Nearly a dozen times over the past century, San Francisco voters have rejected ballot measures to support a takeover of the city's privately run electricity system. But advocates of public power haven't given up their goal of wresting control from Pacific Gas and Electric Co., and this year are linking support of the measure to combating global warming and securing energy independence.

The London Evening Standard reports that the economic slowdown seems to have hit European truck slaes particularly hard - Volvo truck sales plunge 99.7%. The depth of the recession was revealed today as truckmaker Volvo admitted demand across the Continent has crashed by 99.7% as it took orders for just 115 new lorries in the last three months. That compares to orders totalling 41,970 in the third quarter of 2007. Global orders for Volvo slumped 55% in the last three months while Scania, of which Volvo has majority control, said its western Europe truck orders collapsed by 69%.

There is no lack of ideas for what President Obama and the 111th Congress should do to address three of the most pressing issues they will face when they take office in January - global climate change, the energy crisis, and economic transformation. It may be winter in Washington, D.C., but it's springtime in national politics. Policy agendas are blooming like cherry blossoms. For example, last week alone, Washington, D.C. was introduced to three comprehensive plans to address economy, energy and climate. Two were issued by the Center for American Progress, headed by John Podesta, co-chair of President-elect Obama's transition team, including an excellent strategy for green recovery by Bracken Hendricks and Benjamin Goldstein.

Got your attention now? That amount of oil equivalent, three cubic miles, is how much the world uses in a year if you take into account all sources of energy, says Ripudaman Malhotra of SRI International's Chemical Science and Technology Laboratory in Greentech Media. What's more, is that by 2050 at current rates of increase the world will consume nine cubic miles of oil. Pretty sobering, but what is more sobering (it does indeed feel like cold water thrown on the renewable energy industry) is that to replace that amount of energy usage with renewable sources is nigh impossible. Here's Malhotra on the challenge laid before us in a nutshell:

US Congressman Henry Waxman has unseated John Dingell to become chair of the powerful energy committee of the House of Representatives. Democratic members of Congress voted 137 to 122 for Mr Waxman, 69, to take up the committee chairmanship. Mr Dingell, 82, a representative from Michigan, had been viewed as a strong ally of the US car industry. Mr Waxman, who represents a California district, is a keen proponent of measures to ease global warming.

When he takes office, President-elect Obama will face a mountain of challenges - more than any incoming president in recent history: the global financial crisis, the Iraq War, the federal deficit, the energy crisis and more. The most critical thing this new president can do, though - which must be done to make any policy solution a success - is restore the citizen's seat at the government's table. One of the worst outcomes of the past eight years has been the erosion of democracy and the phasing out of the people's voice in the government. It is imperative that this be reversed.

I've been getting a lot of calls and e-mails from people asking about the falling prices for oil in recent weeks. The immediate explanation is that world economic activity is decelerating. Demand is falling. OPEC announced cuts in output. But the markets still believe that economic decline will trump the ability of OPEC to prop up the price of oil. Enjoy it while it lasts. Just over the horizon, things are about to become dicey. This week, the International Energy Agency (IEA) will release a new report on the future of world energy. In its World Energy Outlook, the IEA will state categorically that "Current global trends in energy supply and consumption are patently unsustainable." There's not much wiggle room in that statement. According to the IEA, despite the recent fall in oil prices, the medium- and long-term outlooks for energy supply are grim. Conventional oil output is destined to decline. Demand will still grow, however, especially in the developing world. And the twain shall only meet by prices rising to clear the market. "It is," as our Arab friends like to say, "written."

As workers scramble to build an $800 million coal-fired power plant on a patch of farmland here, a crisis that began on faraway Wall Street threatens to stretch America's power supplies to the brink - driving up prices and laying the stage for future shortages. The power industry is under extraordinary financial pressure just five years after North America suffered its worst blackout ever, when rolling outages turned out the lights on 50 million people. Even before the extent of the global credit crisis was fully known, the nation's largest power providers warned of even bigger blackouts to come with the power grid under ever growing strain.

If California expands its renewable power generation to be a third of electricity delivered in the state by 2020, it may cost $60 billion, the state's utility regulator said in a report issued on Thursday. It is more costly to make electricity with renewable power -- solar, wind, geothermal and other sources that emit no or low amounts of global-warming greenhouse gases -- than with natural gas, nuclear and coal power plants.

Light pollution in the broad sense refers to any nighttime artificial light that shines where it's not needed. This nocturnal brightness can disorient humans and a host of other animals, confounding eyes and biological rhythms that evolved in a world without such light. One way stray rays pollute is sky glow, the scattering of light by clouds and atmospheric particles that makes it difficult to see stars and other features of the night sky-an increasing problem. These maps show the global extent of sky glow. More than just snapshots of the Earth at night, they account for the light-scattering effects of clouds and dust, and show how bright the sky is above a given point on the ground-revealing that most of the world's population lives under night skies fuzzy with the haze of reflected light.

