The U.S. Embassy in Australia invites Australian organizations and individuals to submit proposals for funding of programs that increase mutual understanding between the U.S. and Australia and promote the bilateral relationship. Topic areas eligible for funding include: entrepreneurship and innovation; U.S. policies, society, culture and values; cultural diversity; academic integration and advancement; civic participation; countering violent extremism; global challenges such as climate change, clean energy, promotion of STEM, human rights, economic development, health, LGBTI issues, and marginalized populations. Most grants funded are in the $5,000 to $15,000 range, though proposals for higher amounts will be considered if the project is of particular value to advancing the U.S.-Australia relationship. Proposals that include cost sharing by the applicant or another relevant organization are encouraged.
IODP scientific objectives require a heavy vessel for drilling deep sedimentary and crustal holes, a lighter vessel to provide widely distributed arrays of high resolution cores to address climate, environmental, and observatory objectives, and use of other drilling platforms, called Mission Specific Platforms (MSP's), for the Arctic and shallow water projects which can't be undertaken from the two primary IODP vessels.

As described in detail below, this program is intended to encourage collaborations by US and Israeli researchers focused on foundational research in all areas of cybersecurity that is likely to have impacts on the security and trustworthiness of cyberspace in the long term. NSF will fund the US researchers and BSF will fund the Israeli researchers. Proposals must be respondent to the Small category (up to $500,000 over 3 years for the NSF-funded portion) and the Trustworthy Computing (TWC) perspective specified in the NSF Secure and Trustworthy Cyberspace (SaTC) solicitation. US researchers should obtain pre-approval from NSF before submission. US and Israeli collaborative researchers must each submit the identical research description to NSF and BSF (respectively), with each budgeting for their own participants, and including a copy of the budget for the counterparts. US participants must include a release document. All proposals will be reviewed by NSF; those selected for funding will have separate agreements with NSF (for US researchers) and BSF (for Israeli researchers).
USAID is making a special call for the submission of Concept Papers focused on advancing the success and achieving the goals of Power Africa. More specifically, Power Africa , USAID's Bureau for Africa, and other offices within USAID/Washington, and USAID Missions in sub-Saharan Africa countries, are seeking to engage with interested parties to develop activities or projects that can pool funds, talent, and resources from USAID, other government agencies, and private sector partners to support Power Africa.
Mozambique is at a critical junction of controlling its HIV/AIDS epidemic in order to meet The Joint United Nations Programme on HIV/AIDS (UNAIDS) goal of 90-90-90 by 2020 and 95-95-95 by 2030. Reaching these goals not only requires robust clinical interventions, but simultaneously requires addressing social, cultural, and legal barriers that inhibit equal access to health services for all people living with and affected by HIV. This requires not only the training of those at a local level who interact with people living with HIV/AIDS (PLHIV) or other vulnerable populations but also building the capacity of civil society organizations that can assist with improving uptake of HIV services as well as improving retention and linkages. This NOFO will increase the availability, accessibility, acceptability, and quality of HIV services provided in health facilities or community level by implementing innovative activities that reduce stigma and discrimination, increase retention and linkages of HIV and TB services, improve health facilities’ redress mechanisms, optimize care for HIV and TB patients, and improve patient rights and access to quality services for PLHIV.
USAID/Cambodia seeks to make a five-year award focused on the goal of improving the quality of public and private health services in Cambodia in a sustainable manner through technical assistance to national and sub-national health systems. The activity will achieve this goal through four objectives: 1) improved policies, guidelines and standards for streamlined quality assurance; 2) increased efficiency and effectiveness of service delivery; 3) strengthened regulatory framework, implementation, and enforcement; and 4) strengthened pre-service public health training. Under these objectives, the award will support the Ministry of Health, Provincial Health Departments, Operational District Offices and Referral Hospital Management to improve the quality of health services through targeted technical assistance and limited introduction of new techniques, approaches, and technologies that improve quality of health services in both the public and private sector. The award will build upon existing, effective quality assurance systems and ensure that they incorporate a focus on USAID/Cambodia's technical priorities (maternal and child health, family planning, nutrition, tuberculosis, HIV and malaria). In addition, a major focus of the award will be ensuring quality of health services provided in the private sector. This will include, but is not limited to, strengthening licensing and regulation of service providers and monitoring of service quality in the private sector toward the development of an accreditation system for both public and private providers.
This NOFO seeks to provide infrastructure support and technical assistance to Mozambican Ministry of Health (MOH) health clinics and facilities in order to scale-up HIV and TB services through PEPFAR. This NOFO will provide technical assistance to help address MOH infrastructure needs as well as providing overall alternative solutions to improving the health infrastructure either through renovations, pre-fabricated (pre-fab) structures, or equipment necessary for the improvement of HIV/AIDS and TB services across the clinical cascade. Sites for infrastructure support will be selected based on MOH and PEPFAR priorities. Health centers may require different infrastructure solutions which may include pre-fab structures for warehouses, pharmacies, laboratories, and medium-sized health units. Supported health facilities may be geographically dispersed throughout Mozambique and involve rural and urban areas. The accomplishment of these objectives will support the Government of Mozambique’s goal of promoting epidemic control through an increased facility maximum HIV patient capacity and will in turn facilitate the country’s HIV strategic goals.
Zimbabwe’s HIV epidemic is declining but remains generalized, with a national prevalence of 14%, incidence among adults 15-64 years of 0.45% (~32,000 new infections annually) and a mother to child transmission (MTCT) rate of 5.2%despite prevention of mother-to-child transmission (PMTCT) coverage of 93%. There are approximately 1.4 million people living with HIV (PLHIV), steadily increasing as PLHIV live longer on treatment. However, testing, treatment, and viral suppression coverage lag behind the 90-90-90 targets; in particular, the“first 90” where 74% of PLHIV know their status. Zimbabwe’s Ministry of Health and Child Care (MOHCC) has highlighted human resource challenges across the entire continuum of HIV service delivery. As Zimbabwe has adopted the UNAIDS Fast Track strategy for epidemic control, differentiated care becomes increasingly necessary to increase convenience and access and decongest clinical facilities. These strategies have been piloted in different settings, but require rapid scale-up. This NOFO aims to reach epidemic control in the challenging, resource-constrained environment of Zimbabwe. Through a comprehensive approach addressing facility and community-based services, the recipient will provide direct support and technical assistance (TA) to accelerate the HIV service delivery cascade and improve data quality and utilization for decision-making. The NOFO is also an opportunity to partner with the MOHCC to develop creative and sustainable solutions.

