With this solicitation, NIJ seeks applications for research and evaluation projects that will improve knowledge and practice related to identifying, preventing, investigating, prosecuting, and reducing technology-facilitated abuse, including sextortion, nonconsensual pornography (revenge porn), doxing, swatting, cyberstalking, and cyber-hate. NIJ will support scientifically rigorous projects designed to produce highly practical findings that will inform program, policy, practice and other efforts to address such crimes. NIJ is particularly interested in research and evaluation projects addressing the following topics . Risk and protective factors associated with an individual falling victim to technology-facilitated abuse, as well as how individuals or organizations become involved in these types of crimes. . Studies of the costs and consequences of technology-facilitated abuse (financial and otherwise), as well as how Internet-enabled harassment may be related to other crime(s). . Studies of the effectiveness of approaches in identifying, preventing, investigating, and prosecuting technology-facilitated abuse (This may include consideration of legislation and/or training). . Studies of the frequency and impacts of technology-facilitated abuse, in particular their effect on women and ethnic, religious, and racial minorities.

Raise awareness and understanding of science and technology and their potential to address a global challenge. Request for Proposals: For 2018, the IEEE Foundation Grants Program will invest approximately $304,000 to raise awareness and understanding of science and technology and their potential to address a global challenge. Proposals are invited from IEEE Organizational Units for projects that promote public understanding about how science and technology are being or could be used to address global challenges - including energy, cybersecurity, security, health care, and sustainability. In evaluating proposals, the Grants Committee will seek to determine the extent to which the proposed project: Provides technical information at a level that can be understood by the general public Reaches a broad cross-section of society Has a well-articulated communications plan, that includes social media, designed to increase awareness and engagement of the target audience Presents, in a neutral and balanced manner, an analysis of the social benefits and costs of deploying the subject technology Avoids advocating a particular action but encourages and enables participants to make an informed decision Directly involves IEEE members including, as appropriate, student members Encourages the active participation of the target audience Provides an effective means of determining the impact of the project Matches the IEEE Foundation's Grant criteria

The purpose of this Funding Opportunity Announcement (FOA) is to encourage exploratory/developmental research applications that propose to conduct research to develop or adapt innovative mobile health (mHealth) technology specifically suited for low and middle income countries (LMICs) and determine the health-related outcomes associated with implementation of the technology. Of highest interest are innovative, well-designed multidisciplinary projects that aim to generate generalizable knowledge for the field. The overall goal of the FOA is to contribute to the evidence base for the use of mobile technology to improve clinical outcomes and public health while building research capacity in LMICs and establishing research networks in this area. Applicants are required to propose partnerships between at least one U.S. institution and one LMIC institution and the proposed research plan should strengthen the mHealth research capabilities at the LMIC institution.

CAREER:The Faculty Early Career Development (CAREER) Program is a Foundation-wide activity that offers the National Science Foundation's most prestigious awards in support of early-career faculty who have the potential to serve as academic role models in research and education and to lead advances in the mission of their department or organization. Activities pursued by early-career faculty should build a firm foundation for a lifetime of leadership in integrating education and research. NSF encourages submission of CAREER proposals from early-career faculty at all CAREER-eligible organizations and especially encourages women, members of underrepresented minority groups, and persons with disabilities to apply. PECASE: Each year NSF selects nominees for the Presidential Early Career Awards for Scientists and Engineers (PECASE) from among the most meritorious recent CAREER awardees. Selection for this award is based on two important criteria: 1) innovative research at the frontiers of science and technology that is relevant to the mission of NSF, and 2) community service demonstrated through scientific leadership, education, or community outreach. These awards foster innovative developments in science and technology, increase awareness of careers in science and engineering, give recognition to the scientific missions of the participating agencies, enhance connections between fundamental research and national goals, and highlight the importance of science and technology for the Nation's future. Individuals cannot apply for PECASE. These awards are initiated by the participating federal agencies. At NSF, up to twenty nominees for this award are selected each year from among the PECASE-eligible CAREER awardees most likely to become the leaders of academic research and education in the twenty-first century. The White House Office of Science and Technology Policy makes the final selection and announcement of the awardees.

The Administration on Intellectual and Developmental Disabilities (AIDD) in the Administration for Community Living (ACL), the U.S. Department of Health and Human Services (HHS), announces the availability of Fiscal Year (FY) 2017 funds authorized under the Help America Vote Act (HAVA) of 2002, Pub. Law 107-252, Title II, Subtitle D, Part 5, section 291 (42 United States Code (U.S.C.) 15461). Provisions under this section provide for the award of grants for Training and Technical Assistance (T/TA) to assist Protection and Advocacy Systems (P & As) in promoting full participation in the electoral process for individuals with disabilities, including registering to vote, casting a vote, and accessing polling places; developing proficiency in the use of voting systems and technologies as they affect individuals with disabilities; demonstrating and evaluating the use of such systems and technologies by individuals with disabilities (including blindness) in order to assess the availability and use of such systems and technologies for such individuals; and providing T/TA for non-visual access. (At least one recipient must provide T/TA assistance in this area.)

