Civilizations rise, decay and die. Time, as the ancient Greeks argued, for individuals and for states is cyclical. As societies become more complex they become inevitably more precarious. They become increasingly vulnerable. And as they begin to break down there is a strange retreat by a terrified and confused population from reality, an inability to acknowledge the self-evident fragility and impending collapse. The elites at the end speak in phrases and jargon that do not correlate to reality. They retreat into isolated compounds, whether at the court at Versailles, the Forbidden City or modern palatial estates. The elites indulge in unchecked hedonism, the accumulation of vaster wealth and extravagant consumption. They are deaf to the suffering of the masses who are repressed with greater and greater ferocity. Resources are more ruthlessly depleted until they are exhausted. And then the hollowed-out edifice collapses. The Roman and Sumerian empires fell this way. The Mayan elites, after clearing their forests and polluting their streams with silt and acids, retreated backward into primitivism. As food and water shortages expand across the globe, as mounting poverty and misery trigger street protests in the Middle East, Africa and Europe, the elites do what all elites do. They launch more wars, build grander monuments to themselves, plunge their nations deeper into debt, and as it all unravels they take it out on the backs of workers and the poor. The collapse of the global economy, which wiped out a staggering $40 trillion in wealth, was caused when our elites, after destroying our manufacturing base, sold massive quantities of fraudulent mortgage-backed securities to pension funds, small investors, banks, universities, state and foreign governments and shareholders. After the assassination of bin Laden I received such a deluge of requests for comment that I was unable to respond individually, and on May 4 and later I sent an unedited form response instead, not intending for it to be posted, and expecting to write it up more fully and carefully later on. But it was posted, then circulated. It can now be found, reposted, here.  That was followed by a deluge of reactions from all over the world. It is far from a scientific sample of course, but nevertheless, the tendencies may be of some interest. Overwhelmingly, those from the "third world" were on the order of "thanks for saying what we think." There were similar ones from the US, but many others were infuriated, often virtually hysterical, with almost no relation to the actual content of the posted form letter. That was true in particular of the posted or published responses brought to my attention. I have received a few requests to comment on several of these. Frankly, it seems to me superfluous. If there is any interest, I'll nevertheless find some time to do so.  The original letter ends with the comment that "There is much more to say, but even the most obvious and elementary facts should provide us with a good deal to think about." The Money Party is a small group of enterprises and individuals who have most of the money in this country. They use that money to make more money. Controlling who gets elected to public office is the key to more money for them and less for us. As 2008 approaches, The Money Party is working hard to maintain its perfect record. It is not about Republicans versus Democrats. Right now, the Republicans do a better job taking money than the Democrats. But The Money Party is an equal opportunity employer. They have no permanent friends or enemies, just permanent interests. Democrats are as welcome as Republicans to this party. It's all good when you're on the take and the take is legal. This is not a conspiracy theory. There are no secret societies or sinister operators. This party is up front and in your face. Just follow the money. One percent of Americans hold 33% of the nation's wealth. The top 10% hold 72% of the total wealth. The bottom 40% of Americans control only 0.3% (three tenths of one percent). And that was before "pay day loans."

Mathew Yglesias: CBPP Analysis of John Boehner's Plan: The Center on Budget and Policy Priorities concludes that if enacted, John Boehner's debt ceiling plan "could well produce the greatest increase in poverty and hardship produced by any law in modern U.S. history." That sounds to me like something that would create strong incentives to not be poor and, indeed, to fully incentive richness. Consequently, we'll have massive economic growth. Right? Think of all the old people who will be willing to do odd jobs, whatever, in order to pay for health care. No more free-riding from grandma and grandpa to slow the economy down. The CBPP adds: This may sound hyperbolic, but it is not. The mathematics are inexorable. ... In short, the Boehner plan would force policymakers to choose among cutting the incomes and health benefits of ordinary retirees, repealing the guts of health reform and leaving an estimated 34 million more Americans uninsured, and savaging the safety net for the poor. It would do so even as it shielded all tax breaks, including the many lucrative tax breaks for the wealthiest and most powerful individuals and corporations. As for the way the debt ceiling talks are going, what a disaster.

