The Emerging Frontiers in Research and Innovation (EFRI) program of the NSF Directorate for Engineering (ENG) serves a critical role in helping ENG focus on important emerging areas in a timely manner. The Division of Environmental Biology (DEB) supports fundamental research on populations, species, communities, and ecosystems. Scientific emphases range across many evolutionary and ecological patterns and processes at all spatial and temporal scales. Areas of research include biodiversity, phylogenetic systematics, molecular evolution, life history evolution, natural selection, ecology, biogeography, ecosystem structure, function and services, conservation biology, global change, and biogeochemical cycles. Research on organismal origins, functions, relationships, interactions, and evolutionary history may incorporate field, laboratory, or collection-based approaches; observational or manipulative experiments; synthesis activities; as well as theoretical approaches involving analytical, statistical, or computational modeling.

Focused Research Hubs in Theoretical Physics (FRHTP) are designed to enhance significant breakthroughs at an intellectual frontier of physics by providing resources beyond those available to individual investigators, so as to promote a collaborative approach to a focused topic while promoting the preparation of scientists at the beginning of their independent scientific careers.

The Service, Manufacturing and Operations Research (SMOR) program supports fundamental research leading to the creation of innovative mathematical models, analysis, and algorithms for decision-making related to design, planning, and operation of service, manufacturing, and other complex systems. Specifically, the program supports two main types of research: (i) innovations in general-purpose methodology related to optimization, stochastic modeling, and decision and game theory; and (ii) research grounded in relevant applications that require the development of novel and customized analytical and computational methodologies. Application areas of interest include supply chains and logistics; risk management; healthcare; environment; energy production and distribution; mechanism design and incentives; production planning, maintenance, process monitoring and quality control; and national security. Of particular interest are methods that incorporate increasingly rich and diverse sources of data to support decision-making.

Research proposals are sought from educational institutions, nonprofit organizations, and commercial organizations for research in materials sciences; ballistics and aeromechanics sciences; information sciences; human sciences; survivability, lethality, and vulnerability analysis and assessment; chemistry; electronics; physics; environmental sciences; life sciences; mechanical sciences, mathematical sciences, computing sciences and network sciences. Proposals will be evaluated only if they are for scientific study and experimentation directed toward advancing the state of the art or increasing knowledge and understanding. ARO has primary responsibility for ARL's extramural basic research programs, with specific research interests as described in Part II.A.2. The ARL Directorates, while having primary responsibility for ARL's in-house research programs, also manage select extramural basic research programs. The first Health and Human Performance Research (HHPR) Summit is upcoming April 28-30, 2015 in Dayton, Ohio. We are on target to have more than 200 attendees, 75+ posters, and 12 breakout sessions discussing the topics of the summit. More than 75 participants from Federal Research labs will be presenting and participating in the event and it is a great opportunity for our Ohio Academic Institutions to create relationships and understand the objectives of these researchers. As such, we have an interest in ensuring Ohio universities and research institutions are represented in this event to increase the funding which is attracted to our State. We would like to extend an invitation to your institution to participate in the Summit through poster presentations and/or attending the Summit. Designed to provide networking opportunities for researchers and industry to connect through a focus on exploring commercializing opportunities in Science and Technology within the health and human performance domain; the HHPR Summit is also intended to further develop the research relationships with the Air Force Research Laboratory (AFRL) and support the commercialization within Ohio. It is important to us as we look to the strategies we are undertaking as a state to ensure the major universities and research institutions have an opportunity to play a major role in this relationship. The Summit is a forum to generate research knowledge and ideas, recruit and retain key organizations and researchers in the human systems domain, and link research to entrepreneurial outcomes, and diffuse information.

