    Some highlights from the spot auction: * 892,343 allowances were bid for * 125,000 were purchased * 59 unsuccessful bids (11 bidders) * 18 successful bids (11 bidders) * Highest bid price = $500 * Lowest bid price = $0.06 * Clearing bid price = $69.74 The Ohio Valley Electric Cooperative was the largest bidder with 75,000 allowances purchased. Smaller bidders include the Acid Rain Retirement Fund (10) and Bates College Environmental Econ (2). From my count, at least 16,000 tons of SO2 will be retired as private bidders put their money where their mouths is [sic]. Imagine if this could be done in a CO2 auction?

Rich has been working on electricity regulatory issues, demand response, and institutional design for a long time, and his insights as reported here are very important and frequently overlooked: The way Sedano sees it, the Securities and Exchange Commission, which oversees Wall Street credit rating agencies, and state-level utility regulators have failed to communicate and, by extension, to establish consistent rules and incentives - leaving utilities "waiting for a sign that it's safe to pull the trigger on an investment and hoping they don't miss the opportunity to do the right thing."

    AP reports that falling natural gas prices in the US are making residential consumers happy for the time being, but notes that unconventional (shale) gas drilling has fallen off a cliff in recent months - Homes that use natural gas for heat could save big. The 60 million American homes that rely on natural gas for heat can expect substantially lower bills next winter thanks to a glut in supply and the weak economy. Just as distributors start to lock in contracts for the coming winter, natural gas prices have fallen almost 75 percent. Not all of that will show up as savings on the heating bill, but it should still mean noticeable savings. Utilities also generate about a fifth of the nation's electricity with gas, and many of their customers should notice price breaks as well.

Feds Agree on Offshore Renewable Energy Development Plan : Red, Green, and Blue - 0 views

    Less than a week after the Interior Department published the findings of a report claiming that 25% of the nation's electricity could be supplied by offshore wind farms, the Department also reached an agreement with the Federal Energy Regulatory Commission (FERC) over how the two agencies would handle the permitting and licensing of all types of renewable energy development on the Outer Continental Shelf (OCS) of the United States. On Thursday, Secretary of the Interior Ken Salazar and Federal Energy Regulatory Commission Chairman Jon Wellinghoff signed a memorandum of understanding (pdf) that establishes a streamlined process by which Interior's Minerals Management Service and the FERC will lease, license and regulate all renewable energy development activities on the OCS. According to Interior Secretary Salazar, the agreement will spur the development of clean, renewable energy, which he called, "the growth industry of the 21st Century," adding that, "Our nation's economic future demands we lead that competition."

At an impromptu press conference in Cheyenne on Wednesday, Freudenthal said Salazar's comments were a "dumb thing to say," and said he hoped Salazar would learn the wisdom of "not making gratuitous statements." Wyoming is the biggest coal-producing state in the U.S., producing more than 450 million tons of coal in 2007, or nearly 40 percent of the country's coal.

    U.S. Commerce Secretary Gary Locke and U.S. Energy Secretary Steven Chu today announced significant progress that will help expedite development of a nationwide "smart" electric power grid. A Smart Grid would replace the current, outdated system and employ real-time, two-way communication technologies to allow users to connect directly with power suppliers. The development of the grid will create jobs and spur the development of innovative products that can be exported. Once implemented, the Smart Grid is expected to save consumers money and reduce America's dependence on foreign oil by improving efficiency and spurring the use of renewable energy sources. Before it can be constructed, however, there needs to be agreement on standards for the devices that will connect the grid. After chairing a meeting of industry leaders at the White House, Locke and Chu announced the first set of standards that are needed for the interoperability and security of the Smart Grid and $10 million in Recovery Act funds provided by the Energy Department to the National Institute of Standards and Technology to support the development of interoperability standards.

    President Obama's $26.4 billion Department of Energy (DOE) budget request for fiscal year (FY) 2010 substantially increases new cash for the development of renewable energies, energy efficiency, and for measures to curb carbon dioxide emissions, but it cuts funding to coal and nuclear programs-fuels that produce 70% of the nation's electricity. The proposed FY 2010 budget, which would take effect on October 1 if approved by Congress, complements $38.7 billion the DOE will invest as part of the American Recovery and Reinvestment Act. Energy Secretary Steven Chu last week detailed the budget request, highlighting major funding changes from FY 2009. He stressed that while the budget makes important investments in energy independence and job creation, it also cuts back on programs that don't work as well or are no longer needed. Favoring Renewables Among the major increases were to the Office of Energy Efficiency and Renewable Energy (EERE). Its budget of $2.3 billion-an increase of 6% over FY 2009-builds on the Recovery Act funding of $16.8 billion. Solar energy got the biggest boost, gaining $320 million, an 83% increase from FY 2009. Wind received $75 million (a 36% increase from FY 2009), geothermal got $50 million (14% increase), while biomass and biorefinery systems research and development gained $235 million (8% increase).

That could be changing, as both the Obama Administration and Silicon Valley are considering the heat under the ground as a potentially huge source of clean, domestic U.S. energy, but recent setbacks are calling into question how much geothermal can contribute. Given the potential benefits, we should be doubling our efforts to make geothermal a viable power source for the U.S. Some background: All thermal power plants use the same basic process. A heat source (burning coal or gas, uranium, concentrated solar energy) is used to turn water into steam, and the energy released turns a turbine that produces electricity. What sets geothermal apart is that the steam comes directly from the ground. Water percolates down through cracks in the ground and is heated to the boiling point by hot rocks underground (in some cases coming back up as a geyser - think Old Faithful), and the resulting steam is drawn up via a well to a turbine.

The provincial government said AECL's bid to build the two new nuclear power plants at its Darlington station, 43 miles (70 kilometers) east of Toronto, by 2018 was the only one to meet its terms and objectives. The project was to be the first step in the modernization of Ontario's aging nuclear fleet.     Exelon has begun a series of nuclear power plant uprates that will add between 1,300 MW and 1,500 MW of generating capacity at its existing fleet of nuclear units over the next eight years, the company said Friday. The first of the uprates, totaling about 38 MW, was confirmed last week following upgrades at Exelon's Quad Cities plant near Cordova, Illinois. Uprate projects, some of which require US Nuclear Regulatory Commission approval, improve efficiency and increase electricity output of nuclear units through upgrades to plant equipment, Chicago-based Exelon said. The projects take advantage of new production and measurement technologies, new materials and experience from decades of nuclear power operations, the company said. Uprate efforts are underway at Exelon's Limerick and Peach Bottom nuclear plants in Pennsylvania, and the Dresden, LaSalle and Quad Cities plants in Illinois. Those are expected to produce nearly 25% of the added capacity. The remainder of capacity would come from uprates at nine other plants beginning in 2010 and ending in 2017.

    "Aided by federal and state tax breaks, solar energy will be cheaper than building new nuclear power plants, according to a North Carolina study released today. Dr. John Blackburn, the emeritus chair of economics and former chancellor of Duke University, said the costs of new nuclear plants continues to rise while electricity generated from solar voltaic panels is only half the cost of 12 years ago. In a study commissioned by the environmental group NC Warn, Dr. Blackburn estimates that the cost of new nuclear plants is now about 16 cents per kilowatt-hour and headed higher while solar energy can be generated with rooftop panels and solar farms in North Carolina for a comparable rate and solar costs are trending down. Solar costs are cut by about one-third because of state and federal tax credits, but Dr. Blackburn said the nuclear industry also benefits by federally backed insurance, loan guarantees and research assistance. "The message is that solar is here and now and not something exotic for the future," Dr. Blackburn said."
