ODF was dead-on-arrival not because it's a better or worse choice than OOXML (I have no idea which is better, really) but because the nature of those with UNIX DNA never allows these kinds of "open" agreements to succeed. They all just splinter. Every time.

But folks, as of 2008-05-13 mid afternoon Toowoomba time, that Wikipedia page is not much help to people who might want to, like you know work on real documents. GoogleDocs, for example will throw away your styles if you happen to care about them. And why would you? It’s a web two-dot-oh world now what do we need with styles?

Most folks see data formats as an inside-baseball issue, because they work in all-Microsoft organizations where incompatibilities are rare. The only hangup, in that case, comes when Microsoft releases new software (Office 2007 being the latest example). Invariably, the data format's been upgraded as well.

The data format wars have been going on for years and have provoked a substantial backlash. The anti-Microsoft crowd has an alternate data format, OpenDocument, that anyone can freely incorporate into any program, just as everyone uses the same old free, non-proprietary HTML to build Web sites.

Is Open XML an open standard? The arguments are pretty technical but boil down to this: Microsoft says OpenDocument is not good and that anyone will be able to implement its far more enlightened Open Office XML. Opponents say Microsoft has built into Open XML all manner of snares, deadfalls and booby traps to defend its monopoly.

Interoperability is one of the primary reasons why I like XML in general and ODF in particular.

by OASIS attorney Andy Updegrove claimed that W3C Compound Document Formats: [i] are non-editable formats; [ii] are not designed for conversions to other formats; and [iii] are therefore unsuitable as office formats. Updegrove could not have been more wrong.

Shorn to essentials, Updegrove in effect argues for the existence of some sort of immaculately conceived data, that data cannot be generated by software editing tools if a homo sapiens operating a keyboard is somehow involved.

Conversions — Updegrove hedged somewhat on this issue, attributing a statement to Lilly that the "CDF working group was not chartered to achieve conversion between formats." But one might as well argue that because claw hammers were designed to drive and pull nails they can not be used to hit anything else.

Guiding Principles

Adhere to the ODF 1.1 Standard

The agreement is part of UNESCO’s ongoing effort to improve digital inclusion globally by partnering with the private sector. Under its terms, Sun Microsystems and UNESCO will promote the use of open source technologies, including OpenOffice.org and OpenDocument Format (ODF) standard, as a low-cost way to improve education with universal access to information and knowledge. They will also support the development of open and inclusive knowledge societies in developing and emerging economies.

We wish to make it completely clear that we support DIS 29500 becoming an ISO Standard and are in complete agreement with its stated purposes of enabling interoperability among different implementations and providing interoperable access to the legacy of Microsoft Office documents.

Unless we add conformance requirements for the preservation of metadata and processing instructions, the less featureful apps will never  be able to round-trip documents with the more featureful apps. Our language should require that. Personally, I believe that the software-as-an-end-point client-side office suites are dinosaurs at the end of their era. They are being finished off by a thousand cuts as users spend less and less time using them and more and more time using other apps, such as web apps. ODF either develops methods for interoperability among all apps or it will die along with the office suites. E.g., Microsoft knows this and is busily migrating its Office development budget across the Sharepoint/Exchange server hubs to the network. Meanwhile, this TC fiddles with preserving the 1995 software-as-an-endpoint vision.

Vendors such as Iona Technologies, Red Hat, MuleSource, WSO2, Sun Microsystems and even IBM are pushing open-source components as key pieces of service-oriented architecture implementations.

Iona is heading the Eclipse Foundation's SOA Tools Platform Project, which is building frameworks and tools that enable the design, configuration, assembly, deployment, monitoring and management of software designed around a service-oriented architecture.

MuleSource CEO Dave Rosenberg, in San Francisco, agreed. "One of the key goals of SOA is to free up your IT environment from burdensome proprietary standards and vendor stacks that lock you in," he said. "In order to truly control your environment, open source is the only answer." MuleSource maintains the open-source Mule ESB.

he OpenDocument Format (ODF) is an open XML-based document file format for office applications to be used for documents containing text, spreadsheets, charts, and graphical elements. The file format makes transformations to other formats simple by leveraging and reusing existing standards wherever possible. As an open standard under the stewardship of OASIS, ODF also creates the possibility for new types of applications and solutions to be developed other than traditional office productivity applications.

As information exchange in and with public administrations is very often bound to documents, editing, archiving and exchange possibilities for documents are crucial for the optimum function of administrations, both in terms of practicality and cost. Initiatives such as the PEGSCO Recommendations on Open Document Formats published by the IDABC Management Committee, demonstrate public administrations preference for "open" document exchange and storage formats that are subject to formal standardisation via international standardisation procedures.   The primary objectives of the Berlin event, held at the German Federal Ministry of the Interior (BMI), were to: compile further input from Member State public administrations on their experiences and strategies on ODEF gather industry viewpoints on the initiatives relating to ODEF standardization and information on future standardisation developments provide a platform for exchange between stakeholders in public administrations and main industry players The program of the workshop included, among other: ODEF Strategies: Examples from European Administration Practical Experiences with the implementation of ODEF Report on ODEF-Standardisation activities  4 parallel sessions with participants   A panel discussion with stakeholders

The question we should be asking is why State CIO's and IT divisions are not backing the legislative proposals? It's not the lobbying that is killing ODF. It's the lack of support from those who would have been left with the challenge of implementing ODF solutions. The silence of the CIO's is deafening.

If this is the case then it greatly increases the scope of the bill from being a simple switch from MS Office to OpenOffice to a massive effort involving the definition of many new XML schemata, developing, testing and debugging software to handle the new schemata, creation of documentation, deployment of and training for the new software, etc., etc.

Another document format is not needed. This was already obvious before blogs took off, but to be promoting now is unforgivably stupid and irresponsible. Try and explain to an average person why all the typing they just did cannot even be viewed in a Web browser, they will not get it. Saving the user's typing as DOC or ODF is a con. The storage of text, styled text, graphics, photos, even movies (MPEG-4 H.264-AAC) has been solved. Your document format is ready it is HTML 4.01 Strict, CSS 2.1, and JS 1.5, there is nothing in the 1980's technology of MS Word that cannot be stored this way.

None of this is to say that OpenDocument is perfect. Far from it. OpenDocument at present is crippled from an interoperability standpoint. I'm a member of the OASIS OpenDocument Technical Committee and I think the resistance of the big vendors to fixing the interoperability warts is simply outrageous, particularly because they are fairly trivial changes. But the advancement of software users' interests are not advanced by painting OOXML as other than deeply flawed. It is vendor-specific and far from "open." The lesser of the two evils is clearly OpenDocument, which is at least open even if not yet interoperable. The sooner folks can start discussing practical methods of convergence, the better. The Executive Panel on Open Document Formats, moderated by Andy Stein, director of information technology at the city of Newport News, Va., will focus on how the user community can get involved in this issue, have influence over its outcome and knowledge for implementations. Panelists are expected to address the practical differences between competing standards OOXML, ODF and CDF to determine which one(s) truly provide a single file format that is open, universally interoperable and application- and platform-independent. About half of the session will be set aside for audience questions, providing an opportunity for GOSCON attendees to gain direct access to the debate.