The supply of secure, clean, sustainable energy is arguably the most important scientific and technical challenge facing humanity in the 21st century. Rising living standards of a growing world population will cause global energy consumption to double by mid-century and triple by the end of the century. Even in light of unprecedented conservation, the additional energy needed is simply not attainable from long discussed sources these include nuclear, biomass, wind, geothermal and hydroelectric. The global appetite for energy is simply too much. Petroleum-based fuel sources (i.e., coal, oil and gas) could be increased. However, deleterious consequences resulting from external drivers of economy, the environment, and global security dictate that this energy need be met by renewable and sustainable sources. The dramatic increase in global energy need is driven by 3 billion low-energy users in the non-legacy world and by 3 billion people yet to inhabit the planet over the next half century. The capture and storage of solar energy at the individual level personalized solar energy drives inextricably towards the heart of this energy challenge by addressing the triumvirate of secure, carbon neutral and plentiful energy. This talk will place the scale of the global energy issue in perspective and then discuss how personalized energy (especially for the non-legacy world) can provide a path to a solution to the global energy challenge. Nocera is the Henry Dreyfus Professor of Energy at the Massachusetts Institute of Technology, Director of the Solar Revolutions Project and Director of the Eni Solar Frontiers Center at MIT. The Occupy Wall Street movement is well into its second week of operation, and is now getting more attention from media as well as from people planning similar actions across the country. This is a promising populist mobilization with a clear message against domination by political and economic elites. Against visions of a bleak and stagnant future, the occupiers assert the optimism that a better world can be made in the streets. They have not resigned themselves to an order where the young are presented with a foreseeable future of some combination of debt, economic dependency, and being paid little to endure constant disrespect, an order that tells the old to accept broken promises and be glad to just keep putting in hours until they can't work anymore. The occupiers have not accepted that living in modern society means shutting up about how it functions. In general, the occupiers see themselves as having more to gain than to lose in creating a new political situation - something that few who run the current system will help deliver. They are not eager for violence, and have shown admirable restraint in the face of attack by police. There may be no single clear agenda, but there is a clear message: that people will have a say in their political and economic lives, regardless of what those in charge want. Occupy Wall Street is a kind of protest that Americans are not accustomed to seeing. There was no permit to protest, and it has been able to keep going on through unofficial understandings between protestors and police. It is not run by professional politicians, astroturfers, or front groups with barely-hidden agendas. Though some organizations and political figures have promoted it, Occupy Wall Street is not driven by any political party or protest organization. It is a kind of protest that shows people have power when they are determined to use it. We called our idea The Yes Lab for Creative Activism. It's a factory for meaningful mischief, and a system for helping organizations and individuals carry out Yes Men-style actions on their own, to get media attention for important issues. But the Yes Lab is more than that: it also aims to help YOU take action on issues of social importance. Today, after a year of testing and nearly a dozen successes, we're proud to announce that the Yes Lab is ready for prime time! The Framers knew about corporations but chose not to mention these contrived entities in the Constitution. For them, the document shielded living beings from arbitrary government and endowed them with the right to speak, assemble, and petition. Today, however, corporations enjoy virtually the same umbrella of constitutional protections as individuals do. They have become in effect artificial persons with infinitely greater power than humans. This constitutional equivalence must end. Consider a few noxious developments during the last 10 years. A group of large Boston companies invoked the First Amendment in order to spend lavishly and thus successfully defeat a referendum that would have permitted the legislature to enact a progressive income tax that had no direct effect on the property and business of these companies. An Idaho electrical and plumbing corporation cited the Fourth Amendment and deterred a health and safety investigation. A textile supply company used Fifth Amendment protections and barred retrial in a criminal anti-trust case in Texas. The idea that the Constitution should apply to corporations as it applies to humans had its dubious origins in 1886. The Supreme Court said it did "not wish to hear argument" on whether corporations were "persons" protected by the 14th Amendment, a civil rights amendment designed to safeguard newly emancipated blacks from unfair government treatment. It simply decreed that corporations were persons. Now that is judicial activism. A string of later dissents, by Justices Hugo Black and William O. Douglas, demonstrated that neither the history nor the language of the 14th Amendment was meant to protect corporations. But it was too late. The genie was out of the bottle and the corporate evolution into personhood was under way. It was not until the 1970's that corporations

So bad it's worth reading, because you're going to see this argument, again, I'm sure. The author argues that universities are, themselves, victims of censorship if they are not free to fire faculty members for expressing political viewpoints which they don't like, because they are being forced to support views they don't like. This is question begging, because it presupposes that by allowing them to stay on its payrolls, a university has allowed those faculty members to speak for it; that the very act of allowing them to stay signals support for their views. This is nonsense. They are paid to teach. Their political views are their own business. Making the point, quite unintentionally I would guess, that the last thing Libertarianism promotes is individual liberty. If you're not free to speak your views openly without fear of destitution, then just how free is speech, really?

