University Ventures Fund, a $100 million investment partnership founded by a quartet of veterans of the for-profit and nonprofit education sectors, is the latest entrant in a market that aims to use private capital to expand the reach and impact of traditional colleges and universities. The fund, whose two biggest investors are the German media conglomerate Bertelsmann AG and the University of Texas Investment Management Company, is focused on stimulating "innovation from within the academy," rather than competing with it from the outside, David Figuli, a lawyer and partner in University Ventures, said in an interview Monday. The projects will include helping institutions expand the scale of their academic programs, re-engineer how they deliver instruction, and better measure student outcomes; the first two investments, also announced today, will be creating a curriculum through Brandman University aimed at improving the educational outcomes of Hispanic students, and a company that helps universities in Britain and elsewhere in Europe deliver their courses online. "Most of the attempts to bring about innovation in higher education have come from people trying to buy their way in," Figuli said, citing the many takeovers of traditional institutions by for-profit colleges over the last decade (quite a few of which he helped engineer). "Our way is to find good ideas within the existing institutions and fund those."     "July 2, 2009 Online-Education Study Reaffirms Value of Good Teaching, Experts Say By David Glenn In a much-debated 1983 essay on distance learning, Richard E. Clark, a professor of educational psychology at the University of Southern California, argued that it was beside the point to ask whether distance education is better or worse than the traditional classroom. The medium isn't the crucial variable, Mr. Clark wrote. What is important is to look at the effectiveness of specific instructional strategies, regardless of how those strategies are delivered. Last week, more than 25 years after Mr. Clark's provocation, the U.S. Department of Education released a report that, at least at first glance, carries a strong message about the medium: Students learn more effectively in online settings. Most powerful of all appear to be "blended" courses that offer both face-to-face and online elements. Previous research has generally found that online and offline courses are equally effective. But even though the report, which synthesized data from several dozen high-quality studies, was framed and publicized as a circuit board-versus-chalkboard showdown, its authors do not view themselves as having flouted Mr. Clark's principles. On the contrary: Mr. Clark served as a technical adviser to the project, and the report's lead author says that Mr. Clark's basic insights are correct. "This report should not be interpreted as saying that one medium is better than another," says Barbara Means, a director of the Center for Technology in Learning at SRI International, a California research firm that conducted the project under contract with the Education Department. "This should not be interpreted as saying that computers are better than professors."     September / October 2009 College for $99 a Month The next generation of online education could be great for students-and catastrophic for universities. by Kevin Carey Like millions of other Americans, Barbara Solvig lost her job this year. A fifty-year-old mother of three, Solvig had taken college courses at Northeastern Illinois University years ago, but never earned a degree. Ever since, she had been forced to settle for less money than coworkers with similar jobs who had bachelor's degrees. So when she was laid off from a human resources position at a Chicago-area hospital in January, she knew the time had come to finally get her own credential. Doing that wasn't going to be easy, because four-year degrees typically require two luxuries Solvig didn't have: years of time out of the workforce, and a great deal of money. Luckily for Solvig, there were new options available. She went online looking for something that fit her wallet and her time horizon, and an ad caught her eye: a company called StraighterLine was offering online courses in subjects like accounting, statistics, and math. This was hardly unusual-hundreds of institutions are online hawking degrees. But one thing about StraighterLine stood out: it offered as many courses as she wanted for a flat rate of $99 a month. "It sounds like a scam," Solvig thought-she'd run into a lot of shady companies and hard-sell tactics on the Internet. But for $99, why not take a risk? Solvig threw herself into the work, studying up to eighteen hours a day. And contrary to expectations, the courses turned out to be just what she was looking for. Every morning she would sit down at her kitchen table and log on to a Web site where she could access course materials, read text, watch videos, listen to podcasts, work through problem sets, and take exams. But how big the windfall will be-if it comes at all-remains unclear. One thing is for sure: The four-year program, designed to expand job training at community colleges, signals a major endorsement of the movement to freely share learning materials on the Internet. That movement took hold a decade ago with MIT's plan to publish free online syllabi, lecture notes, and other content from all of its courses. With this program, run by the Labor Department, parts of the federal government are now embracing MIT's radical idea as official policy-dangling what could be an unprecedented amount of money for more open courses. "With $500-million available this year, this is easily one of the largest federal investments in open educational resources in history," U.S. Education Secretary Arne Duncan said in a statement e-mailed to The Chronicle.     "July 10, 2011 A College Education for All, Free and Online By Kevin Carey All around the world, people have been waiting for someone like Shai Reshef to come along. Reshef is the founder and president of the University of the People, a tuition-free online institution that enrolled its first class of students in 2009. UoPeople strives to serve the vast numbers of students who have no access to traditional higher education. Some can't afford it, or they live in countries where there are simply no good colleges to attend. Others live in rural areas, or identify with a culture, an ethnicity, or a gender that is excluded from public services. UoPeople students pay an application fee of between $10 and $50 and must have a high-school diploma and be proficient in English. There are also small fees for grading final exams. Otherwise, it's free. The university takes advantage of the growing body of free, open-access resources available online. Reshef made his fortune building for-profit higher-education businesses during the rise of the Internet, and he noticed a new culture of collaboration developing among young people who grew up in a wired world. So UoPeople relies heavily on peer-to-peer learning that takes place within a highly structured curriculum developed in part by volunteers. The university plans to award associate and bachelor's degrees, and it is now seeking American accreditation. Rather than deploy the most sophisticated and expensive technology, UoPeople keeps it simple-everything happens asynchronously, in text only. Sebastian Thrun, a professor of computer science at Stanford, revealed today that he has departed the institution to found Udacity, a start-up offering low-cost online classes. He made the surprising announcement during a presentation at the Digital - Life - Design conference in Munich, Germany. The development was first reported earlier today by Reuters. During his talk, Mr. Thrun explored the origins of his popular online course at Stanford, which initially featured videos produced with nothing more than "a camera, a pen and a napkin." Despite the low production quality, many of the 200 Stanford students taking the course in the classroom flocked to the videos because they could absorb the lectures at their own pace. Eventually, the 200 students taking the course in person dwindled to a group of 30. Meanwhile, the course's popularity exploded online, drawing students from around the world. The experience taught the professor that he could craft a course with the interactive tools of the Web that recreated the intimacy of one-on-one tutoring, he said. Mr. Thrun told the crowd his move was motivated in part by teaching practices that evolved too slowly to be effective. During the era when universities were born, "the lecture was the most effective way to convey information. We had the industrialization, we had the invention of celluloid, of digitial media, and, miraculously, professors today teach exactly the same way they taught a thousand years ago," he said.     "Udacity and the future of online universities By Felix Salmon January 23, 2012 The most exciting (but also, in a small way, slightly depressing) presentation at DLD this year came from Sebastian Thrun, of Stanford and Google. Or formerly of Stanford, anyway. Thrun told the story of his Introduction to Artificial Intelligence class, which ran from October to December last year. It started as a way of putting his Stanford course online - he was going to teach the whole thing, for free, to anybody in the world who wanted it. With quizzes and grades and a final certificate, in parallel with the in-person course he was giving his Stanford undergrad students. He sent out one email to announce the class, and from that one email there was ultimately an enrollment of 160,000 students. Thrun scrambled to put together a website which could scale and support that enrollment, and succeeded spectacularly well. Just a couple of datapoints from Thrun's talk: there were more students in his course from Lithuania alone than there are students at Stanford altogether. There were students in Afghanistan, exfiltrating war zones to grab an hour of connectivity to finish the homework assignments. There were single mothers keeping the faith and staying with the course even as their families were being hit by tragedy. And when it finished, thousands of students around the world were educated and inspired. Some 248 of them, in total, got a perfect score: they never got a single question wrong, over the entire course of the class. All 248 took the course online; not one was enrolled at Stanford. Technology and information systems are one thing, the colleges say; to outsource teaching and curriculum is quite another. Now, two major e-learning companies have teamed up to disprove that truism. Blackboard and K12, Inc. announced last week that they will begin selling online remedial courses to community colleges beginning next year. The details will be hashed out over the next few months, but the basic outline is this: The companies will design the courses and provide the instructors from K12's stable, and the colleges will offer the courses through their normal catalogs. Last fall, a couple of hundred Stanford students registered for Sebastian Thrun's class on artificial intelligence. He offered the course free online, too, through his new company Udacity, and 160,000 students signed up. For the written assignments and exams, both groups got identical questions-and 210 students got a perfect overall score. They all came from the online group. So if you bluffed your way into the Ivy League with plumped-up credentials or an essay edited by somebody else, it's time to start breaking a sweat. "I like to compare it to film," Mr. Thrun told me at a coffee shop