The goals of the Program are to: (i) advance knowledge about the processes that force and regulate the atmosphere’s synoptic and planetary circulation, weather and climate, and (ii) sustain the pool of human resources required for excellence in synoptic and global atmospheric dynamics and climate research. Research topics include theoretical, observational and modeling studies of the general circulation of the stratosphere and troposphere; synoptic scale weather phenomena; processes that govern climate; the causes of climate variability and change; methods to predict climate variations; extended weather and climate predictability; development and testing of parameterization of physical processes; numerical methods for use in large-scale weather and climate models; the assembly and analysis of instrumental and/or modeled weather and climate data; data assimilation studies; development and use of climate models to diagnose and simulate climate and its variations and change. Some Climate and Large Scale Dynamics (CLD) proposals address multidisciplinary problems and are often co-reviewed with other NSF programs, some of which, unlike CLD, use panels in addition to mail reviewers, and thus have target dates or deadlines. This program provides fellowships, through academic departments and programs of IHEs, to assist graduate students with excellent records who demonstrate financial need and plan to pursue the highest degree available in their course study at the institution in a field designated as an area of national need.

The National Science Foundation's Directorates for Mathematical and Physical Sciences (MPS), Engineering (ENG), and Computer and Information Science and Engineering (CISE) are coordinating efforts to identify bold new concepts with the potential to contribute to significant improvements in the efficiency of radio spectrum utilization, protection of passive sensing services, and in the ability for traditionally underserved Americans to benefit from current and future wireless-enabled goods and services. EARS seeks to fund innovative collaborative research that transcends the traditional boundaries of existing programs, such as research that spans disciplines covered by two or more of the participating NSF directorates.

The BIGDATA program seeks novel approaches in computer science, statistics, computational science, and mathematics, along with innovative applications in domain science, including social and behavioral sciences, geosciences, education, biology, the physical sciences, and engineering that lead towards the further development of the interdisciplinary field of data science. The solicitation invites two types of proposals: "Foundations" (F): those developing or studying fundamental theories, techniques, methodologies, technologies of broad applicability to Big Data problems; and "Innovative Applications" (IA): those developing techniques, methodologies and technologies of key importance to a Big Data problem directly impacting at least one specific application. Therefore, projects in this category must be collaborative, involving researchers from domain disciplines and one or more methodological disciplines, e.g., computer science, statistics, mathematics, simulation and modeling, etc. While Innovative Applications (IA) proposals may address critical big data challenges within a specific domain, a high level of innovation is expected in all proposals and proposals should, in general, strive to provide solutions with potential for a broader impact on data science and its applications. IA proposals may focus on novel theoretical analysis and/or on experimental evaluation of techniques and methodologies within a specific domain. This announcement solicits applications for the Rapid Response Rural Data Analysis and Issue Specific Rural Research Studies program.  The purpose of this program is to assist rural communities with conducting rapid data analyses and short term issue-specific rural research studies to understand the impact of current and proposed policies and regulations as well as provide information that will improve access to health care and population health in rural America.  Due to the nature of rural policy analysis and formulation, rural organizations and health care providers often require timely information that is available only through specialized analysis of databases of information compiled by the Centers for Medicare and Medicaid Services (CMS), other Federal and State agencies, or private organizations.  Most rural groups and individuals do not have the capacity to store the data sets, the staff expertise to refine and analyze the data nor the technology necessary to run statistical analyses.  Findings from these analyses will be used to help inform rural health care providers and stakeholders such as the U.S. Department of Health and Human Services (HHS), Congress, states, and for-profit and nonprofit entities that set policies impacting rural communities.

The Analysis Program supports basic research in that area of mathematics whose roots can be traced to the calculus of Newton and Leibniz. Given its centuries-old ties to physics, analysis has influenced developments from Newton's mechanics to quantum mechanics and from Fourier's study of heat conduction to Maxwell's equations of electromagnetism to Witten's theory of supersymmetry. More generally, research supported by Analysis provides the theoretical underpinning for the majority of applications of the mathematical sciences to other scientific disciplines. Current areas of significant activity include: nonlinear partial differential equations; dynamical systems and ergodic theory; real, complex and harmonic analysis; operator theory and algebras of operators on Hilbert space; mathematical physics; and representation theory of Lie groups/algebras. Emerging areas include random matrix theory and its ties to classical analysis, number theory, quantum mechanics, and coding theory; and development of noncommutative geometry with its applications to modeling physical phenomena. It should be stressed, however, that the underlying role of the Analysis Program is to provide support for research in mathematics at the most fundamental level.
