The Consolidated Grant Program to Address Children and Youth Experiencing Domestic and Sexual Assault and Engage Men and Boys as Allies, hereafter referred to as the Consolidated Youth Program, supports activities that were previously funded under the following four OVW grant programs: Grants to Assist Children and Youth Exposed to Violence Program (CEV); Services to Advocate for and Respond to Youth Program (Youth Services); Services, Training, Education and Policies to Reduce Sexual Assault, Domestic Violence, Dating Violence, and Stalking in Secondary Schools Grant Program (STEP); and the Engaging Men and Boys in Preventing Sexual Assault, Domestic Violence, Dating Violence, and Stalking Program (Engaging Men). The Consolidated Youth Program creates a unique opportunity for communities to increase collaboration among non-profit victim service providers, violence prevention and children (0-10), youth (11-18), young adult (19-24) and men-serving organizations, tribes and tribal governments, local government agencies, schools, and programs that support men's role in combating violence against women and girls. 

The Administration for Children and Families, Administration on Children, Youth and Families' Family and Youth Services Bureau announces the availability of funds under the Title V Competitive Sexual Risk Avoidance Education (CSRAE) Program. The purpose of the CSRAE is to fund projects to implement sexual risk avoidance education that teaches participants how to voluntarily refrain from non-marital sexual activity. The goals of CSRAE are to empower participants to make healthy decisions, and provide tools and resources to prevent pregnancy, sexually transmitted infections (STIs), and youth engagement in other risky behaviors. Successful applicants must agree to use medically accurate information referenced to peer-reviewed publications by educational, scientific, governmental, or health organizations; implement an evidence-based approach integrating research findings with practical implementation that aligns with the needs and desired outcomes for the intended audience; and teach the benefits associated with self-regulation, success sequencing for poverty prevention, healthy relationships, goal setting, and resisting sexual coercion, dating violence, and other youth risk behaviors such as underage drinking or illicit drug use without normalizing teen sexual activity. The SRAE legislation requires unambiguous and primary emphasis and context for each of the topics to be addressed in program implementation. Additionally, there is a requirement that messages to youth normalize the optimal health behavior of avoiding non-marital sexual activity.

The Centers for Disease Control and Prevention's National Center for Injury Prevention and Control (NCIPC) is soliciting investigator-initiated research that will help expand and advance our understanding about what works to prevent violence that impacts children and youth, collectively referred to as Adverse Childhood Experiences (ACEs), including child abuse and neglect, teen dating violence, sexual violence, youth violence, and exposure to adult intimate partner violence. This initiative is intended to support the evaluation of primary prevention strategies, programs, or policies that target universal or selected high-risk populations (i.e., populations that have one or more risk factors that place them at heightened risk for perpetration of violence). Funds are available to conduct such studies focused on preventing child abuse and neglect and at least one other form of violence affecting children and youth, including teen dating violence, sexual violence, youth violence and exposure to adult intimate partner violence as detailed elsewhere in this announcement.

The Transitional Living Program and Maternity Group Homes initiative supports strategies for successful transition to sustainable living for runaway and homeless youth, or pregnant and parenting youth and their dependent children. The application deadline is April 5, 2018.

The Substance Abuse and Mental Health Services Administration, Center for Mental Health Services is accepting applications for fiscal year (FY) 2013 Campus Suicide Prevention grants. The purpose of this program is to facilitate a comprehensive approach to preventing suicide in institutions of higher education. This program is designed to assist colleges and universities build a foundation for their efforts to prevent suicide attempts and completions and to enhance services for students with mental and substance use disorders that put them at risk for suicide and suicide attempts. The Campus Suicide Prevention grants support an array of campus activities to help grantees build a solid foundation for delivering and sustaining effective mental health and substance abuse prevention, treatment, and recovery support services. Successful applicants will provide "roadmap" of the process by which they have assessed or intend to assess suicide prevention needs and plan/implement infrastructure development strategies that meet those needs. The plan put forward in the grant application must show the linkages among needs, the proposed infrastructure development strategy, and increased system capacity that will enhance and sustain effective prevention programs and services which support SAMHSA's Prevention of Substance Abuse and Mental Illness Strategic Initiative. The plan must also address the needs of youth at high-risk identified by the National Action Alliance for Suicide Prevention; including, but not limited to: lesbian, gay, bisexual, or transgender (LGBT), American Indian/Alaska Natives (AVAN), military family members, and veterans.

The project will empower citizens of the Guatemalan Western Highlands to identify and address their own development needs. Through a rigorous community-based development (CBD) approach, the project will strengthen the voices of underrepresented groups (including women, poor, indigenous, youth, and others) and actively engage community members as participants and leaders in the full cycle of design, management, and evaluation of development activities. The project will work to dismantle the social, cultural, and historical divides that have marginalized indigenous Mayans in the Western Highlands.