between Stanford and Mountain View, Calif., where his day job is running Google X, the company's experimental lab. "Before film there was theater-small casting companies reaching 300 people at a time. Then celluloid was invented, and you could record something and replicate it. A good movie wouldn't reach 300 but 3,000, and soon 300,000 and soon three million. That changed the economics." It is education's time to change now. So one group of students is trying to speed up the review process and make it more interactive by putting a crowdsourced book review online for anyone to critique. The reviewers are members of the Humanities, Arts, Science, and Technology Advanced Collaboratory's scholars program, which is made up of undergraduates and graduate students. Their book of choice is Lisa Nakamura and Peter A. Chow-White's Race After the Internet, a collection of essays published last October. Hastac scholars wrote reviews of the book's 14 chapters, and their contributions have been published on the Web for readers to evaluate and add their own takes. The project went live last week. "These are not just reviews existing on their own in a print journal," said Fiona Barnett, a doctoral candidate at Duke University who directs Hastac's scholars program. "They're active at the moment, with other students and other academics responding to them instantly." Ms. Barnett said the group split the review into chapters because each reviewer has different specialties and may not be an expert on the entire collection. Also, for many graduate students who have jobs and dissertations to worry about, "writing an entire book review is actually pretty daunting," she added. Some of the reviews are personal engagements with the text, and others are grounded in theory, Ms. Barnett said. It's not unprecedented for scholars to outsource reviews of their work to the masses-a University of California at Santa Cruz professor once put his book on an academic blog for commenters to critique while he published it through MIT Press.     " MIT Expands 'Open' Courses, Adds Completion Certificates December 19, 2011 - 4:28am The Massachusetts Institute of Technology -- which pioneered the idea of making course materials free online -- today announced a major expansion of the idea, with the creation of MITx, which will provide for interaction among students, assessment and the awarding of certificates of completion to students who have no connection to MIT. MIT is also starting a major initiative -- led by Provost L. Rafael Reif -- to study online teaching and learning. The first course through MITx is expected this spring. While the institute will not charge for the courses, it will charge what it calls "a modest fee" for the assessment that would lead to a credential. The credential will be awarded by MITx and will not constitute MIT credit. The university also plans to continue MIT OpenCourseWare, the program through which it makes course materials available online. An FAQ from MIT offers more details on the new program. While MIT has been widely praised for OpenCourseWare, much of the attention in the last year from the "open" educational movement has shifted to programs like the Khan Academy (through which there is direct instruction provided, if not yet assessment) and an initiative at Stanford University that makes courses available -- courses for which some German universities are providing academic credit.     "MBS expands into online marketplace By Victoria Guida Oct 1, 2010 Dennis Flanagan, CEO of MBS Direct, recently launched Xplana, an online student learning platform that helps students manage their academic lives through social networking, study groups and e-textbooks. Google, YouTube, Facebook, Twitter and other online resources have transformed the way students receive information. MBS Textbook Exchange, eying the exodus from print to digital, is evolving to keep up with the technological transformation. This summer, MBS launched an online social learning platform called Xplana that strives to connect Internet resources in a way that makes learning easier and more interactive for students. The company has since made the case that the new website is the way of the future on college campuses. "We began looking at the fact that learning was evolving in a lot of different ways," said Dennis Flanagan, CEO of MBS Direct and Xplana (pronounced ex plah' nah). "The traditional print book has always been one of the primary sources of learning, with the teacher standing up in front of the classroom. The Internet kind of changed that whole process.     "Gates Wikipedia University? June 10, 2011, 12:42 pm By Richard Vedder I received an e-mail from James Loynd recently, commenting favorably on an appearance I made on PBS's News Hour. Mr. Loynd asked, "What if the best professors in every department were to video tape their lectures? A student could them work his/her way towards a degree off campus. Even chat-room discussions with grad students could assist the students. Testing could be…not necessarily on campus, maybe even at your local YMCA." Of course, this is not the first time the idea has been suggested, but the question arises: Why are we not moving aggressively to do something like this? More specifically, why doesn't someone-say, the Gates Foundation-hire 100 or so stellar professors in 20 disciplines to offer perhaps 150 to 200 absolutely superb courses online, with testing administered by an outside agency (say, the ACT, SAT, or Underwriter's Laboratories)? Even paying each professor $100,000 per course and allowing for 100 percent overhead, this would cost $30- to $40-million. There would be some expenses for administration and a need to redo lectures every few years, but the whole thing is within the financial capacity of several foundations in the private