The Directorate for Biological Sciences (BIO) awards Postdoctoral Research Fellowships in Biology to recent recipients of the doctoral degree for research and training in selected areas supported by BIO and with special goals for human resource development in biology.  The fellowships encourage independence at an early stage of the research career to permit Fellows to pursue their research and training goals in the most appropriate research locations regardless of the availability of funding for the Fellows at that site.  For FY 2013, these BIO programs are (1) Broadening Participation in Biology; (2) Intersections of Biology and Mathematical and Physical Sciences and Engineering; (3) National Plant Genome Initiative Postdoctoral Research Fellowships; and (4) International Postdoctoral Research Fellowships in Biology.  These areas change periodically as new scientific and infrastructure opportunities present themselves. For this reason, this solicitation will be changed as necessary to reflect the areas being funded.

The Global Innovation Initiative is a joint effort of the United States and the United Kingdom to strengthen global multilateral collaboration through grants to university consortia focusing on science, technology, engineering, and mathematics (STEM)-related issues of global significance that foster cutting-edge multinational research and strengthen institutional international partnerships.

The GEOMM program supports fundamental research on the mechanical and engineering properties of geologic materials including natural, mechanically stabilized, and biologically or chemically modified soil and rock. The program also addresses hydraulic, biological, chemical and thermal processes that affect the behavior of geologic materials. Research at the micro-scale on soil-structure interaction and liquefaction are included in the scope of this program. Support is provided for theoretical studies, constitutive and numerical modeling, laboratory, centrifuge, and field testing. Cross-disciplinary and international collaborations are encouraged.

The aims of Science Learning+ are to strengthen the research and knowledge base; bridge the practice and research gap; and/or share knowledge and experience in informal science,technology, engineering and mathematics (STEM) experiences. Furthermore, the initiative seeks to support practice-based research which falls within or across the following priority areas: understanding learning; engagement in STEM; skills development; equity; diversity; access to informal learning settings; and measurement of outcomes. Proposals must address at least one priority area and include:collaborations between at least one organization in the US and one in the UK/Republic of Ireland. In addition, the proposal should include a substantive research program, not solely a public engagement activity; genuine partnerships between researchers and practitioners of STEM engagement; experts from more than one STEM area; and more than one informal STEM learning location, platform, or environment. Proposers should submit a single,comprehensive proposal with two budget components, one for US activities and one for UK/Republic of Ireland activities, to NSF.

Communities in the United States (US) and around the world are entering a new era of transformation in which residents and their surrounding environments are increasingly connected through rapidly-changing intelligent technologies. This transformation offers great promise for improved wellbeing and prosperity but poses significant challenges at the complex intersection of technology and society. The goal of the NSF Smart and Connected Communities (S&CC) program solicitation is to accelerate the creation of the scientific and engineering foundations that will enable smart and connected communities to bring about new levels of economic opportunity and growth, safety and security, health and wellness, and overall quality of life.

The Public Affairs Sections of the U.S. Consulate General Karachi (PAS Karachi) is pleased to announce an open competition for assistance awards through this Notice of Funding Opportunity (NOFO), contingent on funding availability, through the Public Diplomacy Grants Program. The projects set forth in this NOFO support individual and institutional capacity-building in STEM entrepreneurship. Two (2) different projects are described in this NOFO. Organizations may submit one proposal for each project, but no more than one proposal per project. Project 1: Entrepreneurship and Software Engineering: To develop and leverage entrepreneurial skills of women in and around Hyderabad, Sukkur, Khairpur, and Larkana, particularly in the textile industry. Project 2: STEM Hackathon: A STEM hackathon for female programmers in Karachi, Hyderabad, and Quetta, to engage more girls in STEM-related fields; to help women in STEM-related fields to find and connect with mentors; and to identify solutions to career or education-related challenges that women in STEM fields face.

The Division of Computer and Network Systems (CNS) within the National Science Foundation's (NSF) Directorate for Computer and Information Science and Engineering (CISE) supports research and education activities that seek to develop a better understanding of the fundamental properties of computer and network systems. The Networking Technology and Systems (NeTS) program in the CNS division supports transformative research on fundamental scientific and technological advances leading to the development of Next Generation Internet (NGI) and Advanced Wireless Networking (AWN) systems and technologies. NSF/CISE and the European Commission's (EC) Directorate General for Communication Networks, Content and Technology (DG CONNECT) seek to enable US and European Union (EU) researchers to collaborate to address compelling research challenges in NGI and AWN. Topics of interest include, but are not limited to, software-defined infrastructures; network function virtualization; resource management in support of content delivery; open data architectures for shared, federated research infrastructures; advanced wireless technologies; and research software tools to support advanced wireless and smart city/community testbeds.

