The fate of scores of new coal-burning power plants is now in limbo over whether to regulate heat-trapping greenhouse gases. The uncertainty resulted when an Environmental Protection Agency appeals panel on Thursday rejected a federal permit for a Utah plant, leaving the issue for the Obama administration to resolve.

Here is a list of energy news items that the WattzOn team found most interesting in 2008: * CO2 is officially a pollutant (maybe) - In a ruling by the Environmental Appeals Board (a panel within the EPA), it was decided that the EPA has no valid reason to not limit CO2 emissions from coal plants. Confusingly, the EPA has recently overruled itself by stating that officials cannot consider greenhouse gas outputs in judging applications to build new coal-fired power plants. So, it's back up in the "air." * We need to be at 350 PPM of CO2 - James Hansen of Columbia University, and NASA's head of the Goddard Institute for Space Studies, published a landmark paper: "Target Atmospheric CO2: Where Should Humanity Aim?" in which he argues for an atmospheric CO2 concentration of 350 parts per million (PPM) for humanity to be safe on this planet. As some background, pre-industrial Earth had a CO2 concentration of around 275 PPM, and for years policy makers have set a target regulatory goal of 550 PM - twice that number. More recently, 450 PPM has been proposed as a better goal by the EU and a few others. Unfortunately, recent evidence has shown that the Arctic sea is melting at an alarming rate and a giant ice sheet in Greenland is starting to slide into the ocean. This is the reality with the world today at 383 PPM. Hansen points out that this means we set overly lax targets and proposes the 350 PPM goal with tons of paleo-climatic data to back him up. We need to bring the CO2 in our atmosphere back down to this concentration. * Energy scientists primed to enter government - US President-Elect Obama has nominated Steven Chu to be the Secretary of Energy, and named John Holdren as the Assistant to the President for Science and Technology / Director of the White House Office of Science and Technology Policy / Co-Chair of the President's Council of Advisors on Science and Technology. NOW THAT President-elect Barack Obama's energy and environment team is complete, the message he's sending is loud and clear: The vacuum of U.S. leadership on climate change will be filled. His nominees share his goal of reducing carbon emissions and developing the next generation of energy production that will reduce this nation's dependence on fossil fuels. More important, they generally reflect the pragmatic approach to governing that Mr. Obama appears to be crafting with his Cabinet picks overall.

Oregon State University professor Jane Lubchenco has been added to Obama's growing cabinet. Lubchenco, a marine biologist, will head the National Oceanic and Atmospheric Administration. Along with wanting to curb overfishing, Lubchenco has also been a voice for curbing greenhouse admissions that contribute to global warming, reports the Washington Post. Her appointment will put the NOAA in a rank of prestige, as Lubchenco is a member of the National Academy and the Royal Society, of America and England

We are going to have a huge economic stimulus package soon after Obama becomes President. And a big piece of it is going to be aimed at energy efficiency and renewable energy, as the NYT reported today in"Proposal Ties Economic Stimulus to Energy Plan." I have asked a bunch of my wonk ee friends for some energy efficiency ideas, which I'll be posting in the coming days. I'd love to hear some ideas from you - please try to keep them practical. Focus on spending that creates jobs in the next two years AND that either saves energy (like weatherizing low-income homes) or helps jumpstart the transition to a clean energy economy (like 'green' transmission).

This was a leading issue for voters, especially during the summer when gasoline exceeded $4.00 a gallon. Though gasoline prices have since plummeted in the global economic downturn, this respite will only be temporary unless you take strong steps now. The nation also faces continued increases in electricity costs and even the possibly of shortages and rolling blackouts, and you should take steps to ensure that new electric generation can meet the nation's need for power.

The change promised by U.S. President-elect Barack Obama will extend to the Energy Department, where the next energy secretary is likely to focus more than ever on renewable and alternative energy sources and less on traditional fossil fuels like crude oil. Reuters has a report on some of the roadblocks obstructing grid expansion (and thus construction of many large scale renewable energy projects) in the US - Alternative energy faces power line "bottleneck" in U.S. West. President Barack Obama aims to double alternative energy production over three years, but how much "green" power will come from the U.S. West is uncertain if the sunny and wind-swept region cannot overcome a shortage of power lines. Installing large solar installations and dotting landscapes with wind turbines across the western United States would be, technically speaking, straightforward, and potentially popular with the renewed interest in domestic energy sources amid rising economic, environmental and security concerns.

Some are calling it a "smear job", while others are applauding the National Geographic's rather sobering 20-page publication on the Alberta tar sands, titled "Scraping Bottom." Either way, the timing is brilliant. Dubbed by some as the "most destructive project on Earth" - scarring it visibly from space - there's no doubt that the tar sands extraction industry has a huge environmental footprint, which even President Obama could not help but acknowledge during his visit to Ottawa last week, to the chagrin of some Canadian officials. I like that Obama is still using his "end the tyranny of oil in our time" line. Saying he needed to restore order to a broken process, U.S. Secretary of the Interior Ken Salazar this week announced his strategy for developing an offshore energy plan that includes renewable energy. On Friday, January 16, its last business day in office, the Bush Administration proposed a new five year plan for offshore oil and gas leasing. The proposal was actually published in the Federal Register on January 21, the day after the Obama Administration took office. The deadline for public comment that the Bush Administration established - March 23, 2009 - does not provide enough time for public review or for wise decisions on behalf of taxpayers, the Secretary said.

The new mantra in energy circles is "national smart grid." In the New York Times, Al Gore insists the new president should give the highest priority to "the planning and construction of a unified national smart grid." President Barack Obama, responding to a question by MSNBC's Rachel Maddow, declares that one of "the most important infrastructure projects that we need is a whole new electricity grid ... a smart grid." We lump together the two words, "national" and "smart" as if they were joined at the hip, but in fact each describes and enables a very different electricity future. The word "national" in these discussions refers to the construction of tens of thousands of miles of new national ultra-high-voltage transmission lines, an initiative that would further separate power plants from consumers, and those who make the electricity decisions from those who feel the impact of those decisions.

The US renewable energy sector is capable of meeting President-elect Barack Obama's pledge to double US production within three years, but the ongoing financial crisis will challenge the industry in 2009, analysts and industry experts said. When Barack Obama spoke in Albuquerque on Oct. 27, Nathan Newcomer, associate director of the New Mexico Wilderness Alliance, gave congressional candidate Martin Heinrich a gift for the presidential candidate. The gift was a book - "Otero Mesa: Preserving America's Wildest Grassland." It was not a book to go on Obama's coffee table but one Newcomer hoped might influence his energy policy.

Barack Obama has said that energy is going to be one of his top priorities. I believe he is completely sincere about this and that energy will get a lot of attention early on in his administration. I believe he is committed to moving the U.S. toward energy independence and a greener energy future. However, one can recognize energy as an important priority, yet sharply differ on the policy direction that is needed. For instance, some may have energy as a high priority because they feel that gasoline is too expensive. Their priority may be to keep gasoline prices low so people's budgets aren't adversely impacted by their fuel bills. Some can see energy as a top priority, and yet promote solutions like suing OPEC for more oil.

When he takes office, President-elect Obama will face a mountain of challenges - more than any incoming president in recent history: the global financial crisis, the Iraq War, the federal deficit, the energy crisis and more. The most critical thing this new president can do, though - which must be done to make any policy solution a success - is restore the citizen's seat at the government's table. One of the worst outcomes of the past eight years has been the erosion of democracy and the phasing out of the people's voice in the government. It is imperative that this be reversed.
