MOVO will be a five-year regional messaging and communication effort that leverages both traditional and new media to counter violent extremism and promote democracy, human rights and governance. MOVO will aim to form lasting partnerships to amplify moderate voices in communities as well as national and regional networks and institutions. MOVO will use a strategic information campaigns to tackle difficult, long-standing issues critical to VE vulnerability as well as to respond directly to events and hot topics. MOVO will integrate with other USG CVE and messaging efforts, such as State and USAID-funded programs, Public Affairs Sections and Military Information Support Teams (MIST) in the region. With regard to mediums of information exchange, MOVO will strengthen and expand existing PDev II radio networks and programming, continuing to invest in the medium most easily accessible to rural communities at-risk. However, MOVO will also produce targeted video content in targeted countries that is easily sharable and of most interest to target demographics. Mobile platforms that leverage feature phones have proved wildly popular and are useful in engaging rural audiences. Social media offers exciting new opportunities to connect with target audiences. However, poor internet penetration in target areas and among target demographics may limit the applicability of the medium. MOVO will expand its emphasis on social media in a measured, iterative manner that builds on effective, cost-efficient approaches. To the extent possible, all content will be cross-promoted across radio, video, mobile and social media to increase dissemination and build audiences across demographics and platforms.

The U.S. Embassy Islamabad Public Affairs Section (PAS) announces an Open Source RFP and invites organizations to submit a proposal supporting people-to-people activities between the people of the United States and Pakistan, specifically in the area of filmmaking and capacity building within the film industry. These activities should expand people-to-people relationships between non-officials (e.g. academic scholars and filmmakers), strengthen peaceful regional relationships, and increase mutual understanding between the people of the United States and the people of Pakistan. Film has the power to transform lives, communities, and societies, and create a more just, humane, and sustainable future. Program goals: 1. Strengthen People-to-People Ties between the U.S. and Pakistan: Increase mutual understanding between U.S. and Pakistani film professionals. 2. Create Institutional Linkages Between the U.S. and Pakistani Film Industries: Encourage the local filmmaking industry to build long-term, self-sustaining relationships between U.S. and Pakistani filmmaking institutions, existing or new film festivals, and film schools. 3. Expand Filmmaking Capacity: Provide Pakistani filmmakers with training on professional standards in filmmaking, with venues to exhibit their work and opportunities to engage in substantive dialogue with film industry professionals. 4. Strengthen Regional Cooperation between Afghanistan, Pakistan and India: Increase mutual understanding on a regional level by including Indian and Afghan filmmakers in film capacity-building projects. 5. Encouraging Accurate Messaging: Build local filmmaker capacity to generate narratives that confront ideological support for terrorism, through projects that develop credible local broadcast content and present accurate information on U.S.-Pakistan cooperation.

The Public Affairs Section (PAS) of the U.S. Embassy in Kabul, Afghanistan is pleased to announce an open competition for eligible organizations to submit applications to carry out a program to create and broadcast via television and radio a multi-language drama series set a few years in Afghanistan's future showing what could be possible if the nation embraced peace and reconciliation. This cooperative agreement will support the development, production, and television and radio broadcast of a Pashto- and Dari-language television and radio drama series set in Afghanistan's future following successful peace and reconciliation. It will show possibilities for Afghans as individuals, as communities, and as a nation under a lasting peace and reconciliation process. The drama will attempt to foreshadow the positive results of a successful peace reconciliation process: harmony between ethnicities, safe travel between provinces, job creation, economic growth, foreign investment, construction in the capital and provinces, and Afghanistan's role as a peaceful and independent nation on the world stage. Through flashbacks, the drama will also show pivotal times in Afghanistan's history as well as difficult and complex past decisions made by individuals, communities, and the nation that resulted in this peaceful and prosperous future. The series should acknowledge that conflict between characters and groups will remain, but demonstrate how those conflicts are managed peacefully.

