Courtesy: UCLA Share Print Email The so-called "town and gown" relationship between cities and universities has become increasingly important in recent years. As universities contribute more and more to the local economy through research, reputation and building, they're seen not only as educational and cultural institutions, but economic development tools. But how much should cities rely on universities? This essentially was the question posed to four university professors at a panel discussion in Los Angeles. Hosted by Zocalo Public Square and moderated by The Chronicle for Higher Education editor Jeff Selingo, the event asked whether universities can save cities. "We really can't believe that universities can save cities," said Gene Block, chancellor at the University of California Los Angeles. He argues that even though universities contribute to a city's culture and economy, they can't be fully relied upon to solve major foundational problems should they arise. And so far they haven't, according to Rice University President David Leebron. "I don't really see it so much as a question of whether universities can save cities. Cities generically aren't really in any danger," Leebron said. "The real question, I think, is can universities make our cities more competitive, and more competitive on a global scale?" Leebron said universities can play a major role in helping cities provide jobs and education that attract people and businesses from all over the world. "That's both in terms of what they can contribute to the economic advancement of the city, but also importantly what the universities contribute to the quality of life in the city and the quality of governance in the city," Leebron said.     " MIT Expands 'Open' Courses, Adds Completion Certificates December 19, 2011 - 4:28am The Massachusetts Institute of Technology -- which pioneered the idea of making course materials free online -- today announced a major expansion of the idea, with the creation of MITx, which will provide for interaction among students, assessment and the awarding of certificates of completion to students who have no connection to MIT. MIT is also starting a major initiative -- led by Provost L. Rafael Reif -- to study online teaching and learning. The first course through MITx is expected this spring. While the institute will not charge for the courses, it will charge what it calls "a modest fee" for the assessment that would lead to a credential. The credential will be awarded by MITx and will not constitute MIT credit. The university also plans to continue MIT OpenCourseWare, the program through which it makes course materials available online. An FAQ from MIT offers more details on the new program. While MIT has been widely praised for OpenCourseWare, much of the attention in the last year from the "open" educational movement has shifted to programs like the Khan Academy (through which there is direct instruction provided, if not yet assessment) and an initiative at Stanford University that makes courses available -- courses for which some German universities are providing academic credit. But how exactly do universities factor into the wealth, innovation, and economic competitiveness of their host nations? To get at this, my colleague Charlotta Mellander and I looked into the statistical associations between a nation's concentration of leading universities and broader measures of economic competitiveness, innovation, human capital and social well-being. We based our analysis on a statistical technique that enables us to control for the effects of population size. While correlation is not causation (none of these findings prove that anything more than an association exists) the results are nonetheless striking. In fact, they number among the very strongest I have ever seen in this type of analysis. The concentration of great universities in a nation is extraordinarily closely related to its economic competitiveness. It is closely associated with economic output per capita (.74), total factor productivity (.77) and overall competitiveness (.71) based on the Global Competitiveness Index developed by Harvard's Michael Porter. Universities are also a key force in technology. A nation's concentration of leading universities is closely associated with its level of innovation, measured as patents (.78) and its research and development expenditures (.74). While Stanford's role in Silicon Valley-style high-technology entrepreneurship is the stuff of legend, universities are closely associated with the entrepreneurial level of nations. Young Coursera has been operating for only a few months, but the company has already persuaded some of the world's best-known universities to offer free courses through its online platform. Colleges that usually move at a glacial pace are rushing into deals with the upstart company. But what exactly have they signed up for? And if the courses are free, how will the company-and the universities involved-make money to sustain them? Some clues can be found in the contract the institutions signed. The Chronicle obtained the agreement between Coursera and the University of Michigan at Ann Arbor, the first public university to make such a deal, under a Freedom of Information Act request, and Coursera officials say that the arrangement is similar to those with the other partners. The contract reveals that even Coursera isn't yet sure how it will bring in revenue. A section at the end of the agreement, titled "Possible Company Monetization Strategies," lists eight potential business models, including having companies sponsor courses. That means students taking a free course from Stanford University may eventually be barraged by banner ads or promotional messages. But the universities have the opportunity to veto any revenue-generating idea on a course-by-course basis, so very little is set in stone. Andrew Ng, a co-founder of the company and a professor of computer science at Stanford, describes the list as an act of "brainstorming" rather than a set plan. These new arrivals are harnessing the Internet to offer online courses, which isn't new. But their classes are free, or almost free. Most traditional universities have refused to award academic credit for such online studies. Now the start-ups are discovering a way around that monopoly, by inventing credentials that "graduates" can take directly to employers instead of university