Fukushima local government only check 2.9% of all the rice [07Dec11] - 0 views

  • Following up this article http://fukushima-diary.com/2011/11/russian-roulette/ Though it is obvious that fukushima rice is contaminated ,fukushima government has been trying to sell their cesium rice whatever happens. Every time fukushima rice exceed the emergency safety limit ,fukushima local government re-declared “safety” with zero basis and tried to push their cesium rice to the market. They say,they sell only rice which have passed their safety test. However,it turned out that they only check 2.9% of all the rice. There are 60,000 farmers in fukushima ,but fukushima local government only checked 1724 lots of rice. but they state it is more than double as what the government required them to check ,other local governments conduct even more meaningless safety check. Additionally ,even around Onami chiku ,where they measured 1270 Bq/kg from the rice , they check only one of 50 bags,which means 2 %.

Japan's Nukes Following Earthquake - 1 views

  • TEPCO has just released "diaries" from early in the accident giving us a better view of the sequence of events from the operators point of view.
  • The bulk of the materials, distributed on discs with digital files, show reams of raw numerical data. They include photos of broadsheet computer printouts and other formatted charts with thousands of data points for measurements of reactor heat, pressure, water levels, fuel rod positions and the status of cooling pumps, among other functions. Tokyo Electric, or Tepco, also released a smaller batch of more recent documents highlighting its various efforts to restore electric power to each of the reactors, a task that was achieved on April 26. But a series of what Tepco terms reactor "diaries" from the first 48 hours after the quake include the most visually arresting materials. These feature snapshots of whiteboards on which plant employees—11 of whom remained in each of the plant's three control rooms—jotted down status updates on the progress of the reactor shutdowns and steadily increasing radiation levels around the facility.

  • Lots of interesting information in this paper from TEPCO:http://www.tepco.co.jp/en/nu/fukushima-np/images/handouts_110525_01-e.pdfUnits 1-4 did not have RCIC.  They had isolation condensers.  Not only that, the isolation condensers were water cooled with 8 hours of water in the condenser reservoir. 
  • HPCI required DC power to operate.  The turbine lube oil pump was DC; it didn't have a shaft oil pump.  I think this may be common here too, anyone willing to verify that?That's why they had trouble so quick:  8 hours later and without AC power they had no way to get water to the pressure vessel.  About the same time the instruments died from a lack of battery power is about the time they lost the isolation condenser from a lack of water.They also verify that they didn't have the hardened vent modification.

  • In 1967, Tepco chopped 25 meters off the 35-meter natural seawall where the reactors were to be located, according to documents filed at the time with Japanese authorities. That little-noticed action was taken to make it easier to ferry equipment to the site and pump seawater to the reactors.   • Toyota was a key executive who was involved in the Fukushima No. 1 plant construction.It is actually common practice to build primary nuclear plant facilities directly on bedrock because of the temblor factor.Toyota also cited two other reasons for Tepco clearing away the bluff — seawater pumps used to provide coolant water needed to be set up on the ground up to 10 meters from the sea, and extremely heavy equipment, including the 500-ton reator pressure vessels, were expected to be brought in by boat.In fact, Tepco decided to build the plant on low ground based on a cost-benefit calculation of the operating costs of the seawater pumps, according to two research papers separately written by senior Tepco engineers in the 1960s.

