    The goal of this NOAA Environmental Literacy Grants (ELG) Federal Funding Opportunity (FFO) is to build the capacity of informal educators (including interpreters and docents) and/or formal educators (pre- or in-service) to use NOAA data and data access tools to help K-12 students and/or the public understand and respond to global change. Successful projects will enhance educators' ability to use the wealth of scientific data, data visualizations, data access technologies, information products, and other assets available through NOAA (plus additional sources, if desired) to engage K-12 students and/or other members of the public in a minimum of two U.S. states or territories. Partnerships with NOAA entities and/or involvement of NOAA scientists to facilitate the use of such assets by educators are strongly encouraged. As an ultimate outcome, successful projects should aim to increase educators' effectiveness in promoting stewardship and increasing informed decision making by a diverse pool of K-12 students and/or other members of the public. The impact of the proposed project on the target educators must be measurable during the award period.

    The Office of Citizen Exchanges, Youth Programs Division, of the Bureau of Educational and Cultural Affairs (ECA) announces an open competition for a new program, Global Connections and Exchange: Youth TechCamps. Public and private non-profit organizations meeting the provisions described in Internal Revenue Code section 26 USC 501(c)(3) may submit proposals to conduct seven- to ten-day, academically rigorous technology camps overseas for youth. The camps will be held in four to five of the eligible countries/republics listed below, primarily in calendar year 2014. Through these intensive, in-person technology camps and follow-on virtual exchange components, up to 210 competitively selected U.S and non-U.S. secondary school students will be provided the opportunity to build their digital literacy skills, expand their understanding of the vast array of online resources that can be utilized to promote community engagement and foster change within their communities, and gain a deeper understanding of other countries' cultures. It is the Bureau's intent to award up to two cooperative agreements for an estimated total amount of $500,000.

    The National Aeronautics and Space Administration (NASA) Science Mission Directorate (SMD) is releasing a Cooperative Agreement Notice (NNH15ZDA004C) entitled NASA SMD Science Education. The goal of NASA SMD Science Education is to enable NASA scientists and engineers into the learning environment more efficiently and effectively for learners of all ages. This CAN is to meet the following NASA SMD Science Education Objectives: Enabling STEM education, improving U.S. science literacy; advancing National education goals; and leveraging science education through partnerships. NASA intends to select one or more focused, science discipline-based team(s). While it is envisioned that multiple agreements may be awarded, selection of a single award to support all of SMD science education requirements is not precluded. Awards are anticipated by September 30, 2015. Issuance of this CAN is dependent on programmatic factors, including NASA receiving an appropriation and operating plan containing adequate funding within the NASA budget. Any costs incurred by prospective investigators in preparing submissions in response to this CAN are incurred completely at the submitter's own risk. A virtual preproposal conference will be held on February 17, 2015, at 1:00 PM Eastern Time to provide interested parties with the opportunity to better understand the intent, scope, and selection criteria of this CAN. Only accredited American Indian and Alaskan Native Serving Institutions in the United States are eligible to apply for this NASA Cooperative Agreement Notice (CAN). Proposers to this CAN are required to have the following, no later than the due date: 1) a Data Universal Numbering System (DUNS) number, 2) a valid registration with the System for Award Management (SAM) [formerly known as the Central Contractor Registry (CCR)], 3) a valid Commercial And Government Entity (CAGE) Code, 4) a valid registration with NASA Solicitation and Proposal Integrated Review and Evaluation System (NSPIRES) (this also applies to any entities proposed for sub-awards or subcontracts.)     The goal of this Federal Funding Opportunity (FFO) is to support the education of K-12 students and the public so they are knowledgeable of the ways in which their community can become more resilient to extreme weather events and/or other environmental hazards, and become involved in achieving that resilience. Many U.S. communities are increasingly contending with issues related to preventing, withstanding, and recovering from disruptions caused by extreme weather and other environmental hazards (U.S. Department of Commerce FY2014-FY2018 Strategic Plan). These hazards include but are not limited to severe storms, tornadoes, hurricanes, flooding, heavy precipitation events, persistent drought, heat waves, increased global temperatures, acidification of the ocean, and sea level rise (Weather-ready Nation: NOAA's National Weather Service Strategic Plan 2011; Melillo et al., 2014). These extreme weather and climate events put stress on infrastructure, ecological systems, and the humans that live in the impacted places. U.S. communities can become more resilient to such events by exploring the hazards they face, assessing their specific vulnerabilities and risks, considering options, prioritizing and planning, and finally taking action (U.S. Climate Resilience Toolkit). This process is typically performed by scientists and municipal planners, but in order for resilience to occur, other members of a community must have some understanding of the hazards they face and how to mitigate them, both at the individual and the community level.
