This Notice is to inform the community that NIH has revised its approach to resuming operations after the government shutdown.

The awards pursuant to this Notice of Funding Opportunity are contingent upon the availability of funds. The Centers for Disease Control and Prevention's National Center for Injury Prevention and Control (NCIPC) is soliciting investigator-initiated research that will help expand and advance our understanding about what works to prevent overdose from prescription and illicit opioids by developing and piloting, or rigorously evaluating novel primary or secondary prevention interventions. The intent of this Notice of Funding Opportunity (NOFO) is to: (1) build the scientific base for the primary or secondary prevention of opioid overdose, and (2) encourage collaboration of scientists from a spectrum of disciplines including public health, epidemiology, law enforcement, social work, economics, and criminal justice to perform research that can identify ways to prevent opioid overdose more effectively. Interventions can be strategies, programs, or policies. Ultimately, this research is intended to improve state and local health departments’ ability to implement and improve interventions focused on preventing opioid-related deaths. Researchers are expected to develop and pilot, or rigorously evaluate novel primary or secondary prevention interventions that address prescription or illicit opioid overdose. Primary prevention approaches are expected to aim to prevent opioid misuse, abuse, and overdose before it occurs. Secondary prevention approaches are expected to focus on the more immediate responses to opioid overdose, such as emergency department services and linkage to treatment immediately following a nonfatal overdose.

NCCIH is issuing this Notice of Special Interest (NOSI) to highlight the urgent need for research on the 2019 Novel Coronavirus (2019-nCoV, also known as COVID-19). Topics of specific interest for this NOSI include research on stress management strategies, including mind and body approaches, that individuals may engage in remotely to address stressors related to social distancing, as well as to address recovery and recurrence of symptoms during and after COVID-19 infections.

The National Institute of Mental Health (NIMH) with other ICs are issuing this Notice of Intent to Publish a Funding Opportunity Announcement to promote new initiatives that will solicit applications to support research to determine the role and impact of digital health interventions [e.g., mobile health (mhealth), telemedicine and telehealth, health information technology (IT), wearable devices] to address secondary health effects of the social, behavioral, and economic changes following the COVID-19 pandemic, particularly among populations who experience health disparities and vulnerable populations.

The purpose of this Notice of Special Interest (NOSI) is to encourage research focused on Black child and adolescent suicide. Recent data suggest that Black youth, especially those under age 13, appear to be at higher than average risk for suicide and suicide-related behaviors.

The purpose of this Notice is to inform new NIH applicants, their mentors, and grant administrators at their institution about two upcoming webinars the NIH Center for Scientific Review (CSR) is hosting in November 2015.  These webinars are designed to give participants useful insights into our application submission and peer review processes.  CSR is the portal for NIH grant applications and their review for scientific and technical merit.

Office of Research on Women's Health (ORWH) is updating the trans-NIH Strategic Plan for Women's Health Research. NIH is publishing this Notice to solicit input from the basic, clinical and translational scientists as well as advocacy and patient communities on topics under consideration for the next strategic plan. ORWH was established in the Office of the NIH Director by the Public Health Service Act to (a) identify projects and multidisciplinary research related to women's health; (b) encourage research on sex differences and promote coordination among research entities; (c) assist NIH efforts to include women as subjects in clinical research; and (d) develop opportunities and support for women in biomedical careers. These efforts will continue to be part of the office's core mission. ORWH is tasked with the development of a trans-NIH strategic plan for women's health research that promotes allocation of NIH resources for conducting and supporting these research efforts across NIH Institutes and Centers.This Request for Information (RFI) seeks feedback on 3 cross-cutting themes and goals under consideration for the next trans-NIH strategic plan for women's health research. These themes will stimulate new research areas, priorities, and approaches to help put science to work for the health of women.

The Defense Advanced Research Projects Agency (DARPA) Defense Sciences Office (DSO) is issuing a Disruption Opportunity (DO) Special Notice (SN) inviting submissions of innovative basic or applied research concepts in the technical domain of understanding group biases. This DO SN is issued under the Program Announcement for Disruptioneering, DARPA-PA-18-01. All proposals in response to the technical area(s) described herein will be submitted to DARPA-PA-18-01 and if selected, will result in an award of an Other Transaction (OT) for prototype project not to exceed $1,000,000.

In September, Miami received notice from the government that our new F&A rates are: 44.5% for On Campus Organized Research 44.0% On Campus Sponsored Instruction 39.0% On Campus Other Sponsored Activities 26.0% Off Campus All Programs These rates are effective beginning September 1, 2014. Awards received beginning in September and all proposal submissions going forward will be required to use the new rates.

The Army Contracting Command - New Jersey (ACC-NJ), on behalf of The Department of Defense (DOD) is releasing this special notice to inform interested parties of an interest in establishing a Section 845 Other Transaction (OTA) agreement with an eligible entity or group of entities to develop and mature technologies and support policy development to enable advanced approaches to electromagnetic spectrum use. This initiative will support possible needs across the government and industry, in alignment with the National Information Technology R&D (NITRD)/Wireless Spectrum R&D (WSRD) Senior Steering Group (SSG) mission to promote collaboration among government, industry and academia. The purpose of this effort is to identify areas of Research & Development/Prototyping (R&D/PROTOTYPING) of vital importance to the Department's ability to maintain access to the Electromagnetic Spectrum (EMS). The Government is seeking to facilitate optimal application of SRF funds in developing technologies that enable both spectrum sharing and more efficient spectrum use.

