The Bureau of Human Resources, Office of Recruitment, Examination and Employment (HR/REE), of the US Department of State announces a funding opportunity for one assistance award to conduct all programmatic, financial and administrative activities for the 2018 Charles B. Rangel International Affairs Graduate Fellowship Program and the Charles B. Rangel International Affairs Summer Enrichment Program. The Rangel program is one of the Department of State's premiere diversity recruitment programs and fundamental to increasing the representation of diverse groups in the U.S. Foreign Service. The Charles B. Rangel International Affairs Graduate Fellowship Program provides financial assistance towards completion of a master's degree followed by a five year service commitment in the Foreign Service of the Department of State. The Charles B. Rangel International Affairs Summer Enrichment Program is a six week academic summer program which serves as an important State Department Foreign Service recruiting tool.

The Benjamin A. Gilman International Scholarship is accepting applications for U.S. students studying abroad in 2018.The Gilman scholarship is a U.S. Department of State grant program that enables students with limited finances to study or intern abroad. The scholarship is open to U.S. students who receive the Federal Pell Grant at a two-year or four-year college or university to participate in education or intern abroad programs across the globe. The Gilman is a generous scholarship that allows students to go abroad when they normally cannot afford to," Howard said. "Additionally, after being awarded the scholarship I received invitations to take advantage of the many services the scholarship provided that help students get ready to go abroad, how to acclimate while abroad, and how to readjust when they get back. There is also a strong support system with alumni and more opportunities to stay involved. I don't think that there is any reason not to apply if you're eligible!" Award amounts will vary depending on the length of study and student need. Applicants who are studying a critical need language while abroad in a country in which the language is predominantly spoken can apply for a supplemental award of up to $3,000, for a combined total of $8,000.

The Summer Stipends Program at the National Endowment for the Humanities (NEH) provides $6,000 for individuals to spend two consecutive months of full-time advanced research and writing that is of value to scholars and general audiences in the humanities. Miami University is eligible to nominate two full-time faculty for the program. The Associate Provost and Dean of the Graduate School is the nominating official for Miami University. The two Miami nominees will be selected by the Associate Provost with input from an ad-hoc committee of humanities scholars who will review all internal submissions. This Broad Agency Announcement (BAA) seeks opportunities to co-create, co-design, co-invest, and collaborate in the research, development, piloting, and testing of innovative, practical, cost-effective, and scalable interventions to facilitate the safe and voluntary return of Internally Displaced Persons (IDPs) to their homes in the Ninewa plains and western Ninewa of Iraq and to encourage those who already are in their communities to remain there. The United States Agency for International Development (USAID) invites organizations and companies to participate with us and each other to create more strategic, focused and results-oriented solutions to the barriers to return and to apply scientific and research-motivated approaches to facilitating safe and voluntary returns and encourage minority residents to remain in their communities.

The U.S. Mission in Iraq announces an open competition for eligible organizations to submit proposals for a grant to implement the U.S.-Iraqi Think Tank Linkage Program for Iraqi Academics and Commentators program. The Public Affairs (PA) Section seeks to connect an influential group of Iraqi think tank representatives with their counterparts in the United States. This program would send ten (10) academics and Iraqi media commentators, selected by Embassy PA staff, to the United States for a ten (10) day exchange program to meet with representatives of American think tanks, U.S. government representatives, and international and media organizations. Topics to be covered include the role of think tanks and policy research institutions in U.S. society, the collaboration of think tanks with educational institutions, NGOs, and government branches, U.S.-Iraq bilateral relations in the post-ISIS era, the continued International Coalition role in Iraq post-ISIS, investment opportunities in Iraq for American companies, Iraqi Prime Minister Abadi's anti-corruption and national reconciliation efforts, and relations between the Iraqi federal government in Baghdad and the Iraqi Kurdistan Regional Government. Subject to the availability of funds, the Embassy expects to award one Grant up to $100,000 to carry out the U.S.-Iraqi Think Tank Linkage Program.

Proposals and reference letters must be submitted to NEH electronically through grants.gov by September 29, 2016. However, only the two individuals nominated by Miami may submit a proposal. The TESOL International Association is accepting applications to its Tina B. Carver Fund. Through the fund, grants of up to $400 will be awarded for the purchase of student classroom learning materials and/or teacher-related materials (e.g., ancillary materials that can be used in conjunction with textbooks or other instruction materials) in support of adult ESL education programs in the United States. Priority will be given to programs that serve hard-to-reach students with limited resources (e.g., beginning literacy to intermediate-low ESL students). To be eligible, applicants must be a TESOL member or member of a TESOL affiliate.

The United States Agency for International Development (USAID), Bureau for Food Security (BFS), Office of Strategic Planning and Program Management (SPPM), Monitoring and Evaluation Division (MEL), invites applications for funding from qualified U.S. and non-U.S., non-profit or for-profit non-governmental organizations (NGOs) and international organizations to carry out activities that develop, test or apply innovative methods for monitoring or evaluating Feed the Future/Global Food Security Strategy activities or programs. This Notice of Funding Opportunity serves as BFS's Monitoring and Evaluation team's Annual Program Statements (APS). An APS is issued when USAID intends to support a variety of creative approaches towards developing methodologies to assess and implement development objective activities. The purpose of this APS is to disseminate information to prospective applicants so that they may develop and submit applications for USAID funding. This APS: (a) describes the types of activities for which applications will be considered; (b) describes the funding available and the process and requirements for submitting Concept Papers and applications; (c) explains the criteria for evaluating Concept Papers and applications; and (d) refers prospective applicants to relevant documentation available on the internet.

