    Dan Cass has an article in Crikey noting the greenhouse mafia have been performing very successfully under the Rudd government - Democracy and science vs Big Coal: the final round?. Today's news that the coal industry is lobbying Parliament again raises the grave but tedious question -- when will Australia's coal mafia give in to climate science and/or Australian public opinion? Until Guy Pearce's Quarry Vision (Quarterly Essay 33) is released on March 16, we can only read the tea leaves, but the story is worth watching. The Age has a big story today on this week's Copenhagen climate science congress. This meeting of climate scientists will report that impacts already unfolding are far worse than IPCC predictions. The science says we have to switch out of coal, and fast. On the democracy front, a Climate Institute poll released today shows 83% of swinging voters are concerned about climate change. Despite the spin of both major parties, the public knows that nothing is really being done to fix the problem. Then tonight's Four Corners will show that Big Coal is continuing to defy both climate science and public opinion, lobbying for Kevin Rudd to do nothing on climate change.

    Here is a list of energy news items that the WattzOn team found most interesting in 2008: * CO2 is officially a pollutant (maybe) - In a ruling by the Environmental Appeals Board (a panel within the EPA), it was decided that the EPA has no valid reason to not limit CO2 emissions from coal plants. Confusingly, the EPA has recently overruled itself by stating that officials cannot consider greenhouse gas outputs in judging applications to build new coal-fired power plants. So, it's back up in the "air." * We need to be at 350 PPM of CO2 - James Hansen of Columbia University, and NASA's head of the Goddard Institute for Space Studies, published a landmark paper: "Target Atmospheric CO2: Where Should Humanity Aim?" in which he argues for an atmospheric CO2 concentration of 350 parts per million (PPM) for humanity to be safe on this planet. As some background, pre-industrial Earth had a CO2 concentration of around 275 PPM, and for years policy makers have set a target regulatory goal of 550 PM - twice that number. More recently, 450 PPM has been proposed as a better goal by the EU and a few others. Unfortunately, recent evidence has shown that the Arctic sea is melting at an alarming rate and a giant ice sheet in Greenland is starting to slide into the ocean. This is the reality with the world today at 383 PPM. Hansen points out that this means we set overly lax targets and proposes the 350 PPM goal with tons of paleo-climatic data to back him up.     John Holdren, science advisor to President Barack Obama, swung by Blighty today for some tea and crumpets with the Brits. But before embarking on a who's who tour of UK science policymakers, he joined the press in the basement of the US embassy for some all-American cookies and black coffee. Most of his hour-long round table was spent discussing climate change. He expressed some disappointment with the climate change legislation winding its way through the US Congress, but sees it as a make-or-break step for getting an effective international accord out of the UN's Copenhagen conference, which will take place in December. Some of the reporters expressed scepticism that a bill could be passed in time, but Holdren was optimistic, noting that the administration only needed around 12-15 additional votes in the Senate to pass the legislation. "I would still bet that it will happen, but I have to admit that it's going to be a challenge," he said.

    The U.S. Chamber of Commerce, the world's largest business federation, wants to put climate change science on trial. In an attempt to head off a U.S. EPA finding that climate change endangers public health and welfare in the United States, the Chamber Tuesday petitioned the federal agency for a trial-like hearing of the scientific evidence before an administrative judge or EPA official. "An endangerment finding would give rise to the most far-reaching rulemaking in American history," the Chamber said in its petition. "Before embarking on that long, costly process, EPA ought to do everything possible to assure the American people of the ultimate scientific accuracy of its decision."

    "Massachusetts has a law mandating a portfolio of renewable energy, including energy derived from wind, solar, and biomass. But a new study says that replacing coal power with biomass will actually increase the amount of CO2 emitted, throwing a wrench in the state's plan and casting some doubt over the utility of using biomass on national scale and the inclusion of biomass titles in the energy bills now being negotiated in Congress. The study from the Manomet Center for Conservation Sciences finds that the replacing coal power generation with that from biomass would result in 3 percent greater emissions by 2050."

    A new study done by Duke University says exposure to the fly ash from the TVA spill could have "severe health implication." Duke University scientists collected water and solid ash samples at sites affected by the TVA spill on Jan. 9. Following preliminary analysis, the solid ash samples were incubated and underwent more detailed analysis. "Our radioactive measurements of solid ash samples from Tennessee suggests the ash has radiation levels above those reported by the Environmental Protection Agency (EPA) for typical coal ash," said Avner Vengosh, associate professor of earth and ocean sciences at Duke's Nicholas School of the Environment. "Preventing the formation of airborne particulate matter from the ash that was released to the environment seems essential for reducing possible health impacts." More than a billion gallons of sludge coal waste spilled from a pond at the Tennessee Valley Authority's Kingston coal-burning power plant on Dec. 22.

    A bill to revise the Japan Atomic Energy Agency Law to allow the construction of a site to dispose of low-level radioactive waste passed the House of Councillors on Wednesday. The revised law designates the agency as a body responsible for constructing and managing waste sites.   • The seemingly most reliable information on EROI is quite old and is summarized in chapter 12 of Hall et al. (1986). Newer information tends to fall into the wildly optimistic camp (high EROI, e.g. 10:1 or more, sometimes wildly more) or the extremely pessimistic (low or even negative EROI) camp (Tyner et al. 1998, Tyner 2002, Fleay 2006 and Caldicamp 2006). One recent PhD analysis from Sweden undertook an emergy analysis (a kind of comprehensive energy analysis including all environmental inputs and quality corrections as per Howard Odum) and found an emergy return on emergy invested of 11:1 (with a high quality factor for electricity) but it was not possible to undertake an energy analysis from the data presented (Kindburg, 2007). Over time, the global energy infrastructure must change because the continued combustion of fossil fuels is altering Earth's climate in potentially dangerous ways and because the large wealth transfer from mostly democratic oil-importing countries to mostly autocratic oil-exporting countries is propping up repressive regimes worldwide. So, we know that the world's energy infrastructure must change. But, the interesting questions are: how big an investment are we willing to make to bring about that change and how fast are we willing to make that investment?
