The National Violence Against Women Law Enforcement Training and Technical Assistance Consortium (NLETC) to support the training and technical assistance (TTA) needs of state, tribal, territorial, and local law enforcement agencies, sworn officers, and civilian staff that will enhance and strengthen law enforcement responses to domestic violence, dating violence, sexual assault, and stalking. The NLETC will also provide targeted TTA to tribal law enforcement on sex trafficking. The NLETC reflects OVW's commitment to ensuring that law enforcement responses to and investigations of domestic violence, dating violence, sexual assault, and stalking are victim-centered, can aid in successful prosecution, and empower victims to heal and achieve safety and justice.

The most recent survey by the Moroccan High Commission for Planning, published in 2011, found that 62.8 percent of women aged 18 to 65 had experienced physical, psychological, sexual, or economic violence within the prior 12 months. Further, 55 percent of women surveyed reported domestic violence and 13.5 per cent reported family violence. Less than 3 percent of women who had experienced domestic violence had reported it to the authorities. Both national and international civil society reports indicate that of women who do report abuse to authorities, many do not receive the assistance required by existing Moroccan law and procedure. This has been attributed to a lack of a clear legal framework specific to gender-based violence (GBV) - draft law 103-13 on combatting violence against women remains pending - as well as social stigma, and limited awareness and implementation of existing GBV protections and reforms. The U.S. Department of State, Bureau of Democracy, Human Rights and Labor (DRL) announces an open competition for organizations interested in submitting applications for projects that help combat gender-based violence in Morocco. DRL's objective for this program is to enhance the ability of Moroccan government and civil society stakeholders engaging on GBV to advance survivor-centered protections. All proposals should include efforts that bring together key stakeholders, including justice and security sector actors, to promote effectiveness and accountability in gender-based violence prevention and response. The Campus Program encourages a comprehensive coordinated community approach that enhances victim safety, provides services for victims and supports efforts to hold offenders accountable. The funding supports activities that develop and strengthen trauma informed victim services and strategies to prevent, investigate, respond and prosecute sexual assault, domestic violence, dating violence and stalking. The development of campus-wide coordinated responses involving campus victim service providers, law enforcement/campus safety officers, health providers, housing officials, administrators, student leaders, faith-based leaders, representatives from student organizations, and disciplinary board members is critical. To be effective, campus responses must also link to local off-campus criminal justice agencies and service providers, including local law enforcement agencies, prosecutors' offices, courts, and nonprofit, nongovernmental victim advocacy and victim services organizations. Campuses are encouraged to create or revitalize large-scale efforts that treat sexual assault, domestic violence, dating violence, and stalking as serious offenses by adopting effective policies and protocols, developing victim services and programs that prioritize victim safety, ensuring offender accountability, and implementing effective prevention approaches. Colleges and universities should demonstrate to every student that these crimes will not be tolerated, that perpetrators will face serious consequences, and that holistic services are available for victims.

The Bureau of Democracy, Human Rights and Labor (DRL) announces a Request for Statements of Interest (RSOI) from organizations interested in submitting Statements of Interest (SOI) outlining project concepts and capacity to manage programs that will contribute to stabilization in Iraq by advancing human rights and rule of law; promoting reconciliation, accountability, and atrocities prevention; strengthening effective governance and increasing political participation; and protecting and empowering women, youth, and marginalized populations, including ethnic and religious minorities. The FY 2016 CVE Grant Program supports programs, projects and activities that prevent recruitment or radicalization to violence by interrupting those efforts, building community-level resilience to them, and identifying the early signs of radicalization to violence and providing appropriate interventions through civic organizations, law enforcement or other entities. Community resilience in the CVE context means those communities where violent extremists routinely meet disinterest and opposition, recruitment attempts routinely fail, and communities know what tools and support are available to assist individuals that may be on a path towards violence.

Grants support the development and implementation of an integrated set of courses and student engagement activities focusing on significant humanities content. A common topic, theme, or compelling issue or question must link the courses and activities. The linked courses (a minimum of three) may fulfill general education or core curriculum requirements but could also be designed primarily for students in a particular major or course of study. The Humanities Connections program gives special encouragement to projects that foster collaboration between humanities faculty and their counterparts in the social and natural sciences and pre-service or professional programs in business, engineering, health sciences, law, computer science, and other non-humanities fields.

Violence against women continues to affect millions of women and girls each year. Racial and ethnic minority women have a higher documented risk of violence victimization. Recent statistics have identified other priority communities at elevated risk such as the incarcerated, the elderly, and adolescents. This Funding Opportunity Announcement (FOA) will encourage a focus on preventing and responding to violence against women in these and other priority communities. Harmful social norms, including social constructs around what it means to be a woman or a man, contribute to the risk of perpetrating violence against women. As such, this FOA encourages applications from organizations and coalitions working to prevent violence against women by transforming harmful gender norms through women's empowerment and male engagement efforts. Preliminary evaluation results of OWH's previous work to improve community responses to violence against women highlights the critical need to link women to services from multiple sectors including but not limited to legal assistance; law enforcement; mental health services; substance abuse treatments; and housing. This FOA also encourages applications from organizations and coalitions using multisectoral approaches to provide response services to affected women in their communities.

The objective of this program is to assist the GOM in improving its electoral system to ensure fair and transparent presidential and legislative elections in 2018. USAID estimates contributing up to $6,000,000 for the following program activities. The program is expected to contribute to the achievement of the following four objectives: * Promote informed citizen participation in the 2018 electoral process, with a particular focus on voters who are women, youth and from other traditionally marginalized groups; * Strengthen public confidence in the 2018 elections by supporting credible, non-partisan domestic organizations to effectively monitor the entire electoral process and to advocate for key elections and political processes reforms; and * Support implementation of the 2015 gender law by partnering with civil society and political parties to increase women's leadership and political representation. * Support political parties to contribute to a peaceful electoral process.

The U.S. Department of State, Bureau of Democracy, Human Rights and Labor (DRL) announces an open competition for organizations interested in submitting applications for projects that promote rule of law and advance the equal status and participation of women and girls in public life.

The U.S. government believes in encouraging the development and implementation of innovative programs to permit local governments in the prevention of Gender Based Violence and Domestic Violence the community. INL Costa Rica emboldens local governments and local law enforcement agencies in reorienting the emphasis of their activities from reacting to Gender Based Violence and Domestic Violence to preventing and providing quality services to Gender Based Violence and Domestic Violence victims. To support INL and U.S. Government gender initiatives in Costa Rica, INL has allocated up to $250,000 USD for the a project to build capacity of Local Governments to prevent and provide services to Gender Based Violence and Domestic Violence victims, which can be awarded for up to 24 months.

The Bureau for International Narcotics and Law Enforcement Affairs (INL) announces an open competition for assistance award in Armenia. Organizations may submit grant proposals for programs that encourage probation development and corrections reform and rehabilitation programs for women. The activities under this award shall take place in Armenia. The announcement is for the solicitation of one award totaling up to $150,000. INL is seeking proposals with an implementation period of 6 months. A full proposal and budget should be developed for the implementation period of 6 months. Activities under this cooperative agreement must be implemented in their entirety by the primary recipient and/or sub-grantees that are explicitly listed and described in the proposal.

The U.S. Department of State, Bureau of Democracy, Human Rights and Labor (DRL) announces an open competition for organizations interested in submitting applications for projects that promote the rule of law for the protection and realization of human rights; create the necessary conditions for accountability; improve access to justice in Libya; promote gender equality; and combat gender-based violence (GBV).

The National Domestic Violence Homicide Prevention Training and Technical Assistance Resource Center (NDVHP TARC) will provide customized and intensive training and technical assistance to jurisdictions interested in implementing a domestic violence homicide prevention (DVHP) intervention. This project may develop and/or enhance a community assessment tool that will be used to assess a jurisdiction's capacity to implement a DVHP intervention, maintain a resource center about existing and new DVHP interventions, and provide training, technical assistance, and resources for each of the professions, to include law enforcement, domestic violence victim service providers, prosecutors, judges and other court staff, involved in implementing a DVHP intervention.

The SBIR program is intended to support scientific excellence and technological innovation through the investment of federal research funds to build a strong national economy by stimulating technological innovation in the private sector; strengthening the role of small business in meeting federal research and development needs; increasing the commercial application of federally supported research results; and fostering and encouraging participation by socially and economically disadvantaged and women-owned small businesses. The SBIR program at NSF solicits proposals from the small business sector consistent with NSF's mission to promote the progress of science; to advance the national health, prosperity, and welfare; and to secure the national defense. The program is governed  by Public Law 114-328 (SBIR/STTR Reauthorization Act of 2017). SBIR/STTR policy is provided by the Small Business Administration (SBA) through the SBIR Policy Directive. A main purpose of the legislation is to stimulate technological innovation and increase private sector commercialization. The NSF SBIR/STTR program is therefore in a unique position to meet both the goals of NSF and the purpose of the SBIR/STTR legislation by transforming scientific discovery and innovation into both social and economic benefit, and by emphasizing private sector commercialization.

This project seeks to strengthen the entire value chain of judicial response to gender-based violence and domestic violence. Specifically, the development of a comprehensive approach to gender-based violence and domestic violence cases including therapy services, legal orientation for victims, improved traceability of at high risk victims, police investigations, prosecutorial duties and convictions aligned to the current laws in Costa Rica. The selected implementer must work closely with Poder Judicial's Gender Unit and Judicial Police Office for International Affairs, as well as with key institutional leaders and unit chiefs, to strengthen the capacity of Costa Rica's judicial response to gender-based violence and domestic violence. Identify needs, plan trainings, coordinate site visits to relevant partners in the United States such as Family Justice Centers and develop standard operating procedures to improve Judicial response to gender-based violence and domestic violence.

Typically, GAWL Foundation grants range from $500 to $2000 and are best suited to smaller organizations that will benefit from grants of this scale. The Grants Committee will select grant recipients based on the guidelines below. While the guidelines are flexible, the Committee will give preference to organizations with missions that align with the following guidelines listed below in order of priority: Organizations that provide free legal services to disadvantaged women and girls.