Proof Of Fukushima Weapons Program Rests On A Pile Of Manure[09Sep11] - 0 views

  • Soon after Japan's triple disaster, I suggested that an official cover-up of a nuclear-weapons program hidden inside the Fukushima No.1 plant was delaying the effort to contain the reactor meltdowns. Soon after the tsunami struck, the Tokyo Electric Power Company reported that only three reactors had been generating electricity on the afternoon of March 11.. (According to the initial report, these were the older GE-built reactors 1,2 and 6.). Yet overheating at five of the plant's six reactors indicated that two additional reactors had also been operating (the newer and more advanced Nos. 3 and 4, built by Toshiba and Hitachi). The only plausible purpose of such unscheduled operation is uranium enrichment toward the production of nuclear warhead
  • On my subsequent sojourns in Japan, other suspicious activities also pointed to a high-level cover-up, including systematic undercounts of radiation levels, inexplicable damage to thousands of imported dosimeters, armed anti-terrorism police aboard trains and inside the dead zone, the jamming of international phone calls, homing devices installed in the GPS of rented cars, and warning visits to contacts by government agents discouraging cooperation with independent investigations. These aggressive infringements on civil liberties cannot be shrugged off as an overreaction to a civil disaster but must have been invoked on grounds of national security.

  • The sample of cattle dung and underlying soil was sent to the nuclear engineering lab of the University of California, Berkeley, which reported on September 6:
  • We tested a topsoil sample and a dried manure sample from the Sacramento area. The manure was produced by a cow long before Fukushima and left outside to dry; it was rained on back in March and April. Both samples showed detectable levels of Cs-134 and Cs-137, with the manure showing higher levels than the soil probably because of its different chemical properties and/or lower density. One interesting feature of t the Sacramento and Sonoma soil samples is that the ratio of Cesium-137 to Cesium-134 is very large - approximately 17.6 and 5.5, respectively. All of our other soil samples until now had shown ratios of between 1 and 2. We know from our air and rainwater measurements that material from Fukushima has a cesium ratio in the range of approximately 1.0 to 1.5, meaning that there is extra Cs-137 in these two soil samples. The best explanation is that in addition to Fukushima fallout, we have also detected atmospheric nuclear weapons testing fallout in these soils. Weapons fallout contains only Cs-137 (no Cs-134) and is known to be present in older soils ..Both of these samples come from older soils, while our samples until this point had come from newer soils.
  • The last atmospheric nuclear blast at the Nevada Test Site occurred in 1962, whereas the manure was presumably dropped less than 49 years ago. Over the past year, the approximate life-span of a cow patty, the rain that fell on the plain came not from a former province of Spain. Within that short time-frame, the only possible origin of radioactive fallout was Fukushima.To think otherwise would be lame.
  • Sun-dried manure is more absorbent than the rocky ground of Northern California, which explains the higher level in Sacramento dung than in the Sonoma soil. As a rule of thumb, the accuracy of radiation readings tends to improve with higher concentration of the test material.The manure acted like a sponge for the collection of radioactive rainfall. Its ratio of Cs-137 (resulting from enriched uranium) to Cs-134 (from a civilian fuel rod) is more than 17-to-1. Larger by 1,700 percent, this figure indicates fission of large amounts of weapons-grade material at Fukushima.
  • The recent higher readings were probably based on either late releases from a fire-destroyed extraction facility or the venting of reactor No.3, a Toshiba-designed unit that used plutonium and uranium mixed oxide or MOX fuel. A new book is being written by American and Russian co-authors on the Soviet shoot-down of the Hog Wild, a B-29 that flew over Konan island soon after the war's end..
  • Due to its endemic paranoia about all things nuclear, the U.S. government had a strong interest in suppressing the story of Japan's atomic bomb program during the war, just as Washington now maintains the tightest secrecy over the actual situation at Fukushima.
  • The emerging picture shows that nuclear-weapons development, initiated in 1954 by Prime Minister Nobusuke Kishi and supervised by Yasuhiro Nakasone, was centered inside civilian nuclear plants, since the Self-Defense Forces were bound by strict Constitutional rules against war-making and the Defense Agency is practically under the direct supervision of the U.S. Joint Chiefs of Staff. A clandestine nuclear program must be expensive, since it would include the cost of buying the silence of parliament, the bureaucracy and foreign dignitaries.
  • Following the March 11 disaster, TEPCO sent a team of 250 emergency personnel into the plant, yet only 50 men were assigned to cooling the reactors. The other 200 personnel stayed out of sight, possibly to dismantle an underground plutonium-extraction facility. No foreign nuclear engineers or Japanese journalists were ever permitted entry into the reactor structures.   Radiation leakage from Fukushima No.1 prevented local police from rescuing hundreds of tsunami survivors in South Soma, many of whom consequently went unaided and died of wounds or exposure. Tens of thousands of farmers have lost their ancestral lands, while much of Japan's agriculture and natural areas are contaminated for several generations and possibly longer, for the remaining duration of the human species wherever uranium and plutonium particles have seeped into the aquifers.

