    The aim of this scoreboard is to highlight the huge potential that European institutions have in the world of OER and to help visualize this potential by compiling the existing European-provided MOOCs available on different open websites. European MOOCs are those provided by European institutions, regardless of the platform that hosts them. All of the MOOCs accounted for in the scoreboard are also listed in the MOOC aggregator on this website. Please refer to our FAQ for more information about how this scoreboard is built, what are the sources of information and how the visualization works.

    Open Access Open access refers to the practice of granting free Internet access to research articles. As all research and innovation builds on earlier achievements, an efficient system for broad dissemination of and access to research data and publications can accelerate scientific progress. The Commission objective is to optimise the impact of publicly-funded scientific research, both at European level (FP7, Horizon 2020) and at Member State level. This is essential for Europe's ability to enhance its economic performance and improve the capacity to compete through knowledge. One way to get there is open access. Results of publicly-funded research can therefore be disseminated more broadly and faster, to the benefit of researchers, innovative industry and citizens. Open access can also boost the visibility of European research, and in particular offer small and medium-sized enterprises (SMEs) access to the latest research for utilisation. The Commission strategy is to develop and implement open access to research results from projects funded by the EU Research Framework Programmes, namely FP7 and Horizon 2020. Open access requirements are based on a balanced support to both 'Green open access' (immediate or delayed open access that is provided through self-archiving) and 'Gold open access' (immediate open access that is provided by a publisher). The Commission strategy is also to encourage national initiatives at Member State level and contribute to their co-ordination within the European Research Area. The Commission also provides funds for research and supporting activities in the area of open access. During the course of Horizon 2020, the Commission will continue to engage with stakeholders, while continuing to encourage a culture of sharing scientific publications and, with due respect to the rights of all concerned, research data.

    DISCO, the European Dictionary of Skills and Competences, is an online thesaurus that currently covers more than 104,000 skills and competence terms and approximately 36,000 example phrases. Available in eleven European languages, DISCO is one of the largest collections of its kind in the education and labour market. The DISCO Thesaurus offers a multilingual and peer-reviewed terminology for the classification, description and translation of skills and competences. It is compatible with European tools such as Europass, ESCO, EQF, and ECVET, and supports the international comparability of skills and competences in applications such as personal CVs and e-portfolios, job advertisements and matching, and qualification and learning outcome descriptions.

    What is Flipped Learning? Flipped Learning occurs when direct instruction is moved from the group teaching space to the individual learning environment. Class time is then used for active problem solving by students and one-to-one or small group interactions with the teacher. Students can watch the short lessons as many times as they wish to grasp the content and come to class ready to jump into the lesson, answer questions, work on collaborative projects, and explore the content further. Educators are embracing Flipped Learning in elementary, secondary and higher education in all subjects.     "The Innovation Competence Broker: bridging firms and R&D institutions" The REBASING partnership is proud to present the book "The Innovation Competence Broker: bridging firms and R&D institutions", published in September 2012 by McGraw-Hill. The aim of the Authors, academic researchers and enterprise service agencies, is to provide a detailed overview of Research-based competence broker activities and profile. The work stems from wider strategic needs for maximizing the impact and use of knowledge in the industrial system. The broker intervention process shows his/her role in helping a company to identify suitable innovation projects, leaving it up to the firm to implement them in cooperation with the R&D provider. In fact, the real added value brought by the broker lies in his/her ability to strategically manage his/her own network, constantly widening and enriching it in order to provide the best answer to companies' needs. As a common method, European Union frameworks designed to secure mobility to the European labour market and transparency to EU citizens' qualifications were applied and integrated. Namely, the broker profile is described according to the European Credit System for Vocational Education and Training (ECVET) and the European Qualification Framework (EQF), in order to enhance profile transparency and ensure permeability of possible related qualifications.

    Open Educational Innovation & Incubation (OEII) is a European project on the modernisation of education. The project ran from October 2010 until March 2013. During this time the playing field of open and online education changed dramatically with the success of Massive Open Online Courses (MOOCs) in 2012. "Open", "innovation" and "education" are words that occupy a strong position in contemporaneous social and technological societies and that have undertaken deep changes during the recent decades. But the playing field of open and online education changed dramatically since the end of 2011. "The New York Times dubbed 2012 'The Year of the MOOC,' and it has become one of the hottest topics in education since. As a consequence the project gain a lot of interest from experts and (European) associations in 2012. The project was by then in a critical phase assessing advanced cases in open educational innovation.