The Economist has a look at some of the factors affecting oil production, warning "Oil prices have plunged. Another spike may be on its way" - Well prepared. WITH the price of crude mired at half the peak of $147 it reached in July, this may seem like an odd time to invest in oil wells. Despite trimming its output along with other members of the Organisation of the Petroleum Exporting Countries (OPEC) in an effort to prop up prices, that is just what the United Arab Emirates plans to do. Short-term price movements, its oil minister insists, should not distract from the world's enduring thirst for oil. Indeed the collapse of oil prices, one of the few reasons around for economic cheer, may be setting the stage for another spike. Just now oilmen are focused on the rapidly slowing demand for their product. Since early October, reckons the boss of BP, a big oil firm, America's consumption of crude has fallen by perhaps 2m barrels a day, or about a tenth. Sales of cars in America fell even more steeply last month-by 32%. There is also gloomy news from emerging markets, which have been the driving force in the oil markets of late. Demand for oil is growing much more slowly in China and India, for example, and car sales are down in both countries. There is even talk of global oil demand falling next year, for the first time since 1991.

Global recession? Must be time for the media's alternative-energy backlash My father used to say of his profession that newspaper editors are the people who come down from the mountaintop at the end of the battle and shoot the wounded. A massive credit crunch and a drop in the price of fossil fuels can mean only one thing to the editors of the traditional media -- an excuse for their favorite activity in the whole world, the backlash story. Faster than you can say "Joe the Plumber" isn't a licensed plumber, his name isn't Joe, and he has a tax lien against him, you can be sure that if the media ever lets itself fawn over you for even a nano-second, it will turn its coverage on a dime and run the minute a few whispy short-term clouds appear in the horizon. And so we have the New York Times story, "Alternative Energy Suddenly Faces Headwinds," which is supposed to be a clever headline, but the NYT, which accompanies the story with a picture of wind turbines, seems to have missed the irony that wind turbines like strong winds.

Our pipeline and transmission systems are highly integrated and our cross-border trade operates nearly seamlessly.

The rise in global carbon dioxide emissions last year outpaced international researchers' most dire projections, according to figures being released today, as human-generated greenhouse gases continued to build up in the atmosphere despite international agreements and national policies aimed at curbing climate change.

Calamitous Web Bot Predictions George Ure and his colleague 'Cliff', two self-described "time monks," shared dire predictions based on their web bot technology. Their method captures changes in language patterns within Internet discussions. This aggregated data is then processed with software to determine various keywords, which they interpret in a predictive fashion. Beginning on October 7, 2008 and running through March 2009, they foresee a calamitous period on an epic scale. America will be beset by a variety of problems, which they broke down as 45-48% related to the economy, 40% concerning the military, and the rest associated with natural disasters. Between 2 and 22 million lives could be lost or seriously impacted, they estimated, possibly related to a "global coastal event" in 2009. On Dec. 10-12th, 2008, a large quake could hit the Pacific Northwest, they added. The two recommended developing self-sufficiency and the ability to live off the grid.

Rising fears of a global economic downturn are sinking crude oil prices and driving down the share prices of major oil companies despite the industry's record profits of the last two years. Exxon Mobil Corp., the largest U.S. company and largest Western oil company by market capitalization, has lost 17% of its share price since January, its worst showing since 1981. Its smaller peers are doing worse. The stock prices of Chevron Corp., BP PLC, Royal Dutch ShellPLC, Total SA and ConocoPhillips, the largest western oil companies, all hit new 52-week lows during the day on Monday.

An analysis has been completed of the global carbon cycle and climate for a 70,000 year period in the most recent Ice Age, showing a remarkable correlation between carbon dioxide levels and surprisingly abrupt changes in climate.

The bill will establish the core of a federal program to reduce U.S. greenhouse gas emissions substantially enough between 2008 and 2050 to avert catastrophic global warming. It will accomplish that purpose without harming America's economy or imposing hardship on its citizens. The greenhouse-gas emissions cap in the Climate Security Act covers U.S. electric power, transportation, manufacturing, and natural gas sources that together account for 87% of U.S. greenhouse-gas emissions.

For a while, it was a standard-issue Al Gore jeremiad, with calls for everything from installing solar panels in Darfur (seriously) to legal action against "the carbon lobby" for denying global warming (ditto). But then Mr. Gore really got going and told his disciples to head -- literally -- to the barricades to "stop" coal.