Founded in 2001 as a permanent endowment of the Akron Community Foundation, the Gay Community Endowment Fund advances a lived equality for all LGBTQ+ people in greater Akron by investing in strategic and responsive grantmaking that empowers the LGBTQ+ community and its allies. To advance this mission, grants of at least $10,000 will be awarded to projects aimed at improving the health and well-being of the LGBTQ+ community. Priority will be given to projects that create safer environments for LGBTQ+ youth, combat phobia of the LGBTQ+ community, and support mental health and suicide prevention programs for LGBTQ+ people. In addition, micro-grants of at least $1,000 will be awarded for a wider range of programs that benefit the LGBTQ+ community, including but not limited to the arts, community events, and nonprofit operational needs. In preparation for the new grant cycle, the Gay Community Endowment Fund will host an information session for local nonprofit leaders on Thursday, November 8, at 3:00 p.m. at the Akron Community Foundation. The fund will begin accepting applications on November 15. Separate applications will be available for each type of grant, and decisions will be announced in early March. Purpose of Small Grants: Public Affairs Section Dakar invites proposals for programs that advance strategic objectives and strengthen the ties between the United States and Senegal or between the United States and Guinea-Bissau. All programs must include an U.S. element, or a connection with U.S. expert/s, organization/s, or institution/s in a specific field that will promote increased understanding of U.S. policy and perspectives. This can also include the involvement of Senegalese or Bissau-Guinean alumni of U.S. government exchange programs. Priority Program Areas: Suggested project topics include: - Promoting democratic values and good governance - Countering violent extremism - Countering trafficking in persons/forced child begging - Increasing opportunities for youth - Promoting women's empowerment

The objective of this program is to assist the GOM in improving its electoral system to ensure fair and transparent presidential and legislative elections in 2018. USAID estimates contributing up to $6,000,000 for the following program activities. The program is expected to contribute to the achievement of the following four objectives: * Promote informed citizen participation in the 2018 electoral process, with a particular focus on voters who are women, youth and from other traditionally marginalized groups; * Strengthen public confidence in the 2018 elections by supporting credible, non-partisan domestic organizations to effectively monitor the entire electoral process and to advocate for key elections and political processes reforms; and * Support implementation of the 2015 gender law by partnering with civil society and political parties to increase women's leadership and political representation. * Support political parties to contribute to a peaceful electoral process.

This funding opportunity announcement (FOA) calls for research on the health of transgender and gender nonconforming people of all ages, including both youth and adults who are questioning their gender identity and those individuals who are making or who have made a transition from being identified as one gender to the other. This group encompasses individuals whose gender identity differs from the sex on their original birth certificate or whose gender expression varies significantly from what is traditionally associated with or typical for that sex.

The Legal Assistance for Victims (LAV) Grant Program is intended to increase the availability of civil and criminal legal assistance needed to effectively aid adult and youth victims of sexual assault, domestic violence, dating violence, and stalking who are seeking relief in legal matters relating to or arising out of that abuse or violence, at minimum or no cost to the victims. LAV Grant Program funds may not be used provide criminal defense services. Grant funds may be used to provide direct legal services to victims of sexual assault, domestic violence, dating violence, and stalking in matters related to or arising out of that abuse or violence. The objective of the LAV Grant Program is to develop innovative, collaborative projects that provide quality representation to victims of sexual assault, domestic violence, dating violence, and stalking.

The U.S. Embassy in Kigali, Political and Economic section is seeking proposals for community projects designed to support high-impact, quick-implementation activities which benefit a large number of people within one year without requiring further assistance. Projects that support and promote livelihoods, food security, employment (particularly youth employment and employment of members of the community with disabilities), women's empowerment, and tradeable skills are preferred.

The Bureau of Democracy, Human Rights and Labor (DRL) announces a Request for Statements of Interest (RSOI) from organizations interested in submitting Statements of Interest (SOI) outlining project concepts and capacity to manage programs that will contribute to stabilization in Iraq by advancing human rights and rule of law; promoting reconciliation, accountability, and atrocities prevention; strengthening effective governance and increasing political participation; and protecting and empowering women, youth, and marginalized populations, including ethnic and religious minorities. Priority Region: Proposals must be implemented in Lebanon, with priority given to projects implemented partially or entirely in underserved areas. Program Objectives: U.S. Embassy Beirut seeks proposals that promote English language education through youth engagement, women empowerment, community service, Science Technology English Math (STEM), English for Specific Purposes (ESP) or other relevant activities. Key Guidelines: - Applicants can apply as individuals or as groups (for example, a group of alumni), organizations, or as non-profit organizations. - All applicants should be Lebanon-based. - For alumni proposals, partnerships with existing, active alumni organizations are encouraged. - Successful projects should identify and work with appropriate partner institutions. Partner institutions can be engaged to provide expertise as well as cost-share activities. Cost-sharing (financial and/or in kind) is encouraged for a competitive grant. - Each project will evaluated based on its potential sustainability, meaning its ability to reach different audiences and goals during and beyond the grant cycle; projects that demonstrate sustainability will be given preference.

The purpose of this FOA is to stimulate research on interventions to reduce HIV/AIDS-associated stigma and its impact on the prevention and treatment of HIV/AIDS and on the quality of life of People Living with HIV/AIDS (PLWH). Specifically, this initiative will support research on a) novel stigma reduction interventions that link to increase in care-seeking behavior and/or decrease in transmission; b) reducing the impact of stigma on adolescent and/or youth health; c) strategies to cope with the complex burden of stigmatization due to HIV and one or more comorbidities/coinfections; d) reducing effects of stigma on and/or by family members or caregivers of PLWH; and e) innovative and improved stigma measurement in the context of implementation of an intervention. The overall goals are to understand how to reduce stigma as a factor in HIV transmission, to eliminate or mitigate the aspects of stigma that limit beneficial health outcomes for the infected and at-risk individuals and communities, and to initiate exploratory studies to determine the feasibility of stigma interventions related to HIV prevention, treatment and/or care in Low and Middle-Income Countries (LMICs).
