution) that examined how technological changes altered existing markets for key products and services, usually by lowering prices or making them available to a different (and usually broader) audience. While Christensen's early work focused on manufacturing industries and commercial services like restaurants, he and his colleagues, in their more recent studies, have turned to key social enterprises such as K-12 education and health care. America's constellation of higher education institutions is ripe for such an analysis, Michael B. Horn, executive director of education at the Innosight Institute and a co-author of the report, said during Tuesday's event.