As in World War II, the Japanese conservatives in their maniacal campaign to eliminate their imagined enemies succeeded only in perpetrating crimes against humanity and annihilating their own nation. If history does repeat itself, Tokyo once again needs a tribunal to send another generation of Class-A criminals to the gallows.

  • @Happy20790 As usual, problems with water decontamination continue on site. i wish we could soon switch to permanent gear.. how long will it still be ok with all that temporary pipes and stuffs. what i’m being most afraid of is that general contractor and plant maker may decide to either reduce the amount of work done at fukushima daiichi (1F) or even worse, decide to evacuate the facility and stop employing people altogether.

#Radioactive Rice in Chiba and Ibaraki, but Not in Fukushima [26Aug11] - 0 views

  • Not to the extent that may cause "chaos" as Professor Kosako predicted, but the prefectural authorities have tested the early harvest and radioactive cesium has been found in Ibaraki and Chiba. The first to find radioactive rice was Ibaraki Prefecture, but the governor vows to fight the "baseless rumor" to promote rice from his prefecture. From Sankei Shinbun (8/19/2011):
  • As the brown rice grown in Hokota City in Ibaraki Prefecture was found with radioactive cesium, Governor of Ibaraki Masaru Hashimoto answered the reporters on August 19 and said "There is no problem with safety. After the formal testing is complete by the end of August, we will persuade the consumers that there's nothing to worry about consuming Ibaraki rice", and that he will do his best to counter the "baseless rumor".

Total 52 becquerels/kg of radioactive cesium was found, with 23 becquerels/kg of cesium-134 and 29 becquerels/kg of cesium-137. The amount was far below the national provisional safety limit (500 becquerels/kg total radioactive cesium).

  • Chiba Prefecture announced on August 25 that 47 becquerels/kg of radioactive cesium was found in the mochi-rice (glutinous rice) grown in Shirai City in Chiba Prefecture in the preliminary test before the harvest to survey the effect of radioactive materials from the Fukushima I Nuclear Power Plant accident. The amount of radioactive cesium was far below the national provisional safety limit (500 becquerels/kg). It is the second case of radioactive cesium detection in the country, the first one being in Hokota City in Ibaraki Prefecture.
  • According to the division for safe agriculture promotion in Chiba prefectural government, the brown rice taken at two locations within Shirai City on August 22 was tested. From one location, 47 becquerels/kg of radioactive cesium was detected, with cesium 134 22 becquerels/kg and cesium-137 25 becquerels/kg. The prefectural government plans to conduct the full survey on the brown rice after the harvest by the end of August, and if the rice tests under the provisional safety limit it will be allowed to be shipped.But in Fukushima, hardly any radioactive cesium was detected in the early harvest rice.

  • Fukushima Prefecture announced on August 26 the test results of the early-harvest rice harvested in a location in Nihonmatsu City, two locations in Motomiya City, and one location in Koriyama City.
  • From the location in Nihonmatsu City, 22 becquerels/kg of radioactive cesium was found. No radioactive cesium was detected in all the other locations. Based on the results, the prefectural government has allowed the rice harvested in these locations, except for one in Motomiya City, to be shipped. It will be the first shipment of rice from Fukushima after the Fukushima I Nuclear Power Plant accident.
  • According to Fukushima Prefecture, two types of early-harvest rice harvested on August 25 and 26 were tested. When the rice in the Nihonmatsu City location was milled, no radioactive materials were detected. As to the location in Motomiya City (Arai-mura), the testing was done on all rice fields. If the results show the level of radioactive cesium is less than the provisional safety limit, the rice will be allowed to be shipped.

