This notice solicits applications for Advancing Systems of Services for Children and Youth with Special Health Care Needs. The purpose of this program is to improve health and well-being for children and youth with special health care needs (CYSHCN) and their families by addressing three core systems focus areas for CYSHCN-access to patient/family-centered medical home, transition of youth into the adult health care system, and adoption of health care financing models that improve care and outcomes while achieving cost savings. This program will establish a national collaborative network of resource centers supporting state Title V programs, families of CYSHCN, child health professionals, and other stakeholders through the provision of technical assistance, training, education, partnership building, policy analysis, and research. Program Goal: The overall goal of this program is to strengthen the system of services for CYSHCN and their families by awarding three separate and distinct cooperative agreements. Cooperative agreements will be awarded to three recipients, who will collaborate to establish a national network of resource centers, with one center awarded for each of the following three focus areas: (1) Patient/family-centered medical home; (2) Transition of youth into the adult health care system; and (3) Health care financing models that improve care and outcomes while achieving cost savings. The three recipients will coordinate efforts to achieve quality care, decrease health care costs, and improve experience of care for CYSHCN and their families. An applicant can apply and be awarded only one focus area. For specific information about applying for one focus area, see Section IV. Application and Submission Information, Project Abstract.

The purpose of this program, which is consistent with language contained in the Joint Explanatory Statement to the Consolidated Appropriations Act of FY 2017, is to fund a study focused on improving child health through a statewide system of early childhood developmental screenings and interventions. This includes improving population level early childhood developmental health outcomes in a state with significant risk factors for poor child health status such as high rates of poverty among children under age 5, high rates of low birthweight infants, and low rates of early childhood developmental screenings. This goal will be achieved through the implementation of a high quality statewide early childhood developmental health system, an evaluative study on best practices, polices and innovations that can serve as a model for other states with high needs, and the development and utilization of an early childhood cross-systems workforce program.

When children are placed in out-of-home care (also called foster care), it is important that child welfare agencies find safe, permanent homes for them as quickly as possible. In many circumstances, children can be reunited with their families, but in some cases, children find homes with relatives or adoptive families. Child and Family Services Reviews (CFSRs) have consistently found that many child welfare systems need to improve their adoption work, as evidenced by their difficulty in achieving substantial conformity on permanency outcomes. These shortcomings include failure to make concerted efforts towards timely permanency for adoption and preserving family connections; inadequate engagement of parents, children and youth in case planning; limited and ineffective service provision; insufficient frequency and duration of child visitations/parenting time; punitive uses of visitation/parenting time; delays in establishing the goal of adoption; a lack of meaningful concurrent planning; and lengthy appeal processes for contested termination of parental rights. These permanency outcomes relate to basic social work, legal, and judicial practices that impact adoption outcomes and also have effects on the safety and well-being of children in care. The purpose of this funding opportunity is to award up to five 5-year cooperative agreements for the development, implementation, and evaluation of strategies that focus on better adoption outcomes by improving basic social work, legal, and judicial practice in order to eliminate systemic barriers to: adoption; preventing entry into foster care; and other forms of permanency. Due to the intersection of permanency, safety, and well-being, an effective system reform effort focused on improving adoption outcomes by improving concurrent planning and reducing time to permanency will also require attention to safety and well-being outcomes.

The Administration for Children and Families, Children’s Bureau announces the availability of one grant to: (1) implement a multi-system approach among public and private agencies integrating community and faith-based to promote effective partnerships; (2) develop or enhance a navigator program to meet caregivers own needs and the needs of the children they are raising; (3) utilize intensive family-finding activities, including search technology, effective family engagement, collaboration with child support, and other means to identify biological family members for the target population to create a greater volume of relationships and connectedness within their families and establish permanent family placements when appropriate; and (4) implement family group decision-making (FGDM) meetings for children in the child welfare system. The project funded under this announcement will be implemented through strong collaboration between the grantee and the public child welfare agency. The successful applicant will facilitate cross collaboration and data sharing among relevant agencies, including the courts, child welfare, Temporary Assistance for Needy Families (TANF), aging and family caregiver support programs, child support, fatherhood programs, education, domestic violence, mental health and substance abuse in order to better identify, assess, and service kinship caregivers and at-risk families within the child welfare system.

