    "The Quiet Revolution in Open Learning By Kevin Carey In the late days of March 2010, Congressional negotiators dealt President Obama's community-college reform agenda what seemed like a fatal blow. A year later, it appears that, remarkably, the administration has fashioned the ashes of that defeat into one of the most innovative federal higher-education programs ever conceived. Hardly anyone has noticed. Obama originally called for $12-billion in new spending on community-college infrastructure and degree completion. The money was to come from eliminating public subsidies to for-profit banks that made student loans. But late in the process, some lawmakers insisted that savings that had already occurred, because of colleges' switching into the federal direct-loan program in anticipation of the new law, didn't count as savings. Billions were pulled off the table, and the community-college plan was shelved. Two days later, negotiators found $2-billion. But they could spend it only on a U.S. Department of Labor program restricted to workers who had lost their jobs because of shifts in global trade. The fit with the president's expansive agenda seemed awkward, and the amount was pennies on the original dollar. Cynical commentators called it a "consolation prize." Then, the Education and Labor Departments decided to do something highly uncharacteristic of large federal bureaucracies: They began to talk. To one another. Constructively. What they devised could change higher education for huge numbers of students, many of whom will never attend a community college at all. The concept is simple: Community colleges that compete for federal money to serve students online will be obliged to make those materials-videos, text, assessments, curricula, diagnostic tools, and more-available to everyone in the world, free, under a Creative Commons license.     Charles Kolb, President, Committee for Economic Development January 11, 2011 03:35 PM Reforming American Postsecondary Education Are we about to enter an era of postsecondary education reform comparable to what we've seen in the K-12 arena for almost 30 years? In 1983, the U.S. Department of Education released perhaps its most famous and widely read report, "A Nation At Risk." Referring to "a rising tide of mediocrity" in America's elementary and secondary school system, "A Nation At Risk" described the stark challenges faced by American elementary and secondary education. The report became an immediate catalyst for the school reform movement of the last 27 years. That reform movement included initiatives such as education secretary William Bennett's "Wall Chart of State Performance Indicators," the 1989 Charlottesville education summit between President George H.W. Bush and the nations' governors, the subsequent bipartisan national education goals effort that spanned the first Bush and Clinton Administrations, George W. Bush's "No Child Left Behind Act," and now President Obama's "Race to the Top" challenge for state structural reform. As with many K-12 education reform efforts, change has been hesitant, often rancorous, and has achieved mixed results. Nonetheless, there has been steady progress on standards, accountability, measurements and assessment, and a growing consensus about what our children need to know and how we should measure their achievements as they progress toward high-school graduation. What is strikingly absent is that throughout this period of K-12 activity, American postsecondary education has received a "pass." Not a passing grade -- just a pass. There has been precious little discussion about what our young people should be learning in their postsecondary education experience. Utilities across the country send workers to the community college for specialized training in electric power, nuclear power, and other fields. "We're pretty darn unique," said Larry C. Skogen, the college's president. "I don't think we have any competition out there." Though other colleges offer similar programs on campus, "we deliver nationwide online," he said, with students in all 50 states. That could change soon. Under federal rules that take effect on July 1, Bismarck State will have to seek approval to operate in every state where it enrolls students, or forgo those students' federal aid. With some states charging thousands of dollars per application, the college is weighing whether it can afford to remain in states where the cost of doing business outweighs the benefits, in tuition terms. Though the college hasn't made any decisions yet, "the reality is that if we run into a state where we have few students and it's expensive [to get approval], it's probably not going to be cost-effective to continue," Mr. Skogen said. Such cost-benefit calculations are being conducted on campuses across the country, as college leaders struggle to make sense of a patchwork of state rules that were written in an era when "college" was synonymous with "campus" and online learning was in its infancy. Shireman It is clear that Andrew Rosen, the chief executive of Kaplan, wants to leave readers of Change.edu with the idea that for-profit colleges are innovative, efficient, and effective in serving people left out by traditional higher education, and that their bad reputation is the result of unfair attacks. I picked up Rosen's book wanting to see how the power of the market can transform the enterprise and improve student learning. Instead, I am now more concerned about the hazards of for-profit colleges than I was before. The eye-opening, gasp-inducing elements involve Rosen's descriptions of the intense pressures on company executives to produce quick, huge