    "January 2, 2011 Academic Library Autopsy Report, 2050 By Brian T. Sullivan "Insensible of mortality, and desperately mortal." -Shakespeare The academic library has died. Despite early diagnosis, audacious denial in the face of its increasingly severe symptoms led to its deterioration and demise. The academic library died alone, largely neglected and forgotten by a world that once revered it as the heart of the university. On its deathbed, it could be heard mumbling curses against Google and something about a bygone library guru named Ranganathan. Although the causes of death are myriad, the following autopsy report highlights a few of the key factors. 1. Book collections became obsolete. Fully digitized collections of nearly every book in the world rendered physical book collections unnecessary. Individual students now pay for subscriptions to any of several major digital-book vendors for unlimited access. The books may be viewed online at any time or downloaded to a portable device. Some colleges have opted for institutional subscriptions to digital-book collections, managed by their information-technology departments. Most of these collections originated in physical libraries, which signed their own death warrants with deals to digitize their books. 2. Library instruction was no longer necessary. To compete with a new generation of search engines, database vendors were forced to create tools that were more user-friendly, or else risk fading into obscurity. As databases became more intuitive and simpler to use, library instruction in the use of archaic tools was no longer needed. Almost all remaining questions could be answered by faculty (see No. 3) or information-technology staff (see No. 4). It was largely the work of academic librarians that led to most of these advances in database technology. 3. Information literacy was fully integrated into the curriculum. But where administrators perceive an impending crisis, investors increasingly see opportunity. In recent years, venture capitalists have poured millions into education-technology start-ups, trying to cash in on a market they see as ripe for a digital makeover. And lately, those wagers have been getting bigger. Investments in education-technology companies nationwide tripled in the last decade, shooting up to $429-million in 2011 from $146-million in 2002, according to the Na­tional Venture Capital Association. The boom really took off in 2009, when venture capitalists pushed $150-million more into education-technology firms than they did in the previous year, even as the economy sank into recession. "The investing community believes that the Internet is hitting edu­cation, that education is having its Internet moment," said Jose Ferreira, founder of the interactive-learning company Knewton.     " MIT Expands 'Open' Courses, Adds Completion Certificates December 19, 2011 - 4:28am The Massachusetts Institute of Technology -- which pioneered the idea of making course materials free online -- today announced a major expansion of the idea, with the creation of MITx, which will provide for interaction among students, assessment and the awarding of certificates of completion to students who have no connection to MIT. MIT is also starting a major initiative -- led by Provost L. Rafael Reif -- to study online teaching and learning. The first course through MITx is expected this spring. While the institute will not charge for the courses, it will charge what it calls "a modest fee" for the assessment that would lead to a credential. The credential will be awarded by MITx and will not constitute MIT credit. The university also plans to continue MIT OpenCourseWare, the program through which it makes course materials available online. An FAQ from MIT offers more details on the new program. While MIT has been widely praised for OpenCourseWare, much of the attention in the last year from the "open" educational movement has shifted to programs like the Khan Academy (through which there is direct instruction provided, if not yet assessment) and an initiative at Stanford University that makes courses available -- courses for which some German universities are providing academic credit.     'Academically Adrift' January 18, 2011 If the purpose of a college education is for students to learn, academe is failing, according to Academically Adrift: Limited Learning on College Campuses, a book being released today by University of Chicago Press. The book cites data from student surveys and transcript analysis to show that many college students have minimal classwork expectations -- and then it tracks the academic gains (or stagnation) of 2,300 students of traditional college age enrolled at a range of four-year colleges and universities. The students took the Collegiate Learning Assessment (which is designed to measure gains in critical thinking, analytic reasoning and other "higher level" skills taught at college) at various points before and during their college educations, and the results are not encouraging: * 45 percent of students "did not demonstrate any significant improvement in learning" during the first two years of college. * 36 percent of students "did not demonstrate any significant improvement in learning" over four years of college. * Those students who do show improvements tend to show only modest improvements. Students improved on average only 0.18 standard deviations over the first two years of college and 0.47 over four years. What this means is that a student who entered college in the 50th percentile of students in his or her cohort would move up to the 68th percentile four years later -- but that's the 68th percentile of a new group of freshmen who haven't experienced any college learning. "How much are students actually learning in contemporary higher education? The answer for many undergraduates, we have concluded, is not much," write the authors, Richard Arum, professor of sociology and education at New York University, and Josipa Roksa, assistant professor of sociology at the University of Virginia. For many undergraduates, they write, "drifting through college without a clear sense of purpose is readily apparent."