sector. The upshot would be that a student taking about 32 of the courses would have the equivalent of a B.A. degree, and it could be offered to the student free (with modest per-student private or government subsidies) or at very modest cost. If someone proposed to do this, of course, there would be all sorts of objections. Some would argue you need more disciplines included, more courses, etc. And who would accredit the institution issuing the degree? Most such objections are trivial or bogus-for example, a college student does not have to be offered detailed study in every discipline in order to acquire a body of knowledge over roughly a four-year period that is the equivalent of a decent-quality bachelor's degree. Students and amateur scientists can now explore the Red Planet online, using software released today by Microsoft Resarch based on NASA images. Though many of the images from NASA's Mars Reconnaissance Orbiter are already available on the space agency's Web site, Microsoft has now loaded them into its WorldWide Telescope interface, which creates a way for users to easily pan around the images to see them in context, and presents them in higher resolution than previously available online. "You can actually see rover tracks on the Martian surface," said Dan Fay, director of earth, energy, and environment for Microsoft Research, in an interview. The WorldWide Telescope software is free but only runs on Microsoft's Windows operating system. A Web interface of the system is available, but the Mars images are not yet available there. The company's research division teamed up with astronomers to build the Web-based telescope to experiment with better ways to manage and analyze large data sets (so the company can improve its Bing search engine and its software). Meanwhile, some professors and schoolteachers use the Web telescope in their classrooms, and anyone online is encouraged to scour the images to find unique features of Mars that professional researchers might have missed."

The award went to the Mars Expedition Strategy Challenge that could incorporate Nasa images. It remains to be seen how technologies such as Worldwide Telescope can mash up into Virtual Environments. To entrepreneurs, it means that for-profit educational companies, such as the University of Phoenix or Kaplan University, can grow very large and make a lot of money, very quickly. To regulators, it means headaches. To highly visible traditional universities, such as Pennsylvania State University or the University of Massachusetts, it means an opportunity to take cues from the for-profits and create new revenue streams. If there was a recurring theme at the three-day conference of the Association of Governing Boards of Universities and Colleges, it was that a major rethinking of instruction through broader use of online learning is the only real hope for reinventing the business of higher education. Mark G. Yudof, who knows a thing or two about confronting diminished resources, suggested on Monday that it's a mistake to believe that small-scale changes in purchasing agreements or reduced course offerings will rescue the University of California system, where Mr. Yudof is president. Instead, colleges will need to aggressively alter the way they deliver courses, relying more heavily on online instruction, he said. It is a "myth" in higher education that "we can cut our way into survival," Mr. Yudof said. Enter Carol A. Twigg, who offered an alternative here on Tuesday. As president and chief executive of the National Center for Academic Transformation, Ms. Twigg has argued for more than a decade that, when used effectively, technology can both improve student achievement and reduce costs. "This is not rocket science," she said during a presentation. The center has redesigned courses on more than 100 college campuses, and Ms. Twigg points toward a body of evidence suggesting that course sections can be scaled up to serve many more students without sacrificing quality. While the course redesigns differ from campus to campus, they often involve the use of low-stakes online quizzes to promote student mastery of material. Rising tuition prices and student debt have left many wondering if the current model is indeed broken and whether those like Harvard's Clay Christensen are right when they say that innovations in course delivery will eventually displace established players. What exactly those innovations will look like remains a matter of debate. One view from Sheryl Sandberg, chief operating officer of Facebook, envisions a future in which every industry will be disrupted and "rebuilt with people at the center." In this recent interview with The Wall Street Journal, Sandberg talked specifically about the gaming industry, which has been upended by the popularity of social-gaming venues, such as Words With Friends and Farmville. But what if we applied her people-centered vision to higher ed? While amenities and services on campuses have been redesigned in the last decade with students clearly at the center, the core of the academic experience for students today is almost exactly the same as it was for their parents decades ago. While other industries have been able to find productivity gains without sacrificing quality, on most college campuses we still have professors at the front of a room or at a table with an average of 16 students in front of them. We all know that's one of the key drivers of rising college costs. Higher ed is people intensive, and for many prospective students and their parents, the professor-centered academic experience is well worth the high price and will be for a long time. It's one reason why high-quality institutions really have little to worry about. But we also know that the traditional academic experience isn't for everyone these days.