The Public Affairs Section of the U.S. Consulate General in Kolkata (PAS Kolkata) seeks proposals for a project entitled "anti -TIP International Youth Champions Conclave." The program will bring together 40-50 university youth leaders from U.S., India, Nepal, Bangladesh, and Bhutan to the American Center in Kolkata to collaborate during a three-day, intersectional workshop on TIP issues: * Intergenerational: Focusing on the importance of youth and university students to engage in anti-trafficking efforts, including awareness raising through campaigns and social media, internships, exchange programs, etc. * Inter-sectoral: Focusing on the "all hands on deck" approach to combat trafficking, including the private sector, engineers, graphic designers, media etc. * International: Focusing on the need for cross-country partnerships and information exchange. Each program assisted with federal funds must enhance primarily the international academic program of the institution. Eligible activities may include but are not limited to: Development of a global or international studies program that is interdisciplinary in design; Development of a program that focuses on issues or topics, such as international business or international health; Development of an area studies program and programs in corresponding foreign languages; Creation of innovative curricula that combine the teaching of international studies with professional and preprofessional studies, such as engineering; Research for and development of specialized teaching materials, including language instruction, i.e., business French; Establishment of internship opportunities for faculty and students in domestic and overseas settings; and Development of study abroad programs.

The Industry/University Cooperative Research Centers (I/UCRC) program develops long-term partnerships among industry, academe, and government. The Centers are catalyzed by an investment from the National Science Foundation (NSF) and are primarily supported by industry Center members, with NSF taking a supporting role in the development and evolution of the Center. Each Center is established to conduct research that is of interest to both the industry members and the Center faculty. An I/UCRC contributes to the nation's research infrastructure base and enhances the intellectual capacity of the engineering and science workforce through the integration of research and education. As appropriate, an I/UCRC uses international collaborations to advance these goals within the global context.

The U.S. Embassy Ankara, Public Affairs Section of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a program to Support Shared Security, Strengthen Economic Prosperity or Reinforce U.S. - Turkish Shared Values. Priority Region: Projects located outside Turkey's largest cities are considered stronger. Program Objectives: * Support Shared Security - Projects that support and advance cooperation between the U.S. and Turkey on defeating ISIS/Daesh and other extremist groups; projects in Turkey that support advancing stability in Syria; all facets of counterterrorism efforts; and transnational crime. Also projects that support and advance cooperation between the United States and Turkey in NATO and other multilateral security organizations. * Strengthen Economic Prosperity - Projects which promote trade and investment with the United States, and support entrepreneurship and innovation. Projects which support science, technology, engineering, and math (STEM) education among Turkish youth. * Reinforce U.S.-Turkish Shared Values - Projects which build mutual understanding and promote U.S.-culture, including American Studies, English teaching/learning, music, art, sports, and education, and encourage study in the United States. Also projects that support human rights, women's and youth empowerment, LGBT rights, diversity, acceptance of minority groups, and other areas of mutual interest that promote freedom and democracy.

The English Speaking Union of the United States each year sponsors a travel grant for study or research providing a stipend of up to $2,000. This competition is open to qualified under-graduate and post-graduate students, faculty, and others involved in academic pursuits that are in accord with the goal of the English Speaking Union of promoting education and understanding among the English speaking peoples of the world. The grant is designed to assist worthy individuals who are active in the fields of Business, the Humanities, Science and Engineering, Liberal, Fine or Applied Arts and who wish to study or conduct research either in the United States or in one of the countries of the British Commonwealth.

The U.S. Embassy Baku Public Affairs Section (PAS) is pleased to announce that funding is available through its Annual Program Statement. U.S. Embassy Baku's Annual Program Statement solicits proposals for projects that further the U.S. Mission's public diplomacy goals of expanding and strengthening people-to-people ties between Azerbaijan and the United States, engaging with local media, and building and strengthening local partners through the specific objectives listed. Public diplomacy programming includes cultural programming, educational exchanges, workshops and training for entrepreneurs, English-language programming, innovation in and improvement of education systems, promoting science, technology, engineering and math (STEM) education, and promoting professional journalism. All programs must include a connection with American culture, expert(s), organization(s), or institution(s) in a specific field that will promote increased understanding of U.S. policies and perspectives.

