The Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Substance Abuse Treatment (CSAT) is accepting applications for the fiscal year (FY) 2018 Minority Fellowship Program (Short Title: MFP). The purpose of this program is to reduce behavioral health disparities and improve healthcare outcomes for racial and ethnic minority populations by: (1) increasing the knowledge of behavioral health professionals on issues related to treatment and recovery support for individuals who are from racial and ethnic minority populations and have a substance use disorder (SUD); (2) improving the quality of SUD treatment services delivered to racial and ethnic minority populations; and (3) increasing the number of culturally competent professionals in psychology focusing on services appropriate for those with SUDs, addiction psychiatry, and addiction medicine who teach, administer services, conduct research, and provide direct SUD services to racial and ethnic minority populations. The SUD treatment and recovery needs of racial and ethnic minority communities in the United States have been historically unmet due to the scarcity of practitioners equipped to address this population's needs. The MFP increases the number of behavioral health professionals with knowledge of issues related to treatment and recovery support for SUD among racial and ethnic minority populations. This program aims to specifically expand the training of professionals with a focus in psychology, addiction psychiatry, and addiction medicine.

The Minority Business Development Agency (MBDA) will provide Federal assistance to support innovative projects seeking to promote and ensure the inclusion and use of minority enterprises. This Announcement is a mechanism to encourage new activities, education, outreach, innovative projects or sponsorships that are not addressed through other MBDA programs. MBDA has established key priorities designed to overcome the unique challenges faced by minority business enterprises (MBEs). MBDA is now initiating new approaches to serve MBEs that compliment Presidential priorities and U.S. Department of Commerce goals. The Department of Navy (DoN) Historically Black Colleges and Universities/Minority Institutions (HBCU/MI) Program aims to increase the quantity and quality of minority professionals in science, technology, engineering, and mathematics (STEM) in the defense community. Research conducted at Minority-Serving Institutions (MSIs) for the DoN HBCU/MI Program: * Enhances the research and educational capabilities of HBCU/MIs in scientific and engineering disciplines critical to the defense mission of the DoN, * Encourages cross-institutional, collaborative participation of HBCU/MIs in naval-relevant research, development, testing, and evaluation (RDT&E), and * Increases the engagement of students, including underrepresented minorities, in STEM fields important to the defense mission. This FOA is executed under policy and guidance of the DoN HBCU/MI Program and is administered by the Office of Naval Research (ONR). This FOA seeks to support research efforts that will contribute to the science and technology (S&T) mission and vision of the U.S. Navy and the U.S. Marine Corps while simultaneously expanding the research capacity of participant institutions and engaging students in STEM. In that regard, this FOA is intended for white papers and invited proposals from HBCU/MIs exploring basic, naval-relevant research. The technical content of any idea must align with the following research areas of interest as outlined by the Naval Research Development Framework. Information, Cyber, and Spectrum Superiority An increasingly interconnected force with more rapid and effective decision-making is enabled by persistent sensing, advanced data analytics, digital integration, and assured spectrum access.

The purpose of the HHS OMH is to improve minority health and the quality of health care minorities receive and to work to eliminate racial and ethnic disparities, including through awarding grants and cooperative agreements with organizations in communities of color to develop specific efforts to improve the health status of racial and ethnic minorities. To support HHS Secretary Price’s three priorities, combating opioid abuse, childhood and adolescent obesity, and serious mental illness , OMH is supporting initiatives to reduce significant health disparities impacting minorities and/or disadvantaged populations through the implementation of evidence-based strategies with the greatest potential for impact. Opioid Abuse Deaths from drug overdoses, driven by prescription and illicit opioid overdoses, have been identified as a significant public health crisis in the United States.

This funding opportunity announcement (FOA) solicits applications for Minority PDX (minority patient-derived xenografts) Development and Trial Centers (M-PDTCs). The M-PDTCs will join the PDTC Research Network (PDXNet) and be focused upon development and pre-clinical testing of models derived from racial/ethnic minority populations. The PDXNet is a National Cancer Institute (NCI) program established to coordinate collaborative, large-scale model development and pre-clinical testing of targeted therapeutic agents to advance the vision of cancer precision medicine.

