The rollback of public investment in, pressure for access to, and indeterminate impact of globalization on postsecondary education all contribute to significant disorientation in our thinking about the future of the university. As CEO of Kaplan, Inc., he often defends the role of for-profit colleges in an evolving marketplace, peppering versions of his stump speech with tales about the creation of public universities and community colleges. His point is that some skepticism about for-profits is similar to the snobbery those older sectors faced from elite private higher education. Rosen goes further in his debut book, Change.edu: Rebooting for the New Talent Economy, which attempts to paint a picture of higher education's future as well as its history. He also takes a turn as a journalist of sorts - an interesting twist for the former general counsel of the Washington Post Co. - writing about his campus visits to other institutions, a couple of which are Kaplan competitors. The book is ambitious in its scope, particularly for an author with obvious vested interests. But most reviewers have given Rosen high marks. Kirkus Reviews writes: "Incredibly, his argument never comes off as self-serving; the author's thorough exploration of 'Harvard Envy' and the rise of 'resort' campuses is both fascinating and enlightening." Rosen recently answered questions over e-mail about his book, which was released by Kaplan Publishing. Q: The book arrives amid a series of challenges for your industry. What did you hope to accomplish by writing it?     Breaking Bad Habits: Navigating the Financial Crisis by Dennis Jones and Jane Wellman The "Great Recession" of 2009 has brought an unprecedented level of financial chaos to public higher education in America. Programs are being reduced, furloughs and layoffs are widespread, class sizes are increasing, sections are being cut, and students can't get into classes needed for graduation. Enrollment losses upwards of several hundred thousand are being reported-and only time will tell whether the situation is even worse. Reports of budget cuts in public institutions in the neighborhood of 15 to 20 percent (Pennsylvania, Virginia, New York, Florida, and California) are becoming common. Halfway through the 2009-2010 fiscal year, 48 states were projecting deficits for 2011 and 2012 (NASBO, 2009). Although states are reluctant to raise taxes, they evidently have less of a problem letting tuitions go up. And up they are going-California, Oregon, Washington, New York, Wisconsin, and Florida announced increases ranging from 10 to 33 percent. The normally tuition-resistant Florida legislature has authorized annual increases in undergraduate tuitions of 15 percent per year until they reach national averages for public four-year institutions. Around the country, the increases are setting off student protests reminiscent of the 1960's, variously directed at campuses, system boards, legislatures, and governors-complete with reports of violence and arrests. The New Normal Higher education has been through tough times before. The pattern of the last two decades has been a zigzag of reductions in state funds for higher education during times of recession, followed by a return to revenue growth about two years after the state coffers refill. But resources have not returned to pre-recession levels. So the overall pattern has been a modest but continuous decline in state revenues. When they start working together, his students rarely stay in their seats, which are bolted to the floor. Instead they gather in the hallway or in the aisles, or spill toward the front of the room, where the professor typically stands. Mr. Martin, a professor of ecology and evolutionary biology, drops in on the discussions, asking and answering questions, and hearing where students are stumped. "Students are effectively educating each other," he says of the din that overtakes his room. "It means they're in control, and not me." But where administrators perceive an impending crisis, investors increasingly see opportunity. In recent years, venture capitalists have poured millions into education-technology start-ups, trying to cash in on a market they see as ripe for a digital makeover. And lately, those wagers have been getting bigger. Investments in education-technology companies nationwide tripled in the last decade, shooting up to $429-million in 2011 from $146-million in 2002, according to the Na­tional Venture Capital Association. Since then the two sociologists have been through a torrent of radio interviews and public lectures. In the first days after the book's release, they had to handle a certain amount of breathless reaction, both pro and con, from people who hadn't actually read it. But now that more people in higher education have had time to digest their arguments, sophisticated conversations are developing about the study's lessons and about its limitations. Many college leaders are praising the ambition of Mr. Arum and Ms. Roksa's project, and some say they hope the book will focus new attention on the quality of undergraduate instruction. When the authors spoke last