    A. Noam Chomsky Global Connections Awards celebrate the power of human connections. The awards recognize distinguished service to the global mission of the STAR Scholars Network. Several individuals with a deep impact on advancing global, social mobility are recognized every year. We live in a time when innovation and creativity in support of humanity are of great importance. The Star Scholars Network recognizes the commitment of concerned people able and willing to make a difference in the lives of others. Nominations for this award are solicited from around the world. The nominee can be from any field. Beginning in 2020, the Star Scholars Network is committed to promoting transnational research, or collaborative research between scholars of two or more countries (e.g., joint publications, research partnerships, etc.). The Global Connections Awards recognize STAR Scholars for their achievements and distinctive contributions to translational research that demonstrates the very best of scholarly collaboration among scholars around the world. In December 2020, the Star Scholars Network will provide awards in three categories: North Star Medal of Lifetime Achievement, Shining Star Achievement in Research Award, Rising Star Emerging Scholar Certificate

    This report will take an in-depth look at the AbilityOne program and NCD's concerns pertaining to 14(c) certificates. NCD released a white paper in February 2019 which was a cursory look at the AbilityOne program (https://NCD.gov/publications/2019/cursory-look-abilityone). This report will pick up where the white paper ended and will include an in-depth review of how AbilityOne functions and interacts with its Central Nonprofit Agencies(CNAs) and Nonprofit Agencies (NPAs). NCD expects any proposal submitted in response to the solicitation to include how it will obtain data needed to determine the prevalence of 14(c) certificate holders among AbilityOne providers; how it will set up a partnership with the Department of Labor Office of Disability Employment and Policy (ODEP) to gather and provide concrete data showing the impact of varying scenariosPertaining to persons with disabilities and employers; and what methods will be used to examine each CNA individually. NCD also expects the final report developed by the contractor to examine what has been done to improve transparency since the 898 Advisory Panel Subcommittee to Eliminate Waste Fraud and Abuse called for improved transparency of the AbilityOne Program in July 2018. The contractor will develop recommendations and promising practices for federal agencies, state and local municipalities with the goal of improving employment outcomes for people with disabilities.

    The NIH Research Education Program (R25) supports research education activities in the mission areas of the NIH. The over-arching goal of this OBSSR and participating institutes and centers R25 program is to support educational activities that develop cross-cutting methodologies and analytics that are needed to more rapidly advance behavioral and social sciences research (BSSR) and are not already well addressed by existing educational programs widely available to the research community. Methodological domains of focus include but are not limited to innovative data collection methodologies and analytic techniques, analysis and linking of big data, or needed but underused designs to advance research across the translational spectrum.