The NPS is the lead federal agency assigned the principal responsibility for administering three federal historic documentation programs: the Historic American Buildings Survey (HABS), the Historic American Engineering Record (HAER), and the Historic American Landscape Survey (HALS). The documentation programs and their associated collections are among the largest and most heavily used in the Prints and Photographs Division of the Library of Congress. The collections document achievements in architecture, engineering, and design in the United States and its territories through a comprehensive range of building types and engineering technologies.These federal documentation programs have recorded America's built environment in multi-format surveys comprising more than 556,900 measured drawings, large-format photographs, and written histories for more than 38,600 historic structures and sites dating from Pre-Columbian times to the twentieth century. Through this agreement, the NPS , Intermountain Region, is seeking to work with a cooperator to expand the documentation of heritage sites to include: producing 3D high definition digital documentation of resources through LiDAR scanning, photogrammetry and other state-of-the-art technologies, including 3D point clouds, 3D visualizations, 3D models, 3D reconstructions, 3D virtual tours and 3D animated fly-throughs; training and employing students to produce 3D digital documentation; developing educational and interpretive content associated with the 3D digital images; creating virtual learning opportunities through web-based applications for research; archiving and managing digital data in accordance with National Archives and Records Administration (NARA) standards; providing free access to the data via a website designed for use by the general public; and hosting and maintaining that website.

Support Shared Security - Projects for consideration in this category could/should support and advance cooperation between the United States and Turkey on defeating ISIS/DAESH and other extremist groups; projects in Turkey that support advancing stability in Syria; all facets of counterterrorism efforts; and transnational crime. Also, projects that support and advance cooperation between the United States and Turkey in NATO and other multilateral security organizations. Strengthen Economic Prosperity: Promoting Innovation and Fostering Entrepreneurship - Depending on the level of entrepreneurial opportunity and ability in the targeted region(s) for the activity, proposals here could include trainings to introduce the concept and principles of entrepreneurship, promote networking and mentorship opportunities, provide small-and-medium enterprise (SME) development planning, teach marketing and outreach techniques, foster research and development/innovation, etc. Reinforce Democratic Values: Media - Proposals should support journalists and/or citizen journalists through trainings or activities to bolster media literacy, investigative journalism, social media/internet publishing, research and fact checking, documentary filmmaking, visual or other storytelling, etc.

The Office of Citizen Exchanges of the Bureau of Educational and Cultural Affairs (ECA, or "Bureau") announces an open competition for the FY 2018 Global Media Makers (GMM) program. GMM will connect approximately 12 to 18 mid-career film and television professionals ("Fellows") from approximately six to eight countries with leading U.S. entertainment and media professionals ("Mentors"). These Mentors will facilitate behind-the-scenes access, bolster participants' technical skills and creative content development, and build the foundations for lasting professional networks. This program will focus on film and television projects in development and match participants' areas of interest with Mentor expertise. Fellows will travel to Los Angeles, California for a five-to-six week residency to work on projects with Mentors and receive state-of-the-art-training and industry access to support conceptual development of independent, authentic, and compelling content for distribution in their home countries. Following the residency, Mentors will travel to a select number of the Fellows' countries, when possible, for continued creative consultation and engagement. Both Mentors and Fellows will mutually benefit from the extended creative and professional development, which will promote dialogue and understanding and lead to greater creative and entrepreneurial connections.

The Public Affairs Section (PAS) of the U.S. Embassy in Kabul, Afghanistan is pleased to announce an open competition for assistance awards through this Request for Grant Proposals (RFGP). PAS Kabul invites all eligible organizations (See Section III. Eligibility Requirements on page 5) to submit a proposal for a grant with the U.S. Embassy to enhance the capacity of three Afghan government media relations offices so that their media outreach increases in number and effectiveness and the gap between the Afghan public and their governemnt is narrowed. The grant's goals will be achieved by strengthening the capacity of the ministries to engage in proactive, effective, and truthful outreach to both public and private media. The three ministry media relations offices that this grant will train and support are: the Ministry of Agriculture, the Ministry of Public Health, and the Independent Directorate for Local Governance. This will be a one-year project, focused on training and production of new stories for a variety of different media. The successful applicant must have strong experience in communications, media training and public relations, with a broad track record in developing and placing stories about the real and measurable progress in Afghanistan with the Afghan media. The successful proposal also must show strong project management experience that demonstrates success in meeting both short- and long-term milestones. Success for this project also will be measured by the number of media activities, the number and impact of stories placed in the media, and the ability of the ministry press office to sustain and carry on this work after the award performance period has been completed.

