The Public Affairs Section of the U.S. Embassy South Africa of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a program focused on strengthening existing ties and fostering new collaboration between U.S. and African universities. The Public A Priority Region: Project activities must take place in South Africa and the United States, and be directed at South African audiences/participants. Program Objectives: The goal of the University Partnerships Initiative (UPI) is to strengthen existing ties and foster new collaboration between U.S. and South African universities. Focus areas include promoting faculty and student exchanges, facilitating joint research, building administrative capacity, and creating public-private partnerships. Program proposals should address how relationships between institutions will be sustained after U.S. government funded efforts are concluded. Funding Opportunity Description The Public Affairs Section of the Embassy of the United States (U.S. Embassy) in Chile is pleased to announce the availability of funding for public diplomacy programs with Chile. This initiative was developed to support projects proposed by U.S. and Chilean cultural, educational, and other non-profit organizations and/or individuals that fulfill U.S. Embassy goals and objectives: to promote greater understanding of the United States and to foster academic, cultural, and other people-to-people exchanges between the United States and Chile. The Public Affairs Section is particularly interested in projects that support increasing academic and cultural exchanges between the United States and Chile, increasing social inclusion, fostering entrepreneurship and innovation, expanding English language proficiency, cooperating in science and technology, and advancing excellence in journalism. We are looking for proposals with outstanding cultural, educational, and exchange merit that involve geographically, demographically, and socio-economically diverse audiences in Chile.

However, should both parties consider the results of this exchange to be positive - and also subject to availability of funds - we may agree to renew this NOFO for up to two additional years. We are seeking for proposals for the development and implementation of a ten-day exchange program in the U.S. for 27 Brazilian awarded public school principals who will travel accompanied by an education leader assigned by the National Council of State Secretaries of Education (CONSED). Participants in this exchange are the Brazilian public school principal winners (one from each of the 26 Brazilian states, and the Federal District) of the National Public School Management Award (Prêmio Gestão Escolar - PGE). This exchange program in the U.S. should provide participants with a comprehensive understanding of the different high school models present in the U.S. educational system, synergies and potential areas for collaboration and follow-on initiatives. U.S. Embassy Brasília-Brazil reserves the right to fund any or none of the applications submitted and will determine the resulting level of funding for the award. The U.S. Embassy Baku Public Affairs Section (PAS) is pleased to announce that funding is available through its Annual Program Statement. U.S. Embassy Baku's Annual Program Statement solicits proposals for projects that further the U.S. Mission's public diplomacy goals of expanding and strengthening people-to-people ties between Azerbaijan and the United States, engaging with local media, and building and strengthening local partners through the specific objectives listed. Public diplomacy programming includes cultural programming, educational exchanges, workshops and training for entrepreneurs, English-language programming, innovation in and improvement of education systems, promoting science, technology, engineering and math (STEM) education, and promoting professional journalism. All programs must include a connection with American culture, expert(s), organization(s), or institution(s) in a specific field that will promote increased understanding of U.S. policies and perspectives.

This NOFO supports implementation of programs and activities focusing on protecting and improving health globally and further implementing Global Health Security (GHS) through partnerships with health organizations. Its purpose is to advance support for multi-sectoral engagement in human and animal health at all levels in developing strong health systems and resources needed for enhanced surveillance, preparedness and readiness efforts for outbreaks, public health emergencies and health threats. The three main strategic areas are prevent avoidable epidemics, detect threats early, and respond rapidly and effectively to potential events of concern for public health and health security. CDC will leverage resources to promote national initiatives and frameworks that support International Health Regulations (IHR, 2005) core capacities: detect and reduce bio-threats, improve sharing of best practices, use relevant tools to promote health security, strengthen accountability and transparency of data sharing, and participate in regional and international health security initiatives. Outcomes include strengthening capacities to prevent, detect, and respond to potential events of concern for public health and health security and demonstrate improvement in at least 5 GHSA/IHR technical areas to a level of "Demonstrated Capacity" as measured by relevant health security assessment (i.e., World Health Organization (WHO)/IHR Monitoring and Evaluation Framework).

The purpose of this NOFO is to collaborate with implementing partners to support the Indonesia Government, primarily the Ministry of Health (MOH), to achieve Global Health Security Agenda (GHSA) targets; implement International Health Regulations (IHR) core competencies; and prevent, detect, and respond to public health threats by targeting activities to strengthen capacity in four core public health areas: 1) Real-Time Surveillance and Reporting; 2) National Laboratory Systems; 3) Workforce Development; and 4) Emergency Management and Response. Projects considered for this NOFO should build upon the existing public health infrastructure. Activities should address recommendations from the 2017 Joint External Evaluation (JEE), align with the MOH Five Year Strategic Plan, and prioritize gaps identified in the 2018-2022 National Action Plan for Health Security. Recipients will work primarily and directly with partner governments, specifically the MOH and other government entities on the national, regional, and local levels. In addition, projects must incorporate monitoring and evaluation of overall program performance and the progress of projects or activities, including implementation of the GHSA targets.