    "January 24, 2012 Colleges Can Take 4 Steps to Assure Quality, Group Says By Dan Berrett Increasing the percentage of college graduates in the United States has become a collective aspiration of policy makers, advocates for higher education, and President Obama. But this push for quantity will mean little if colleges cannot demonstrate the quality of the degrees they confer, says an advocacy group. The group, the New Leadership Alliance for Student Learning and Accountability, released today a set of guidelines it says will help colleges assess and improve student achievement and, in the process, better demonstrate the quality of their offerings. The guidelines are being presented at the Council for Higher Education Accreditation's annual meeting in Washington, with endorsements from 27 organizations, chiefly accreditors and associations. The guidelines stake out four broad principles of assessment and accountability for a college to follow: setting ambitious goals for the outcomes of undergraduate education; gathering evidence about how the institution is faring in pursuit of those outcomes; using that evidence to improve learning; and sharing the results. The essential idea is to clearly articulate and make intentional the objectives that guide student learning, said David C. Paris, executive director of the alliance. "That's our goal," he said, "an evidence-based profession." The alliance was started in 2009 by several higher-education leaders and foundations to respond to growing calls for accountability in the sector. The assumption was that colleges needed to define how they would substantiate student learning-or lawmakers would do it for them. The new guidelines expand on the alliance's previous efforts, including a statement of principles to guide student learning, which were released in 2008, and a pledge by more than 100 college presidents to take steps at their institutions that are largely identical to the ones set out in the new guidelines. Dee), Naomi Schaefer Riley argues that faculty tenure is among the factors contributing to the decline of higher education in the United States. Here is an excerpt from the book. If colleges were to eliminate tenure tomorrow, they'd have to pay faculty higher salaries. That's what most economists-and common sense-will tell you. Lifetime job security is a perk, like health insurance or a company car. If you take it away, you'll have to compensate in another way to get the same quality of employees. Tenure means not having to worry about having to find new employment in middle age, and that means a lot to professors. As the George Mason University economist Tyler Cowen explains, "In a lot of academia, once you're over 50 it's hard to get another job, even if you've done well." He compares it to being a computer programmer, where age seems to be a disadvantage no matter how talented you are. Taking an academic job without the promise of tenure is what Cowen calls "a massive risk." So there would have to be a lot of money on the front end to make up for it. In the long term, though, the costs might even out. Higher education would have a more sensible-looking labor market, in which colleges could ensure that all the faculty members were pulling their weight. This is particularly important for small colleges, says Bruce Johnstone, who has served as president of Buffalo State College and a vice president at the University of Pennsylvania. Large universities, in his experience, "tend to have ways of cushioning the existing departmental configurations a bit better than community colleges or small private colleges." The 31-year-old entrepreneur rattles off a list of populist actions over the past year: the consumer revolts against Bank of America's and Verizon's unpopular fees, a drive to enlist the San Francisco Giants to speak out against anti-gay bullying, a petition forcing the South African government to address the rape of lesbians. Each campaign won thousands of supporters, inflamed public opinion, and drew the ire of corporate executives and political leaders. But these were not impromptu rebellions that chanced upon success. They were carefully nurtured by Rattray's fledgling company, a social media site called Change.org that has emerged as one of the most influential channels for activism in the country. "We're in the business of amplifying," Rattray said in an interview. "We're trying to change the balance of power between individuals and large organizations." Rattray said his firm is profitable and hopes to bring in tens of millions of dollars in annual revenue within a few years. It makes money by running campaigns for advocacy groups such as Amnesty International in exchange for a fee. Ordinary users can create an online petition for free. Bugeja As we approach the end of another academic term, some institutions are still living off of stimulus money that did little to inspire solutions to mammoth budget cuts looming for the 2012 academic year, which promises to be one of the most difficult in memory for higher education. I direct the journalism school at Iowa State University, a land-grant institution that strives to make education affordable in good or bad economic times. We've experienced layoffs, firings, and furloughs, and are still in the process of reorganizing within my college of liberal arts and sciences. My school is the largest academic program in the largest college at ISU, and our budget has been slashed by more than 20 percent in the past four years. Nevertheless, in the next academic year, we'll balance our budget without increasing workload for most professors, while graduating students sooner-thanks to streamlined curricula, enhanced by advising. To accomplish those goals, the journalism school and other units at the university have adopted or