The U.S. Embassy in Moldova seeks to support independent voices in the Moldovan media landscape through the development of good quality local production capacity in the Republic of Moldova in the interests of plurality of views and editorial independence. Specifically, this initiative seeks to support the development of the community of filmmakers and digital content creators who use their medium to present an alternative vision of Moldovan society and culture. The U.S. Embassy seeks a qualified implementing partner that will select, mentor and monitor a series of sub-grantees from the Moldovan creative community.The project will include two major components: 1. Planning and administration of sub-grantees applying for production related initiatives. The grant recipient must solicit applications from emerging or established Moldovan filmmakers, NGOs and creative studios based on an open competition, and select participants based on merit, potential and proposed project goals and outcome. 2. Mentorship of filmmakers, studios and NGOs that successfully pass the selection stage for film production, film festivals, and other non-news production projects. Grant recipient need to mentor the funds recipients in all the cycles of the projects: Planning, Script writing (where necessary), Pitching, Production, Distribution, Fundraising etc. The funding competitions to be announced by the grant recipient of this funding opportunity should be opened to individuals and entities from/registered in the Republic of Moldova and can include different formats, i.e. documentary, narrative, animation, or experimental formats. The themes and goals shall be discussed together with the U.S. Embassy team and the grant recipient.

With this solicitation, NIJ seeks applications for research and evaluation projects that will improve knowledge and practice related to identifying, preventing, investigating, prosecuting, and reducing technology-facilitated abuse, including sextortion, nonconsensual pornography (revenge porn), doxing, swatting, cyberstalking, and cyber-hate. NIJ will support scientifically rigorous projects designed to produce highly practical findings that will inform program, policy, practice and other efforts to address such crimes. NIJ is particularly interested in research and evaluation projects addressing the following topics . Risk and protective factors associated with an individual falling victim to technology-facilitated abuse, as well as how individuals or organizations become involved in these types of crimes. . Studies of the costs and consequences of technology-facilitated abuse (financial and otherwise), as well as how Internet-enabled harassment may be related to other crime(s). . Studies of the effectiveness of approaches in identifying, preventing, investigating, and prosecuting technology-facilitated abuse (This may include consideration of legislation and/or training). . Studies of the frequency and impacts of technology-facilitated abuse, in particular their effect on women and ethnic, religious, and racial minorities.

The Bureau of International Narcotics and Law Enforcement Affairs is seeking Statements of Interests (SOIs) from qualified organizations to implement a program to strengthen investigative journalism on the topic of corruption, corruption proceeds, and illicit financial transactions (i.e. money laundering) of such proceeds. The goal of this project is to improve the quality and quantity of investigative pieces exposing corruption and illicit finance, particularly as facilitators of transnational crime, and to increase awareness among justice sector actors and journalists of relevant information produced by each group (i.e. law enforcement alerts, tips, or actionable reporting), and identify and promote ways in which they might more effectively engage each other when possible. The project will aim to build this capacity in the Western Hemisphere. INL will review all SOIs for eligibility. Eligible SOIs will be subject to compliance of Federal and Bureau regulations and guidelines and may also be reviewed by the Office of the Legal Adviser or by other Department elements.Organizations may be recommended to submit a full proposal based on an evaluation of how the SOI best meets the solicitation review criteria, U.S. foreign policy objectives, and the priority needs of INL. The anticipated notification date is within five weeks of the closing date of this announcement.

