Yokohama, Oct. 15 — Mochizuki of the Fukushima Diary website is reporting on a June 2011 document that has been “leaked on the internet” which reveals that Plutonium-238, -239, -240, and -241 were released “to the air” from Fukushima Daiichi during the first 100 hours after the earthquake. The amount of plutonium released is said to be 120 billion Becquerels. It also states there was a release of 7.6 trillion Becquerels of Neptunium-239. Mochizuki says this report was made by Tepco for a press conference on June 6 and the media knew and “kept concealing the risk for 7 months and kept people exposed”. TOKYO (Kyodo) — The education ministry on Friday unveiled supplementary school texts on radiation compiled in the wake of the nuclear crisis at the Fukushima Daiichi power plant, but critics blasted them for failing to adequately describe the disaster or associated health risks. The three texts are for elementary schools and junior and senior high schools respectively and describe the basic nature of radiation and day-to-day radiation exposure. But critics say they fail to refer closely to the disaster at the Fukushima complex and the health risks caused. End Extract

FUKUOKA (Kyodo) — Kyushu Electric Power Co. angered industry minister Yukio Edano on Friday as it watered down a third-party finding that the Saga governor was behind a scandal of misrepresentation of public opinion on its nuclear power business in the region, in a final report on the problem. Kyushu Electric submitted the report to the government the same day making no clear reference to whether the governor bears any responsibility for the problem, prompting Edano to brand it “out of the question” and say his ministry may urge the company to refile it.

An investigative panel headed by lawyer Nobuo Gohara said last month senior officials of Kyushu Electric tried to manipulate a state-sponsored TV program in June to make local communities appear supportive of restarting reactors at its Genkai power plant in Saga Prefecture.

A leading Japanese journalist recently made two incredible claims about the Fukushima power plant that suffered a nuclear meltdown in March 2011, sending shockwaves around the world. First, the former editor of a national newspaper in Japan says the U.S. and Israel knew Fukushima had weapons-grade uranium and plutonium that were exposed to the atmosphere after a massive tsunami wave hit the reactor. Second, he  contends that Israeli intelligence sabotaged the reactor in retaliation for Japan’s support of an independent Palestinian state. According to Yoishi Shimatsu, a former editor of Japan Times Weekly, these nuclear materials were shipped to the plant in 2007 on the orders of Dick Cheney and George W. Bush, with the connivance of Israeli Prime Minister Ehud Olmert. The shipment was in the form of warhead cores secretly removed from the U.S. nuclear warheads facility BWXT Plantex near Amarillo, Texas. While acting as the middleman, Israel transported warheads from the port of Houston, and in the process kept the best ones while giving the Japanese older warhead cores that had to be further enriched at Fukushima.

Shimatsu credits retired CIA agent and mercenary Roland Vincent Carnaby with learning the warheads were being transported from Houston. In a strange twist, Carnaby was mysteriously shot dead less than a year later by Houston police at a traffic stop. He was shot once in the back and once in the chest. He did not have a weapon in his hands. Intelligence sources said he had been tracking a Mossad unit that was smuggling U.S. plutonium out of Houston docks for an Israeli nuclear reactor. In an even more explosive charge, the journalist says that 20 minutes before the Fukushima plant’s nuclear meltdown, Israel was so upset with Japanese support for a Palestinian declaration of statehood that it double-crossed Japan by unleashing the Stuxnet virus on the plant’s  computers. The virus hampered the shutdown, leading to fallout from a section of the plant housing uranium and plutonium retrieved from the warheads supplied in 2007.

While it is impossible to verify some of Shimatsu’s claims, there was a massive cover-up at the time of the Fukushima disaster in March.  Explosions at the site were immediately downplayed. While it was subsequently reported that three reactors suffered meltdowns, Japanese authorities tried to rate the disaster as a Level 4 on the International Nuclear and Radiological Event Scale, although outside experts declared it a 7, which is the highest level. Something worth noting is how in 2009, two years after Shimatsu says the warheads were secretly moved to Japan, the International Atomic Energy Agency (IAEA) issued a veiled warning to Japan not to abandon its anti-nuclear weapons policy. The IAEA had to know, however, that Japan has long retained the potential to build nuclear weapons. That was made clear as far back as 1996 when a leaked Ministry of Foreign Affairs document exposed how Japan had been promoting a dual strategy in respect to nuclear weapons since the mid-1960s. It would often publicly profess a non-nuclear policy while maintaining the ability to build a nuclear arsenal. The Liberal Democratic Party, which has dominated Japanese politics, has always said there is no constitutional impediment to nukes.

Georgia Power has sent additional workers to oversee its nuclear reactor expansion project at Plant Vogtle, a move to meet stricter company and federal regulatory standards, a company spokesman said.

But adding workers has led to “emerging challenges respecting owners’ costs,” according to company documents filed late Friday afternoon. “We needed additional people and resources for oversight on this project,” Georgia Power spokesman Mark Williams said. “We certainly want to meet the standards that we set forth as a company and what the Nuclear Regulatory Commission had, and we needed more people.”

The company didn't disclose how many extra workers are on site or say how much costs will rise. Georgia Power is part of a group of utilities that want to build two reactors at Vogtle, which is near Augusta. The utility must file construction monitoring reports with the Georgia Public Service Commission every six months. Friday’s documents cover the six months from January to June 2011 – the same time in which Japan was cleaning up after a meltdown at its Fukushima Daiichi nuclear plant. The NRC has made seven safety recommendations based upon the Fukushima accident since that time.

Radioactive materials from the damaged Fukushima No. 1 nuclear plant reached the Kanto region mainly via two routes, but they largely skirted the heavily populated areas of Tokyo and Kanagawa Prefecture, an expert said. Relatively high levels of radioactive cesium were detected in soil in northern Gunma and Tochigi prefectures and southern Ibaraki Prefecture after the Fukushima No. 1 nuclear power plant was damaged by the March 11 Great East Japan Earthquake and tsunami. But contamination was limited in Tokyo and Kanagawa Prefecture, where 22 million people live. Hiromi Yamazawa, a professor of environmental radiology at Nagoya University, said the first radioactive plume moved through Ibaraki Prefecture and turned northward to Gunma Prefecture between late March 14 and the afternoon of March 15.

Large amounts of radioactive materials were released during that period partly because the core of the No. 2 reactor at the Fukushima No. 1 plant was exposed. "The soil was likely contaminated after the plume fell to the ground with rain or snow," Yamazawa said, adding that western Saitama Prefecture and western Tokyo may have been also contaminated. Rain fell in Fukushima, Tochigi and Gunma prefectures from the night of March 15 to the early morning of March 16, according to the Meteorological Agency. The second plume moved off Ibaraki Prefecture and passed through Chiba Prefecture between the night of March 21 and the early morning of March 22, when rain fell in a wide area of the Kanto region, according to Yamazawa's estimates.

He said the plume may have created radiation hot spots in coastal and southern areas of Ibaraki Prefecture as well as around Kashiwa, Chiba Prefecture. Yamazawa said the plume continued to move southward, without approaching Tokyo or Kanagawa Prefecture, probably because winds flowed toward a low-pressure system south of the Boso Peninsula. "It rained slightly because the low-pressure system was not strong," said Takehiko Mikami, a professor of climatology at Teikyo University. "Contamination in central Tokyo might have been more serious if (the plume) had approached more inland areas." According to calculations by The Asahi Shimbun, about 13,000 square kilometers, or about 3 percent of Japan's land area, including about 8,000 square kilometers in Fukushima Prefecture, have annual exposure levels of 1 millisievert or more.