month at the annual meeting of the Association of American Colleges and Universities, in San Francisco, the ballroom far overfilled its capacity, and they were introduced as "rock stars." But three lines of skepticism have also emerged. Fiirst, some scholars say that Academically Adrift's heavy reliance on the Collegiate Learning Assessment, a widely used essay test that measures reasoning and writing skills, limits the value of the study. While that's happening, another student dressed in a gorilla suit wanders into their midst, looks around, thumps his chest, then walks off, apparently unseen by most observers because they were so focused on the bouncing ball. Voilà: attention blindness. The invisible-gorilla experiment is featured in Cathy Davidson's new book, Now You See It: How the Brain Science of Attention Will Transform the Way We Live, Work, and Learn (Viking, 2011). Davidson is a founder of a nearly 7,000-member organization called Hastac, or the Humanities, Arts, Sciences, and Technology Advanced Collaboratory, that was started in 2002 to promote the use of digital technology in academe. It is closely affiliated with the digital humanities and reflects that movement's emphasis on collaboration among academics, technologists, publishers, and librarians. Last month I attended Hastac's fifth conference, held at the University of Michigan at Ann Arbor. Davidson's keynote lecture emphasized that many of our educational practices are not supported by what we know about human cognition. At one point, she asked members of the audience to answer a question: "What three things do students need to know in this century?" Without further prompting, everyone started writing down answers, as if taking a test. While we listed familiar concepts such as "information literacy" and "creativity," no one questioned the process of working silently and alone. Last month, I speculated from my perspective as a college teacher about a set of interlocking factors that have contributed to the problem. In that column (The Chronicle, February 25), I referred to the alarming data presented by Richard Arum and Josipa Roksa in Academically Adrift: Limited Learning on College Campuses (University of Chicago Press, 2011) in the context of President Obama's call for more students to attend college in order to prepare for the economy of the future. Why, I asked, should we send more students to college-at an ever greater cost-when more than a third of them, according to Arum and Roksa, demonstrate "no improvement in critical thinking, complex reasoning, and writing skills" after four years of education? This month I want to speculate on why students (and, to a lesser extent, their parents) are not making choices that support educational success. What could they possibly be thinking? The student as consumer. Surely adolescent expectations of Animal House debaucheries have been with us since the decline of college as preparation for the ministry. But, in the past few generations, the imagery and rhetoric of academic marketing have cultivated a belief that college will be, if not decadent, at least primarily recreational: social activities, sporting events, and travel. Along the way, there may be some elective cultural enrichment and surely some preprofessional training and internships, the result of which will be access to middle-class careers. College brochures and Web sites may mention academic rankings, but students probably won't read anything about expectations of rigor and hard work: On the contrary, "world-renowned professors" will provide you with a "world-class education." Though other colleges offer similar programs on campus, "we deliver nationwide online," he said, with students in all 50 states. That could change soon. Under federal rules that take effect on July 1, Bismarck State will have to seek approval to operate in every state where it enrolls students, or forgo those students' federal aid. With some states charging thousands of dollars per application, the college is weighing whether it can afford to remain in states where the cost of doing business outweighs the benefits, in tuition terms. Though the college hasn't made any decisions yet, "the reality is that if we run into a state where we have few students and it's expensive [to get approval], it's probably not going to be cost-effective to continue," Mr. Skogen said. Their findings, one heard, were ... interesting. The book, Academically Adrift, by Richard Arum and Josipa Roksa, fulfilled that promise-and then some. It was no surprise that The Chronicle gave prominent coverage to the conclusion that "American higher education is characterized by limited or no learning for a large proportion of students," but few people anticipated that the book would become the rare piece of serious academic scholarship that jumps the fence and roams free into the larger culture. Vanity Fair used space normally allotted to Kennedy hagiography to call it a "crushing exposé of the heretofore secret society known as 'college.'" The gossip mavens at Gawker ran the book through their patented Internet cynicism machine and wrote that "To get a college degree, you must go into a soul-crushing amount of debt. And what do you get for all that money? Not learning." The New Yorker featured Academically Adrift in a typically brilliant essay by Louis Menand. In one of her nationally syndicated columns, Kathleen Parker called the book a "dense tome" while opining that the failure of higher education constituted a "dot-connecting exercise for Uncle Shoulda, who someday will say-in Chinese-'How could we have let this happen?'" Last month the university announced, to mild fanfare, an invention that could be similarly transformative, this time for higher education itself. It's called MITx. In that small lowercase letter, a great deal is contained. MITx is the next big step in the open-educational-resources movement that MIT helped start in 2001, when it began putting its course lecture notes, videos, and exams online, where anyone in the world could use them at no cost. The project exceeded all expectations-more than 100 million unique visitors have accessed the courses so far. Meanwhile, the university experimented with using online tools to help improve the learning experience for its own students in Cambridge, Mass. Now MIT has decided to put the two together-free content and sophisticated online pedagogy­-and add a third, crucial ingredient: credentials. Beginning this spring, students will be able to take free, online courses offered through the MITx initiative. If they prove they've learned the materi­al, MITx will, for a small fee, give them a credential certifying as much. In doing this, MIT has cracked one of the fundamental problems retarding the growth of free online higher education as a force for human progress. The Internet is a very different environment than the traditional on-campus classroom. Students and employers are rightly wary of the quality of online courses. And even if the courses are great, they have limited value without some kind of credential to back them up. It's no one's fault but everyone's problem, because in trying to get our bearings in cyberspace, we often get things wrong, and the misconceptions spread so rapidly that they go unchallenged. Taken together, they constitute a font of proverbial non-wisdom. Five stand out: 1. "The book is dead." Wrong: More books are produced in print each year than in the previous year. One million new titles will appear worldwide in 2011. In one day in Britain-"Super Thursday," last October 1-800 new works were published. The latest figures for the United States cover only 2009, and they do not distinguish between new books and new editions of old books. But the total number, 288,355, suggests a healthy market, and the growth in 2010 and 2011 is likely to be much greater. Moreover, these figures, furnished by Bowker, do not include the explosion in the output of "nontraditional" books-a further 764,448 titles produced by self-publishing authors and "micro-niche" print-on-demand enterprises. And the book business is booming in developing countries like China and Brazil. However it is measured, the population of books is increasing, not decreasing, and certainly not dying. 2. "We have entered the information age." This announcement is usually intoned solemnly, as if information did not exist in other ages. But every age is an age of information, each in its own way and according to the media available at the time. No one would deny that the modes of communication are changing rapidly, perhaps as rapidly as in Gutenberg's day, but it is misleading to construe that change as unprecedented. 3. Richard Arum, a professor of sociology and education at New York University, doesn't quite buy it. But he did tell a room of college administrators here that higher education was going through a sea change: Once upon a time, if you took the financial risk of getting a college degree, no matter your major, you would do extremely well in life, compared to someone with only a high-school degree. Times have changed, he said. "It's not that college degrees aren't worthwhile," but the returns are diminished, he said. "After 2008, "you can't be so sure that the college credential, waving that paper in the air, is enough to give you the job that is going to pay enough that it didn't matter how many loans you took out." Mr. Arum appeared here at the Summer Seminar, a conference put on by the Lawlor Group and Hardwick-Day, two higher-education consulting firms based in the Twin Cities, to discuss the book he wrote with Josipa Roksa, Academically Adrift: Limited Learning on College Campuses (University of Chicago Press, 2011). By now, most academics are familiar with the book and its provocative thesis: Students, the authors contend, spend a great deal of time socializing and relatively less time studying effectively. Those judgments are summarized in a letter grade. A list of those subject matters and grades constitutes the transcript that describes what the student has learned and what the student's performance was overall. The students and the teacher are focused on the subject matter, and the implied view is that the learning in college is captured in the