Digital Humanities Advancement Grants (DHAG) support digital projects throughout their lifecycles, from early start-up phases through implementation and long-term sustainability. Experimentation, reuse, and extensibility are hallmarks of this program, leading to innovative work that can scale to enhance scholarly research, teaching, and public programming in the humanities. This program is offered twice per year. Proposals are welcome for digital initiatives in any area of the humanities. Through a special partnership with NEH, the Institute of Museum and Library Services (IMLS) anticipates providing additional funding to this program to encourage innovative collaborations between museum or library professionals and humanities professionals to advance preservation of, access to, use of, and engagement with digital collections and services. IMLS and NEH may jointly fund some DHAG projects that involve collaborations with museums and/or libraries. Digital Humanities Advancement Grants may involve * creating or enhancing experimental, computationally-based methods, techniques, or infrastructure that contribute to the humanities; * pursuing scholarship that examines the history, criticism, and philosophy of digital culture and its impact on society, or explores the philosophical or practical implications and impact of digital humanities in specific fields or disciplines; or * revitalizing and/or recovering existing digital projects that promise to contribute substantively to scholarship, teaching, or public knowledge of the humanities.

The American Film Showcase (AFS) is the State Department's flagship film exchange program and is implemented by the University of Southern California's (USC) School of Cinematic Arts. AFS supports the exchange of U.S. films, filmmakers, and film experts in support of foreign policy priorities. The Public Affairs Section of the U.S. Embassy South Africa announces an open competition for organizations to submit applications to support the 2020 American Film Showcase in South Africa, with a specific focus on the use of documentary film for conveying human rights messages. Concept notes are requested from organizations that have the necessary capacity, experience, and knowledge to support the implementation of the AFS 2020 program in South Africa. Logistical and financial management capabilities, linkages with existing film events and programs, and a focus on innovative approaches will be critical components of a successful proposal. AFS brings award-winning contemporary American documentaries, independent films, and filmmaking know-how to audiences around the world, offering a view of American society and culture as seen by independent filmmakers. Funded by a grant from the State Department's Bureau of Educational and Cultural Affairs (ECA) and produced by the USC School of Cinematic Arts (SCA), the Showcase highlights the value of film in fostering understanding and cooperation, dialogue, and debate. AFS will include a visit from American documentary filmmakers to engage with local audiences, as well as a film collection for use in related activities. The Public Affairs Section of the Embassy of the United States of America in Islamabad, Pakistan, is pleased to announce an open competition for assistance awards through this Notice of Funding Opportunity (NOFO). PAS Islamabad invites all eligible organizations (see Section C for Eligibility Requirements) to submit proposals for a Grant or Cooperative Agreement to support activities focused on providing media training and professional development to professionals in the media field through one of the activity areas specified in this NOFO. PAS Islamabad invites proposals for projects that focus on one of the priority areas specified below. The Interdisciplinary Behavioral and Social Science Research (IBSS) competition promotes the conduct of interdisciplinary research by teams of investigators in the social and behavioral sciences. Emphasis is placed on support for research that involves researchers from multiple SBE disciplinary fields and that integrates scientific theoretical approaches and methodologies from multiple SBE disciplinary fields. Emphasis also is placed on the significance of expected intellectual contributions that are likely to yield generalizable insights and information that will enhance theoretical perspectives and advance basic knowledge and capabilities across multiple SBE disciplinary fields. Although the IBSS competition will consider any proposal that addresses a topic for which the proposal makes a compelling case that the research will enhance broader theoretical understanding across multiple social and behavioral science fields, social and behavioral science researchers are especially encouraged to submit proposals for research on one of the following three broadly defined topics: Population Change; Sources and Consequences of Disparities; and Technology, New Media, and Social Networks.