are in the process of adopting several of the methods below: 1. Curtail curricular expansion. Nothing is more responsible for the increasing cost of higher education than ever-expanding pedagogies. Too many professors want their course loads to harmonize with their research interests, and many create courses based on the latest technology. Others are unwilling to teach basic introductory courses, preferring to farm those out to underpaid adjuncts. Worse yet, administrators typically reward professors for new course creation. Expanding pedagogies are a part of our academic culture, but they must be curtailed. Early adopters should introduce new technology into existing classes, and hires should be made not on the promise of creating new curricula but on teaching within the existing ones. "If all else fails, you can tell them, 'If it's good enough for the archivist of the United States,' " said David Ferriero, who was appointed to the post in 2009, " 'we should at least take a look at it on campus.' " Five years ago, many professors had pegged Wikipedia as a pariah. Now, four years into its first coordinated effort to recruit professors and students to its cause, Wikipedia's overseers believe they have successfully recast the free, publicly edited encyclopedia as an ally of respectable scholarship. Two dozen universities now have courses where students are working on Wikipedia as part of their formal coursework. Many of those campuses have "Wikipedia ambassadors" tasked with helping professors weave writing and editing Wikipedia entries into the syllabus. Even Ferriero's office at the National Archives and Records Administration now employs a "Wikipedian in residence" in charge of fostering relationships with galleries, libraries, archives and museums. A little economics explains why this is so. In the first week of beginning economics courses, professors usually make this fundamental point: If the price of something rises a lot, people look for substitutes. Resources (dollars) are scarce, and individuals want to make the best use of them. They "maximize their utility" by shifting away from high-priced good or service A to lower-priced good B. With regards to colleges, consumers typically have believed that there are no good substitutes-the only way a person can certify to potential employers that she/he is pretty bright, well educated, good at communicating, disciplined, etc., is by presenting a bachelor's degree diploma. College graduates typically have these positive attributes more than others, so degrees serve as an important signaling device to employers, lowering the costs of learning about the traits of the applicant. Because of the lack of good substitutes, colleges face little outside competition and can raise prices more, given their quasi-monopoly status. As college costs rise, however, people are asking: Aren't there cheaper ways of certifying competence and skills to employers? Employers like the current system, because the huge (often over $100,000) cost of demonstrating competency is borne by the student, not by them. Employers seemingly have little incentive to look for alternative certification. That is why reformers like me cannot get employer organizations like the U.S. Chamber of Commerce to take alternative certification seriously. At the very least, it became the biggest. A dozen major universities announced that they would begin providing content to Coursera, an innovative platform that makes interactive college classes available to the public free on the web. Next fall, it will offer at least 100 massive open online courses -- otherwise known as MOOCs*-- designed by professors from schools such as Princeton, CalTech, and Duke that will be capable of delivering lessons to more than 100,000 students at a time. Founded by Stanford computer scientists Daphne Koller and Andrew Ng, Coursera is one of a handful of efforts aimed at using the web's cost savings to bring Ivy League-quality courses to the masses. Its peers include the joint Harvard-MIT project edX and Udacity, a free online university created by Google executive and former Stanford professor Sebstian Thrun. (Another high-profile startup, Minerva, is attempting to create an actual "online Ivy" that students will pay to attend.) But the deals Coursera announced Tuesday may well prove to be an inflection point for online education, a sector that has traditionally been dominated by for-profit colleges known mostly for their noxious recruitment practices and poor results.     "April 17, 2011 5 Myths About the 'Information Age' By Robert Darnton Confusion about the nature of the so-called information age has led to a state of collective false consciousness. It's no one's fault but everyone's problem, because in trying to get our bearings in cyberspace, we often get things wrong, and the misconceptions spread so rapidly that they go unchallenged. Taken together, they constitute a font of proverbial non-wisdom. Five stand out: 1. "The book is dead." Wrong: More books are produced in print each year than in the previous year. One million new titles will appear worldwide in 2011. In one day in Britain-"Super Thursday," last October 1-800 new works were published. The latest figures for the United States cover only 2009, and they do not distinguish between new books and new editions of old books. But the total number, 288,355, suggests a healthy market, and the growth in 2010 and 2011 is likely to be much greater. Moreover, these figures, furnished by Bowker, do not include the explosion in the output of "nontraditional" books-a further 764,448 titles produced by self-publishing authors and "micro-niche" print-on-demand enterprises. And the book business is booming in developing countries like China and Brazil. However it is measured, the population of books is increasing, not decreasing, and certainly not dying. 