The purpose of the Research Centers in Minority Institutions (RCMI) Program is to expand the national capacity for research in the health sciences by providing cooperative agreement support to institutions that offer doctorate degrees in the health professions or in a health-related science and have a historical and current commitment to educating underrepresented students, and for institutions that deliver health care, and provide clinical services to medically underserved communities. The primary goals of the RCMI specialized centers are to: (1) enhance institutional research capacity to conduct world-class  basic biomedical, behavioral, and/or clinical research; (2) enable all levels of investigators to become more successful in obtaining competitive extramural support, especially from NIH, particularly for research on diseases and conditions that disproportionately impact minority and health disparity populations; (3) foster environments conducive to career development and enhancement for post-doctoral fellows, junior faculty, and other early stage investigators; (4) enhance the tools for, conduct of, and dissemination of research generally and specifically for advancing minority health and preventing and eliminating health disparities; and (5) establish sustainable relationships with community-based organizations that will partner with the RCMI Institution.

This initiative seeks applications that propose to stimulate and expand research in the health of minority men. Specifically, this initiative is intended to: 1) enhance our understanding of the numerous factors (e.g., sociodemographic, community, societal, personal) influencing the health promoting behaviors of racial and ethnic minority males across the life cycle, and 2) encourage applications focusing on the development and testing of culturally and linguistically appropriate health-promoting interventions designed to reduce health disparities among racially and ethnically diverse males age 18 and older.

This Funding Opportunity Announcement (FOA) invites eligible United States small business concerns (SBCs) to submit Small Business Innovation Research (SBIR) grant applications that propose to conduct innovative research supporting the development of a product, tool, technology, process or service for commercialization with the aim of eliminating disparities in socioeconomically disadvantaged populations, underserved rural populations, and sexual and gender minority populations or improving health in racial/ethnic minority populations.

The Medical Library Association is accepting applications for the MLA Scholarship for Minority Students. Through the program, a scholarship of up to $5,000 will be awarded to a minority student who is entering a graduate program at an American Library Association-accredited library school or has yet to finish at least one half of the program's requirements in the year following the granting of the scholarship. African American, Hispanic, Asian, Native American, or Pacific Islander American individuals who wish to study health sciences librarianship are eligible to apply. In addition, the applicant must be entering a master's program at an ALA-accredited graduate library school or, at the time of the awarding of the scholarship (February), have completed no more than one-half of the academic requirements of the graduate program.

he overall goal of this initiative is to enhance our understanding of fundamental biological mechanisms involved in disease conditions that disproportionately affect health disparity populations and develop therapies or interventions that can directly or demonstrably contribute to the reduction or elimination of health disparities. This funding opportunity announcement (FOA) solicits applications to conduct: 1. Biological and genetic research to explore disease mechanisms or pathways that influence health outcomes in minority and health disparity populations. 2. Clinical and translational research linking basic science discovery with effective treatment or clinical practice to improve health outcomes in minority and health disparity populations. Projects investigating the etiology, physiology, genetic risk factors, molecular pathways, gene-environmental interactions, pharmacogenomic and personalized medicine in health disparity populations are particularly encouraged.

There are 5.4 million individuals who self-identify as American Indian/Alaska Native (AI/AN) in the US, and there are 567 federally registered tribes. While characterized by many strengths and resiliencies, as a whole, AI/AN populations experience significant disparities compared to the general population across a range of health conditions and outcomes, including infant mortality, alcohol-related mortality, substance abuse, unintentional injury, homicide, suicide, depression, post-traumatic stress disorder, obesity, chronic kidney disease, asthma, diabetes, cardiovascular disease, selected cancers, and other chronic diseases. Premature death rates, while decreasing in other US racial/ethnic minority populations over the past 15 years, are increasing among AI/AN populations. However, the examination of data on AI/AN populations in aggregate may obscure the significant heterogeneity within the AI/AN population due to tribal affiliation, geographic region, and other factors. For example, gastric cancers affect AI/AN populations in different parts of the country at different rates ranging from 6.1/100,00 in the Eastern US to 24.5/100,000 in Alaska. At the same time, national survey and epidemiological studies often do not report data on AI/AN populations because the numbers are too small or AI/AN individuals are folded into the highly heterogeneous "Other" category, thus not available to interpret any health outcomes specific for AI/AN populations. For these reasons, there is a critical need to build a more comprehensive evidence base regarding the health of AI/AN populations.

The Louis Stokes Alliances for Minority Participation (LSAMP) program is an alliance-based program.  The program's theory is based on the Tinto model for student retention1.  The overall goal of the program is to assist universities and colleges in diversifying the nation's science, technology, engineering and mathematics (STEM) workforce by increasing the number of STEM baccalaureate and graduate degrees awarded to populations historically underrepresented in these disciplines: African Americans, Hispanic Americans, American Indians, Alaska Natives, Native Hawaiians, and Native Pacific Islanders.

The Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Mental Health Services (CMHS) is accepting applications for fiscal year (FY) 2018 Statewide Consumer Network Program grants (Short Title: SCN). The purpose of this program is to improve efforts to address the needs of adults with serious mental illness (SMI) by developing and/or expanding peer support services, peer leadership, and peer engagement strategies statewide. The population of focus is adults with SMI, including those who are underserved and under-represented (e.g., consumers from ethnic, racial, and cultural minority groups); veterans; individuals who are chronically homeless; individuals with co-occurring disorders (COD) ; sexual orientation and gender identity minorities; and individuals who have been involved in the criminal justice system. It is expected that this program will increase access to and quality of mental health services for adults with SMI; increase the sustainability of consumer-operated organizations; and enhance state capacity and infrastructure to support the recovery of adults with SMI and their families. The SCN grant program builds upon prior work of SAMHSA to establish recovery-oriented, consumer-driven services for adults with SMI.

The Developmental Disabilities Assistance and Bill of Act (DD Act), requires that the programs authorized under the law are culturally competent to ensure that individuals with developmental disabilities, regardless of background, are full participants in all aspects of community life. According to the DD Act, Sec. 101. [42 USC 15001] c Policy. "It is the policy of the United States that all programs receiving assistance under this title shall be carried out in a manner consistent with the principles that Services, supports, and other assistance should be provided that demonstrate respect for personal preferences, and cultural differences; Specific efforts must be made to ensure that individuals with developmental disabilities from racial and ethnic minority backgrounds and their families enjoy increased and meaningful opportunities to access and use community services, individualized supports available to other individuals with developmental disabilities and their families; Recruitment efforts in disciplines related to developmental disabilities in pre-service training, community training, practice, administration, and Policymaking must focus on bringing larger numbers of racial and ethnic minorities into the disciplines in order to provide appropriate skills, knowledge, role models, and sufficient personnel to address the growing needs of an increasingly diverse population." The DD Act has long identified the importance of cultural competence and improving expectations and outcomes for people with developmental disabilities, including those from culturally and linguistically diverse backgrounds.

The Office of Research on Womens Health (ORWH) announces the availability of administrative supplements to support interdisciplinary, transdisciplinary and multidisciplinary research focused on the effect of sex/gender influences at the intersection of a number of social determinants, including but not limited to: race/ethnicity, socioeconomic status, education, health literacy and other social determinants in human health and illness. This research includes preclinical, clinical and behavioral studies with the specific purpose to provide Administrative Supplements to active NIH parent grants for one year to address health disparities among women of populations in the US who are understudied, underrepresented and underreported in biomedical research. The proposed research must address an area specified within Objective 3.9 (Goal 3.0) of the NIH Strategic Plan for Research on Womens Health which states: Examine health disparities among women stemming from differences in such factors as race and ethnicity, socioeconomic status, gender identity, and urban-rural living, as they influence health, health behaviors, and access to screening and therapeutic interventions. Projects must include a focus on one or more NIH-designated health disparities populations, which include Blacks/African Americans, Hispanics/Latinos, American Indians/Alaska Natives, Asian Americans, Native Hawaiians and other Pacific Islanders, socioeconomically disadvantaged populations, underserved rural populations, and sexual and gender minorities (SGM). Combinations of one or more populations is also encouraged, e.g. socioeconomically disadvantaged sexual and gender minorities.

This program supports research and extension projects that have robust collaborations to increase the participation of women and underrepresented minorities from rural areas in science, technology, engineering, and mathematics fields that are relevant to USDA priorities identified by the Secretary: (i) Promotion of a safe, sufficient, and nutritious food supply for all Americans and for people around the world; (ii) Sustainable agricultural policies that foster economic viability for small and mid-sized farms and rural businesses, protect natural resources, and promote value-added agriculture; (iii) national leadership in climate change mitigation and adaptation; (iv) Building a modern workplace with a modern workforce; and (v) Support for 21st century rural communities. 

The purpose of this initiative is to support collaborative research between Tribal Epidemiology Centers and extramural investigators on topics related to minority health and health disparities in American Indian / Alaska Native (AI/AN) populations.

The Minority Arts and Education Fund (MAEF) is a supporting organization of the Cleveland Foundation that seeks to strengthen and build the capacity of organizations that promote the arts and cultures of communities of color, and to provide meaningful creative opportunities for artists of color.