With this Dear Colleague Letter, NSF is providing advance notice of a change in the eligibility of prospective applicants to the Graduate Research Fellowship Program (GRFP) to allow the community to plan accordingly. Effective as of the 2017 competition (Fall 2016 deadlines), NSF will limit graduate students to only one application to the GRFP, submitted either in the first year or in the second year of graduate school. No change is made to the eligibility of undergraduates, of bachelor's degree holders without any graduate study, or of individuals who have had an interruption in graduate study of at least two consecutive years.

The Brain Research through Advancing Innovative Neurotechnologies (BRAIN) Initiative is aimed at revolutionizing neuroscience through development and application of innovative technologies to map neural circuits, monitor and modulate their activity, and understand how they contribute to thoughts, sensations, emotions and behavior. NIH has issued a variety of Funding Opportunity Announcements (FOAs) that will support projects that apply technologies to understand neural circuit function in the context of specific circuits, resulting in a diverse portfolio of research into the fundamental biology of nervous system function. The purpose of this announcement is to notify the research community that NIH welcomes BRAIN Initiative applications targeting central nervous system nociceptive and pain circuits, as appropriate to the goals and requirements of specific BRAIN Initiative FOAs. Pain conditions represent an important public health problem and NIH continues to support research into pain pathologies through normal Institute and Center appropriations. However, pain and nociception are also components of normal nervous system function, and the BRAIN Initiative is committed to understanding pain circuits along with brain circuits underlying other sensory, motor, cognitive and emotional functions. It is expected that the unique opportunities of the BRAIN Initiative will enable production of detailed maps of pain circuits, and the adoption of powerful new tools for monitoring and modulating pain circuit activity, leading to significant advances in the understanding of pain and nociception. This notice solicits applications for the Pediatric Mental Health Care Access Program. The purpose of the Pediatric Mental Health Care Access Program is to promote behavioral health integration into pediatric primary care by supporting pediatric mental health care telehealth access programs. State or regional networks of pediatric mental health care teams will provide tele-consultation, training, technical assistance, and care coordination for pediatric primary care providers to diagnose, treat and refer children with behavioral health conditions. For purposes of this funding opportunity, telehealth is defined as the use of electronic information and telecommunication technologies to support and promote long-distance clinical consultation, patient and professional health-related education, public health and health administration. Permitted telehealth modalities between providers include (but are not limited to): real-time video, telephonic communications, store and forward of images and mobile health (mHealth) applications.

This FOA solicits innovative research to optimize HIV prevention and care which is aligned with NIMH Division of AIDS Research (DAR) priorities. Applications may include formative basic behavioral and social science to better understand a step or steps in the HIV prevention or care continuum, and/or the initial development and pilot testing of innovative intervention approaches, and intervention efficacy or effectiveness trials. This notice solicits applications for the Nurse Faculty Loan Program (NFLP). The purpose of this one-year funding opportunity is to increase the number of qualified nursing faculty by providing funding to accredited schools of nursing to offer loans to students in advanced education nursing degree programs who are committed to become nurse faculty. In exchange for full-time, post-graduation employment as nurse faculty, the program authorizes cancelation of up to 85 percent of any such loan (plus interest thereon).

The announcement seeks applications from public and private nonprofit entities to establish and operate voluntary family planning services projects, which shall provide family planning services to all persons desiring such services, with priority for services to persons from low-income families. The Title X statute specifies that local and regional public or private nonprofit entities may apply directly to the Secretary for a Title X family planning services grant under this announcement. Family planning services include clinical family planning and related preventive health services; information, education, and counseling related to family planning; and, referral services as indicated. The focus of this NOSI is to inform the research community that the NIMH is supporting administrative supplements (in scope of parent award) to cover unanticipated costs caused by the COVID-19 pandemic or related mitigation efforts that could not be covered by rebudgeting existing funds.

The National Institute of Minority Health and Health Disparities (NIMHD), withthe other participating NIH Institutes, Centers, andOffices(ICOs),intends to promote a new initiative by publishing a Funding Opportunity Announcement (FOA) to solicit research to evaluatecommunity interventions testing 1) the impacts of mitigation strategies to prevent COVID-19 transmission in NIH-designated health disparity populations and other vulnerable groups; and 2) already implemented, new, or adapted interventions to address the adverse psychosocial, sociocultural, behavioral, and socioeconomic consequences of the pandemic on the health of these groups.

The goal of the NOSI is to develop strategies and interventions to address vaccine hesitancy, uptake, and implementation among populations who experience health disparities in the US. The NOSI will solicit research to help understand and address misinformation, distrust, and hesitancy regarding vaccines (e.g., SARS-CoV-2, human papilloma virus, pneumococcal, influenza, hepatitis B, and herpes zoster) that target adults in the United States and territories, especially among populations who are at increased risk for morbidity and mortality due to long-standing systemic health and social inequities and chronic medical conditions. The program will solicit community-engaged research to: 1) evaluate innovative interventions (e.g., expand reach, access) to facilitate vaccination uptake in clinical and community contexts; and 2) address the barriers to increasing reach, access, and uptake of vaccinations among health disparity populations.