The Bureau of International Labor Affairs (ILAB), U.S. Department of Labor announces the availability of approximately $4 million total costs for up to two cooperative agreements of up to $2 million total costs each to fund technical assistance project(s) in two different countries to improve implementation of social compliance systems that promote acceptable conditions of work and the elimination of child labor and forced labor in coffee supply chains. Each cooperative agreement will fund a project in one of the following countries in the Latin America/Caribbean region, where DOL's List of Goods Produced by Child Labor or Forced Labor (TVPRA List) documents child labor and/or forced labor concerns: Colombia, Costa Rica, El Salvador, Guatemala, Honduras, or Nicaragua. Project outcomes include: 1) Adoption of a robust and sustainable social compliance system by private sector stakeholders in coffee supply chains; 2) Strengthened capacity of private sector stakeholders to implement a robust and sustainable social compliance system in coffee supply chains; and 3) New social compliance tools on child labor, forced labor, and acceptable conditions of work piloted in the coffee supply chain. The duration of the project will be a maximum of 4 years (48 months) from the effective date of the award. Applicants may apply for one or two of the cooperative agreements listed above. No more than two applications per applicant will be accepted. If applying for two cooperative agreements, applicants should not combine countries in a single application, but must submit separate applications for each country. Each application should request no more than $2 million total costs in funding.

The opioid epidemic has disrupted public safety and significantly increased the burden on state and local law enforcement, substance abuse treatment delivery systems, mental health systems, child welfare and foster care, and the juvenile justice and criminal justice systems. Through this program, OJJDP is helping states and communities develop a data-driven, coordinated response to opioid abuse-related challenges that impact youth and community safety. Funding under this program may be used to support programs and services to youth and families impacted by both opioids and other substance use disorders.

The purpose of NIDILRR's Disability and Rehabilitation Research Projects (DRRP), which are funded through the Disability and Rehabilitation Research Projects and Centers Program, is to plan and conduct research and dissemination and utilization activities to develop methods, procedures, and rehabilitation technology that maximize the full inclusion and integration into society, employment, independent living, family support, and economic and social self-sufficiency of individuals with disabilities, especially individuals with the most severe disabilities, and to improve the effectiveness of services authorized under the Rehabilitation Act of 1973, as amended (Rehabilitation Act). The purpose of this particular DRRP is to maintain the Burn Model Systems National Database and to provide training, technical assistance and support for the Burn Model Systems Centers as they contribute data to this database.

The purpose of this Notice of Funding Opportunity Announcement (NOFO) is to strengthen district, state and national public health systems in India to sustain and continue advancement of Global Health Security Agenda (GHSA) priorities to prevent, detect, and respond to disease threats across the country. This NOFO will help augment and transition GHSA assisted activities increasingly to Government of India (GoI) including, but not limited to the following Ministry of Family Health and Welfare (MoHFW) institutions: National Centre for Disease Control (NCDC); National Health Mission (NHM); and Indian Council of Medical Research (ICMR). Other key institutions include the Ministry of Fisheries, Animal Husbandry and Dairying (MoFAD); the National Disaster Management Authority (NDMA); and the All Indian Institute of Medical Science (AIIMS). This NOFO will focus on supporting logistical and technical requirements in five core public health capacities among these GoI institutions: antimicrobial resistance (AMR); workforce development capacity; surveillance and outbreak response; safe laboratory systems and diagnostics; public health emergency response capacity. Also, this NOFO will support GHSA governance efforts within the GoI for effective implementation of GHSA activities and International Health Regulations (IHR) compliance.

The Office of Juvenile Justice and Delinquency Prevention (OJJDP) seeks to enhance the ability of the juvenile justice, child welfare, mental health, and education systems to share information that will facilitate the provision of services and ensure better outcomes for children, youth, and families. OJJDP will deliver training and technical assistance (TTA) services to build state, local, and tribal capacities to implement solutions to address this nationwide need. Through this program, OJJDP will build the capacity of juvenile justice, child welfare, mental health, and education systems and use existing information sharing standards, procedures, tools, and practices across agencies to improve services and outcomes for youth, families, and communities.

This notice solicits applications for the R40 Maternal and Child Health (MCH) Field-Initiated Innovative Research Studies (FIRST) Program. The purpose of the MCH FIRST Program grant is to advance the health and wellbeing of MCH populations by supporting innovative, applied, and translational intervention[1] research studies on critical issues affecting MCH populations. [1] For the purpose of this NOFO, an "intervention" is defined to include behavioral, social, or structural / health systems approaches, as well as combination applied clinico-medical and behavioral, social, or structural / health system approaches that contribute to the prevention of diseases or improvement of health (including clinical) outcomes for mothers, children and families at a population level.

