A new study done by Duke University says exposure to the fly ash from the TVA spill could have "severe health implication." Duke University scientists collected water and solid ash samples at sites affected by the TVA spill on Jan. 9. Following preliminary analysis, the solid ash samples were incubated and underwent more detailed analysis. "Our radioactive measurements of solid ash samples from Tennessee suggests the ash has radiation levels above those reported by the Environmental Protection Agency (EPA) for typical coal ash," said Avner Vengosh, associate professor of earth and ocean sciences at Duke's Nicholas School of the Environment. "Preventing the formation of airborne particulate matter from the ash that was released to the environment seems essential for reducing possible health impacts." More than a billion gallons of sludge coal waste spilled from a pond at the Tennessee Valley Authority's Kingston coal-burning power plant on Dec. 22.

Following former Vice President (and Nobel Laureate) Al Gore's testimony before the Senate Foreign Relations Committee on Wednesday, the Union of Concerned Scientists strongly supported Gore's testimony in pushing for a "to address the urgency of the climate crisis." Push through a bulletproof revolving door in a nondescript building in a dreary patch of the former East Berlin and you enter the control center for Vattenfall Europe Transmission, the company that controls northeastern Germany's electrical grid. A monitor displaying a diagram of that grid takes up most of one wall. A series of smaller screens show the real-time output of regional wind turbines and the output that had been predicted the previous day. Germany is the world's largest user of wind energy, with enough turbines to produce 22,250 megawatts of electricity. That's roughly the equivalent of the output from 22 coal plants--enough to meet about 6 percent of Germany's needs. And because Vattenfall's service area produces 41 percent of German wind energy, the control room is a critical proving ground for the grid's ability to handle renewable power.

TVA is near the end of its first phase of response to a massive coal ash spill in East Tennessee last month, stabilizing and preventing further spread of the sludge at an estimated cost of $1 million a day. The giant public utility is considering options for what could be the costliest, lengthiest and most complicated operations: removing the ash from land and water and restoring the area to pre-spill conditions. Advertisement The state must approve the Tennessee Valley Authority's "corrective action" plans and has given it a mid-March deadline to submit details.

The US renewable energy sector is capable of meeting President-elect Barack Obama's pledge to double US production within three years, but the ongoing financial crisis will challenge the industry in 2009, analysts and industry experts said. Currently, renewable energy sources comprise 7% of the US energy supply, according to the US Energy Information Administration. In a speech last week, Obama reiterated his pledge to make development of the sector a major part of his economic stimulus package.

The tax breaks benefit the wind and solar energy industries and encourage energy-efficiency improvements to existing homes. Other facilities that generate electricity from renewable sources such as biomass, hydropower, landfill gas and ocean currents also qualify for the credit. Facilities will have to be in place by 2012 to be eligible for the credit. Of the $20 billion, more than $13 billion of it is focused on renewable energy projects. This is mostly due to the tough time that these projects have when it comes to finding financing in current market conditions. Homeowners can get a tax credit of up to 30-percent on upgrades for energy-efficient furnaces, hot water boilers and other energy savings improvements.

Reuters has a report on some of the roadblocks obstructing grid expansion (and thus construction of many large scale renewable energy projects) in the US - Alternative energy faces power line "bottleneck" in U.S. West. President Barack Obama aims to double alternative energy production over three years, but how much "green" power will come from the U.S. West is uncertain if the sunny and wind-swept region cannot overcome a shortage of power lines. Installing large solar installations and dotting landscapes with wind turbines across the western United States would be, technically speaking, straightforward, and potentially popular with the renewed interest in domestic energy sources amid rising economic, environmental and security concerns.

As a group, federal contractors are quickly getting obese at taxpayers' expense. Uncle Sam spent "an astounding $532 billion last (fiscal) year, shattering the previous year's record of $465 billion" on contracts, Sen. Joseph I. Lieberman (I-Conn.), chairman of the Senate Homeland Security and Governmental Affairs Committee, said yesterday. He called federal contracting "a black hole for taxpayer dollars" as he released the Government Accountability Office's latest "high-risk" report on Capitol Hill. This biennial update covers programs and policies that the agency says "are at high risk for waste, fraud, abuse and mismanagement or those in need of significant transformation."

Most Coloradans and Americans plow through their daily lives without a clue as to their future or their children's outlook concerning America's energy crisis. However, last summer, a glimpse of the future confronted them. At $4.20 per gallon of gas, they squirmed on their wallets while complaining, "These prices are insane, ridiculous, crazy…." When a barrel of oil reached $140.00 in August 2008, Americans limited their driving, so much so, they drove 12 million less miles that month. They bought more fuel efficient cars. They carpooled. They clamored for alternative fuels. "We must move toward wind, solar, nuclear and coal for our energy needs," screamed our politicians. "We must provide for future generations and keep our economy growing."

