    The Office of Naval Research (ONR) seeks proposals for developing innovative solutions that directly support the development and maintenance of a robust Science, Technology, Engineering and Mathematics (STEM) workforce. The goal of any proposed effort should be to provide "game changing" solutions that will establish and maintain a diverse pipeline of U.S. citizens who are interested in uniformed or civilian Naval STEM related workforce opportunities. While this announcement is relevant for any stage of the STEM pipeline, for FY14, funding efforts will be targeted primarily towards High School, Undergraduate, and Graduate STEM education and outreach designed to enhance the Navy and Marine Corps STEM workforce and its mission readiness. Emphasis will be given both to key engineering and scientific areas outlined in the Naval S&T Strategic Plan such as our National Naval Responsibilities (see ONR website), and to identified STEM -related workforce gaps and new strategic goals on the uniformed and civilian side. Currently, we are especially interested in efforts related to developing information technology/ computer science/ cyber security expertise, strengthening the engineering disciplines across all Naval activities, as well as improving our technician pipeline. While not a formal requirement or program focus of this FOA, applicants are strongly encouraged to consider under-represented populations including women and minorities in program plans.

    The Graduate Research Fellowship in Science, Technology, Engineering, and Mathematics (GRF-STEM) provides awards to accredited academic institutions to support graduate research leading to doctoral degrees in topic areas that are relevant to ensuring public safety, preventing and controlling crime, and ensuring the fair and impartial administration of criminal justice in the United States. Applicant academic institutions sponsoring doctoral students are eligible to apply only if the doctoral student's degree program is a Science, Technology, Engineering, or Mathematics (STEM) discipline; and the student's proposed dissertation research has demonstrable implications for addressing the challenges of crime and/or the fair and impartial administration of criminal justice in the United States. Awards are anticipated to be made to successful applicant institutions in the form of grants to cover fellowships for the sponsored doctoral students. Although the initial award is only for 1 year of funding, each fellowship potentially provides up to 3 years of support usable over a 5-year period, pending NIJ review of continued enrollment and adequate progress. For each year of support, NIJ provides the degree-granting institution a stipend of $35,000 usable toward the student's salary and related costs, and up to $15,000 to cover the student's tuition and fees, research expenses, and related costs.

    Reclamation is interested in research where the benefits are widespread but where private-sector entities are not able to make the full investment and assume all the risks. Reclamation is also interested in research that has a national significance-where the issues are of large-scale concern and the benefits accrue to a large sector of the public. The goal of the DWPR program is to address the need to reduce the costs, energy requirements, and environmental impacts of treating impaired and unusable water. DWPR program activities further support multiple related initiatives related to the Water Subcabinet such as the Water Reuse Action Plan, Water Security Grand Challenge, and the Presidential Memorandum promoting reliable water supplies and deliveries. Eligible projects are pilot-scale technologies or processes that incorporate or are innovative and disruptive technologies involving flow rates above one gallon per minute and that need to be tested using natural water sources rather than synthetic or laboratory-made feed water. These projects are typically used to determine the technical, practical, and/or economic ability of a process. Preliminary costs can be developed for capital and operation and maintenance costs. The description of the technology or process should identify the uniqueness and the disruptive nature of the technology or process itself and/or the testing of it.

    NOAA's B-WET program funds locally relevant, authentic experiential learning for K-12 audiences through Meaningful Watershed Educational Experiences (MWEEs). MWEEs are multi‐stage activities that include learning both outdoors and in the classroom and aim to increase understanding and stewardship of watersheds and related ocean, coastal, riverine, estuarine, and Great Lakes ecosystems. NOAA funding is provided to support student investigation of environmental topics both locally and globally that are of interest to them, leveraging local STEM assets and STEM professionals.     The Broadening Participation in Engineering (BPE) Program is a Directorate-wide initiative dedicated to supporting the development of a diverse and well-prepared engineering workforce. Across every educational juncture (e.g., elementary, secondary, and postsecondary levels), efforts to improve engineering interests, preparation, connections, experiences, and opportunities among underrepresented groups is of major importance to BPE. BPE is interested in funding projects that bring together multiple groups (e.g., school districts, community colleges, engineering schools, industry, philanthropy, government, etc.) and offer the greatest return on investment by producing outcomes that are scalable, sustainable, and applicable to various contexts, settings, and demographics within the engineering enterprise.     The grand challenge of broadening participation in STEM is to transform the STEM enterprise at all levels in order to fully engage the nation's talent for the ultimate improvement of the STEM enterprise. As a comprehensive national initiative, NSF INCLUDES aims to address the various complex equity and inclusion-related challenges and opportunities that characterize the nation's cultural and linguistic diversity, with a specific emphasis on the aforementioned groups. The goal is to achieve impact at the national level. Viewing inclusion as an asset and opportunity for social innovation, NSF is particularly interested in using approaches to scaling and growth, such as collective impact, networked improvement communities, and strategic partnerships. The objective is to develop networks that involve representative organizations and consortia from different sectors that are committed to a common agenda that comprehensively solves a specific STEM-inclusion problem. The long-term goal of NSF INCLUDES is to support innovative models, networks, partnerships, technical capabilities and research that will enable the U.S. science and engineering workforce to thrive by ensuring that traditionally underrepresented and underserved groups are represented in percentages comparable to their representation in the U.S. population.
