The project funded under this proposed announcement seeks applications from public and private nonprofit entities for one grant for family planning research. The purpose of this grant is to collect and analyze data on issues of interest to the family planning field. Analysis and research may include, but are not limited to, the following: current services provided by Title X clinics and other family planning centers across the U. S. and how services have changed over time; how Title X clinics and other family planning centers clinics are assessing and taking steps towards assuring their long-term sustainability and how this has changed over time; current health insurance status of women and men seen at Title X clinics and other family planning centers and how this has changed over time; and the sexual risk behaviors and social support networks of clients seen at Title X clinics and other family planning centers and how this has changed over time. The purpose of this Funding Opportunity Announcement (FOA) is to encourage research to improve self-management and quality of life in children and adolescents with chronic conditions. Managing a chronic condition is an unremitting responsibility for children and their families. Children with a chronic condition and their families have a long-term responsibility for self-management. This FOA encourages research that takes into consideration various factors that influence self-management such as individual differences, biological and psychological factors, family/caregivers and sociocultural context, family-community dynamics, healthcare system factors, technological advances, and the role of the environment.

This notice solicits applications for Advancing Systems of Services for Children and Youth with Special Health Care Needs. The purpose of this program is to improve health and well-being for children and youth with special health care needs (CYSHCN) and their families by addressing three core systems focus areas for CYSHCN-access to patient/family-centered medical home, transition of youth into the adult health care system, and adoption of health care financing models that improve care and outcomes while achieving cost savings. This program will establish a national collaborative network of resource centers supporting state Title V programs, families of CYSHCN, child health professionals, and other stakeholders through the provision of technical assistance, training, education, partnership building, policy analysis, and research. Program Goal: The overall goal of this program is to strengthen the system of services for CYSHCN and their families by awarding three separate and distinct cooperative agreements. Cooperative agreements will be awarded to three recipients, who will collaborate to establish a national network of resource centers, with one center awarded for each of the following three focus areas: (1) Patient/family-centered medical home; (2) Transition of youth into the adult health care system; and (3) Health care financing models that improve care and outcomes while achieving cost savings. The three recipients will coordinate efforts to achieve quality care, decrease health care costs, and improve experience of care for CYSHCN and their families. This funding opportunity announcement (FOA) seeks to stimulate research that focuses on reducing negative individual and family outcomes related to unwanted transitions at the end of life and optimizing the individual and family outcomes related to high quality coordination of care of care of individuals who are enrolled in hospice. This FOA emphasizes individuals who are receiving hospice care and their family caregivers, in any setting where hospice care is provided, including their home, a relative's home, a hospice inpatient facility, an assisted living facility, a short- or long-term care facility, or a hospital.

This notice solicits applications for the R40 Maternal and Child Health (MCH) Field-Initiated Innovative Research Studies (FIRST) Program. The purpose of the MCH FIRST Program grant is to advance the health and wellbeing of MCH populations by supporting innovative, applied, and translational intervention[1] research studies on critical issues affecting MCH populations. THE ADMINISTRATION for Children and Families, Administration on Children, Youth and Families' Family and Youth Services Bureau (FYSB) announces the availability of funds under the Basic Center Program (BCP). THE BCP works to establish or strengthen community-based programs that meet the immediate needs of runaway and homeless youth up to age 18 years of age and their families. BCPs provide youth with emergency shelter, food, clothing, counseling and referrals for health care. Basic centers can provide temporary shelter for up to 21 days for youth and seeks to reunite young people with their families, whenever possible, or to locate appropriate alternative placements. Additional services may include: street-based services; home-based services for families with youth at risk of separation from the family; drug abuse education and prevention services. THE PRIMARY purpose of the BCP is to provide counseling services to youth who have left home without permission of their parents or guardians have been forced to leave home, or other homeless youth who might end up in contact with law enforcement or in the child welfare, mental health, or juvenile justice systems. THE AWARD process for FY2018 BCP allows for annual awards over a three-year project period as funds are available.

THE ADMINISTRATION for Children and Families, Administration on Children, Youth and Families' Family and Youth Services Bureau (FYSB) announces the availability of funds under the Street Outreach Program (SOP). SOP WORKS to increase young people’s personal safety, social and emotional well-being, self-sufficiency, and to help them build permanent connections with families, communities, schools, and other positive social networks. These services, which are provided in areas where street youth congregate, are designed to assist such youth in making healthy choices and to provide them access to shelter and services which include: outreach, gateway services, screening and assessment, harm reduction, access to emergency shelter, crisis stabilization, drop-in centers, which can be optional, and linkages/referrals to services. THE AWARD process for FY2018 SOP allows for annual awards over a three-year project period, as funds are available.

The Office of Refugee Resettlement (ORR) within the Administration for Children and Families (ACF) announces the availability of funds for the 2018 Technical Assistance to the Survivors of Torture Program (TA SOT). The purpose of the TA SOT program is to ensure that survivors of torture have access to quality services by providing national technical assistance to centers of healing and other ORR-funded organizations serving survivors of torture. Technical assistance activities are focused on the dual objectives of building capacity and developing sustainability of these programs and organizations. Activities may include trainings, consultations, information sharing, maintaining online resources facilitating listservs, sharing evidence-based practices, conducting research, producing resources, facilitating organizational self-assessments, and promoting program evaluation and strategic planning.

