Os copio el resumen de la presentacion de estas jornadas; " La Universitat de Barcelona y la Universidad Complutense de Madrid organizan dos jornadas dirigidas a los investigadores sobre acceso abierto a la producción científica y a los datos de investigación, en el marco del proyecto FOSTER (Facilitate Open Science Training for European Research). Estas jornadas se celebran en Barcelona y en Madrid durante la Semana de Acceso Abierto (20-25 de octubre de 2014). FOSTER es un proyecto europeo, financiado por el FP7, en el que participan 13 socios procedentes de 8 países europeos. El principal objetivo de FOSTER es establecer un programa de formación que ayude a los investigadores, especialmente a los jóvenes investigadores, bibliotecarios universitarios y otros implicados a adoptar los principios y políticas de acceso abierto para crear y compartir conocimiento conforme al programa Horizonte 2020 y al European Research Area (ERA)."

    I say it's about time. A family member of mine studied on the East Coast USA and tuition was impossible. While I can't speak extensively for American schools, I can say that post-secondary education at established universities in Canada is expensive and the financial burden becomes a stressor, often effecting academic performance. It is accessible, yes. National and provincial student loans make it possible for almost anyone to obtain a post-secondary education. But does it make sense? Definitely not. The debt incurred by students is mortifying. What about a European model? Many schools around the globe offer free post-secondary educations. I recently visited New Mexico, where if you stay within the state after high school graduation you enter a lottery to go to university for free. Every entree into the lottery is awarded sufficient funds to make a post-secondary career in the state of New Mexico feasible. My question about this article is about how "low income" is determined. There are a lot of factors that can play into one's financial needs that sometimes aren't on paper.

DIGCOMP: A Framework for Developing and Understanding Digital Competence in Europe - 1 views

    In week 3 we've addressed how open knowledge can promote active citizenship. A pre-requisite for that is that individuals are equipped with the right set of digital skills. Being digital native does not necessarily imply that one is digital competent. The promotion of digital skills is at least as important as ensuring accessibility to technology. This document is a reference framework to identify what are the different elements of digital skills as these go much beyond than merely knowing how to use a computer. This has been developed by the European Commission, engaging several different stakeholders from several countries, and is being used as a support to strategies for the promotion of digital skills.

    I was lucky to be in Berlin with some colleagues earlier this month for the 2014 Open Knowledge Festival and associated fringe events. There's really too much to distill into a short post-from Neelie Kroes, the European Commissioner for Digital Agenda, making the case for " Embracing the open opportunity," to Patrick Alley's breathtaking accounts of how Global Witness uses information, to expose crime and corruption in countries around the world.

    A useful summary of some of the key take-aways from the 2014 Open Knowledge Festival, courtesy of Tariq Khokhar From the article: 1. There are some great open data initiatives around the world and two common themes are the need for a strong community of technologically literate data re-users, and the sustained effort needed within governments to change how they create, manage and publish data in the long term. 2. Spreadsheets are code and we can adopt some software engineering practices to make much better use of them. There are a number of powerful tools and approaches to data handing being pioneered by the scientific community and those working in other fields can adopt and emulate many of them. 3. Open data fundamentally needs open source software. App reuse often doesn't happen because contexts are too different. Reusable software components can reduce the development overhead for creating locally customized civic software applications and a pool of high quality civic software components is a valuable public good worth contributing to.     I see that Google are the sponsors of the 2014 Open Knowledge Festival but despite having little knowledge about Google's role and interest in the Open Knowledge , I also feel they are the culprit when it comes to data manipulative for their own profit motives.

INTEGRAING MOOC INTO HEI's STRATEGY - 1 views

    This is an interesting presentation given at 'EUNIS 2014 Conference: Higher Education in the Digital Era' by professors from Universitat Autònoma de Barcelona (UAB). Although the presentation concentrates on UAB experience and the COURSERA platform, it gives also a European perspective on use of MOOCs. According to the presentation, there were 510 MOOCs in April 2014 in Europe. Some findings are especially thought provoking. The UAB course on Egyptology had 25350 initially enrolled students. Only 1/3 of them watched the first video, and a completion certificate was issued to only 2950 students (11.7%). Another course (Pre-Calculus) had only 0.01% completion ratio. Something to really think about!
