    The clearest explanation yet of the forces that converged over the past three decades or so to undermine the economic well-being of ordinary Americans is contained in the new book, "Winner-Take-All Politics: How Washington Made the Rich Richer - and Turned Its Back on the Middle Class." The authors, political scientists Jacob Hacker of Yale and Paul Pierson of the University of California, Berkeley, argue persuasively that the economic struggles of the middle and working classes in the U.S. since the late-1970s were not primarily the result of globalization and technological changes but rather a long series of policy changes in government that overwhelmingly favored the very rich. Those changes were the result of increasingly sophisticated, well-financed and well-organized efforts by the corporate and financial sectors to tilt government policies in their favor, and thus in favor of the very wealthy. From tax laws to deregulation to corporate governance to safety net issues, government action was deliberately shaped to allow those who were already very wealthy to amass an ever increasing share of the nation's economic benefits. "Over the last generation," the authors write, "more and more of the rewards of growth have gone to the rich and superrich. The rest of America, from the poor through the upper middle class, has fallen further and further behind."

They say they've heard of a time when working people could raise a family and send the kids to college on just one parent's income (and that college in states like California and New York was almost free). That anyone who wanted a decent paying job could get one. That people only worked five days a week, eight hours a day, got the whole weekend off and had a paid vacation every summer. That many jobs were union jobs, from baggers at the grocery store to the guy painting your house, and this meant that no matter how "lowly" your job was you had guarantees of a pension, occasional raises, health insurance and someone to stick up for you if you were unfairly treated. Young people have heard of this mythical time - but it was no myth, it was real. And when they ask, "When did this all end?", I say, "It ended on this day: August 5th, 1981." Beginning on this date, 30 years ago, Big Business and the Right Wing decided to "go for it" - to see if they could actually destroy the middle class so that they could become richer themselves. And they've succeeded. On August 5, 1981, President Ronald Reagan fired every member of the air traffic controllers union (PATCO) who'd defied his order to return to work and declared their union illegal. They had been on strike for just two days.

The big reason, of course, is that President Bush emphasizes tax cuts, including elimination of the estate tax, to the exclusion of almost everything else. The Democrats, in turn, hesitate to propose an economic plan that does not include long-term reductions for middle-income workers, and most refuse to talk about rescinding the Bush tax cuts for the wealthy. But the degree of misleading information emanating from both Washington and the media about how taxes affect the economy is disturbing. As I listen to the radio, watch TV news and read a variety of newspapers, it seems that quite a few Americans, including economics writers and media hosts, think that low-tax countries unquestionably grow faster than high-tax economies. Right and left, they seem to attribute more rapid growth in America to lower taxes. What may surprise them is that there is no evidence for that. ''You can make a theoretical case that high taxes impede economic growth, but it is just not supported by the evidence in the U.S. or across countries,'' said William Easterly, a former World Bank economist soon to join the faculty of New York University.

And that leaves at least 56 more such facilities to mention in an expanding American empire of unmanned drone bases being set up worldwide.  Despite frequent news reports on the drone assassination campaign launched in support of America's ever-widening undeclared wars and a spate of stories on drone bases in Africa and the Middle East, most of these facilities have remained unnoted, uncounted, and remarkably anonymous - until now. Run by the military, the Central Intelligence Agency, and their proxies, these bases - some little more than desolate airstrips, others sophisticated command and control centers filled with computer screens and high-tech electronic equipment - are the backbone of a new American robotic way of war.  They are also the latest development in a long-evolving saga of American power projection abroad - in this case, remote-controlled strikes anywhere on the planet with a minimal foreign "footprint" and little accountability.Using military documents, press accounts, and other open source information, an in-depth analysis by TomDispatch has identified at least 60 bases integral to U.S. military and CIA drone operations.  There may, however, be more, since a cloak of secrecy about drone warfare leaves the full size and scope of these bases distinctly in the shadows.

The subsurface ice deposits extend for hundreds of kilometers, or miles, in the rugged region called Deuteronilus Mensae, about halfway from the equator to the Martian north pole. Jeffrey Plaut of NASA's Jet Propulsion Laboratory, Pasadena, Calif., and colleagues prepared a map of the region's confirmed ice for presentation at this week's 41st Lunar and Planetary Science Conference near Houston. The Shallow Radar instrument on the orbiter has obtained more than 250 observations of the study area, which is about the size of California. "We have mapped the whole area with a high density of coverage," Plaut said. "These are not isolated features. In this area, the radar is detecting thick subsurface ice in many locations." The common locations are around the bases of mesas and scarps, and confined within valleys or craters. Plaut said, "The hypothesis is the whole area was covered with an ice sheet during a different climate period, and when the climate dried out, these deposits remained only where they had been covered by a layer of debris protecting the ice from the atmosphere."

    In December, President Obama signed legislation to extend hundreds of billions of dollars in Bush tax cuts, benefiting the wealthiest Americans. Last week, Obama agreed to billions of dollars in cuts that will impose the greatest burden on the poorest Americans. And now, virtually everyone in Washington believes, the President is about to embark on a path that will ultimately lead to some type of reductions in Social Security, Medicare and/or Medicaid benefits under the banner of "reform." Tax cuts for the rich -- budget cuts for the poor -- "reform" of the Democratic Party's signature safety net programs -- a continuation of Bush/Cheney Terrorism policies and a new Middle East war launched without Congressional approval. That's quite a legacy combination for a Democratic President. All of that has led to a spate of negotiation advice from the liberal punditocracy advising the President how he can better defend progressive policy aims -- as though the Obama White House deeply wishes for different results but just can't figure out how to achieve them. Jon Chait, Josh Marshall, and Matt Yglesias all insist that the President is "losing" on these battles because of bad negotiating strategy, and will continue to lose unless it improves. Ezra Klein says "it makes absolutely no sense" that Democrats didn't just raise the debt ceiling in December, when they had the majority and could have done it with no budget cuts. Once it became clear that the White House was not following their recommended action of demanding a "clean" vote on raising the debt ceiling -- thus ensuring there will be another, probably larger round of budget cuts -- Yglesias lamented that the White House had "flunked bargaining 101." Their assumption is that Obama loathes these outcomes but is the victim of his own weak negotiating strategy. I don't understand that assumption at all. Also, the White House said, the plan would bring greater accountability to the healthcare system by providing "common sense rules of the road" to keep premium costs down, prevent insurance industry abuses and denial of care and end denial of coverage for people with pre-existing conditions. It also includes middle-class tax cuts for healthcare, which the White House said would reduce premium costs for tens of millions of families and small-business owners. The tax breaks would provide affordable health coverage to about 31 million Americans who do not get it today, the explanation said. The White House said the plan would reduce the deficit by $100 billion over the next 10 year by cutting government overspending and reining in waste, fraud and abuse.
