The Unitarian Universalist Service Committee (UUSC) invites applications for its 2018 Innovation Fellowship on the subject "Resisting Criminalization." UUSC and the Unitarian Universalist Association (UUA) are engaged in a joint campaign that aims to "resist the harm created by criminalization" and to "create more safe, just, welcoming, and sustainable communities." The UUSC Human Rights Innovation Fellowship is a one-year $25,000 grant, awarded to an individual or non-governmental organization, designed to bring about systemic change by creating, nurturing, or spreading an innovation in human rights. For this year's theme, UUSC invites applications from individuals or organizations working on projects that seek to combat the systemic criminalization of immigrant communities, communities of color, Muslims, and LGBTQI communities in the United States - and individuals and communities at the intersections.
These innovations may be legal strategies, methods of mobilization, methods of community outreach, technological or financial products or apps, path breaking applied research, advances in corporate accountability, or other new approaches. The successful proposal will be rights-based, align with UUSC's values and approach, positively impact and engage at-risk communities, and provide a new, different, and timely solution.
INL is part of the Department of State's multi-faceted response to transnational criminal activity. Dedicated to strengthening criminal justice systems, countering the flow of illegal narcotics, and minimizing transnational crime, INL plays a key role in leading the development and synchronization of U.S. international drug and crime assistance. INL's technical support is tailored to support partner countries through multilateral, regional, and country-specific programs and prevent victimization of vulnerable populations. To support further progress in Costa Rica, INL has allocated funds for a program to increase police, local governments and community security by creating a Capacity Enhancement Program on Domestic Violence prevention, increasing vulnerable populations' awareness, and victim's assistance in the 15 cantons in Costa Rica.
With this solicitation, NIJ seeks proposals for basic or applied research and development projects. An NIJ forensic science research and development grant supports a discrete, specified, circumscribed project that will: (1) increase the body of knowledge to guide and inform forensic science policy and practice, or (2) lead to the production of useful material(s), device(s), system(s), or method(s) that have the potential for forensic application. The intent of this program is to direct the findings of basic scientific research; research and development in broader scientific fields applicable to forensic science; and ongoing forensic science research toward the development of highly-discriminating, accurate, reliable, cost-effective, and rapid methods for the identification, analysis, and interpretation of physical evidence for criminal justice purposes. Projects should address the challenges and needs of the forensic science community. The operational needs discussed at NIJ’s FY 2016 Forensic Science TWG meeting may be found on NIJ.gov. Additional research needs of the forensic science community can be found at the Organization of Scientific Area Committees website. While the goals and deliverables of proposed projects do not necessarily need to result in immediate solutions to the posted challenges or needs, they should speak to them and produce knowledge that adds to work towards eventual resolutions.
The 2017 Transparency International Corruption Perceptions Index Report indicated that "across Eastern and Southeast Europe, civil society organizations and independent media experienced challenges in their ability to monitor and criticize decision-makers." Moreover, perceived instances of selective justice in Moldova and widespread corruption are widely regarded as key impediments to substantive reform in the criminal justice system that also contribute to low public trust in justice sector institutions. An active civil society plays an important role in protecting fundamental rights by monitoring the local actions of law enforcement entities and justice sector institutions, which can contribute to productive communication and enhance public trust.

It supports research on the intersections of race, offending, victimization, and the fair administration of justice for both juveniles and adults. This solicitation seeks investigator-initiated proposals to conduct research on topics linked to race and crime in violence and victimization, crime and prevention, and justice systems (policing, courts, community and institutional corrections). For FY2017, NIJ is particularly interested in research on homicide and other violence in minority communities, and criminal court topics. Funding categories include: 1) W.E.B. Du Bois Scholars who are advanced in their careers; and 2) W.E.B. Du Bois Fellows who are early in their careers.
The U.S. Embassy in Chisinau has supported numerous projects for several years to address domestic and gender-based violence. For example, local nongovernmental organizations received grants from INL to provide training for police officers, prosecutors, and judges on processing criminal cases and better assisting victims. The U.S. Embassy also organized public outreach campaigns to raise awareness about domestic and gender-based violence.