The Office of Refugee Resettlement (ORR) within the Administration for Children and Families (ACF) announces the availability of funds for the fiscal year 2018 Direct Services for Survivors of Torture (DS SOT) grant program. The purpose of the DS SOT program is to increase access to strengths-based, trauma-informed services that assist survivors of torture and their families in the healing and recovery process. Under this grant program, direct services are provided to persons who have been tortured on foreign soil under the color of law. The program offers holistic and integrated services including medical, psychological, legal, and social work. All of these services are provided either directly by the grantee or indirectly through partner organizations or affiliates.

The purpose of this FOA would be to establish, by awarding one cooperative agreement, a National Child Welfare Workforce Institute (NCWWI) to advance federal priorities to improve safety, permanency, and well-being by building the capacity of child welfare professionals and improving the organizations that recruit, train, supervise, manage, and retain them. The Workforce Institute will play a national leadership role in the field of child welfare in the following broad areas: (1)Demonstrating how university partnerships support workforce development; (2) Implementing organizational interventions to improve workforce recruitment and retention; (3) Providing leadership training across the child welfare career spectrum; (4) Developing cross system approaches to improve worker and child outcomes; and (5) Building evidence of best practices in workforce development. A broad range of activities will be undertaken by the Workforce Institute to promote effective child welfare practice, enhance agency efforts to create supportive work environments, and improve worker recruitment and retention outcomes by: Implementing an innovative, comprehensive and integrated organizational, educational, and professional development approach to effective child welfare workforce development building on the last two iterations of NCWWI work; Implementing effective workforce organizational interventions that result in improved agency climate, worker preparation, recruitment, and retention outcomes for agencies; such as reduction in emotional stress and worker burnout, increased length of stay for workers, changes in worker attitude and satisfaction, increased recruitment, etc.; Demonstrating expertise in collecting and disseminating information about effective and promising workforce practices in innovative ways;

THE ADMINISTRATION for Children and Families, Administration on Children, Youth and Families' Family and Youth Services Bureau (FYSB) announces the availability of funds under the Transitional Living Program (TLP) and Maternity Group Home (MGH). THE PURPOSE of FYSB’s TLP and MGH grant programs are to implement, enhance, and/or support effective strategies for successful transition to sustainable living for runaway and homeless youth ages 16 to under 22 and/or pregnant and parenting youth ages 16 to under 22 and their dependent child(ren). Both projects must provide safe, stable, and appropriate shelter for 18 months and, under extenuating circumstances, can be extended to 21 months and provide comprehensive services that supports the transition of homeless youth to self-sufficiency and stable, independent living. Through the provision of shelter and an array of comprehensive services, TLP youth will realize improvements in four core outcome areas (i.e., safe and stable housing, education/employment, permanent connections, and social and emotional well-being.) GRANTS AWARDED under this announcement will have a start date of May 1, 2018 and the project period will be 41 months. The initial award will be for 17 months and run from May 1, 2018 through September 29, 2019.

The Administration for Children and Families, Children’s Bureau announces the availability of one grant to: (1) implement a multi-system approach among public and private agencies integrating community and faith-based to promote effective partnerships; (2) develop or enhance a navigator program to meet caregivers own needs and the needs of the children they are raising; (3) utilize intensive family-finding activities, including search technology, effective family engagement, collaboration with child support, and other means to identify biological family members for the target population to create a greater volume of relationships and connectedness within their families and establish permanent family placements when appropriate; and (4) implement family group decision-making (FGDM) meetings for children in the child welfare system. The project funded under this announcement will be implemented through strong collaboration between the grantee and the public child welfare agency. The successful applicant will facilitate cross collaboration and data sharing among relevant agencies, including the courts, child welfare, Temporary Assistance for Needy Families (TANF), aging and family caregiver support programs, child support, fatherhood programs, education, domestic violence, mental health and substance abuse in order to better identify, assess, and service kinship caregivers and at-risk families within the child welfare system.

The Administration for Children and Families (ACF), Administration for Native Americans (ANA) announces the availability of Fiscal Year 2018 funds for the Native Youth Initiative for Leadership, Empowerment, and Development (I-LEAD).I-LEAD is a special initiative established under ANA’s Social and Economic Development Strategies (SEDS) program. I-LEAD provides support for community-based initiatives that empower Native youth to address priorities identified by such youth and include youth-focused leadership. As well projects are funded to develop models, approaches and strategies to foster resiliency and build upon Native youth's inherent capacities to thrive. Native youth will contribute to the accomplishment of objectives that promote economic and social self-sufficiency for Native Americans, contribute to community well-being, increase the capacity of tribal governments, strengthen families, and implement culturally appropriate strategies to meet the social service needs of Native Americans.As an agency within the ACF, ANA is providing this unique funding opportunity as a special initiative of the SEDS program. The I-LEAD program will ensure project funding is provided to support youth-driven and youth-focused services and activities related to social and economic development, in order to promote the self-sufficiency of tomorrow’s leaders in Native American communities.
