It made sense when you had both interest rate risk and credit risk", he said. "The credit risk came from the fact that you could delay the sale of a tax-delinquent property for years. If you had a good lawyer you could stretch it out eight, nine, 10 years. So there was some credit risk that you could allow the property to decline, then by the time the district or the tax agency was able to collect you would not be able to collect the full value of the tax because the property is deteriorated below the value of the taxes owed."

Bank owned homes and foreclosures might soon decline in Texas as delinquency numbers drop. The state posted a delinquency rate decline in the fourth quarter.