exercises that inform those grades. The limitations of this "subject matter recall" model of higher education are hilariously captured in Don Novello's comic performance on Saturday Night Live as Father Guido Sarducci, who marketed the "Five Minute University": http://youtu.be/kO8x8eoU3L4 Sometimes, in some subjects, the mastery of specific subject matter is precisely what is at stake. Students aiming to be engineers will make pretty direct use of the principles they learn in a course in mechanics, for example. Students focused on other particular occupational qualifications, whether in certificate, associate-degree, or bachelors'-degree programs, will probably make direct use of some of the subjects they are taught. However, the learning produced in large parts of a college education is-or at least should be-different from that, and the role of tests and grades is correspondingly different. As economics professors, we have always understood that little of what students learned in advanced economics courses-neither the factual content nor the specific analytical techniques-was ever going to come up in their later lives (unless fate intervened and made them economists). I'm not quite sure how this status is determined-especially given our declining position in the OECD rankings-but we seem to have adopted the belief that the problems in the U.S. education system reside in elementary and secondary schools, not on college campuses. Perhaps it's just a sign of the times in which we live. Modesty, it seems, is out of style. In a thought-provoking talk at the Washington Ideas Forum this week, the New York Times columnist David Brooks maintained that we live in an era of "expanded conception of self." That attitude, he believes, results in the trends we have witnessed in recent years toward increased consumption, polarization, and risk. "We have moved from a culture of self-effacement to one of self-expansion," Brooks said. In some ways, the Brooks lecture was a fitting endnote to a conversation earlier in the day at the forum where I gathered with a dozen education, business, and think-tank leaders for a spirited discussion of the state of the American higher-ed system. After two hours of talking, there was no more agreement on how to improve the system than when we had walked into the room. Indeed, the diversity of constituencies represented in the room couldn't even settle on what the system should be doing. (That was despite the best efforts of the moderator, Clive Crook, who as a Brit admitted at the outset how confusing and complex the U.S. higher-ed system is.) Higher ed is feeling good about itself these days because it remains in demand. Why offer classes at more convenient times when you're getting a record number of applicants? Why hold the line on rising costs when students are willing to take on more debt? Why collect better job-placement data to provide to prospective students when they're

The official unemployment rate in 1982 exceeded 10%, but apples-to-apples unemployment (counting it the way we do today) was over 16%. Inflation was north of 6% and the prime interest rate reached 21.5% in June 1982. Things weren't much better in the UK where deindustrialization had resulted in unemployment over 20% in many regions, and where the 'workshop of the world' became a net importer of goods for the first time ever. It's always darkest before the dawn. So few recognized we were on the verge of a revolution in information technology that would drive productivity increases across almost all industries and create new ones over the next two decades. If there's any consensus at all in today's debate about how to rekindle economic growth, it's the importance of education, and particularly higher education. We need more educated workers to innovate and increase productivity. Not coincidentally, the largest industry that has not seen much in the way of productivity improvements since 1982 is education. All but a handful of the 170 million students currently enrolled at tertiary institutions around the world are learning the way their parents and grandparents learned (often learning virtually the same curriculum). The 'sage on a stage' model remains unchanged, and the well over $1 trillion in annual spending on higher education continues to be directed to the same functions. And so the stage (if not the sage) is set for the world to focus on higher education as it never has before, and for dramatic changes in programs, delivery models, costs and learning outcomes. While the private sector will play a key role in this next revolution, it cannot succeed alone. Traditional universities and colleges - public and private -- will be the crucibles of change, in partnership with entrepreneurs and companies. The

