When the "Clean and Renewable Energy Construction Act" was introduced in the Missouri Senate, the bill's title evoked images of new wind turbines sprouting from the northwest Missouri plains and solar panels lining St. Louis rooftops. A more fitting image might be two more massive cooling towers rising in Callaway County. While the legislation proposed last month may one day aid the development of more renewable energy or a next-generation coal-fired power plant, there's little doubt that its primary purpose is helping AmerenUE build a second nuclear reactor. It would do so by removing a key barrier - a 1976 law that prohibits the utility from charging customers for the plant before it's complete.

People unfamiliar with Nevada's vast desert often find it more difficult to see what is there than to imagine what could be superimposed on the seemingly endless landscape. Nuclear waste wedged inside a mountain. Towering mushroom clouds. A network of nuclear missiles covering 10,000 square miles. These days, a very different image is evoked for 10,000 square miles of Nevada desert: a 100-mile-by-100-mile square of solar panels, enough to furnish the entire country with electricity.

"President Barack Obama has vowed the Gulf of Mexico spill would speed the end of US dependence on fossil fuels, but experts doubt reality can match his rhetoric. "The tragedy unfolding on our coast is the most painful and powerful reminder yet that the time to embrace a clean energy future is now," Obama said in a primetime televised address from the Oval Office. Yesterday, House Democrats revealed their proposed stimulus package totaling $825 billion. As hoped, money for renewable energy and efficiency make up 54 billion of those dollars. The biggest proportion, $11 billion, would go towards creating a smart grid, which is dramatically shy of the $400 billion Al Gore thinks should be set aside. Here's a list of some of the larger energy incentives. * $11 billion for investment in smart-grid technologies * $8 billion in loan guarantees for renewable energy and transmission * $6.9 billion for energy efficiency help to state and local governments * $6.7 billion for retrofits to federal buildings * $6.2 billion for home weatherization, targeted at low-income families * $2.4 billion for carbon sequestration * $2 billion for loans guarantees and grants to automobile battery-makers

Barack Obama did not have to fly out from the roof of a burning conference center. Nevertheless, it was palpable that this is a world in which trust is harder to come by than oil, and where there is more mistrust than CO2 emissions. And yet Copenhagen has proven that trust is the most important resource for the transformation of the current oil-based system into a green civilization. It is more important than all the money that will be required for new technology, more efficient machines, dams and the survival of forest inhabitants.

China produces 95% of the worlds supply of the rare earth metal, dysprosium, a key metal in magnets used in the drive motors for hybrid electric vehicles - up to 100 grams of dysprosium per hybrid car produced, according to a Wikipedia reference. Dysprosium's magnetic properties also make it an important metal for wind turbines and electric vehicles. Could be vital for MagLev trains, too. Scarcity of the metal is a sustainability and a political issue, according to a recent article in the TimesOnline, Crunch looms for green technology as China tightens grip on rare-earth metals. This does not look good.

The radiation warning sign was so small that few passers-by took note in the commuter rail station in Kapitolovo, Russia. Fifty-six steel canisters were sitting there on a summer day three years ago. Just a stone's throw away, people were waiting for trains to take them to downtown St. Petersburg.

"Natural gas, more than any other fuel, is an option we have here and now," he tells the BBC in an interview. And, he adds, there is plenty of it around - unlike scarcer resources such as oil and coal.

September Ice Volume was lowest in 2009 at 5,800 km^3 or 67% below its 1979 maximum. Shaded areas represent one and two standard deviations of the anomaly from the trend. Updates will be generated at approximately two-weekly intervals."

"Late last year we reported that the US Federal Trade Commission proposed a new label for compact fluorescent lightbulbs that would show vital statistics like mercury content and the light output in terms of lumens rather than watts, which would make the brightness of CFLs, LEDs and other lighting technology more comparable among consumers. Well word has just hit that the new system has been approved and we'll soon see nutrition-facts-style labels on our lights. EarthTechling gave us a heads up about the new label, pointing us to the announcement from the FTC. The FTC states, "Under direction from Congress to re-examine the current labels, the FTC is announcing a final rule that will require the new labels on light bulb packages. For the first time, the label on the front of the package will emphasize the bulbs' brightness as measured in lumens, rather than a measurement of watts. The new front-of-package labels also will include the estimated yearly energy cost for the particular type of bulb.""