  • When it comes to the detection of I-131, some people always try to deny the possibility of recriticality to reassure themselves by bringing up the possibility of medical usage of Iodine. However, in a previous post, Breaking News: Fukushima went back to recriticality almost for 100%, the possibility of the medical usage of Iodine was completely denied by asking the local hospitals. Japanese Government to Give 500 Billion Yen to Fukushima Prefecture Alone [02Oct11] - 0 views

  • Yomiuri Shinbun (10/2/2011) reports:
  • Minister of Recovery and Reconstruction Hirano met with Governor Yuhei Sato on October 2 at the Fukushima prefectural government and told the governor that the national government will allocate 500 billion yen (US$6.5 billion) to the recovery effort in Fukushima Prefecture in the 3rd supplementary budget of the national government for the 2011 fiscal year. Of 500 billion yen, 350 billion yen will go to the special fund that the Fukushima prefectural government will set up in order to revive the local economy.
  • However, Minister Hirano said "This (amount of the special fund) is just a start. We will continue our effort", meaning the national government may add to the fund as necessary.

  • The fund can be used regardless of fiscal years. Fukushima Prefecture had strongly demanded the financial support from the national government for its "special fund for dealing with the nuclear accident and for the recovery". The national government and the Fukushima prefectural government will use this fund to build medical centers and R&D centers for medical equipments that are of international standard.

Despite Fukushima demonstration, NRC task force ignores warning on dangerous Mark I reactors [14Jul11] - 0 views

  • The Nuclear Regulatory Commission’s (NRC) “Near-Term Task Force Review of Insights from the Fukushima Dai-ichi Accident” publicly released its 92-page well intentioned near-term review on the implications of the Fukushima Daiichi nuclear disaster for US reactors on July 13, 2011.  The federal agency proposes to improve its “patchwork of regulatory requirements” developed “piece by piece over the decades.” Beyond Nuclear remains concerned that many critical reactor safety areas are still dominated by industry “voluntary initiatives” where non-compliance continues to elude federal enforcement and  Capitol Hill pro-nuclear champions announced their resistance to any costly safety improvements
  • Of most concern, the NRC is still ignoring warnings as did its predecessor, the Atomic Energy Commission,  in 1972 from their senior safety officer, Dr. Steven Hanuaer to “discourage all further use” in the US of the Fukushima-style General Electric Mark I boiling water reactor. The federal regulators instead issued three more construction permits and eventually 16 more operating licenses in the 1970s for this same dangerous design. There are now 23 Fukushima-style reactors operating in the United States as part of a total of 32 Mark I’s worldwide---counting the smoldering radioactive rubble at Fukushima.   The NRC task force report does not fundamentally address the most critical issue coming out of the Fukushima catastrophe, namely, the design vulnerability of all Mark I containment structures to catastrophic failure during a severe accident
  • The NRC report further ignores that these same Mark I reactors, like Vermont Yankee and Oyster Creek, are not currently in compliance with their operating licenses that were originally required to have a reliable "leak tight" containment structure. If the NRC were looking for the most significant and meaningful safety upgrade to the US reactors directly impacted by the Fukushima disaster they would require that all Mark I reactor operators restore containment integrity to the original licensed leak tight condition. Or order that they be shut them down, permanently.  All of the Mark I reactors voluntarily installed retrofits to vent all a substandard and undersized containment to save it from rupturing during a severe accident. The same experimental vent was installed at Fukushima in 1991. The same experimental fix failed on three containments buildings to prevent the uncontrolled releases of radioactivity to the air and water that are still occurring now four months after the accident.

