The purpose of this Notice is to inform new NIH applicants, their mentors, and grant administrators at their institution about two upcoming webinars the NIH Center for Scientific Review (CSR) is hosting in November 2015.  These webinars are designed to give participants useful insights into our application submission and peer review processes.  CSR is the portal for NIH grant applications and their review for scientific and technical merit.

In September, Miami received notice from the government that our new F&A rates are: 44.5% for On Campus Organized Research 44.0% On Campus Sponsored Instruction 39.0% On Campus Other Sponsored Activities 26.0% Off Campus All Programs These rates are effective beginning September 1, 2014. Awards received beginning in September and all proposal submissions going forward will be required to use the new rates.

With this Dear Colleague Letter, NSF is providing advance notice of a change in the eligibility of prospective applicants to the Graduate Research Fellowship Program (GRFP) to allow the community to plan accordingly. Effective as of the 2017 competition (Fall 2016 deadlines), NSF will limit graduate students to only one application to the GRFP, submitted either in the first year or in the second year of graduate school. No change is made to the eligibility of undergraduates, of bachelor's degree holders without any graduate study, or of individuals who have had an interruption in graduate study of at least two consecutive years.

This notice solicits applications that accelerate substantial solutions or propose innovative ways of capturing, using, and reusing materials such as: (1) advancing the sustainable management of food (organics) through prevention, donation or recycling; (2) expanding, capturing and/or reusing glass cullet or the glass recycling infrastructure; (3) advancing recycling market development using clear marketing strategies for material reuse opportunities within the Southeast; and (4) advancing Sustainable Materials Management (SMM) in the built environment (including buildings, infrastructure, and resiliency). Priorities for this solicitation are economically-driven strategies to drive SMM of food, glass, recycling markets, and the built environment.

NSF is interested in activities that accelerate materials discovery and development by building the fundamental knowledge base needed to progress towards designing and making a material with a specific and desired function or property from first principles. Also of interest to NSF is research that seeks to advance fundamental understanding of materials across length and time scales to elucidate the effects of microstructure, surfaces, and coatings on the properties and performance of materials and devices. The DMREF goal is to control material properties through design: this is to be accomplished by understanding the interrelationships of composition, processing, structure, properties, performance, and process control. The approach envisioned to achieve this goal involves modeling, analysis and computational simulations, validated and verified through measurement, experimentation or device demonstration. This requires new data analytic tools and statistical algorithms; advances in predictive modeling that leverage machine learning, data mining, and sparse approximation; data infrastructure that is accessible, extensible, scalable, and sustainable; and new collaborative capabilities for managing large, complex, heterogeneous, distributed data supporting materials design, synthesis, and longitudinal study.

In 2013, a new NSF-funded petascale computing system, Blue Waters, was deployed at the University of Illinois.  The goal of this project and system is to open up new possibilities in science and engineering by providing computational capability that makes it possible for investigators to tackle much larger and more complex research challenges across a wide spectrum of domains.  The purpose of this solicitation is to invite research groups to submit requests for allocations of resources on the Blue Waters system. Proposers must show a compelling science or engineering challenge that will require petascale computing resources. Proposers must also be prepared to demonstrate that they have a science or engineering research problem that requires and can effectively exploit the petascale computing  capabilities offered by Blue Waters.  Proposals from or including junior researchers are encouraged, as one of the goals of this solicitation is to build a community capable of using petascale computing.

The following programs have due dates that fall between October 1 - 25, 2013, and these dates are being revised due to the Federal  government shutdown. These revised dates apply whether the proposal is being submitted via the NSF FastLane System or  Grants.gov.