2. "We have entered the information age." This announcement is usually intoned solemnly, as if information did not exist in other ages. But every age is an age of information, each in its own way and according to the media available at the time. No one would deny that the modes of communication are changing rapidly, perhaps as rapidly as in Gutenberg's day, but it is misleading to construe that change as unprecedented. 3. Students ride their bikes through manicured quads, past blooming flowers and statues by Rodin, to buildings named for benefactors like Gates, Hewlett, and Packard.     "Credentials, Good Will Hunting & MITx It's no secret that the authority to bestow credentials is a core source of value for higher education institutions; it's also a key means by which the institution protects itself from unwanted competition from non-sanctioned education providers. The importance of credentials to higher education is what makes the recent announcement from MIT particularly interesting. MIT has received a great deal of positive attention in response to the MITx announcement - a "game changer", argued Forbes. It may well turn out to be just that, but I think it's useful to see this initiative as part of a broader trend that began in earnest six or seven years ago: the creation and (slow) legitimization of new types of learning providers, ways of learning, and credentials. As soon as access to the Net became commonplace, innovators saw the potential to offer learners educational opportunities outside of established educational institutions. (You might recall oft-repeated quote from John Chambers, CEO of Cisco: "the next killer app is education over the internet (New York Times, Nov 17, 1999). The innovations took a number of forms, but for those of us in higher education, possibly the most interesting of the bunch were those that were presented as direct challenges to higher education. Here are a few of the more interesting examples: - "UnCollege" was started by college dropout, Dale Stephens, who declared there are better ways to learn than what is being offered by US colleges and universities. - The "Personal MBA" argued that spending 80k (plus lost wages) on an MBA was unnecessary, and set up an online community to allow people to learn outside of institutions. - Peter Thiel offered 100,000 per year to 20 students that would drop out of college to launch a business. - And possibly most significant is the creation of "badges" that allow people to demonstrate mastery of subjects in a variety of ways. Rosen, chief executive of Kaplan and author of a new book on for-profit colleges Enlarge Image By Robert M. Shireman It is clear that Andrew Rosen, the chief executive of Kaplan, wants to leave readers of Change.edu with the idea that for-profit colleges are innovative, efficient, and effective in serving people left out by traditional higher education, and that their bad reputation is the result of unfair attacks. I picked up Rosen's book wanting to see how the power of the market can transform the enterprise and improve student learning. Instead, I am now more concerned about the hazards of for-profit colleges than I was before. The eye-opening, gasp-inducing elements involve Rosen's descriptions of the intense pressures on company executives to produce quick, huge profits for investors by shortchanging students. "An investor who wants to make a quick hit can, at least theoretically, buy an institution, rev up the recruitment engine, reduce investment in educational outcomes," and deliver "a dramatic return on investment." The nefarious temptation is not just theoretical, though, and Rosen says so when he introduces the case of abuses by the Career Education Corporation. "There will always be some leaders who choose to manage for the short term ... particularly when they hold the highly liquid equity stakes that the leadership of private-sector institutions sometimes receive as part of their compensation. This isn't a theoretical issue; it has happened." The word "always" concerns me. Always as in: This can't be fixed? And how many are the "some" who would eagerly dismiss student needs in the pursuit of a rapid, profitable expansion?     "The Quiet Revolution in Open Learning By Kevin Carey In the late days of March 2010, Congressional negotiators dealt President Obama's community-college reform agenda what seemed like a fatal blow. A year later, it appears that, remarkably, the administration has fashioned the ashes of that defeat into one of the most innovative federal higher-education programs ever conceived. Hardly anyone has noticed. Obama originally called for $12-billion in new spending on community-college infrastructure and degree completion. The money was to come from eliminating public subsidies to for-profit banks that made student loans. But late in the process, some lawmakers insisted that savings that had already occurred, because of colleges' switching into the federal direct-loan program in anticipation of the new law, didn't count as savings. Billions were pulled off the table, and the community-college plan was shelved. Two days later, negotiators found $2-billion. But they could spend it only on a U.S. Department of Labor program restricted to workers who had lost their jobs because of shifts in global trade. The fit with the president's expansive agenda seemed awkward, and the amount was pennies on the original dollar. Cynical commentators called it a "consolation prize." Then, the Education and Labor Departments decided to do something highly uncharacteristic of large federal bureaucracies: They began to talk. To one another. Constructively. What they devised could change higher education for huge numbers of students, many of whom will never attend a community college at all. Reshef is the founder and president of the University of the People, a tuition-free online institution that enrolled its first class of students in 2009. UoPeople strives to serve the vast numbers of students who have no access to traditional higher education. Some can't afford it, or they live in countries where there are simply