Natural gas will provide an increasing share of America's energy needs over the next several decades, doubling its share of the energy market to 40 percent, from 20 percent, according to a report to be released Friday by the Massachusetts Institute of Technology. The increase, the report concluded, will come largely at the expense of coal and will be driven both by abundant supplies of natural gas - made more available by shale drilling - and by measures to restrict the carbon dioxide emissions that are linked to climate change. In the long term, however, the future may be dimmer for natural gas if stricter regulations are put in place to cut greenhouse gas emissions by 80 percent below 1990 levels by 2050 - a goal set by President Obama. Although lower in carbon than coal, natural gas is still too carbon-intensive to be used under such a target absent some method of carbon capture, the authors of the report concluded.

President-elect, Barack Obama, has had a very favorable view of renewable energy, and has presented some specific plans about how to increase the renewable portfolio in the United States. Below is a lis of items in his proposed Comprehensive Energy Plan, with attention to both short term and long term objectives. Comprehensive Energy Plan * Provide short-term relief to American families facing pain at the pump. * Implement an economy-wide cap-and-trade program to reduce greenhouse gas emissions 80 percent by 2050. * Help create five million new jobs by strategically investing $150 billion over the next ten years to catalyze private efforts to build a clean energy future. * Within 10 years save more oil than we currently import from the Middle East and Venezuela combined. * Put 1 million Plug-In Hybrid cars -- cars that can get up to 150 miles per gallon -- on the road by 2015, cars that we will work to make sure are built here in America. * Ensure 10 percent of our electricity comes from renewable sources by 2012, and 25 percent by 2025.

US economic, military and political dominance is likely to decline over the next two decades, according to a new US intelligence report on global trends. The National Intelligence Council (NIC) predicts China, India and Russia will increasingly challenge US influence. It also says the dollar may no longer be the world's major currency, and food and water shortages will fuel conflict.

Driving home from a visit to a community gardening project this controversial statement was made by the local permaculture guru. A bit over-simplified I thought to myself. Well, I've been keeping an eye open... Since July 2007 I have been posting to Ecowar, a blog at Blogspot, whenever I encountered news and information supporting (or countering) the statement linking human conflict to spoils of the Earth. And I have actively sought out this type of information. Still am too.

As Mike wrote a while back, even the Prius can't save Toyota. On Monday the world's biggest car-maker announced that, in contrast to 2007's 2.3 trillion yen operating profit, for the past year the company made an operating loss of 150 billion yen. Furthermore Toyota confirmed they are freezing the scheduled opening of their new Mississippi factory, which was expected to produce new Prius models for the US market. However, the Australian Federal Government believe their deal with Toyota to build a hybrid Camry plant in Victoria is still on track. They are kicking in $35 million AUD on the proviso that it does proceed. The New York Times reports that Toyota's president, Katsuaki Watanabe told the media conference, that "The change in the world economy is of a magnitude that comes once every hundred years," going on to comment, "We are facing an unprecedented emergency." Such that the company apparently has unplugged electric hand dryers at some offices in an effort to cut costs.

A major coal industry group has spent an estimated $45 million on an ongoing advertising campaign promoting the clean energy potential of coal, but its members are spending relatively little on the research that would make the technology a viable solution, a report by the Center for American Progress [CAP] finds. The only hope for the coal industry (at least in a world that is itself not suicidal) is a very well-funded effort to demonstrate and deploy carbon capture and storage. This will take at least 10-years from the time the industry (and government) gets serious - and probably much longer (see "Is coal with carbon capture and storage a core climate solution?"). That was true ten years ago when the coal industry - and car companies - lobbied against Kyoto saying they needed time to develop new technology. But those complaints turned out to just be an excuse for inaction, as many warned.

The Wall Street Journal's Rebecca Smith is becoming required reading. Today she has a great piece on the effect declining electric consumption is having on utilities. A trend is developing in pockets of the country where household and business consumption of electricity is falling. Experts concede that this shift is not necessarily a knee-jerk reaction to the worsening economy, but is perhaps a new reality that presents a serious problem for utilities.