This notice solicits applications for projects under the Community-based Approaches to Strengthening Economic Supports for Working Families Initiative to serve low-income working families disproportionately at risk for adverse childhood experiences (ACEs), including racial and ethnic minority families. This initiative seeks to determine if implementation of earned income tax credit outreach and education activities in communities at higher risk for ACEs can result in (1) increased EITC receipt and (2) changes in risk and/or protective factors for ACEs. OMH expects recipients to demonstrate effective outreach strategies to communities disproportionately at higher risk for ACEs, including racial and ethnic minority communities, and a collaborative multi-sectoral approach which should include partners in community-level sectors and community-based organizations, such as social services agencies, child support agencies, home visiting programs, early childhood service providers, housing agencies, business/labor organizations, and health systems. In the long term, OMH expects projects to lead formalized and sustainable systems change and enhanced partnerships that foster economic stability in order to prevent ACEs. OMH anticipates funding up to six grants for $300,000 to $450,000 each per year, for up to three years.

The Board of Regents is seeking high quality, focused cooperative education and internship program proposals from Ohio institutions of higher education and their partners. This program has been funded  through one-time casino licensing fees; it is expected that the funds will be awarded to build systems to sustain co-ops and internships beyond the direct investment from the State and to ensure these workbased learning opportunities are relevant to the needs of students and businesses. Funds will be awarded to build the capability and capacity of programs to engage more students, more businesses,  and more faculty members in co-op and internship programs. The programs should address the talent needs of JobsOhio key industries.

This project is a longitudinal study of annual state-by-state and national statistics on residential services and supports for people with intellectual and developmental disabilities. The project will include funding for supports and services from a variety of sources, including public and non-public, Medicaid-funded and non-Medicaid-funded residential and supportive services. The project will: • Utilize a large multistate database on individuals with developmental disabilities to examine the associations between personal characteristics, housing, financing and support models, state systems on inclusion, self-determination, satisfaction, and outcomes • Conduct state policy and program surveys on key topics in residential and other community services • Maintain a clearinghouse of information and resources on consumer-controlled housing, the direct support workforce, and community living outcomes The project will disseminate research using annual reports, the IMPACT, and theQualityMall.org website. The Build-a-Report tool and website allow reports to be customized. The grantee will collaborate with other AoD data collection projects to show targeted current year and longitudinal data on the project website.  

This Notice of Funding Opportunity (NOFO) will support a randomized controlled trial (RCT) to evaluate the effectiveness of adult immunization quality improvement interventions to increase influenza and Tdap vaccination coverage among pregnant women in at least two gynecologic/obstetric (OB/GYN) practices (that stock influenza and Tdap vaccines) within a large health system in one or more state, local, or territorial public health jurisdiction(s).

The Department of Administrative Services is soliciting competitive sealed proposals ("Proposals") on behalf of the Ohio Department of Job and Family Services for the implementation and provision of a combined benefits and tax system (the "Work").

NIJ is seeking multidisciplinary research and evaluation proposals related to childhood exposure to violence. In particular, NIJ seeks applications that address polyvictimization, Internet harassment/electronic aggression (e.g, bullying through Facebook, harassing e-mails), resilience, or justice system responses to children identified as being exposed to violence. For the purposes of this solicitation, "Children Exposed to Violence (CEV)" encompasses a broad area that includes children as both direct victims and as bystanders or observers of various forms of violence in the home, school, or community (including, but not limited to, peer victimization/bullying/harassment, child maltreatment, domestic violence, and community violence). This solicitation may be used to address other types of violence to which children are exposed, with the exception of media violence (e.g., television and movie violence, music advocating aggression, and violent video games).

The Administration for Children and Families' (ACF), Administration on Children, Youth and Families' (ACYF), Family and Youth Services Bureau (FYSB) will award funding for the Basic Center Program(BCP). The purpose of the BCP is to provide an alternative for runaway and homeless youth who might otherwise end up with law enforcement or in the child welfare, mental health, or juvenile justice systems. The BCP works to establish or strengthen community-based programs that meet the immediate needs of runaway and homeless youth and their families. The programs provide youth up to age 18 with emergency shelter, food, clothing, counseling and referrals for health care. Most basic centers can provide 21 days of shelter for up to 20 youth at a time. There are exceptions for jurisdictions that have different standards for licensing. Basic centers seek to reunite young people with their families, whenever possible, or to locate appropriate alternative placements.

Examples of research topics of interest to MCHB include but are not limited to the following: Health care access and continuity of care, including transition into adulthood (e.g., employment and health care); Family engagement and family partnerships; Family well-being, coping, resilience, and social networks; Variations in access to services affecting family functioning in diverse populations; Service systems and infrastructure including: characterizing the current ASD diagnostic and service utilization patterns in community settings, examining the relationship between diagnosis and services availability for ASD, and evaluating services and intervention outcomes; Increasing identification of ASD including Aspergers in diverse populations, including ethnic minorities and girls; Safety issues including wandering from residential and educational settings.