degrees. "If I were the universities, I might be a little nervous," said Alana Harrington, director of Saylor. org, a nonprofit organization based in the District. Established by entrepreneur Michael Saylor, it offers 200 free online college courses in 12 majors. Another nonprofit initiative is Peer-to-Peer University, based in California. Known as P2PU, it offers free online courses and is supported by the Hewlett Foundation and Mozilla, the company behind the Firefox Web browser. A third is University of the People, also based in California, which offers more than 40 online courses. It charges students a one-time $10 to $50 application fee. Among its backers is the Clinton Global Initiative. Unless universities assert their power as customers, the vendors that sell them products and services will continue squeezing those institutions for cash while dictating the terms under which they go digital. That conversation revolved around expensive, institution-level investments such as learning-management platforms and enterprise resource planning software. Now Wheeler and his colleagues are looking to apply the same principles of "aggregated demand" to help students save money on electronic textbooks. Internet2, a consortium of 221 colleges and universities, which last year brokered landmark deals with Box.com and Hewlett-Packard that gave its members discounts on cloud computing services, announced today that it had entered into a contract with McGraw-Hill, a major textbook publisher, aimed at creating similar discounts for students on digital course materials. Students have less ability than universities to pool their power as consumers, says Wheeler. The ascendance of e-textbooks means, among other things, that the secondary market for used books -- the one area where students can exercise power over textbook pricing -- could soon disappear. Universities would do well by their students to exercise leverage on their students' behalf, Wheeler says. "If somebody [does not] speak up for students in the move from print to digital, the students [are] going to get killed," he says. Once known as Chapman University College, it was separately accredited from Chapman three years ago and renamed for a benefactor, the Brandman Foundation, in April. Gary Brahm, Brandman's chancellor, said his institution has a good record in serving and graduating Hispanic students, who make up more than a quarter of Brandman's enrollment. At the very least, it became the biggest. A dozen major universities announced that they would begin providing content to Coursera, an innovative platform that makes interactive college classes available to the public free on the web. Next fall, it will offer at least 100 massive open online courses -- otherwise known as MOOCs*-- designed by professors from schools such as Princeton, CalTech, and Duke that will be capable of delivering lessons to more than 100,000 students at a time. Founded by Stanford computer scientists Daphne Koller and Andrew Ng, Coursera is one of a handful of efforts aimed at using the web's cost savings to bring Ivy League-quality courses to the masses. Its peers include the joint Harvard-MIT project edX and Udacity, a free online university created by Google executive and former Stanford professor Sebstian Thrun. (Another high-profile startup, Minerva, is attempting to create an actual "online Ivy" that students will pay to attend.) Reshef is the founder and president of the University of the People, a tuition-free online institution that enrolled its first class of students in 2009. UoPeople strives to serve the vast numbers of students who have no access to traditional higher education. Some can't afford it, or they live in countries where there are simply no good colleges to attend. Others live in rural areas, or identify with a culture, an ethnicity, or a gender that is excluded from public services. UoPeople students pay an application fee of between $10 and $50 and must have a high-school diploma and be proficient in English. There are also small fees for grading final exams. Otherwise, it's free. The university takes advantage of the growing body of free, open-access resources available online. Reshef made his fortune building for-profit higher-education businesses during the rise of the Internet, and he noticed a new culture of collaboration developing among young people who grew up in a wired world. So UoPeople relies heavily on peer-to-peer learning that takes place within a highly structured curriculum developed in part by volunteers. The university plans to award associate and bachelor's degrees, and it is now seeking American accreditation. Rather than deploy the most sophisticated and expensive technology, UoPeople keeps it simple-everything happens asynchronously, in text only. As long as students can connect their laptops or mobile devices to a telecommunications network, somewhere, they can study and learn. Universities are aggressively seeking federal dollars to build bigger and fancier laboratory facilities, and are not paying an equal amount of attention to teaching and nurturing the students who would fill them, scientists say in the articles. "It's a Ponzi scheme," said Kenneth G. Mann, a professor of biochemistry at the University of Vermont, whose concerns were described by Nature. "Eventually you'll have a situation where you're not even producing the feedstock into the system." A group of researchers, led by two biology professors, Diane K. O'Dowd of the University of California at Irvine and Richard M. Losick of Harvard University, made a similar point in a commentary in Science. Teaching is suffering at universities because the institutions prize research success above all other factors in promotions, they said. The job of educating students offers little reward, and instead "often carries the derogatory label 'teaching load,'" they wrote. Those faculty members raise the issue at a time of growing anxiety for universities and their research enterprises. Republicans took control of the House of Representatives this month, after party leaders promised during last year's election campaign to cut nondiscretionary federal spending to 2008 levels. That is likely to mean deep budget cuts at the federal science-financing agencies. The fund, whose two biggest investors are the German media conglomerate Bertelsmann AG and the University of Texas Investment Management Company, is focused on stimulating "innovation from within the academy," rather than competing with it from the outside, David Figuli, a lawyer and partner in University Ventures, said in an interview Monday. The projects will include helping institutions expand the scale of their academic programs, re-engineer how they deliver instruction, and better measure student outcomes; the first two investments, also announced today, will be creating a curriculum through Brandman University aimed at improving the educational outcomes of Hispanic students, and a company that helps universities in Britain and elsewhere in Europe deliver their courses online.     "January 22, 2012 MIT Mints a Valuable New Form of Academic Currency James Yang for The Chronicle By Kevin Carey The Massachusetts Institute of Technology has invented or improved many world-changing things-radar, information theory, and synthetic self-replicating molecules, to name a few. Last month the university announced, to mild fanfare, an invention that could be similarly transformative, this time for higher education itself. It's called MITx. In that small lowercase letter, a great deal is contained. MITx is the next big step in the open-educational-resources movement that MIT helped start in 2001, when it began putting its course lecture notes, videos, and exams online, where anyone in the world could use them at no cost. The project exceeded all expectations-more than 100 million unique visitors have accessed the courses so far. Meanwhile, the university experimented with using online tools to help improve the learning experience for its own students in Cambridge, Mass. Now MIT has decided to put the two together-free content and sophisticated online pedagogy­-and add a third, crucial ingredient: credentials. Beginning this spring, students will be able to take free, online courses offered through the MITx initiative. If they prove they've learned the materi­al, MITx will, for a small fee, give them a credential certifying as much. In doing this, MIT has cracked one of the fundamental problems retarding the growth of free online higher education as a force for human progress. The Internet is a very different environment than the traditional on-campus classroom. Students and employers are rightly wary of the quality of online courses. And even if the courses are great, they have limited value without some kind of credential to back them up. As CEO of Kaplan, Inc., he often defends the role of for-profit colleges in an evolving marketplace, peppering versions of his stump speech with tales about the creation of public universities and community colleges. His point is that some skepticism about for-profits is similar to the snobbery those older sectors faced from elite private higher education. Rosen goes further in his debut book, Change.edu: Rebooting for the New Talent Economy, which attempts to paint a picture of higher education's future as well as its history. He also takes a turn as a journalist of sorts - an interesting twist for the former general counsel of the Washington Post Co. - writing about his campus visits to other institutions, a couple of which are Kaplan competitors. The book is ambitious in its scope, particularly for an author with obvious vested interests. But most reviewers have given Rosen high marks. Kirkus Reviews writes: "Incredibly, his argument never comes off as self-serving; the author's thorough exploration of 'Harvard Envy' and the rise of 'resort' campuses is both fascinating and enlightening." Dee), Naomi Schaefer Riley argues that faculty tenure is among the factors contributing to the decline of higher education in the United States. Here is an excerpt from the book. If colleges were to eliminate tenure tomorrow, they'd have to pay faculty higher salaries. That's what most economists-and common sense-will tell you. Lifetime job security is a perk, like health insurance or a company car. If you take it away, you'll have to compensate in another way to get the same quality of employees. Tenure means not having to worry about having to find new employment in middle age, and that means a lot to professors. As the George Mason University economist Tyler Cowen explains, "In a lot of academia, once you're over 50 it's hard to get another job, even if you've done well." He compares it to being a computer programmer, where age seems to be a disadvantage no matter how talented you are. Taking an academic job without the promise of tenure is what Cowen calls "a massive risk." So there would have to be a lot of money on the front end to make up for it. In the long term, though, the costs might even out. Higher education would have a more sensible-looking labor market, in which colleges could ensure that all the faculty members were pulling their weight. This is particularly important for small colleges, says Bruce Johnstone, who has served as president of Buffalo State College and a vice president at the University of Pennsylvania. Large universities, in his experience, "tend to have ways of cushioning the existing departmental configurations a bit better than community colleges or small private colleges." The official unemployment rate in 1982 exceeded 10%, but apples-to-apples unemployment (counting it the way we do today) was over 16%. Inflation was north of 6% and the prime interest rate reached 21.5% in June 1982. Things weren't much better in the UK where deindustrialization had resulted in unemployment over 20% in many regions, and where the 'workshop of the world' became a net importer of goods for the first time ever. It's always darkest before the dawn. So few recognized we were on the verge of a revolution in information technology that would drive productivity increases across almost all industries and create new ones over the next two decades. If there's any consensus at all in today's debate about how to rekindle economic growth, it's the importance of education, and particularly higher education. We need more educated workers to innovate and increase productivity. Not coincidentally, the largest industry that has not seen much in the way of productivity improvements since 1982 is education. All but a handful of the 170 million students currently enrolled at tertiary institutions around the world are learning the way their parents and grandparents learned (often learning virtually the same curriculum). The 'sage on a stage' model remains unchanged, and the well over $1 trillion in annual spending on higher education continues to be directed to the same functions. And so the stage (if not the sage) is set for the world to focus on higher education as it never has before, and for dramatic changes in programs, delivery models, costs and learning outcomes. While the private sector will play a key role in this next revolution, it cannot succeed alone. March 24, 2011, 11:00 am By Richard Vedder The Governor of Ohio, John Kasich, faced with a massive looming budget deficit ($8-billion), has come forth with a budget that is, by staid Ohio standards, rather innovative, calling for selling assets (e.g., prisons), radically restructuring nursing home care for the elderly, etc. His higher-education budget amounts, while down from previous years, were not down as much as university presidents feared (unlike in neighboring Pennsylvania, faced with similar budgetary woes, where university operating subsidies are proposed to be reduced over 50 percent). But one proposal is bound to raise a ruckus: The governor has asked that all full-time faculty members teach one more course every two years. This probably means an increase in teaching load that averages roughly 10 percent for full-time faculty, more for senior research-oriented professors. Like most in higher education, I prefer it when legislators and governors say "cut expenses by X percent-by whatever means is best given your academic mission," then when they say "increase teaching loads by X in order to reduce instructional costs in the long run." Even if a teaching load increase is going to be mandated, it is better done at an institutional level-University X must have its existing staff teaching Y percent more courses-than at the level of the individual instructor. That approach allows universities to raise teaching loads a good deal for some, but not at all for persons who are, for example, highly productive researchers who should be spending time in the laboratory rather than the classroom. Also, many faculty are actually paying their own way via federal or other research grants, and besides being foolhardy to increase their teaching loads, it might even violate those grants to take on additional teaching responsibilities. Felix Salmon tells the story of how Sebastian Thrum was so overwhelmed by the success of his online Introduction at Artificial Intelligence course -- 160,000 students enrolled! -- that he decided to quit teaching at Stanford and start his own online university, where he'll begin by teaching the people who sign up how to build a search engine. Well, how cool is this? There are about a thousand things I could say about this development, but let's boil it down to the essentials. For a long time now, universities have flourished by offering a bundled package of knowledge and credentialing. People attended university in order to learn stuff that they couldn't learn elsewhere -- because the experts weren't elsewhere -- and to be certified by those experts as having actually learned said stuff. The bundle has been a culturally powerful one. But now: unbundling. Clearly, many universities have come, or are coming, to the conclusion that their primary product is the credentialing, and that they can give knowledge away either as a public service or as brand consolidation (choose your interpretation according to your level of cynicism). Those 160,000 students may have learned a great deal about artificial intelligence, and the successful ones received a "statement of accomplishment ... sent via e-mail and signed by Sebastian Thrun and Peter Norvig." But perhaps more important than that potentially game-changing nugget, researchers said, is how the project has chipped away at skepticism in higher education about the power of "big data." Researchers have created a database that measures 33 variables for the online coursework of 640,000 students - a whopping 3 million course-level records. While the work is far from complete, the variables help track student performance and retention across a broad range of demographic factors. The data can show what works at a specific type of institution, and what doesn't. That sort of predictive analytics has long been embraced by corporations, but not so much by the academy. The ongoing data-mining effort, which was kicked off last year with a $1 million grant from the Bill and Melinda Gates Foundation, is being led by WCET, the WICHE Cooperative for Educational Technologies.     "Gates Wikipedia University? June 10, 2011, 12:42 pm By Richard Vedder I received an e-mail from James Loynd recently, commenting favorably on an appearance I made on PBS's News Hour. Mr. Loynd asked, "What if the best professors in every department were to video tape their lectures? A student could them work his/her way towards a degree off campus. Even chat-room discussions with grad students could assist the students. Testing could be…not necessarily on campus, maybe even at your local YMCA." Of course, this is not the first time the idea has been suggested, but the question arises: Why are we not moving aggressively to do something like this? More specifically, why doesn't someone-say, the Gates Foundation-hire 100 or so stellar professors in 20 disciplines to offer perhaps 150 to 200 absolutely superb courses online, with testing administered by an outside agency (say, the ACT, SAT, or Underwriter's Laboratories)? Even paying each professor $100,000 per course and allowing for 100 percent overhead, this would cost $30- to $40-million. There would be some expenses for administration and a need to redo lectures every few years, but the whole thing is within the financial capacity of several foundations in the private sector. The upshot would be that a student taking about 32 of the courses would have the equivalent of a B.A. degree, and it could be offered to the student free (with modest per-student private or government subsidies) or at very modest cost. If someone proposed to do this, of course, there would be all sorts of objections. Some would argue you need more disciplines included, more courses, etc. And who would accredit the institution issuing the degree? Most such objections are trivial or bogus-for example, a college student does not have to be offered detailed study in every discipline in order to acquire a body of knowledge over roughly a four-year period that is the equivalent of a decent-quality bachelor's degree.