  • Instead, in order to keep these dangerous reactors operational, many now with twenty year license extensions, the NRC task force is recommending that rather than the industry volunteering a dubious containment vent system, the NRC should order the nuclear industry to take another try at an experimental venting fix which fundamentally compromises their own defense in depth philosophy.

  • Yet another fine example of how a government is so good at misallocating the resource. By pledging to pour hundreds of billions of yen (probably in trillions) into "decontaminating" Fukushima, the Japanese government has already spawned a brand-new industry of residential decontamination. Who are the industry participants? Cleaners, painters, just about anyone who has a high-pressure washer.Some are apparently charging 1 million yen (US$13,000) to hose down your house. As you can see in the video in the previous post, their idea of "decontamination" looks little more than year-end cleanup. On the other hand, there are cases where the residents hire contractors for decontamination on their own. There are also active sales promotion by the contractors.

#Fukushima I Nuke Plant: Full of Untrained, Migrant Workers, TEPCO Says Subcontractors Are Supposed to Train Them [27Jan12] - 0 views

  • Tokyo Shinbun is a regional newspaper covering Kanto region of Japan. It has been reporting on the Fukushima accident and resultant radiation contamination in a more honest and comprehensive manner than any national newspaper. (Their only shortcoming is that their links don't seem to last for more than a week.)Their best coverage on the subject, though, is not available digitally but only in the printed version of the newspaper. But no worry, as there is always someone who transcribes the article and post it on the net for anyone to see.
  • In the 2nd half of the January 27 article, Tokyo Shinbun details what kind of workers are currently working at Fukushima I Nuclear Power Plant: migrant workers young (in their 20's) and not so young (in their 60's), untrained, $100 a day. Some of them cannot even read and write.
  • Right now, 70% of workers at the plant are migrant contract workers from all over Japan. Most of them have never worked at nuke plants before. The pay is 8000 yen to 13,000 yen [US$104 to $170] per day. Most of them are either in their 20s who are finding it difficult to land on any job, or in their 60s who have "graduated" from the previous jobs."

  • The relationship between the cause of Mr. Osumi's death and radiation exposure is unknown. However, it is still the radiation exposure that is most worrisome for the workers who work at Fukushima I Nuke Plant to wind down the accident. The radiation exposure limit was lowered back to the normal "maximum 50 millisieverts per year" and "100 millisieverts in 5 years" on December 16 last year. It was done on the declaration of "the end of the accident" by Prime Minister Noda that day.
  • The radiation exposure limit was raised to 250 millisieverts per year right after the accident, as a special measure. The Ministry of Health and Labor argued that the number was based on the international standard for a severe accident which was 500 millisieverts. But the real purpose was to increase the number of hours that can be put in by the workers and to increase the number of workers to promptly wind down the accident.
  • However, as the prime minister wanted to appeal "the end of the accident", the limit was lowered back to the normal limit.

As to securing the workers, he emphasizes that "there is no problem at this point in sourcing enough workers. We will secure necessary workers depending on how the work progresses."
  • However, Katsuyasu Iida, Director General of Tokyo Occupational Safety and Health Center who have been dealing with the health problems of nuclear workers, points out, "Workers are made to work in a dangerous environment. The wage levels are going down, and there are cases of non-payment. It is getting harder to secure the workers."
  • As to the safety management, he said, "Before you start working at a nuclear power plant, you have to go through the "training before entering radiation control area". But in reality the training is ceremonial. The assumptions in the textbook do not match the real job site in an emergency situation. There were some who could not read, but someone else filled in the test for them at the end of the training."
  • Memo from the desk [at Tokyo Shinbun]: Workers at Fukushima I Nuke Plant are risking their lives. Some are doing it for 8000 yen per day. A councilman who also happens to work for TEPCO earns more than 10 million yen [US$130,000] per year. Executives who "descended from heaven" to cushy jobs in the "nuclear energy village" are alive and well. To move away from nuclear power generation is not just about energy issues. It is to question whether we will continue to ignore such "absurdity".

