The financial bailout bill passed by Congress may have once and for all put an end to T. Boone Pickens' energy plan. Let me explain. Until the financial meltdown obliterated all other news coverage, T. Boone and his energy plan were everywhere. His book, The First Billion Is the Hardest, is number two on the bestseller list. During the Republican and Democrat Conventions his press conferences were attended by a fawning media, virtually all of who filed stories with the theme "oil man turns wind energy advocate." Indeed, even the more than casual reader might come away believing the Pickens Energy Plan was all about wind energy. T. Boone's web site does little to contradict that impression. It displays nothing but wind turbines.

The tax breaks benefit the wind and solar energy industries and encourage energy-efficiency improvements to existing homes. Other facilities that generate electricity from renewable sources such as biomass, hydropower, landfill gas and ocean currents also qualify for the credit. Facilities will have to be in place by 2012 to be eligible for the credit. Of the $20 billion, more than $13 billion of it is focused on renewable energy projects. This is mostly due to the tough time that these projects have when it comes to finding financing in current market conditions. Homeowners can get a tax credit of up to 30-percent on upgrades for energy-efficient furnaces, hot water boilers and other energy savings improvements.

Ah, intermittency, one of the frequently cited disadvantages to wind power. Because the wind doesn't blow all the time, and you can't store energy, wind projects can't produce a steady stream of energy 24/7, hence they are regarded as "intermittent" power sources. So what's the solution to intermittency? One is to put plants in high wind regions, such as offshore where the wind blows more frequently. And another solution is the hybrid project: teaming wind up with a steadier source of baseload power than can come on line when the wind's not blowing.

Constructing new power lines to handle a huge increase in wind power in the Eastern half of the United States would cost $50 billion to $80 billion over the next 15 years, according to a study released on Monday by power grid operators. That cost would be on top of the $700 billion to $1.1 trillion it would cost power plant developers to build the wind turbines that would produce the power, according to the study.

The first, a Reference Scenario, assumes "business as usual" with respect to wind development, with approximately 5% of the region's energy coming from wind. The second was a 20% Wind Energy Scenario and was based on the U.S. Department of Energy's Eastern Wind Integration and Transmission Study.

Despite the financial crisis, it seems that wind power is moving up the political agenda everywhere. But as China and the United States continue to develop their wind resources on the ground, a question for Europe is how many windmills can be built out at sea. Inland sites are much less available in Europe than in some other parts of the world. Building windmills at sea also helps to overcome not-in-my-backyard protests from homeowners who complain that windmills are ugly and noisy.

The credit crunch is not just hurting the banks and the real estate market. Even the billionaire and wind energy enthusiast, T. Boone Pickens is having trouble financing his high profile 4000 MW wind farm. The price tag on this Texas wind farm is a hefty $10 and $12 billion.

ROYAL DUTCH SHELL completed its withdrawal from the UK wind-energy sector after quietly selling out of the last project it had in this country. The oil giant recently agreed to sell its stake in the £800m Cirrus Shell Flat Array, a 270MW project off the Blackpool coast, to partners Scottish Power and Dong Energy. Its exit, three months after it walked away from the world's largest proposed offshore wind farm, the London Array, will raise questions about the government's ambitious wind-energy targets. The decision will also anger environmentalists already critical of Shell's push into dirty-fuel sources such as Canada's tar sands.

"The Tres Amigas transmission project in New Mexico, which seeks to link the nation's three power grids to share wind power across the United States, has attracted both eager allies and some determined foes. Scandia Wind Southwest LLC, a venture led by Norwegian wind power developers, has proposed to build an initial 2,250 megawatts of wind power in the Texas Panhandle, with a potential capacity of 10,000 MW. The Interior Department will announce new rules today that clear the way for the first offshore wind turbines to be erected along the Atlantic Coast. The rules will set long-awaited guidelines for offshore leases, easements and royalty payments that the Bush administration worked on for years but did not complete.

In remarks focused on the promise of renewable energy and demand-side management, US Federal Energy Regulatory Commission Chairman Jon Wellinghoff on Wednesday suggested that there may never be another new nuclear or coal power plant built in the country. Pointing to upwards of 1,000 GW of potential wind energy in the Midwest and West, new solar power production and storage technologies and emerging hydrokinetic power resources, Wellinghoff asserted that renewables are poised to play a substantial, gap-filling role in the US energy picture.

Less than a week after the Interior Department published the findings of a report claiming that 25% of the nation's electricity could be supplied by offshore wind farms, the Department also reached an agreement with the Federal Energy Regulatory Commission (FERC) over how the two agencies would handle the permitting and licensing of all types of renewable energy development on the Outer Continental Shelf (OCS) of the United States. On Thursday, Secretary of the Interior Ken Salazar and Federal Energy Regulatory Commission Chairman Jon Wellinghoff signed a memorandum of understanding (pdf) that establishes a streamlined process by which Interior's Minerals Management Service and the FERC will lease, license and regulate all renewable energy development activities on the OCS. According to Interior Secretary Salazar, the agreement will spur the development of clean, renewable energy, which he called, "the growth industry of the 21st Century," adding that, "Our nation's economic future demands we lead that competition."

In response to Interior Secretary Ken Salazar's recent comments that the offshore wind energy resource in the United States could potentially provide 25% of our electricity and replace the need for coal-fired power generation, Wyoming Governor Dave Freudenthal balked, telling reporters: "Ain't going to happen." At an impromptu press conference in Cheyenne on Wednesday, Freudenthal said Salazar's comments were a "dumb thing to say," and said he hoped Salazar would learn the wisdom of "not making gratuitous statements." Wyoming is the biggest coal-producing state in the U.S., producing more than 450 million tons of coal in 2007, or nearly 40 percent of the country's coal.

A basic problem for wind turbines is that the wind often dies down. As a result, they produce far less electricity than if the wind blew constantly, at full speed. A good wind machine, therefore, may harvest just 30 percent of its maximum potential energy. By contrast, a nuclear reactor with a similar energy rating might reach 90 percent of its maximum potential, because it is running virtually nonstop.
