The eastern suburbs of Kolkata including Rajarhat Township and EM bypass are some of the major areas attracting a large number of developers and buyers alike. Salt Lake City is another area attracting users. Sector V of Salt Lake is the IT hub of the city and has a large number of multinational corporations located in the region. Since most regions of North and South Kolkata and other central regions are all cramped for space, most new development is happening in the eastern front with regulated roads and highways and very good civic infrastructure. This article explores the nature of property rights systems, their evolution, and their effect on resource allocation. It is argued that certain institutional arrangements for land rights have evolved in order to reduce uncertainty and increase efficiency in credit as well as in land markets. Of particular relevance to developing countries, the article emphasizes the contribution of public sector infrastructure to effective land rights systems. An appendix to the article presents a formal model analyzing the effects of security of land rights on land prices, the intensity of cultivation, and the use of credit. What caused the housing boom of the 2000s? A number of researchers havesuggested that loose monetary policy during the first half of the 2000s was aprimary cause of the substantial run-up in house prices in many countries.However, using a common statistical approach, we find that monetary policywas not the main factor. That should not be surprising: Although low interestrates raise house prices, the increase in prices during the mid-2000s was muchlarger than the historical relationship between the two variables would suggest.Instead, we investigate further the link between the marked loosening in termsand standards for mortgage credit and the most rapid increases in house prices.This link provides some evidence for a story where credit provision and thedemand for housing fed on each other and helped spur the housing boom.