profits for investors by shortchanging students. "An investor who wants to make a quick hit can, at least theoretically, buy an institution, rev up the recruitment engine, reduce investment in educational outcomes," and deliver "a dramatic return on investment." The nefarious temptation is not just theoretical, though, and Rosen says so when he introduces the case of abuses by the Career Education Corporation. "There will always be some leaders who choose to manage for the short term ... particularly when they hold the highly liquid equity stakes that the leadership of private-sector institutions sometimes receive as part of their compensation. This isn't a theoretical issue; it has happened." The word "always" concerns me. Always as in: This can't be fixed? And how many are the "some" who would eagerly dismiss student needs in the pursuit of a rapid, profitable expansion? University Ventures Fund, a $100 million investment partnership founded by a quartet of veterans of the for-profit and nonprofit education sectors, is the latest entrant in a market that aims to use private capital to expand the reach and impact of traditional colleges and universities. The fund, whose two biggest investors are the German media conglomerate Bertelsmann AG and the University of Texas Investment Management Company, is focused on stimulating "innovation from within the academy," rather than competing with it from the outside, David Figuli, a lawyer and partner in University Ventures, said in an interview Monday. The projects will include helping institutions expand the scale of their academic programs, re-engineer how they deliver instruction, and better measure student outcomes; the first two investments, also announced today, will be creating a curriculum through Brandman University aimed at improving the educational outcomes of Hispanic students, and a company that helps universities in Britain and elsewhere in Europe deliver their courses online.     "The Real Challenge for Higher Education July 15, 2010 By Garrison Walters America, once the world's most educated nation, is fast losing ground. Although we are still second in overall education levels, we are much weaker -- 11th -- in the proportion of younger people with a college degree. In a world where knowledge increasingly drives economic competitiveness, this is a very serious problem. The issue is more than abstract economics, it's also a moral concern: Since 1970, the benefits of higher education have been very unequally apportioned, with the top income quartile profiting hugely and the bottom hardly moving at all (despite starting from a very low level). America's education problem has been apparent for 30 years or so, and there have been a lot of suggestions for making us competitive again. Ideas on the K-12 side include: better trained and motivated teachers, more and better early childhood programs, better prepared school leaders, improved curriculums, higher standards, financial incentives, better data systems, and more rigorous and frequent assessments. On the higher education side, proposals include: motivating professors and administrators with formulas that reward success rather than enrollment, more use of technology, more data, improved administration, and (at least for general education) more testing. And, of course, better funding is relentlessly advocated for the entire educational spectrum. All of these approaches have at least some potential to foster improvement. Some have already demonstrated benefits while some are being seriously oversold (more on that in a separate essay). My fundamental belief, though, is that even if one takes a very optimistic view of the achievable potential of each of these strategies and adds them together, the net result will be significant but insufficient improvement to allow us to catch up in educational levels. In an updated version of its 2009 Strategy for American Innovation, the White House announced today that the president's 2012 budget request will call for the creation of Advanced Research Projects Agency-Education (ARPA-ED). The name is a deliberate takeoff on the Sputnik-era DARPA within the Department of Defense that funded what became the Internet and the much newer Advanced Research Projects Agency-Energy (ARPA-E) that hopes to lead the country into a clean-energy future. ARPA-ED will seek to correct what an Administration official calls the country's massive "underinvestment" in educational technologies that could improve student learning. "We know that information and communications technologies are having a transformative impact on other sectors. But that's not the case in K-12 education." The official cited studies showing that less than 0.1% of the $600 billion spent each year on elementary and secondary school education goes for research on how students learn. "There are a number of good ideas and promising early results about the use of education technology that have led the Administration to be interested in doing more in this area," the official noted.     "Examining For-Profits and Cost Structure January 10, 2011, 11:23 am By Peter Wood Is the for-profit sector of higher education worth preserving from the current onslaught of regulatory challenges coming from the Obama administration? In the first two parts of this series, I described those challenges and outlined a reason why we should resist the urge to drive the for-profit colleges and universities out of business. My answer is that we need them not for what they are now, but for what they are likely to become as the old models of not-for-profit higher education falter. In this third of four installments, I contrast the difficulty that the not-for-profit sector has with containing costs to the streamlined approach of the for-profit institutions. (1) Not-for-profit education's cost problem The "bubble" in higher education-the risk that the public will in significant numbers draw back from college because it perceives that a college education is likely not worth the investment of time and money-is a prognosis of tough times ahead for all of higher education. If the bubble bursts, however, it will be the not-for-profit sector that is hit hardest. There are several reasons for this, including the likelihood that public disaffection with mainstream higher education will mean an unwillingness on the part of legislatures and taxpayers to bail out the industry. The rhetoric of higher-education lobbying about the personal advantages of getting a college degree won't avail. Why should the public pay for a private good, especially one that increasingly looks self-indulgent and impractical for many students?     "February 12, 2012 'Academically Adrift': The News Gets Worse and Worse 'Academically Adrift': The News Gets Worse and Worse 1 Michael Morgenstern for The Chronicle Enlarge Image By Kevin Carey In the last few months of 2010, rumors began circulating among higher-education policy geeks that the University of Chicago Press was about to publish a new book written by a pair of very smart sociologists who were trying to answer a question to which most people thought they already knew the answer: How much do students learn while they're in college? Their findings, one heard, were ... interesting. The book, Academically Adrift, by Richard Arum and Josipa Roksa, fulfilled that promise-and then some. It was no surprise that The Chronicle gave prominent coverage to the conclusion that "American higher education is characterized by limited or no learning for a large proportion of students," but few people anticipated that the book would become the rare piece of serious academic scholarship that jumps the fence and roams free into the larger culture. Vanity Fair used space normally allotted to Kennedy hagiography to call it a "crushing exposé of the heretofore secret society known as 'college.'" The gossip mavens at Gawker ran the book through their patented Internet cynicism machine and wrote that "To get a college degree, you must go into a soul-crushing amount of debt. And what do you get for all that money? Not learning." The New Yorker featured Academically Adrift in a typically brilliant essay by Louis Menand. In one of her nationally syndicated columns, Kathleen Parker called the book a "dense tome" while opining that the failure of higher education constituted a "dot-connecting exercise for Uncle Shoulda, who someday will say-in Chinese-'How could we have let this happen?'" Her response proved that Kathleen Parker has a gift for phrasing and did not actually read the book, whose main text runs to only 144 concise and well-argued pages. But the definitive

Now data show just how high that cliff was. Total state support for higher education declined 7.6 percent from the 2011 to the 2012 fiscal years, according to an annual report from the Grapevine Project, at Illinois State University, and the State Higher Education Executive Officers. As a whole, state spending on higher educa­tion­-after being supported by the recovery-act money for three budget years-is now nearly 4 percent lower than it was in the 2007 fiscal year. Twenty-nine states appropriated less for colleges this year than they did five years ago. The current year's large decline was due in part to the expiration of about $40-billion in federal money given to the states to prop up spending on education. While a number of states are now seeing improvements in their economic forecasts, their economies had not recovered enough by July to allow officials to replace the lost federal dollars. Factoring out the federal stimulus money, state support for colleges declined a little more than 4 percent from 2011 to 2012. The overall decline is also a result of the big drop in higher-education spending in Cali­fornia, accounting for more than a quarter of the total decrease in state support.     August 22, 2010 A Reset for Higher Education By Joni E. Finney Many of us have seen trouble coming for a long, long, time. Did we really believe that endowment growth, state support, and tuition dollars could or would provide an unchecked revenue stream, tempered only by short downturns in the economy, followed by fairly quick recoveries? Did we really believe that we could expand administrative structures and shortchange instruction, but still maintain quality institutions? Did we think that poor completion rates and the achievement gaps between whites and minority groups could be solved only with more money? Did we honestly believe that expensive amenities and increased financial aid for upper-middle-class and wealthy students could be sustained? Of course not. To understand what needs to be done now-a "reset" in higher education-we need to first understand the changes pressuring our enterprise: deficits, demographics, and demand. States' structural deficits, or the gap that occurs when states fail to tax new types of economic activity, have been documented for years. A previously good economy permitted states to postpone those problems, but now, state leaders must revise their tax structures to generate more revenue. The most optimistic economic projections say the recession may end in 2013. Even then, states will be hard-pressed to return to the status quo in terms of appropriations.     "Disruption, Delivery and Degrees February 9, 2011 WASHINGTON -- Many college professors and administrators shudder at comparisons between what they do and what, say, computer or automobile makers do. (And just watch how they bristle if you dare call higher education an "industry.") But in a new report, the man who examined how technology has "disrupted" and reshaped those and other manufacturing industries has turned his gaze to higher education, arguing that it faces peril if it does not change to meet the challenge. The report, "Disrupting College," was also the subject of a panel discussion Tuesday at the Center for American Progress, which released the report along with the Innosight Institute. (A video recording of the event is available here.) Clayton M. Christensen, the Robert and Jane Cizik Professor of Business Administration at Harvard Business School, coined the term "disruptive innovation" in a series of books (among them The Innovator's Dilemma and The Innovator's Solution) that examined how technological changes altered existing markets for key products and services, usually by lowering prices or making them available to a different (and usually broader) audience. While Christensen's early work focused on manufacturing industries and commercial services like restaurants, he and his colleagues, in their more recent studies, have turned to key social enterprises such as K-12 education and health care. America's constellation of higher education institutions is ripe for such an analysis, Michael B. Horn, executive director of education at the Innosight Institute and a co-author of the report, said during Tuesday's event. (In addition to Christensen and Horn, the other authors are Louis Soares of the Center for American Progress and Louis Caldera of the Jack Kent Cooke Foundation.)     "Mission Creep in Higher Education By Stan Katz I have been following an effort begun by three outstanding academic psychologists to think about the relationship between ethics and accomplishment in professional lives. The scholars involved are Howard Gardner (Harvard School of Education), Mihaly Csikszentmihalyi (Claremont Graduate University), and William Damon (Stanford School of Education). They call their effort the "Good Work Project," and it has already resulted in several books, including Gardner, Csikszentmihalyi, and Damon's Good Work: When Excellence and Ethics Meet (Basic Books, 2001). A helpful descriptive paper can be found online here. Howard Gardner is currently editing a new volume of essays to be published in several months as Good Work: Theory and Practice. He has shared with me Bill Damon's piece "Mission Creep and Bad Work in Higher Places," which I think brilliantly exposes the tension that the Good Work Project is exploring between excellence and ethics, between professional accomplishments and professional goals. The title of this essay tells the reader where Damon is going. He argues that "mission creep" is capable of producing bad, rather than good, work, using two examples of professionalism gone astray. The first wayward profession is higher finance and the second is higher education. His account of "low times in high finance" is that the financial industry has abandoned its appropriate mission "to deploy capital so that enterprises can produce goods and services in a profitable manner." Over the past couple of decades the industry has "departed from its ethical moorings" by, among other things, producing new financial instruments (derivatives) that cannot be properly valued-and that their holders discovered had little value. The problem here Damon contends, is that the financial industry lost sight of its "traditional public mission" as its leaders "gambled away the investments that they were respons

    'Academically Adrift' January 18, 2011 If the purpose of a college education is for students to learn, academe is failing, according to Academically Adrift: Limited Learning on College Campuses, a book being released today by University of Chicago Press. The book cites data from student surveys and transcript analysis to show that many college students have minimal classwork expectations -- and then it tracks the academic gains (or stagnation) of 2,300 students of traditional college age enrolled at a range of four-year colleges and universities. The students took the Collegiate Learning Assessment (which is designed to measure gains in critical thinking, analytic reasoning and other "higher level" skills taught at college) at various points before and during their college educations, and the results are not encouraging: * 45 percent of students "did not demonstrate any significant improvement in learning" during the first two years of college. * 36 percent of students "did not demonstrate any significant improvement in learning" over four years of college. * Those students who do show improvements tend to show only modest improvements. Students improved on average only 0.18 standard deviations over the first two years of college and 0.47 over four years. What this means is that a student who entered college in the 50th percentile of students in his or her cohort would move up to the 68th percentile four years later -- but that's the 68th percentile of a new group of freshmen who haven't experienced any college learning. "How much are students actually learning in contemporary higher education? The answer for many undergraduates, we have concluded, is not much," write the authors, Richard Arum, professor of sociology and education at New York University, and Josipa Roksa, assistant professor of sociology at the University of Virginia. For many undergraduates, they write, "drifting through college without a clear sense of purpose is readily apparent."