    'Academically Adrift' January 18, 2011 If the purpose of a college education is for students to learn, academe is failing, according to Academically Adrift: Limited Learning on College Campuses, a book being released today by University of Chicago Press. The book cites data from student surveys and transcript analysis to show that many college students have minimal classwork expectations -- and then it tracks the academic gains (or stagnation) of 2,300 students of traditional college age enrolled at a range of four-year colleges and universities. The students took the Collegiate Learning Assessment (which is designed to measure gains in critical thinking, analytic reasoning and other "higher level" skills taught at college) at various points before and during their college educations, and the results are not encouraging: * 45 percent of students "did not demonstrate any significant improvement in learning" during the first two years of college. * 36 percent of students "did not demonstrate any significant improvement in learning" over four years of college. * Those students who do show improvements tend to show only modest improvements. Students improved on average only 0.18 standard deviations over the first two years of college and 0.47 over four years. What this means is that a student who entered college in the 50th percentile of students in his or her cohort would move up to the 68th percentile four years later -- but that's the 68th percentile of a new group of freshmen who haven't experienced any college learning. "How much are students actually learning in contemporary higher education? The answer for many undergraduates, we have concluded, is not much," write the authors, Richard Arum, professor of sociology and education at New York University, and Josipa Roksa, assistant professor of sociology at the University of Virginia. For many undergraduates, they write, "drifting through college without a clear sense of purpose is readily apparent."

"If all else fails, you can tell them, 'If it's good enough for the archivist of the United States,' " said David Ferriero, who was appointed to the post in 2009, " 'we should at least take a look at it on campus.' " Five years ago, many professors had pegged Wikipedia as a pariah. Now, four years into its first coordinated effort to recruit professors and students to its cause, Wikipedia's overseers believe they have successfully recast the free, publicly edited encyclopedia as an ally of respectable scholarship. Two dozen universities now have courses where students are working on Wikipedia as part of their formal coursework. Many of those campuses have "Wikipedia ambassadors" tasked with helping professors weave writing and editing Wikipedia entries into the syllabus. Even Ferriero's office at the National Archives and Records Administration now employs a "Wikipedian in residence" in charge of fostering relationships with galleries, libraries, archives and museums. Late last week, the Wikimedia Foundation, which runs the encyclopedia, took another step toward assuming the mantle of an accessory of higher education: it held an academic conference. The first-ever Wikipedia in Higher Education Summit convened professors who had incorporated Wikipedia into their teaching, as well as others who were considering doing so, to talk about pros and cons of assigning students to improve the publicly edited online encyclopedia. The foundation also made it clear that Wikipedia plans to expand its relationship with academe.     "January 24, 2012 Colleges Can Take 4 Steps to Assure Quality, Group Says By Dan Berrett Increasing the percentage of college graduates in the United States has become a collective aspiration of policy makers, advocates for higher education, and President Obama. But this push for quantity will mean little if colleges cannot demonstrate the quality of the degrees they confer, says an advocacy group. The group, the New Leadership Alliance for Student Learning and Accountability, released today a set of guidelines it says will help colleges assess and improve student achievement and, in the process, better demonstrate the quality of their offerings. The guidelines are being presented at the Council for Higher Education Accreditation's annual meeting in Washington, with endorsements from 27 organizations, chiefly accreditors and associations. The guidelines stake out four broad principles of assessment and accountability for a college to follow: setting ambitious goals for the outcomes of undergraduate education; gathering evidence about how the institution is faring in pursuit of those outcomes; using that evidence to improve learning; and sharing the results. The essential idea is to clearly articulate and make intentional the objectives that guide student learning, said David C. Paris, executive director of the alliance. "That's our goal," he said, "an evidence-based profession." The alliance was started in 2009 by several higher-education leaders and foundations to respond to growing calls for accountability in the sector. The assumption was that colleges needed to define how they would substantiate student learning-or lawmakers would do it for them. The new guidelines expand on the alliance's previous efforts, including a statement of principles to guide student learning, which were released in 2008, and a pledge by more than 100 college presidents to take steps at their institutions that are largely identical to the ones set out in the new guidelines.