The Office of Citizen Exchanges, SportsUnited Division, of the Bureau of Educational and Cultural Affairs (ECA) announces an open competition for the FY 2016 International Sports Programming Initiative. Sports Diplomacy programs can be an important tool for advancing foreign policy goals and connecting with audiences with whom traditional diplomacy proves challenging, including at-risk youth, women, minorities, people with disabilities, and non-English speakers. Sports Diplomacy enhances cross-cultural understanding and opens new avenues of dialogue and collaboration between individuals and nations. In support of U.S. Department of State foreign policy objectives, ECA's sports diplomacy programs create both people-to-people and institutional linkages through sport. The Office of Citizen Exchanges welcomes proposals that directly respond to the Sport for Social Change theme outlined below. The award recipient will be responsible for planning, overseeing, and/or implementing the exchanges including the administration of at least four two-way exchange programs.

This Annual Program Statement (APS), entitled Volunteers for International Security and Prosperity (VISP), is a mechanism through which USAID will maximize development impact and efficient resource use by mobilizing the creative capacity of volunteers globally. Volunteers and the principle of volunteerism maximize USAID's development programs through bringing in non-traditional partners and new solutions and ideas, increasing peer-to-peer learning, building community, advancing diplomacy, and leveraging resources. Under the APS, USAID intends to support a variety of creative approaches towards the design and implementation of activities addressing USAID Operating Units' (OU) development objectives. This APS offers USAID OUs (Mission, Bureau, or Independent Office) an easy-to-use mechanism to facilitate access to volunteers across any sector while upholding U.S. foreign policy objectives of promoting national security, advancing American values, and supporting global prosperity and self-reliance.

It is a great, international, and competitive contest, which gives an unique opportunity for researchers to move in a new country and develop their own project in cooperation with a local host centre.

The Office of Citizen Exchanges, Youth Programs Division, of the Bureau of Educational and Cultural Affairs announces an open competition for the Youth Leadership Program with Burma. Public and private non-profit organizations meeting the provisions described in Internal Revenue Code section 26 USC 501(c)(3) may submit proposals to conduct three- to four-week U.S.-based exchange programs for teenagers and adult educators. Participants will be high-school-aged youth and adult educators. Applicants should plan to provide U.S.-based programming for 17-18 youth and 2-3 adult participants from Burma. The activities for each program will focus on civic education, leadership, diversity, and community engagement and prepare participants to conduct projects at home that serve a community need.

The Global Health Research Innovation Center (GHRIC) is pleased to announce a call for proposals for faculty research grants. These grants are designed to foster the development of research initiatives and partnership projects in global health. Grants will be made to Miami faculty to undertake small-scale, collaborative pilot research projects in global health and/or travel (of Miami faculty or domestic/international collaborators) to cultivate research relationships through establishing institutional linkages and jointly developing or writing research proposals. The expectation is that at least one outcome of each project will be the submission of an external grant proposal. Proposed projects must involve at least two Miami faculty members from different departments. Budgets are expected to be between $4000-$8000. We expect to award at least 2 grants for the 2016-2017 academic year. If funded, additional funding of up to $1000 may be available to help support presentation of the proposed project at either the annual conference of the Consortium of Universities for Global Health or the Global Health and Innovation Conference (Unite for Sight).

An initiative of the National Security Education Program, the Boren Awards provide funding for United States undergraduate and graduate students to study in regions of the world critical to U.S. interests, including Africa, Asia, Central and Eastern Europe, Eurasia, Latin America, and the Middle East. Boren scholars and fellows represent a variety of academic backgrounds but are all interested in studying less commonly taught languages, including but not limited to Arabic, Chinese, Korean, Portuguese, Russian, and Swahili.

INL is part of the Department of State's multi-faceted response to transnational criminal activity. Dedicated to strengthening criminal justice systems, countering the flow of illegal narcotics, and minimizing transnational crime, INL plays a key role in leading the development and synchronization of U.S. international drug and crime assistance. INL's technical support is tailored to support partner countries through multilateral, regional, and country-specific programs and prevent victimization of vulnerable populations. To support further progress in Costa Rica, INL has allocated funds for a program to increase police, local governments and community security by creating a Capacity Enhancement Program on Domestic Violence prevention, increasing vulnerable populations' awareness, and victim's assistance in the 15 cantons in Costa Rica.

PRM seeks NGO proposals that primarily support Colombian refugees in Ecuador and Venezuela, and Colombian Internally Displaced Persons (IDPs) in Colombia. These proposals should fill critical gaps in humanitarian assistance and local integration support for particularly vulnerable asylum seekers and refugees, including women, Afro-Colombians, and indigenous populations. Proposed activities should aim to improve beneficiaries' self-reliance and form alliances with public institutions to improve their capacity to provide basic services to persons of concern. Within each country, programs should focus on areas with significant populations of refugees and asylum seekers and weak institutional capacity, including in both rural and urban settings. Because of PRM's mandate to provide protection, assistance, and sustainable solutions for refugees and victims of conflict, PRM will consider funding only those projects that include a target beneficiary base of at least 50 percent refugees/IDPs/other populations of concern.

This announcement is a Request for Information (RFI), not a Request for Applications (RFA) or a Request for Proposal (RFP), and is not a commitment by USAID to issue a solicitation, contract, grant, or cooperative agreement or otherwise compensate an organization or individual for any information submitted as a result of this RFI. This RFI is not funded and does not imply a commitment of funding from the U.S. Government. The issuance of this RFI in no way obligates USAID to pay any costs incurred in the preparation and submission of the requested information.
