VSA, renowned artist Simon Mckeown, and 17 countries around the world are celebrating the International Day of Persons with Disabilities with screenings of the groundbreaking video installation Motion Disabled to raise awareness of disability rights. Mckeown uses motion capture, a technique used in feature films and video games, and 3D animation to explore digitally the movements of 15 people with disabilities performing activities from kickboxing to riding a bicycle. This mesmerizing installation challenges conventional ideas of motion. Watch the video online or find a screening near you. The 2011 OPI Assessment Conference "On the Horizon" is scheduled for January 20-21, 2011 at the Billings Hotel and Convention Center.  The keynote speaker on Thursday morning will be Paul Andersen. Paul is a science teacher and technology specialist at Bozeman High School and the 2011 Montana Teacher of the Year. You might be surprised to learn there's been an increase in the number of children born with Down syndrome in recent years. The conventional wisdom holds that with more prenatal screening, the rate at which children would be born with Down syndrome would have fallen.

Click here to register for this event What: The purpose of this conference is to provide information and support to State staff and other interested parties in the implementation of the Part C regulations of the Individuals with Disabilities Education Act (IDEA).   On September 6, 2011, the U.S. Department of Education announced the final regulations for the early intervention program under Part C of the IDEA.  These final regulations will help improve services and outcomes for America's infants and toddlers with disabilities and their families. The final Part C regulations incorporate provisions in the 2004 amendments to Part C of the IDEA.  Additionally, the final regulations provide States with flexibility in some areas, while ensuring State accountability to improve results and providing needed services for infants and toddlers with disabilities and their families.  The regulations focus on measuring and improving outcomes for the approximately 350,000 children served by the Part C program with the goal of ensuring that such children are ready for preschool and kindergarten. The disquieting side effect of our increasingly detailed longitudinal studies of students is we keep finding warning signs of a future graduation derailment earlier and earlier in a child's school years. Robert Balfanz of Johns Hopkins University in Baltimore found those warning signs as early as 6th grade— chronic absences, poor behavior, failing math or language arts, which when put together lead to a 90 percent risk that a student won't graduate on time. A study to be released this morning at the American Educational Research Association convention here in New Orleans presents an even earlier warning sign: A student who can't read on grade level by 3rd grade is four times less likely to graduate by age 19 than a child who does read proficiently by that time. Add poverty to the mix, and a student is 13 times less likely to graduate on time than his or her proficient, wealthier peer.