The Public Affairs Section (PAS) of the U.S. Embassy in Tbilisi, Georgia is pleased to announce an open competition for assistance award through this Request for Proposals (RFP) for the International Affairs Partnership Program with the School of Law and Politics (SLP) at the Georgian Institute of Public Affairs (GIPA). The Public Affairs Section (PAS) invites U.S. academic institutions (U.S. University International Relations/Political Science/Foreign Policy programs) to submit proposals for a three-year partnership project to improve the standard of International Relations instruction and assist in the long-term institutional development of the School of Law and Politics (SLP). The means for achieving this goal may include: faculty development, curricula and materials development, program development (to include joint long-distance MA degree program), professor and student exchanges, and joint research. PAS will award approximately $495,000 for a three year long project.

The Academy welcomes emerging as well as established scholars, writers, and professionals who wish to engage in independent study in Berlin. Around two dozen Berlin Prizes are conferred annually. Past Berlin Prize recipients have included historians, economists, poets, art historians, journalists, legal scholars, anthropologists, musicologists, public policy experts, and writers, among others. The Academy does not accept project proposals in mathematics and the hard sciences. In addition to placing a high priority on the independent work of its fellows, the Academy is in a unique position to aid fellows in establishing professional and general networks both in Berlin and beyond. The Academy's public outreach, which facilitates the introduction of a fellow's work to a wider audience, serves its mission of fostering transatlantic ties through cultural exchange. Fellowships are typically awarded for an academic semester or, in some cases, for an entire academic year. Only the Bosch Fellowships in Public Policy may be for shorter stays of six to eight weeks. Fellowship benefits include round-trip airfare, housing at the Academy, partial board, and a stipend of $5,000 per month. The Academy's furnished apartments at the Hans Arnhold Center are suitable for individuals and couples; accommodations are available for families with children at the Hans Arnhold Center or at nearby apartments. All fellows are expected to reside at the Hans Arnhold Center during the entire term of the award. Fellowships are restricted to candidates based permanently in the US. US citizenship is not required, and American expatriates are not eligible.

The U.S. Department of State's Bureau of East Asia Pacific Affairs (EAP) announces an open competition for an environmental award of up to 246,850 to support a local and regional small-scale public health project in the Lower Mekong countries of Southeast Asia. Under the Lower Mekong Initiative (LMI) EAP and the Bureau of Oceans and International Environmental and Scientific Affairs (OES) work together to improve human health thereby promoting economic growth throughout the region. Guided by the specific objectives from the LMI 2016-2020 Master Plan of Action, this project seeks to combat Antimicrobial Resistance (AMR) through the development of National AMR Resistance Action Plans. In addition to demonstrating expert knowledge of health challenges, existing programs, and topics related to AMR in the Lower Mekong Region, project applications should address three or more of the following environmental areas of focus: * National AMR programs * Antimicrobial resistance * Public Health: infectious diseases and/or Antimicrobial resistance * Sustainable economic development * Adaptation to changing public health conditions, e.g., endemic and epidemic pathogens * Supporting the One Health Initiative by improving the understanding of disease ecology and the connectedness between human health and the larger ecosystem, strengthening surveillance systems, and bolstering national communication across animal, human, and environmental health sectors. * Global Health Security Agenda (GHSA) * World Health Organization's Global Action Plan on Antimicrobial Resistance * WHO's International Health Regulations. * Risk management * Evidence-based policy development * Development of new technology for application to environmental health issues Proposed project activities may take place only in following countries: Burma; Cambodia; Laos; Thailand; or Vietnam.

The 2014-2016 Ebola Virus Disease (EVD) outbreak in Liberia exposed the acute vulnerability of Liberia's public health system. Limited laboratory capacity and resources, including lack of diagnostic capacities to test for infectious diseases, an unreliable blood supply with inadequate blood services, and poor to non-existent infection prevention and control (IPC) resources and practices in health facilities and laboratories left the Liberian health system unprepared for the EVD outbreak. Significant investments and gains have been made since 2014 to strengthen Liberia's public health system; however, the system remains fragile. The US Centers for Disease Control and Prevention (CDC), in coordination with the Government of Liberia (GOL) and local and international partners, continues to support health system strengthening activities, further building Liberia's capacity to prevent, detect, and respond to disease outbreaks at their source. This NOFO supports activities to strengthen laboratory capacities, further developing a competent laboratory workforce and expanding diagnostic capacities, reinforced through laboratory quality management activities; improved blood transfusion practices to build and maintain quality blood transfusion services; and strengthening infection prevention and control practices, with the goal of reducing transmission of epidemic prone diseases and antimicrobial resistance within healthcare facilities. These activities align with Global Health Security Agenda priorities in preventing, detecting and responding to potential public health threats. In order to continue efforts to maintain and expand Liberia's capabilities to prevent, detect, and respond to potential infectious disease outbreaks, CDC, the GOL, and partners must work to ensure a rapid diagnosis of infectious diseases.