To support further progress in Moldova, the U.S. Department of State has allocated $800,000 USD in FY 2017 Rule of Law Funds for a project to establish a Family Justice Center in Moldova. A Family Justice Center (FJC) is a non-residential specialized facility which co-locates inter-disciplinary services in one location for survivors of violence, trauma, and abuse. The United States Department of Justice has recognized Family Justice Centers as a best practice in meeting the needs of domestic violence and sexual assault victims. Congress recognized the importance of the Family Justice Center model by creating a "purpose area" for Family Justice Centers in the Violence against Women Act in 2005. Family Justice Centers now exist in 40 states in the U.S. and in more than 20 countries around the world. The Government of Moldova expressed interest in further cooperation on the development of a pilot Family Justice Center in Moldova.
The United States Department of State, Bureau of International Narcotics and Law Enforcement Affairs INL is seeking applications from qualified U.S. and non-U.S. based non-governmental (NGOs)/non-profit organizations or Educational Institutions for a Cooperative Agreement to implement a program entitled, "Ecuador Countering Transnational Organized Crime Capacity Building Program". The program will assist with travel, training programs, and operational support, under the authority of INL Section Quito, in locations throughout the world for Ecuadorian law enforcement and criminal justice personnel, military, civil society, government officials, and other relevant participants from Ecuador, Colombia, the United States, and/or other countries. The award recipient will provide overall support for programmatic, logistical, and administrative assistance with the INL Section Ecuador's operational and capacity-building programs.
The Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Mental Health Services (CMHS) is accepting applications for fiscal year (FY) 2018 Statewide Consumer Network Program grants (Short Title: SCN). The purpose of this program is to improve efforts to address the needs of adults with serious mental illness (SMI) by developing and/or expanding peer support services, peer leadership, and peer engagement strategies statewide. The population of focus is adults with SMI, including those who are underserved and under-represented (e.g., consumers from ethnic, racial, and cultural minority groups); veterans; individuals who are chronically homeless; individuals with co-occurring disorders (COD) ; sexual orientation and gender identity minorities; and individuals who have been involved in the criminal justice system. It is expected that this program will increase access to and quality of mental health services for adults with SMI; increase the sustainability of consumer-operated organizations; and enhance state capacity and infrastructure to support the recovery of adults with SMI and their families. The SCN grant program builds upon prior work of SAMHSA to establish recovery-oriented, consumer-driven services for adults with SMI.
The American Psychological Foundation is accepting applications for its APF Annette Urso Rickel Foundation Dissertation Award for Public Policy.
The $1,000 scholarship supports dissertation research on public policy that has the potential to improve services for children and families facing psychosocial issues such as prevention of child abuse, school programs for children with psychological issues, services for youth in the criminal justice system, healthy parenting, math and science education, and contributions to the adoption of sound policy affecting children, youth, and families.

For this solicitation, NIJ is interested in a broad range of research that will address gaps in our ability to identify, assess, and understand the behavior of bias crime offenders or experiences of bias crime victims.
Nigeria has sought to tackle corruption through traditional legal, law enforcement, and governance-focused interventions. The United States seeks to support the Government of Nigeria (GON) to institutionalize a culture of accountability at the federal, state, and local levels of government through support for prevention and enforcement activities. The purpose of this program is to develop strategic national, state, and local level anti-corruption programming to complement traditional anti-corruption efforts led by the GON and donors. The project will work at the national, state, and local level, in each geopolitical zone, and in coordination with relevant civil society stakeholders thereby creating networks of change and collective action throughout Nigeria. Particular attention should be paid to anti-corruption efforts related to security and justice sectors.
The Bureau of Democracy, Human Rights and Labor (DRL) announces a Request for Statements of Interest (RSOI) from civil society organizations to promote and protect the human rights of marginalized populations. This request is seeking programs that take an intersectional approach to addressing violence and discrimination targeting marginalized populations, which undermine society’s collective security, and programs that provide marginalized populations with tools to prevent, mitigate and recover from violence.