The Strong invites researchers to use its wealth of resources on the history of play and playthings. To encourage and support scholarship, The Strong awards research fellowships three times each year. Eligible research projects must benefit from access to collections held by The Strong, including: Publications and other materials in The Strong's Brian Sutton-Smith Library and Archives of Play Artifacts from the collections of The Strong Artifacts and other materials related to the work of the International Center for the History of Electronic Games (ICHEG) The Strong invites applications for research fellowships from academic professionals, independent scholars, museum scholars, and advanced graduate students at the Masters or PhD levels. Digital Projects for the Public grants support projects that significantly contribute to the public's engagement with the humanities. Digital platforms-such as websites, mobile applications and tours, interactive touch screens and kiosks, games, and virtual environments-can reach diverse audiences and bring the humanities to life for the American people. The program offers three levels of support for digital projects: grants for Discovery projects (early-stage planning work), Prototyping projects (proof-of-concept development work), and Production projects (end-stage production and distribution work). While projects can take many forms, shapes, and sizes, your request should be for an exclusively digital project or for a digital component of a larger project. All Digital Projects for the Public projects should * deepen public understanding of significant humanities stories and ideas; * incorporate sound humanities scholarship; * involve humanities scholars in all phases of development and production; * include appropriate digital media professionals; * reach a broad public through a realistic plan for development, marketing, and distribution; * create appealing digital formats for the general public; and * demonstrate the capacity to sustain themselves. All projects should demonstrate the potential to attract a broad, general, nonspecialist audience, either online or in person at venues such as museums, libraries or other cultural institutions. Applicants may also choose to identify particular communities and groups, including students, to whom a project may have particular appeal.

The Pop Culture Collaborative represents an innovative hub for high impact partnerships and grants designed to help organizations and individuals leverage the reach and power of pop culture for social justice goals. Pop Up Rapid Response Grants are designed to help organizations working to build movements, drive campaigns, produce stories, and leverage media and entertainment mediums to drive positive narrative and social change in popular culture. Funded projects must impact, support, or engage at least one of these community groups: people of color, immigrants, refugees, or Muslims. Examples of funded projects include public events and private retreats; tool and resource prototypes; network and partnership building; story, narrative, and strategy design process; and creative content including short film/video, concerts, music recordings, etc. Grants range from $5,000 to $30,000. Requests may be submitted at any time by nonprofit organizations, for-profit organizations, and individuals. Preservation Assistance Grants help small and mid-sized institutions-such as libraries, museums, historical societies, archival repositories, cultural organizations, town and county records offices, and colleges and universities-improve their ability to preserve and care for their significant humanities collections. These may include special collections of books and journals, archives and manuscripts, prints and photographs, moving images, sound recordings, architectural and cartographic records, decorative and fine art objects, textiles, archaeological and ethnographic artifacts, furniture, historical objects, and digital materials.

Our mission is to improve learning and enrichment opportunities for children. We do this by supporting and sharing effective ideas and practices in five major initiatives: School Leadership: Strengthening the leadership of principals and other key figures to improve student achievement. After School: Helping cities improve access to high-quality after-school programs through coordinating the work of government agencies, private funders, nonprofits and others groups. Summer and Expanded Learning: Supporting school district and other efforts to expand learning time during summer and the school day or year. Arts Education: Expanding arts learning opportunities for children and teens in school and beyond. Audience Development for the Arts: Supporting arts organizations to develop and test ideas for reaching new audiences so that many more people might enjoy the benefits of the arts.

This Funding Opportunity Announcement (FOA) is part of a trans-NIH initiative known as Collaborative Research on Addiction (CRAN). The goal of this FOA is to inspire and support research projects investigating the role of social media in risk behaviors associated with the use and abuse of alcohol, tobacco, and other drugs (hereafter referred to as "ATOD") and projects using social media to ameliorate such behaviors. Each research project proposed in response to this FOA must be focused on one of the two distinct areas: 1) observational research using social media interactions as surveillance tools to aid in the understanding of the epidemiology, risk factors, attitudes, and behaviors associated with ATOD use and addiction, or 2) intervention research measuring the reach, engagement, and behavioral and health impact of social media-based interventions for the screening, prevention, and treatment of ATOD use and addiction.