The Centers of Research Excellence in Science and Technology (CREST) program provides support to enhance the research capabilities of minority-serving institutions (MSI) through the establishment of centers that effectively integrate education and research. CREST promotes the development of new knowledge, enhancements of the research productivity of individual faculty, and an expanded presence of students historically underrepresented in science, technology, engineering, and  mathematics (STEM) disciplines. HBCU-RISE awards specifically target HBCUs to support the expansion of institutional research capacity as well as the production of doctoral students, especially those from groups underrepresented in STEM,  at those institutions.

This Funding Opportunity Announcement (FOA) invites eligible United States small business concerns (SBCs) to submit Small Business Technology Transfer (STTR) grant applications that propose to develop a product, process or service for commercialization with the aim of reducing disparities in healthcare access and health outcomes. Appropriate technologies should be effective, affordable, culturally acceptable, and deliverable to racial/ethnic minorities, low-income and rural populations.

The Department of Navy (DoN) Historically Black Colleges and Universities/Minority Institutions (HBCU/MI) Program aims to increase the quantity and quality of minority professionals in science, technology, engineering, and mathematics (STEM) in the defense community. Research conducted at Minority-Serving Institutions (MSIs) for the DoN HBCU/MI Program: * Enhances the research and educational capabilities of HBCU/MIs in scientific and engineering disciplines critical to the defense mission of the DoN, * Encourages cross-institutional, collaborative participation of HBCU/MIs in naval-relevant research, development, testing, and evaluation (RDT&E), and * Increases the engagement of students, including underrepresented minorities, in STEM fields important to the defense mission. This FOA is executed under policy and guidance of the DoN HBCU/MI Program and is administered by the Office of Naval Research (ONR). This FOA seeks to support research efforts that will contribute to the science and technology (S&T) mission and vision of the U.S. Navy and the U.S. Marine Corps while simultaneously expanding the research capacity of participant institutions and engaging students in STEM. In that regard, this FOA is intended for white papers and invited proposals from HBCU/MIs exploring basic, naval-relevant research. The technical content of any idea must align with the following research areas of interest as outlined by the Naval Research Development Framework. Information, Cyber, and Spectrum Superiority An increasingly interconnected force with more rapid and effective decision-making is enabled by persistent sensing, advanced data analytics, digital integration, and assured spectrum access.

This program supports research and extension projects that have robust collaborations to increase the participation of women and underrepresented minorities from rural areas in science, technology, engineering, and mathematics fields that are relevant to USDA priorities identified by the Secretary: (i) Promotion of a safe, sufficient, and nutritious food supply for all Americans and for people around the world; (ii) Sustainable agricultural policies that foster economic viability for small and mid-sized farms and rural businesses, protect natural resources, and promote value-added agriculture; (iii) national leadership in climate change mitigation and adaptation; (iv) Building a modern workplace with a modern workforce; and (v) Support for 21st century rural communities.

The Brain Research through Advancing Innovative Neurotechnologies (BRAIN) InitiativeSM is aimed at revolutionizing our understanding of the human brain. By accelerating the development and application of innovative technologies, researchers will be able to produce a new dynamic picture of the brain that, for the first time, will show how individual cells and complex neural circuits interact in both time and space. It is expected that the application of these new tools and technologies will ultimately lead to new ways to treat, cure, and even prevent brain disorders.

This funding opportunity announcement (FOA) seeks to support research that examines how health information technology adoption impacts minority health and health disparity populations in access to care, quality of care, patient engagement, and health outcomes.

This funding partnership between the National Science Foundation (NSF) and the National Endowment for the Humanities (NEH) supports projects to develop and advance knowledge concerning endangered human languages. Made urgent by the imminent death of roughly half of the approximately 7000 currently used languages, this effort aims to exploit advances in information technology to build computational infrastructure for endangered language research. The program supports projects that contribute to data management and archiving, and to the development of the next generation of researchers. Funding can support fieldwork and other activities relevant to the digital recording, documenting, and archiving of endangered languages, including the preparation of lexicons, grammars, text samples, and databases. Funding will be available in the form of one- to three-yearsenior researchgrants,fellowships from sixto twelve months, and conference proposals. Note: a conference proposal should generally be submitted at least a year in advance of the scheduled date of the conference. This FOA encourages research on stigma, particularly in health conditions, settings, and populations where it is not well characterized although the burden is high, and/or where the development and implementation of interventions to reduce its detrimental effects are now possible. The NIH R03 grant mechanism supports discrete, well-defined projects that realistically can be completed in two years and that require limited levels of funding.  Examples of the types of projects that ICs support with the R03 mechanism include, but are not limited to, the following: Pilot or feasibility studies Secondary analysis of existing data Small, self-contained research projects Development of research methodology Development of new research technology