There's a long tradition of using Fridays to release reports you'd rather not see attract attention, and the Department of Energy has used the last Friday of the Bush Administration to release a big one. Its Electricity Advisory Committee, composed primarily of power industry executives, has released a series of reports on the future of the US electric grid. These include focused looks at the potential for power storage and the smart grid, but it's the overall evaluation that's badly off the administration's message: the government needs to make a significant intervention in the power market, it's completely failed to do so for the past eight years (and longer), and conservation needs to be part of anything we do.

Yesterday, House Democrats revealed their proposed stimulus package totaling $825 billion. As hoped, money for renewable energy and efficiency make up 54 billion of those dollars. The biggest proportion, $11 billion, would go towards creating a smart grid, which is dramatically shy of the $400 billion Al Gore thinks should be set aside. Four years, aka one presidential term, is all the time Obama has to save the Earth according to NASA scientist James Hansen. Hansen testifed to Congress over twenty years ago alerting the world that climate change was under way. Five presidential terms later, Obama is left with a crisis of epic proportion. Hansen warns: We cannot afford to put off change any longer. We have to get on a new path within this new administration. We have only four years left for Obama to set an example to the rest of the world. America must take the lead.

Canada needs to devise a new national energy strategy, particularly to help fend off concerns in the United States about the environmental impact of Alberta's oilsands industry, says a report by the Canadian International Council. The Toronto-based think-tank, founded by Jim Balsillie, co-chief executive of BlackBerry maker Research in Motion Ltd. (TSX:RIM), says Canada has an opportunity to leverage the current economic downturn to promote its energy interests.

The Department of Energy's (DOE) Electricity Advisory Committee (EAC) released three reports prepared for the Secretary of Energy's consideration. These reports review challenges facing DOE and the Nation in many important electricity areas, and include recommendations for policy and program initiatives. They address issues surrounding generation and transmission adequacy, energy efficiency and demand response, deployment of energy storage technologies, and deployment of smart grid technologies. The EAC was chartered by Secretary Samuel W. Bodman in April 2007 to provide senior-level counsel to DOE's Office of Electricity Delivery and Energy Reliability (OE) in carrying out its mission and meeting requirements of the Energy Policy Act of 2005 and the Energy Independence and Security Act of 2007.

The $825 billion economic stimulus package unveiled by Democrats in the U.S. House of Representatives on Thursday contains billions of dollars in tax breaks for renewable energy and spending for energy efficiency and transmission. The legislation, aimed at boosting the recessionary U.S. economy, would provide $20 billion in tax cuts for alternative energy including a multi-year extension of the production tax credit for wind, geothermal, hydro power and bioenergy. The bill also contains tax credits for research and development on energy conservation and efficiency.

TVA admits to 'some' fly ash; maybe up to 20%, ex-plant worker says BRIDGEPORT - An unknown amount of toxic coal fly ash apparently washed into the Tennessee River at TVA's Widows Creek steam plant Friday when a gypsum storage pond overflowed, spilling thousands of gallons of waste. The Tennessee Valley Authority acknowledged in a statement Saturday that the pond contained "some" fly ash, although TVA spokesman Gil Francis told reporters Friday that Widows Creek stored fly ash and gypsum in separate ponds.

The Utah Legislature will soon begin its 2009 session, and we may expect bills promoting two favorite pieces of home-grown pork, the Lake Powell pipeline and Transition Power's nuclear nightmare on the Green River. But before legislators cast more of our recession-stretched cash before these two swine, they should read the latest study of Colorado River issues, James Powell's Dead Pool , from which the following is taken. For eight years under George W. Bush, the Bureau of Reclamation has refused to acknowledge the effects that global warming is having and will yet have on the Colorado, in spite of record temperatures and the recent 500-year drought that nearly brought Lake Powell to its knees. Instead, the bureau continues to use only data from the last century, the first half of which was one of the wettest periods in the known history of the Colorado. According to Bush's BOR, in 2050 Lake Powell, which reflects the health of the river as a whole, will stand at 3,660 feet, just 40 feet below full pool.

Ukraine signed an accord with Russia and the European Union on monitoring transit gas through its territory, setting the stage for the resumption of supplies to Europe after four days of disruption amid freezing temperatures. Czech Prime Minister Mirek Topolanek, who represents the EU, secured the agreement of Ukrainian Prime Minister Yulia Timoshenko in Kiev, after talks with Russian Prime Minister Vladimir Putin yesterday at his residence outside Moscow.