Everybody in the nuclear industry in Japan knew that the industry depended (still does) on migrant workers who were (still are) hired on the cheap thorough layer after layer of subcontracting companies.   • Ministry of Education, Culture, Sports, Science and Technology published the soil contamination data of 60 km area from Fukushima plants. The data was taken from 6/1/2011 ~ 11/22/2011. Though it’s only about I-131, Cs-134, Cs-137 mainly,the result shows the worst contaminated area in Fukushima is 33 times worse than Chernobyl. It proves Fukushima is something nobody has ever gone through. In Chernobyl, area contaminated worse than 1,480,000 bq/m2 was defined as the worst red zone, “immediate mandatory evacuating area.” In Fukushima, Namiemachi, 22km north west to Fukushima plants is contaminated, which they measured 760,000 bq/kg (Cs-134 + Cs-137). It equals to 49,400,000 bq/m2. Fukushima is “the next level” of Chernobyl apparently.

#Radiation in Japan Spreads: Wheat, Rapeseeds in Fukushima, Rice Hay Outside Fukushima Far Exceeding Safety Limit [26Jul11] - 0 views

  • Fukushima Prefecture announced on July 25 that radioactive cesium exceeding the provisional limit was detected from the wheat harvested at a farm in Hirono-machi [23 kilometers south of Fukushima I Nuke Plant] in Fukushima Prefecture. The prefectural government says the wheat hasn't been sold in the market. It is the first time that radioactive cesium exceeding the limit has been detected in wheat.
  • According to the prefectural government, 630 becquerels/kg of radioactive cesium was found in a sample taken on July 19. The prefectural government has asked the farm to withhold shipment on a voluntary basis. Fukushima Prefecture ranks No. 25th in wheat production in Japan, with 651 tonnes produced last year.
  • Also, 720 becquerels/kg of radioactive cesium has been detected in the rapeseeds harvested by a farm in Tamura City [41 kilometers west of Fukushima I Nuke Plant] in Fukushima.   • Also, for those who are wondering: When the government asks a farmer to withhold shipment "on a voluntary basis", it means that technically the farmer is free to ship but the government expects the farmer not to ship, and the farmer will not get compensated for not shipping because it is done on a "voluntary basis" - i.e. on his own judgment, technically. The government thus saves money. Japanese Government Will Lift Shipping Ban on Cows from Fukushima and Miyagi (Hello #Radioactive Beef Again) [18Aug11] - 0 views

  • Nothing coming out of Japan makes sense any more, so this news is simply adding to that growing list. The national government will lift the ban on sales and shipment of meat cows raised in Fukushima and Miyagi Prefectures because the government is satisfied that the radioactive rice hay is now separated from other feed - either under the tarp or buried - so that it will not be fed to the cows. If I remember right, the worry was not the rice hay but the meat itself, which tested high in radioactive cesium all over Japan as the cows from these two prefectures (and several more in Tohoku) had been sold far and wide because of the suddenly "affordable" price. They were particularly favored by certain cost-conscious municipalities (most notably Yokohama City) that fed the suspected meat to the kindergarteners and school children in school lunches, ignoring protests from the parents. Humans eat beef not rice hay, as far as I know. But now the ban will be lifted because of ... rice hay storage procedure?

Only if it goes above 250 becquerels/kg, they will use expensive instruments that cost hundreds of thousands of dollars and take 1 hour to test. What about the news at the end of July that radioactive cesium is NOT distributed evenly in the meat, not even within the same part?

At the moment, the roughly 100,000 local children are kept indoors, schools have banned soccer and outdoor sports, pools were closed this summer, and building windows are generally kept closed. A handful of people argue the government should evacuate all of Fukushima prefecture, which has a population of about 2 million.  Sawada dedicated his career to studying the impact radiation has on human health, particularly among the survivors of Japan’s atomic bombings. His interest is both professional and personal. When he was 13 years old, his mother urged him to flee their burning home in Hiroshima.