no good colleges to attend. Others live in rural areas, or identify with a culture, an ethnicity, or a gender that is excluded from public services. UoPeople students pay an application fee of between $10 and $50 and must have a high-school diploma and be proficient in English. There are also small fees for grading final exams. Otherwise, it's free. The university takes advantage of the growing body of free, open-access resources available online. Reshef made his fortune building for-profit higher-education businesses during the rise of the Internet, and he noticed a new culture of collaboration developing among young people who grew up in a wired world. So UoPeople relies heavily on peer-to-peer learning that takes place within a highly structured curriculum developed in part by volunteers. The university plans to award associate and bachelor's degrees, and it is now seeking American accreditation. Rather than deploy the most sophisticated and expensive technology, UoPeople keeps it simple-everything happens asynchronously, in text only.     "The Disruption Is Here September 15, 2011 - 3:00am Michael Staton A recent essay here by Robert Archibald and David Feldman challenged the idea of a "higher education bubble." They argued that a degree, even an expensive degree, is still worth it. They correctly pointed out that a degree is not an asset that responds to supply and demand like other markets. Their point that "on average most of us are average, and the data show that college is a very good investment for the average person," is true enough. But their real message was: there's no need to panic, the status quo is still working. I disagree. Said essay is part of a broader continuing discussion, this round set off by Peter Thiel's statements surrounding his 20 Under 20 Program encouraging students to "stop out" of college - with the idea that they are more likely to achieve entrepreneurial breakthroughs on their own than with more formal education. Thiel is a managing partner at one of the venture investors, Founders Fund, in my company, Inigral. Ironically, Inigral serves educational institutions with our Schools App, and most of our clients are traditional colleges and universities. (Schools App is a community platform inside Facebook and on mobile devices that helps to welcome the incoming class during the admissions, orientation, and first-year experience, making sure students find their "fit" and get off on the right foot.) So my company helps keep students in college while Thiel is going around talking about the potential value of "stopping out." Given this irony, people often ask me what I think about Thiel's comments suggesting that higher education is in a bubble. Here's what I think: He is mostly right, but the future prospects for education are more optimistic than Thiel suggests for two primary reasons: 1) Though it looks like an economic bubble, it's unlikely that there will be a precise moment in which the market crashes. It would certainly be useful, especially at a time when budgets are tight and the pressure is on to demonstrate better results. Oh, there's plenty of discussion-bright ideas, old certainties, and new approaches-and a rich discourse about innovation, reinvention, and transformation. But the most powerful ideas about improving learning are often unspoken. Amid all the talk about change, old assumptions exert their continuing grasp. For example, most of us assume that expanding the number of fields and specialties in the curriculum (and of faculty to teach them), providing more small classes, and lowering teaching loads (and, hence, lowering student-faculty ratios) are inherently good things. But while many of those ideas are plausible, few have been rigorously evaluated. So maybe it's time to stop relying on assumptions about improving learning and start finding out what really works best. A genuine theory of change, as such a systematic evaluation of effectiveness is sometimes called, would be grounded in knowledge about how students learn, and in the best way to put that knowledge to work. The theory should also be educationally robust; that is, it should not just help colleges expose students to certain subject matter, but also challenge institutions to help students develop the long-lasting survival skills needed in a time of radical and often unpredictable change. And it must also have its feet on the ground, with a sure footing in financial realities. Above all, those who would develop a truly systematic way of thinking about and creating change must be able to articulate their purpose. Unless universities assert their power as customers, the vendors that sell them products and services will continue squeezing those institutions for cash while dictating the terms under which they go digital. That conversation revolved around expensive, institution-level investments such as learning-management platforms and enterprise resource planning software. Now Wheeler and his colleagues are looking to apply the same principles of "aggregated demand" to help students save money on electronic textbooks. Internet2, a consortium of 221 colleges and universities, which last year brokered landmark deals with Box.com and Hewlett-Packard that gave its members discounts on cloud computing services, announced today that it had entered into a contract with McGraw-Hill, a major textbook publisher, aimed at creating similar discounts for students on digital course materials. Students have less ability than universities to pool their power as consumers, says Wheeler. The ascendance of e-textbooks means, among other things, that the secondary market for used books -- the one area where students can exercise power over textbook pricing -- could soon disappear. Universities would do well by their students to exercise leverage on their students' behalf, Wheeler says. "If somebody [does not] speak up for students in the move from print to digital, the students [are] going to get killed," he says.
