The Minority Business Development Agency (MBDA) will provide Federal assistance to support innovative projects seeking to promote and ensure the inclusion and use of minority enterprises. This Announcement is a mechanism to encourage new activities, education, outreach, innovative projects or sponsorships that are not addressed through other MBDA programs. MBDA has established key priorities designed to overcome the unique challenges faced by minority business enterprises (MBEs). MBDA is now initiating new approaches to serve MBEs that compliment Presidential priorities and U.S. Department of Commerce goals. As NASA moves forward with plans to support human exploration of the solar system, a critical need arises to supply basic materials such as oxygen (O2) and water (H2O), food, propellants, and other materials (radiation shielding, clothing, etc.). As mankind ventures farther from Earth and for greater periods of time, it becomes imperative to develop technologies and mission architectures that utilize local resources, such as those found in lunar regolith, to provide supplies needed for human exploration.  The objective of SRC Phase 2 is to find solutions to allow a heterogeneous, multi-robot team to autonomously complete tasks envisioned for a lunar in-situ resource utilization (ISRU) mission. This challenge will require competitors to develop software that allows a virtual team of robotic systems (i.e. virtual robotic team) to operate autonomously to successfully achieve these tasks.

The National Aeronautics and Space Administration (NASA) Science Mission Directorate (SMD) released its annual omnibus Research Announcement (NRA), Research Opportunities in Space and Earth Sciences (ROSES) - 2020 (OMB Approval Number 2700-0092, CFDA Number 43.001) on February 14, 2020. In this case "omnibus" means that this NRA has many individual program elements, each with its own due dates and topics. All together these cover the wide range of basic and applied supporting research and technology in space and Earth sciences supported by SMD. Awards will be made as grants, cooperative agreements, contracts, and inter- or intra-agency transfers, depending on the nature of the work proposed, the proposing organization, and/or program requirements. However, most extramural research awards deriving from ROSES will be grants, and many program elements of ROSES specifically exclude contracts, because contracts would not be appropriate for the nature of the work solicited. The typical period of performance for an award is three years, but some programs may allow up to five years and others specify shorter periods. In most cases, organizations of every type, Government and private, for profit and not-for-profit, domestic and foreign (with some caveats), may submit proposals without restriction on teaming arrangements. Solicits applied research in support of HRP goals and objectives. This response area is Appendix A of the Human Exploration Research Opportunities (HERO) NRA (80JSC017N0001). Proposals are solicited by NASA in the area of Space Radiobiology Tissue Sharing: Research Proposing the Use of Archived Tissue Samples or Samples from Ongoing Experiments. Appendix A Step-1 proposals are due September 12, 2017. Invited Appendix A Step-2 proposals are due December 5, 2017. All categories of United States (U.S.) institutions are eligible to submit proposals in response to the NRA. Principal Investigators may collaborate with universities, Federal Government laboratories, the private sector, and state and local government laboratories. In all such arrangements, the applying entity is expected to be responsible for administering the project according to the management approach presented in the proposal. NASA's policy is to conduct research with non-U.S. organizations on a cooperative, no exchange-of-funds basis.

The selected topic in this special notice is designed to identify research directions in the area of Space, Future Space Operations and Architectures. The resulting studies will perform applied research and analysis to determine the state-of-the-art, identify technology gaps, execute trade studies, develop concepts and performance metrics, and test concepts using a breadboard setup in a controlled and measureable laboratory environment.

The L'Oréal USA For Women in Science fellowship program awards five women postdoctoral scientists annually with grants of $60,000 each for their contributions in Science, Technology, Engineering and Math (STEM) fields and commitment to serving as role models for younger generations. The program is the U.S. component of the L'Oréal-UNESCO For Women in Science International Fellowships program. L'Oréal USA partners with the American Association for the Advancement of Science (AAAS) to manage the program's application and peer-review process. The 2018 L'Oréal USA for Women in Science application period will open December 4th, 2017 and will close on February 2nd, 2018.

Every organization that intends to submit a proposal in response to ROSES-2018 must be registered with NSPIRES; organizations that intend to submit proposals via Grants.gov must be registered with Grants.gov, in addition to being registered with NSPIRES. Such registration must identify the authorized organizational representative(s) (AOR) who will submit the electronic proposal. All Principal Investigators (PIs) and other participants e.g., Co-Investigators (Co-Is) must be registered in NSPIRES regardless of the submission system. Potential proposers and proposing organizations are urged to access the system(s) well in advance of the proposal due date(s) of interest to familiarize themselves with its structure and to enter the requested information.

This program element solicits scientific investigations that require the accurate and extensive vector wind and backscatter measurements provided by QuikSCAT, RapidScat, COWVR, and other international scatterometers, such as ASCAT (from the European Organisation for the Exploitation of Meteorological Satellites; EUMETSAT) and OSCAT (from the Indian Space Research Organization; ISRO).

NASA is also soliciting novel research ideas that might not be directly aligned with HRP's identified risks from new investigators who have not received funding from NASA or the National Space Biomedical Research Institute in the last ten years.