In Uganda, key and priority populations (KP/PP) have a higher prevalence of HIV and more difficulties accessing prevention and care services. This NOFO will improve the development, implementation, and monitoring of accessible, appropriate, and targeted HIV combination prevention for KP/PP in Uganda. This NOFO will result in an increased use of these services by KP/PP, which will result in these high risk sub-populations attaining the 90-90-90 goals and achieving epidemic control by 2020. The recipient will provide technical assistance (TA) to CDC comprehensive regional implementing partners (IPs) on developing, monitoring, and evaluating new ways to provide combination prevention to KP/PP; implementing and evaluating a nationwide training on gender and sexual identity; and cascading a KP training nationwide to health workers to reduce stigma and discrimination. Strategic information (SI) activities, including improving the collection of routine surveillance data, mapping KP/PP hotspots, and evaluating interventions will support the development and implementation of accessible, appropriate, targeted combination prevention for KP/PP. The recipient will support the Ugandan Ministry of Health (MOH) to improve surveillance of HIV in KP/PP (including population size estimates and bio-behavioral studies) and develop comprehensive guidelines for service provision to KP/PP.
PAS Kolkata seeks proposals for the project titled "Cyber Safe East India-Workshops on Cyber Security for E-Businesses." Based on funding availability, the Recipient organization will organize a series of workshops for business practitioners in Ranchi, Jamshedpur, and Guwahati. The workshops will be devised and implemented by the grantee with the help of U.S. cyber security and data protection experts. The goal of the workshops is to connect American and Indian cyber security experts to help small and medium businesses adopt safer business practices, ultimately ensuring the shared prosperity between the U.S. and India. The grantee will solicit participation from local and American cyber security experts, academics, chamber of commerce representatives, cyber law enforcing agency officials, and other relevant stakeholders to conduct a needs assessment of local business owners regarding web-based business tools. Collaborations should start early and virtually and will continue in-person during the workshops. The experts, in tandem with the grantee, will design the curriculum for a series of three workshops that help business owners mitigate e-business risks. The curriculum should be practical and relevant to a wide spectrum of businesses.The workshops should be conducted in Ranchi, Jamshedpur, and Guwahati. Other workshop locations are a possibility depending on the findings of the needs assessments conducted by the grantee as a pre- workshop survey. Workshop duration and the number of participants at each city will be determined by the grantee and experts in close consultation with PAS Kolkata.
The Public Affairs Section (PAS) of the U.S. Embassy in New Delhi announces an open competition through the Public Diplomacy Grants program for a Cooperative Agreement to implement one or both activities of a "TechCamp" project focused on growing women-owned social enterprises in India and Pakistan which includes a workshop and follow-on. This National Aeronautics and Space Administration NRA "Solicitation of Proposals for Possible Inclusion in a Russian Bion-M2 Mission" is an Appendix to the NASA Omnibus Research Announcement ROSBio-2016 (NNH16ZTT001N NRA). NASA's Space Life and Physical Sciences Research and Applications Division (SLPSRAD) has been invited to propose candidate experiments from U.S. investigators for possible inclusion in the Bion-M2 mission, which will occur in 2020 or 2021. The NASA Space Biology Program, therefore, requests proposals for flight investigations that fit within the Russian IBMP flight experiment designs as described in Appendix C (NNH16ZTT001N-BION) to the ROSBio-2016 Omnibus NRA. For this Appendix, NASA Space Biology will use a two-phase submission and review process. The first phase will require the submission of a preliminary proposal, hereafter referred to as a pre-proposal. Pre-proposals will be evaluated by NASA and possibly by the IBMP/RAS for their suitability for inclusion in mission planning. Investigators whose pre-proposals are found to satisfy the evaluation criteria described in Appendix C will be invited to submit complete full proposals during phase 2, which will occur at a later date, after more details about the Bion-M2 mission become available.

The Research Experiences for Undergraduates (REU) program supports active research participation by undergraduate students in any of the areas of research funded by the National Science Foundation. REU projects involve students in meaningful ways in ongoing research programs or in research projects specifically designed for the REU program. This solicitation features two mechanisms for support of student research: (1) REU Sites are based on independent proposals to initiate and conduct projects that engage a number of students in research. REU Sites may be based in a single discipline or academic department or may offer interdisciplinary or multi-department research opportunities with a coherent intellectual theme. Proposals with an international dimension are welcome. The Office of Agreements and Scientific Affairs (OASA), International Regulations and Standards Division (IRSD) is a division of the Foreign Agricultural Service (FAS), an agency within the U.S. Department of Agriculture.