CTR will prioritize proposals that efficiently meet NOFO and programmatic goals at the lowest technically acceptable cost.ISN/CTR sponsors foreign assistance activities funded by the Nonproliferation, Anti-terrorism, Demining and Related Programs (NADR) account, and focuses on mitigating proliferation risk in frontline states and regions where the terrorist threat is on the rise, such as South Asia, the Middle East, and North Africa. ISN/CTR administers the Partnership for Nuclear Threat Reduction (PNTR) which works to prevent states and terrorist groups from diverting, acquiring, or proliferating nuclear material, technology, or expertise that could be used to attack the United States. In particular, PNTR works to strengthen nuclear security practices and mitigating threats from radicalized or coerced personnel at sensitive nuclear facilities. All known cases of theft involving nuclear material have been led or abetted by insiders. To address this threat, PNTR focuses efforts to prevent radicalized, disgruntled, or coerced insiders from diverting nuclear material, technology, and expertise. PNTR does not provide physical security upgrades or guard force training. ObjectivesPNTR partners with nuclear scientists, technicians, and engineers, security personnel, institutional trainers, and technical organization decision-makers to promote technical cooperation and enhance nuclear security best practices. PNTR projects broadly fall into one of three categories, listed in no particular order: * Insider Threat Mitigation: Activities to develop and implement trustworthiness programs and related regulatory guidance (i.e. human reliability program, fitness-for-duty, etc.) at a facility, organizational, or national level and/or mitigate the risk of an insider threat.

The United States Government, represented by the United States Agency for International Development (USAID) through the Mission in Malawi, is publishing this Request for Information (RFI) in order to provide US and Malawi-based academia, industry, and other stakeholders the opportunity to review, comment, suggest, and input into the development of two potential USAID/Malawi activities that will involve partnerships between US and Malawian Higher Education Institutions (HEIs). The two potential activities will focus on: 1) expanding degree opportunities in Malawi; and 2) strengthening Science, Technology, Engineering and Math (STEM) in Higher Education.

The Bureau of Democracy, Human Rights, and Labor (DRL) announces the availability of funding for programs that support Internet freedom under the ?Governing Justly and Democratically? Foreign Assistance program objective. DRL invites organizations interested in potential funding to submit statements of interest (SOI) outlining program concepts and capacity to manage projects that will foster freedom of expression and the free flow of information on the Internet and other connection technologies around the world. This announcement does not constitute a formal Request for Proposals: DRL will invite select organizations that submit SOIs to expand on their ideas via full proposal separately. This solicitation is focused only on aspects of Internet freedom programming related to technology development.

The United States-Israel Collaboration in Computer Science (USICCS) program is a joint program of NSF and the United States - Israel Binational Science Foundation (BSF).  The program supports research projects that develop new knowledge in the areas of theory of computing; algorithm design and analysis; design, verification, and evaluation of software systems; and revolutionary computing models based on emerging scientific ideas.

The Call for Marie Curie Action Fellowships was launched a few weeks ago (http://ec.europa.eu/research/mariecurieactions/apply-now/open-calls/index_en.htm). It is a great, international, and competitive contest, which gives an unique opportunity for researchers to move in a new country and develop their own project in cooperation with a local host centre.

The CREATE Program aims to develop a coherent fundamental research program across the five TTCP nations (USA, Canada, United Kingdom, Australia, and New Zealand) that demonstrates enhanced mutual reliance (EMR) by leveraging unique research capabilities in the five international partner nations through collaboration. As such the other four other international partner nations and the US Air Force are issuing parallel calls for research at commensurate funding levels.

The CREATE Program aims to develop a coherent fundamental research program across the five TTCP nations (USA, Canada, United Kingdom, Australia, and New Zealand) that demonstrates enhanced mutual reliance (EMR) by leveraging unique research capabilities in the five international partner nations through collaboration. As such the other four other international partner nations and the US Air Force are issuing parallel calls for research at commensurate funding levels.

The purpose of this FOA is to support U.S. investigators in bilateral cooperative research activities as part of the U.S.-Japan Science and Technology Cooperation Program in High Energy Physics. This FOA solicits proposals with scopes of work in high energy physics (HEP) that involve substantial collaboration with Japanese investigators.