The Food and Drug Administration (FDA) is announcing its intention to receive and consider a single source application for award of a cooperative agreement in fiscal year 2018 (FY 2018) to the Food and Agriculture Organization (FAO) of the United Nations to support global strategies that address food safety, nutrition and public health. The purpose of this cooperative agreement is to: 1. Utilize FAO's extensive research and expertise on country development and aid activities. 2. Contribute to the research, knowledge base and development of food safety systems globally due to the increasingly diverse and complex food supply. 3. Enhance and broaden FDA's ability to address global food safety, nutrition, and public health issues associated with food. 4. Provide opportunities to leverage additional resources of other countries. 5. Support the FDA Food Safety Modernization Act (FSMA) and FDA's International Food Safety Capacity Building Plan, which emphasizes the concept of preventing food safety-related problems before they occur and the importance of establishing strong relationships and mutual support among all stakeholders, including multilateral organizations, to improve worldwide food safety. 6. Support food safety, nutrition and public health programs that align with FDA's mission.

The ever-changing patterns of globally mobile populations and the incidence and prevalence of disease in these populations are important factors in monitoring, preventing, and controlling disease importation and/or spread in U.S. populations. A better understanding of the scope and control of communicable and non-communicable diseases in globally mobile populations is needed in order to improve public health practices and interventions aimed at preventing illness in refugees, immigrants, travelers and domestic populations. The purpose of this NOFO is to conduct public health research on endemic, neglected, emerging or re-emerging infectious diseases, and other conditions of public health importance, in U.S. bound refugees and other globally mobile populations, in order to promote health and prevent disease in domestic and international populations.

CDC announces supplemental funding for the awardee initially funded under the Funding Opportunity Announcement (FOA) CDC-RFA-OT16-1601: Strengthening the Public Health System in the U.S.-Affiliated Pacific Islands (USAPI) July 1, 2016. This supplemental FOA permits the eligible awardee to apply for five new project plans to provide capacity building assistance. The additional funding for is for a regional, nonprofit organization to strengthen the quality, performance and sustainability of the U.S.-Affiliated Pacific Islands’ (USAPI) governmental and nongovernmental components of the public health system through the provision of capacity-building assistance.

The Japanese American Confinement Sites Grant Program provides financial assistance to organizations and entities working to preserve historic Japanese American confinement sites and their history, including: private nonprofit organizations; educational institutions; state, local, and tribal governments; and other public entities, for the preservation and interpretation of U.S. confinement sites where Japanese Americans were detained during World War II. The authorizing legislation for the Japanese American Confinement Sites Grant Program identifies up to $38 million for the entire life of the grant program for projects to identify, research, evaluate, interpret, protect, restore, repair, and acquire historic confinement sites in order that present and future generations may learn and gain inspiration from these sites and that these sites will demonstrate the Nationâ¿¿s commitment to equal justice under the law (Public Law 109-441, 120 Stat. 3288; as amended by Public Law 111-88). Projects funded through the Japanese American Confinement Sites Grant Program must benefit one or more historic Japanese American confinement sites. The term historic confinement sites is defined as the ten War Relocation Authority sites (Gila River, Granada, Heart Mountain, Jerome, Manzanar, Minidoka, Poston, Rohwer, Topaz, and Tule Lake), as well as other historically significant locations, as determined by the Secretary of the Interior, where Japanese Americans were detained during World War II.

The Food and Drug Administration announces its intention to accept and consider a single source application for award to the World Health Organization (WHO) for the Building Research Capacity in Global Tobacco Product Regulation Program. The purpose of the Program is to identify, support, develop, conduct, and coordinate research efforts relating to tobacco control laws and rules in foreign countries that will directly inform and support FDA's exercise of its authority to regulate the manufacture, distribution, marketing and sale of tobacco products in the United States. The Program will advance FDA's Center for Tobacco Products' (CTP's) mission by utilizing the World Health Organization's (WHO) Member States' expertise and extensive international contacts in global tobacco control, as well as WHO's own programmatic expertise, to inform and support adequate manufacture, distribution and market regulations of tobacco products for the protection of public health in the United States. The Program will also provide a universal public benefit by creating opportunities for collaboration and research development globally, thereby resulting in better-informed and effective tobacco product regulation around the world, and increased knowledge in the public sphere regarding tobacco use and its harms globally.

This mechanism will provide high quality technical assistance to strengthen individual and institutional capacity within key units of the health system in Namibia for the development and execution of high-impact, evidenced-based public health interventions in line with national plans, policies, and priorities. The ultimate goal of this enhanced capacity is an increased ability of national public health institutions to provide high quality and accessible health services in the country.