Government officials and Quantico Marine base have blocked official visits to PFC. Bradley Manning by Rep. Dennis Kucinich, Amnesty International, and the UN Special Rappateur on torture. According to Manning's attorney, Kucinich, Amnesty, and UN have been trying to get clearance for "official visits" to Manning at the Quantico Marine brig. An "official visit" is different from an "authorized visit" in that an "authorized visit" - one made by family or friends and approved by the brig and Manning - is subject to full surveillance by the brig. An official visit would be one conducted by those officials on government business, and would not be subject to monitoring by the brig. So essentially, the government and the brig are saying you can come visit Manning, but we're going to watch and record every thing you say, and those recordings could be used as evidence against Manning at his trial. Manning's attorney stated that Kucinich, Amnesty, and the UN are not allowed to have an official visit "because none of these individuals are conducting 'official government business.'" This is, of course, ludicrous. Rep. Kucinich is a sitting Member of Congress with a seat on the Oversight Committee, and he submitted official notices to the Department of Defense that he wanted to inspect the conditions of Manning's confinement. Additionally, the UN Special Rappateur on Torture has opened an investigation into Manning's detention and would be visiting in his official capacity. What is the government afraid that Manning will say to these officials when the Brig isn't able to record his every move? If Manning's torture is "meeting our basic standards," as President Obama says, what is there to hide?

"Never has the time been so right," Louisiana State Representative Noble Ellington told conservative legislators gathered in Washington to plan the radical remaking of policies in the states. It was one month after the 2010 midterm elections. Republicans had grabbed 680 legislative seats and secured a power trifecta-control of both legislative chambers and the governorship-in twenty-one states. Ellington was speaking for hundreds of attendees at a "States and Nation Policy Summit," featuring GOP stars like Texas Governor Rick Perry, former House Speaker Newt Gingrich and House Majority Leader Eric Cantor. Convened by the American Legislative Exchange Council (ALEC)-"the nation's largest, non-partisan, individual public-private membership association of state legislators," as the spin-savvy group describes itself-the meeting did not intend to draw up an agenda for the upcoming legislative session. That had already been done by ALEC's elite task forces of lawmakers and corporate representatives. The new legislators were there to grab their weapons: carefully crafted model bills seeking to impose a one-size-fits-all agenda on the states.

A deportation program that is central to the Obama administration's immigration enforcement strategy has led disproportionately to the removal of Latino immigrants and to arrests by immigration authorities of hundreds of United States citizens, according to a report by two law schools using new, in-depth official data on deportation cases. The report also found that about a third of around 226,000 immigrants who have been deported under the program, known as Secure Communities, had spouses or children who were United States citizens, suggesting a broad impact from those removals on Americans in Latino communities. The report, to be released Wednesday, is the first analysis of deportations under the Secure Communities program based on data about individual cases, which was obtained through the Freedom of Information Act by the University of California, Berkeley, law school and the Benjamin N. Cardozo School of Law in New York.

One of the most fascinating things to come out of the current We Are 99%/Occupy Wall Street protests is the We Are 99% Tumblr.  At the site, people hold up signs that explain their current circumstances, and it tells the story of a whole range of Americans struggling in the Lesser Depression.  It is highly recommended. DATA The site features pictures of individuals holding their signs, and occasionally the tumblr reproduces the text of the signs themselves underneath the image as html text.  Sometimes the text under the image is blank, sometimes it is a different message, but often it is the sign itself. In order to get a slightly better empirical handle on this important tumblr, I created a script designed to read all of the pages and parse out the html text on the site.  It doesn't read the images (can anyone in the audience automate calls to an OCR?), just the html text.  After collecting all the text on all the pages, the code then goes through it to try to find interesting points. It's a fun exercise, pointing out things I wouldn't have seen otherwise.  For instance, I found this adorable little rascal, pictured below, mucking up the algorithm, as the first version of the code assumed all the ages would have two digits.  I found that he, and the sign his mom made for him as a confessional to her son, hit me a ton harder than any of the more direct signs of despair in this economy:
