This project seeks to strengthen the entire value chain of judicial response to gender-based violence and domestic violence. Specifically, the development of a comprehensive approach to gender-based violence and domestic violence cases including therapy services, legal orientation for victims, improved traceability of at high risk victims, police investigations, prosecutorial duties and convictions aligned to the current laws in Costa Rica. The selected implementer must work closely with Poder Judicial's Gender Unit and Judicial Police Office for International Affairs, as well as with key institutional leaders and unit chiefs, to strengthen the capacity of Costa Rica's judicial response to gender-based violence and domestic violence. Identify needs, plan trainings, coordinate site visits to relevant partners in the United States such as Family Justice Centers and develop standard operating procedures to improve Judicial response to gender-based violence and domestic violence.

The U.S. government believes in encouraging the development and implementation of innovative programs to permit local governments in the prevention of Gender Based Violence and Domestic Violence the community. INL Costa Rica emboldens local governments and local law enforcement agencies in reorienting the emphasis of their activities from reacting to Gender Based Violence and Domestic Violence to preventing and providing quality services to Gender Based Violence and Domestic Violence victims. To support INL and U.S. Government gender initiatives in Costa Rica, INL has allocated up to $250,000 USD for the a project to build capacity of Local Governments to prevent and provide services to Gender Based Violence and Domestic Violence victims, which can be awarded for up to 24 months.

Lesbian, Gay, Bisexual, Transgendered, and Questioning (LGBTQ) victims of intimate partner, domestic, and/or dating violence do not have consistent access to culturally competent services to prevent and address such violence. Domestic/intimate partner violence is a significant health problem among LGBTQ populations and has serious physical health, mental health, and social consequences for its victims, their families, the LGBTQ communities, and society-at-large. The intent of this Family Violence Prevention and Services Capacity-Building Demonstration grant program is to expand the capacity of both “mainstream” domestic violence organizations and LGBTQ-specific organizations to more effectively identify and address the unique needs of LGBTQ intimate partner violence victims. The successful applicant will be expected to identify and inform LGBTQ-specific prevention and intervention strategies, including screening and on-going assessment that can be replicated in local domestic violence and LGBTQ programs. Many service providers throughout the United States struggle to understand the complexities associated with identifying, serving, and supporting LGBTQ populations.

The Legal Assistance for Victims (LAV) Grant Program is intended to increase the availability of civil and criminal legal assistance needed to effectively aid adult and youth victims of sexual assault, domestic violence, dating violence, and stalking who are seeking relief in legal matters relating to or arising out of that abuse or violence, at minimum or no cost to the victims. LAV Grant Program funds may not be used provide criminal defense services. Grant funds may be used to provide direct legal services to victims of sexual assault, domestic violence, dating violence, and stalking in matters related to or arising out of that abuse or violence. The objective of the LAV Grant Program is to develop innovative, collaborative projects that provide quality representation to victims of sexual assault, domestic violence, dating violence, and stalking.

The Consolidated Grant Program to Address Children and Youth Experiencing Domestic and Sexual Assault and Engage Men and Boys as Allies, hereafter referred to as the Consolidated Youth Program, supports activities that were previously funded under the following four OVW grant programs: Grants to Assist Children and Youth Exposed to Violence Program (CEV); Services to Advocate for and Respond to Youth Program (Youth Services); Services, Training, Education and Policies to Reduce Sexual Assault, Domestic Violence, Dating Violence, and Stalking in Secondary Schools Grant Program (STEP); and the Engaging Men and Boys in Preventing Sexual Assault, Domestic Violence, Dating Violence, and Stalking Program (Engaging Men). The Consolidated Youth Program creates a unique opportunity for communities to increase collaboration among non-profit victim service providers, violence prevention and children (0-10), youth (11-18), young adult (19-24) and men-serving organizations, tribes and tribal governments, local government agencies, schools, and programs that support men's role in combating violence against women and girls. 

The most recent survey by the Moroccan High Commission for Planning, published in 2011, found that 62.8 percent of women aged 18 to 65 had experienced physical, psychological, sexual, or economic violence within the prior 12 months. Further, 55 percent of women surveyed reported domestic violence and 13.5 per cent reported family violence. Less than 3 percent of women who had experienced domestic violence had reported it to the authorities. Both national and international civil society reports indicate that of women who do report abuse to authorities, many do not receive the assistance required by existing Moroccan law and procedure. This has been attributed to a lack of a clear legal framework specific to gender-based violence (GBV) - draft law 103-13 on combatting violence against women remains pending - as well as social stigma, and limited awareness and implementation of existing GBV protections and reforms. The U.S. Department of State, Bureau of Democracy, Human Rights and Labor (DRL) announces an open competition for organizations interested in submitting applications for projects that help combat gender-based violence in Morocco. DRL's objective for this program is to enhance the ability of Moroccan government and civil society stakeholders engaging on GBV to advance survivor-centered protections. All proposals should include efforts that bring together key stakeholders, including justice and security sector actors, to promote effectiveness and accountability in gender-based violence prevention and response. The funding supports activities that develop and strengthen trauma-informed victim services and strategies to prevent, investigate, and respond to sexual assault, domestic violence, dating violence, and stalking on campus.

he Grants to Enhance Culturally Specific Services for Victims of Sexual Assault, Domestic Violence, Dating Violence and Stalking Program supports community-based non-profit organizations in providing culturally relevant services to victims of sexual assault, domestic violence, dating violence, and stalking.

The Campus Program encourages a comprehensive coordinated community approach that enhances victim safety, provides services for victims and supports efforts to hold offenders accountable. The funding supports activities that develop and strengthen trauma informed victim services and strategies to prevent, investigate, respond and prosecute sexual assault, domestic violence, dating violence and stalking. The development of campus-wide coordinated responses involving campus victim service providers, law enforcement/campus safety officers, health providers, housing officials, administrators, student leaders, faith-based leaders, representatives from student organizations, and disciplinary board members is critical. To be effective, campus responses must also link to local off-campus criminal justice agencies and service providers, including local law enforcement agencies, prosecutors' offices, courts, and nonprofit, nongovernmental victim advocacy and victim services organizations. Campuses are encouraged to create or revitalize large-scale efforts that treat sexual assault, domestic violence, dating violence, and stalking as serious offenses by adopting effective policies and protocols, developing victim services and programs that prioritize victim safety, ensuring offender accountability, and implementing effective prevention approaches. Colleges and universities should demonstrate to every student that these crimes will not be tolerated, that perpetrators will face serious consequences, and that holistic services are available for victims.

The National Violence Against Women Law Enforcement Training and Technical Assistance Consortium (NLETC) to support the training and technical assistance (TTA) needs of state, tribal, territorial, and local law enforcement agencies, sworn officers, and civilian staff that will enhance and strengthen law enforcement responses to domestic violence, dating violence, sexual assault, and stalking. The NLETC will also provide targeted TTA to tribal law enforcement on sex trafficking. The NLETC reflects OVW's commitment to ensuring that law enforcement responses to and investigations of domestic violence, dating violence, sexual assault, and stalking are victim-centered, can aid in successful prosecution, and empower victims to heal and achieve safety and justice.

The National Domestic Violence Homicide Prevention Training and Technical Assistance Resource Center (NDVHP TARC) will provide customized and intensive training and technical assistance to jurisdictions interested in implementing a domestic violence homicide prevention (DVHP) intervention. This project may develop and/or enhance a community assessment tool that will be used to assess a jurisdiction's capacity to implement a DVHP intervention, maintain a resource center about existing and new DVHP interventions, and provide training, technical assistance, and resources for each of the professions, to include law enforcement, domestic violence victim service providers, prosecutors, judges and other court staff, involved in implementing a DVHP intervention.

NIJ seeks a research consortium focused on topical areas related to violence against women to include domestic and intimate partner violence, sexual violence, stalking, and teen dating violence. The research consortium is expected to be an interdisciplinary team of researchers representing expertise broadly across violence against women. The research consortium will support NIJ in a variety of research, evaluation, and planning tasks throughout the duration of the award. The project will be awarded in the form of a cooperative agreement, which allows NIJ to serve as a partner and collaborator.

NIJ seeks applications for funding to support exploratory, mixed-methods research, employing both quantitative and qualitative data collection, related to the impact (if any) of the oil industry on domestic violence, dating violence, sexual assault, and stalking in the Dakotas and Montana. Research proposed may be focused at the Federal, State, local, and/or tribal levels. The goal of this solicitation is to fund a mixed-methods study to comprehensively assess whether the growing oil industry is having any impact on victims of, or contributing to an increase in, domestic violence, dating violence, sexual assault, and stalking in the Dakotas and Montana.

The Office on Violence Against Women (OVW) is a component of the United States Department of Justice (DOJ). Created in 1995, OVW administers grant programs authorized by the Violence Against Women Act (VAWA) and subsequent legislation and provides national leaderiship on issues of domestic violence, dating violence, stalking and sexual assault. OVW grants support coordinated community responses to ohld offenders accountable and serve victims.

The purpose of the Office on Violence Against Women (OVW)'s Research and Evaluation (R&E) Initiative is to research and evaluate approaches to combating domestic violence, sexual assault, dating violence, and stalking. By generating more knowledge about strategies for serving victims and holding offenders accountable, communities that benefit from Violence Against Women Act (VAWA) funding will be better equipped to align their work with practices that are known to be effective, and they will be more capable of generating empirical knowledge on the efficacy of new and promising ways of doing things. R&E is designed to support researcher-practitioner partnerships and a broad range of research and evaluation methods, including qualitative, mixed-method, and quasi-experimental designs.

The primary purpose of the OVW Training and Technical Assistance Initiative (TA Initiative) is to provide direct technical assistance to existing and potential grantees and sub-grantees to enhance their efforts to successfully implement projects supported by OVW grant funds. OVW’s TA Initiative is designed to strengthen and build the capacity of civil and criminal justice system professionals and victim service providers across the nation to respond effectively to sexual assault, domestic violence, dating violence, and stalking and foster partnerships among organizations that have not traditionally worked together to address these crimes.
