    "Russia is launching a new all-out offensive on the European energy market. President Dmitry Medvedev and Prime Minister Vladimir Putin have spent the past several days on individual tours through Europe, securing new natural-gas contracts and partners for Russian-built pipelines, clarifying Russian claims to oil and gas reserves in the Arctic, and searching for clients ready to pay for Russia's nuclear-plant technology. On April 27, Medvedev concluded a two-day trip to Oslo, where he and Norwegian leaders agreed on a plan to delimit their Arctic maritime border. The decision -- combined with recent melting of Arctic ice -- paves the way for the area to be opened for oil and gas exploration. The deal is a long-awaited achievement for Russia. In 2008, Medvedev called the Arctic "Russia's resource base of the 21st century." Some energy experts estimate that up to 25 percent of the planet's oil and gas reserves lie beneath the Arctic's Barents Sea. "

    Renewable energy could play a much larger role in supplying the world's energy needs than previously estimated - but it won't come cheap, according to a new study.\n\nThe research, presented at the International Scientific Congress on Climate Change in Copenhagen, Denmark, this week (11 March) says that renewable energy could supply 40 per cent of the world's energy needs by 2050.\n\nThe new estimate is considerably higher than previous projections, which put renewables' share at only 12 per cent by 2030, said Peter Lund, an author of the research from the Laboratory of Advanced Energy Systems at Finland's Helsinki University of Technology.

    I spent last week immersed in the views of professionals working to advance energy efficiency resource intelligence. I shall spare you more details-I realize there's a limit to the wonkery even Grist's audience can tolerate-but I do want highlight what strikes me as a key takeaway. A few facts to set the stage: * Resource intelligence is profitable. Study after study (after study) shows that homes and businesses have available a range of investments, technologies, and practices that cut energy use and pay handsome returns. (See, for the latest, this three-year study of efficiency in buildings.) * Resource intelligence isn't happening on its own. This is something speaker after speaker at the conference returned to, with attitudes ranging from frustration to simple bemusement. Despite the aforementioned studies, people aren't taking advantage of the opportunities at anything close to the available scale. The low-hanging fruit stubbornly remains unplucked. * Resource intelligence is central to the climate/energy challenge. The International Energy Agency describes a scenario for achieving 450 ppm (the widely shared though likely inadequate target for atmospheric concentrations of CO2). Of the emission reductions they project, energy efficiency is responsible for 54%. More than half our efforts to tackle climate change will happen through more intelligent use of energy.

    Last week, Secretary of the Interior, Ken Salazar, hosted the last of 4 public forums around the country to gather input on offshore drilling and offshore renewable energy development. Choosing to end in San Francisco means he is going back to Washington with a resounding "No" in his ears. "No" to offshore drilling and "Yes" to investing in renewable energy, and any other new green technology San Francisco start-ups can figure out. All the California elected officials on the dais (Boxer, Lee, Speire, Napolitano, Woolsey, Lt Governor Garamendi) and Oregon governor Kulongoski made very clear, and sometimes even passionate, statements to the effect that CA needs and values its coastline the way it is, and the potential output of oil (estimated 1% of US daily consumption by 2030) comes no where near to justifying the risk posed to its economy and ecosystem.

    China produces 95% of the worlds supply of the rare earth metal, dysprosium, a key metal in magnets used in the drive motors for hybrid electric vehicles - up to 100 grams of dysprosium per hybrid car produced, according to a Wikipedia reference. Dysprosium's magnetic properties also make it an important metal for wind turbines and electric vehicles. Could be vital for MagLev trains, too. Scarcity of the metal is a sustainability and a political issue, according to a recent article in the TimesOnline, Crunch looms for green technology as China tightens grip on rare-earth metals. This does not look good.

Recently, he and a team of academics, entrepreneurs, business leaders and policymakers released a 141-page report, 18 months in the making, called "The Gigaton Throwdown'' that outlines a path for a dramatic expansion in the development and deployment of renewable and low-carbon energy. The team focused on what it would take for nine different technologies to reduce the annual emissions of carbon dioxide and equivalent greenhouse gases by a least 1 billion metric tons, or one gigaton, by 2020. A copy of the report has been widely distributed on Capitol Hill, and has been presented to Energy Secretary Steven Chu, a colleague of Kammen's. The Mercury News talked to Kammen about the report, some of its conclusions and whether it can have an impact on U.S. energy policy. The interview was edited for clarity.

    Exelon has begun a series of nuclear power plant uprates that will add between 1,300 MW and 1,500 MW of generating capacity at its existing fleet of nuclear units over the next eight years, the company said Friday. The first of the uprates, totaling about 38 MW, was confirmed last week following upgrades at Exelon's Quad Cities plant near Cordova, Illinois. Uprate projects, some of which require US Nuclear Regulatory Commission approval, improve efficiency and increase electricity output of nuclear units through upgrades to plant equipment, Chicago-based Exelon said. The projects take advantage of new production and measurement technologies, new materials and experience from decades of nuclear power operations, the company said. Uprate efforts are underway at Exelon's Limerick and Peach Bottom nuclear plants in Pennsylvania, and the Dresden, LaSalle and Quad Cities plants in Illinois. Those are expected to produce nearly 25% of the added capacity. The remainder of capacity would come from uprates at nine other plants beginning in 2010 and ending in 2017.

Opponents of the bill have said such a shift would lead to soaring energy costs, especially for electricity.

Rich countries have earmarked tens of billions of dollars of investment in carbon capture and storage (CCS), a technology that is still only at an experimental stage. Under CCS, carbon dioxide (CO2) would be snared at source from plants that are big burners of oil, gas and coal. Instead of being released into the atmosphere, where it would contribute to global warming, the gas would be buried in the deep ocean or piped into underground chambers such as disused gas fields. CCS supporters say the sequestered carbon would slow the pace of man-made warming.     Push through a bulletproof revolving door in a nondescript building in a dreary patch of the former East Berlin and you enter the control center for Vattenfall Europe Transmission, the company that controls northeastern Germany's electrical grid. A monitor displaying a diagram of that grid takes up most of one wall. A series of smaller screens show the real-time output of regional wind turbines and the output that had been predicted the previous day. Germany is the world's largest user of wind energy, with enough turbines to produce 22,250 megawatts of electricity. That's roughly the equivalent of the output from 22 coal plants--enough to meet about 6 percent of Germany's needs. And because Vattenfall's service area produces 41 percent of German wind energy, the control room is a critical proving ground for the grid's ability to handle renewable power.