The MIT press release and accompanying FAQ also go into detail about MITx. 3 Cheers and 3 Questions for MITx: Cheer 1 - Leadership: All of us in higher ed should take a moment to recognize and commend MIT for the institutions continued bold leadership in higher education and the open education movement. The wonderful thing about higher ed is that when one institution innovates it grows the pie for all of us - we all benefit. Cheer 2 - Risk Taking: What I love most about MITx is MIT leaders' willingness to learn as they go. Rather than endlessly talk about the next innovation that will make it possible to offer high quality postsecondary education to large numbers of people at affordable prices, MIT is actually doing something. I have no doubt that the MITx model will change and morph over time, but the only way to figure this out is to run lots of experiments and be willing to fail, learn, and evolve. Cheer 3 - Recruiting: A program like MITx raises my opinion of MIT as a parent (my kids launch in 2015 and 2017), potential donor and even a potential employee. The market for higher ed talent is worldwide, and the best people are motivated by mission and culture. MITx is a clear stake in the ground about MIT's values. Question 1 - Platform?: From what I understand from the articles, MITx will run on a new platform that MIT is developing on its own, and that will be made open source. Is this a totally new platform? Are existing open source LMS platforms like Sakai or Moodle utilized at all? What platforms will be utilized for course videos? At the very least, it became the biggest. A dozen major universities announced that they would begin providing content to Coursera, an innovative platform that makes interactive college classes available to the public free on the web. Next fall, it will offer at least 100 massive open online courses -- otherwise known as MOOCs*-- designed by professors from schools such as Princeton, CalTech, and Duke that will be capable of delivering lessons to more than 100,000 students at a time. Founded by Stanford computer scientists Daphne Koller and Andrew Ng, Coursera is one of a handful of efforts aimed at using the web's cost savings to bring Ivy League-quality courses to the masses. Its peers include the joint Harvard-MIT project edX and Udacity, a free online university created by Google executive and former Stanford professor Sebstian Thrun. (Another high-profile startup, Minerva, is attempting to create an actual "online Ivy" that students will pay to attend.) But the deals Coursera announced Tuesday may well prove to be an inflection point for online education, a sector that has traditionally been dominated by for-profit colleges known mostly for their noxious recruitment practices and poor results. That's because the new partnerships represent an embrace of web-based learning from across the top tier of U.S. universities. And where the elite colleges go, so goes the rest of academia. Richard Arum, a professor of sociology and education at New York University, doesn't quite buy it. But he did tell a room of college administrators here that higher education was going through a sea change: Once upon a time, if you took the financial risk of getting a college degree, no matter your major, you would do extremely well in life, compared to someone with only a high-school degree. Times have changed, he said. "It's not that college degrees aren't worthwhile," but the returns are diminished, he said. "After 2008, "you can't be so sure that the college credential, waving that paper in the air, is enough to give you the job that is going to pay enough that it didn't matter how many loans you took out." Mr. Arum appeared here at the Summer Seminar, a conference put on by the Lawlor Group and Hardwick-Day, two higher-education consulting firms based in the Twin Cities, to discuss the book he wrote with Josipa Roksa, Academically Adrift: Limited Learning on College Campuses (University of Chicago Press, 2011). By now, most academics are familiar with the book and its provocative thesis: Students, the authors contend, spend a great deal of time socializing and relatively less time studying effectively. As a result, they don't seem to be learning as much as we might like to think they are, despite the high grades many have. "They might not hand out A's on college campuses like they're candy," he said, "but we hand out B's like they are candy. You've got to really work today to get something below a B." Although that official subsequently resigned his position in the Department of Education, the measures he promoted took on a life of their own. Now the for-profits are faced with what could be an existential crisis. The legal challenges have driven down the stock prices of the publicly-traded institutions and a daunting new regulation is about to take effect. The story has been well-reported in the Chronicle. The former official who got the anti-for-profit ball rolling is Robert Shireman, who served as deputy undersecretary of education, until his resignation in July. Shireman jawboned the accrediting associations to be tougher on for-profits; called for a new system whereby each individual state in which an online university does business would have the right to regulate the enterprise; and pushed for the now notorious idea that for-profit colleges and universities would have to show high levels of "gainful employment" for their graduates in the fields they studied. His animus against the for-profits didn't seem to sit all that well with the rest of the Obama administration. On May 11, Secretary of Education Arne Duncan went to a policy forum held by the for-profit DeVry University and declared that the for-profits play a "vital role" in educating underserved populations. Shireman had played a key role in the Obama administration's successful effort to abolish the role of commercial lenders in making Title IV federally-guaranteed student loans and replacing that system with direct lending managed by the Department of Education.