The LSAMP program assists universities and colleges in diversifying the STEM workforce through their efforts at significantly increasing the numbers of students successfully completing high quality degree programs in science, technology, engineering and mathematics (STEM) disciplines.  Particular emphasis is placed on transforming STEM education through innovative recruitment and retention strategies and experiences in support of groups historically under-represented in STEM discipline:  African-Americans, Alaskan Natives, American Indians, Hispanic Americans, Native Hawiians, and Native Pacific Islanders.  The knowledge generation portfolio of LSAMP supported activities contributes to the body of literature on successful practices in student recruitment, retention, persistence, and attainment of STEM undergraduate and graduate degrees, especially for the previously mentioned populations underrepresented in STEM disciplines. The Louis Stokes Alliances for Minority Participation (LSAMP) program provides funding for: Alliances (New, Mid-Level, Senior-Level, B2B) Bridge to the Doctorate (BD) Activity Broadening Participation Research (BPR) in STEM Education

PAESMEM recognizes individuals for their mentoring of persons from underrepresented racial and ethnic groups, women, persons with disabilities, persons from disadvantaged socioeconomic backgrounds, and early career scientists and engineers. Historically underrepresented racial and ethnic groups in science, technology, engineering and mathematics (STEM) fields include African-Americans, Hispanic Americans, Native Americans, Pacific Islanders, Native Hawaiians, and Native Alaskans. These are groups who might not otherwise have considered or had access to opportunities in STEM education or careers. 

The Research on Education and Learning (REAL) program represents the substantive foci of three previous EHR programs: Research and Evaluation on Education in Science and Engineering (REESE), Research in Disabilities Education (RDE), and Research on Gender in Science and Engineering (GSE). What is distinctive about the new REAL program is the emphasis placed on the accumulation of robust evidence to inform efforts to (a) understand, (b) build theory to explain, and (c) suggest interventions (and innovations) to address persistent challenges in STEM interest, education, learning, and participation. The program supports advances in research on STEM (science, technology, engineering, and mathematics) learning and education by fostering efforts to explore all aspects of education research from foundational knowledge to improvements in STEM learning and learning contexts, both formal and informal, from childhood through adulthood, for all groups, and from the earliest developmental stages of life through participation in the workforce, resulting in increased public understanding of science and engineering. The REAL program will fund research on, human learning in STEM; learning in STEM learning environments, and broadening participation research.

AGEP is committed to the national goal of increasing the numbers of underrepresented minorities (URMs), including those with disabilities, entering and completing science, technology, engineering, and mathematics (STEM) graduate education and postdoctoral training to levels representative of the available pool. URMs include African Americans, Hispanic Americans, American Indians, Alaska Natives, Native Hawaiians and other Pacific Islanders. Increased URM participation in advanced STEM education and training is critical for supporting the development of a diverse professional STEM workforce especially a diverse STEM faculty who serve as the intellectual, professional, personal, and organizational role models that shape the expectations of future scientists and engineers. To achieve this long term goal, the AGEP program will support the development, implementation, study, and dissemination of innovative models and standards of graduate education and postdoctoral training that are designed to improve URM participation, preparation, and success.AGEP projects must focus on URM U.S. citizens in STEM graduate education, and/or postdoctoral training, and their preparation for academic STEM careers at all types of institutions of higher education. 

The Tribal Colleges and Universities Program (TCUP) provides awards to Tribal Colleges and Universities, Alaska Native-serving institutions, and Native Hawaiian-serving institutions to promote high quality science (including sociology, psychology, anthropology, economics, statistics, and other social and behavioral sciences as well as natural sciences), technology, engineering and mathematics (STEM) education, research, and outreach. Support is available to TCUP-eligible institutions (see the Additional Eligibility subsection of Section IV of this solicitation) for transformative capacity-building projects through Instructional Capacity Excellence in TCUP Institutions (ICE-TI), Targeted STEM Infusion Projects (TSIP), TCU Enterprise Advancement Centers (TEA Centers), and Preparing for TCUP Implementation (Pre-TI). Collaborations that involve multiple institutions of higher education led by TCUP institutions are supported through Partnerships for Geoscience Education (PAGE) and Partnerships for Documentary Linguistics Education (PADLE). Finally, research studies that further the scholarly activity of individual faculty members are supported through Small Grants for Research (SGR) and Science Education Alliance Phage Hunters Advancing Genomics and Evolutionary Science in Tribal Colleges and Universities (SEA-PHAGES in TCUs). Through the opportunities highlighted above, as well as collaborations with other National Science Foundation (NSF) units and other organizations, TCUP aims to increase Native individuals' participation in STEM careers and improve the quality of STEM programs at TCUP-eligible institutions.
