    The Pop Culture Collaborative represents an innovative hub for high impact partnerships and grants designed to help organizations and individuals leverage the reach and power of pop culture for social justice goals. Their 'Pop Up' Rapid Response Grants are designed to support a short-term project developed in connection to a recent or upcoming acute political or cultural time hook, and must be intended to reach an audience of more than a million people or engage artists, producers, and/or organizers that do so. Funded projects must impact, support, or connect with at least one of these community groups: people of color, immigrants, refugees, or Muslims. They can work to support initiatives that build movements, drive campaigns, produce stories, and leverage mass media and entertainment media to drive positive narrative and social change in popular culture. Examples of funded projects include public events and private retreats; tool and resource prototypes; network and partnership building; story, narrative, and strategy design process; and creative content including short film/video, concerts, music recordings, etc. Grants range from $5,000 to $30,000. Requests may be submitted at any time by nonprofit organizations, for-profit organizations, and individuals with fiscal sponsorship.     DLS supports fundamental research that increases our understanding of cognitive, linguistic, social, cultural, and biological processes related to children's and adolescents' development and learning.  Research supported by this program will add to our basic knowledge of how people learn and the underlying developmental processes that support learning, with the objective of leading to better educated children and adolescents who grow up to take productive roles as workers and as citizens. Among the many research topics supported by DLS are: developmental cognitive neuroscience; development of higher-order cognitive processes; transfer of knowledge from one domain or situation to another; use of molecular genetics to study continuities and discontinuities in development; development of peer relations and family interactions; multiple influences on development, including the impact of family, school, community, social institutions, and the media; adolescents' preparation for entry into the workforce; cross-cultural research on development and learning; and the role of cultural influences and demographic characteristics on development. Additional priorities include research that: incorporates multidisciplinary, multi-method, microgenetic, and longitudinal approaches; develops new methods, models, and theories for studying learning and development; and integrates different processes (e.g., learning, memory, emotion), levels of analysis (e.g., behavioral, social, neural), and time scales (e.g. infancy, middle childhood, adolescence).

    Lesbian, Gay, Bisexual, Transgendered, and Questioning (LGBTQ) victims of intimate partner, domestic, and/or dating violence do not have consistent access to culturally competent services to prevent and address such violence. Domestic/intimate partner violence is a significant health problem among LGBTQ populations and has serious physical health, mental health, and social consequences for its victims, their families, the LGBTQ communities, and society-at-large. The intent of this Family Violence Prevention and Services Capacity-Building Demonstration grant program is to expand the capacity of both “mainstream” domestic violence organizations and LGBTQ-specific organizations to more effectively identify and address the unique needs of LGBTQ intimate partner violence victims. The successful applicant will be expected to identify and inform LGBTQ-specific prevention and intervention strategies, including screening and on-going assessment that can be replicated in local domestic violence and LGBTQ programs. Many service providers throughout the United States struggle to understand the complexities associated with identifying, serving, and supporting LGBTQ populations.

    The Family Violence Prevention and Services Discretionary Grants Program will support one national capacity building center focused on delivering comprehensive training and technical assistance to enhance safe, supportive, and sustainable housing for survivors of domestic violence. The Center's primary purpose will be to strengthen coordination between domestic violence, housing, and homeless service providers. More specifically, it will develop resources for integrating responses to the complex and diverse needs of domestic violence survivors throughout the crisis-response system, including assessment, safety planning, voluntary and flexible supportive services, and access to emergency shelter, transitional housing, rapid rehousing, and permanent housing. The Center will also provide training at the local state, and national level regarding victim privacy and confidentiality especially as it relates to data collection. Additionally, it will offer strategies for including domestic violence service providers as full partners in local Continuum of Care (CoC) planning and implementation efforts aimed at delivering client-centered, trauma-informed, and culturally relevant services tailored to the individual needs of survivors of domestic violence and their children. The Center also will document best practices and lessons learned from the domestic violence, homelessness, and housing fields related to rapid rehousing and housing first projects for domestic violence survivors; coordinated assessment; transitional housing; and progressive engagement/supportive services. And finally, the Center will identify promising practices that promote the physical and emotional well-being, resilience, and long term safety, security and housing stability of families impacted by domestic violence.

    The United States Department of Agriculture (USDA) Food and Nutrition Service (FNS), through the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC), is responsible for providing Federal grants to States for supplemental foods, health care referrals, and nutrition education (including breastfeeding promotion and support) for low-income pregnant, breastfeeding, and non-breastfeeding postpartum women, and to infants and children up to age five who are found to be at nutritional risk. The legislative authority for this grant announcement is contained in the Child Nutrition Act of 1966 Section 17 (g) (5)[1] as amended and Section 1472 of the National Agriculture Research, Extension, and Teaching Policy Act of 1977, 7 U.S.C. 3318, codified at 7 CFR 2.19(a)(3)(x) in January 2009. This is an announcement of the availability of funds for one new cooperative agreement for FY 2017-2019 with a public or private Academic or Research Institution. In this funding cycle, the USDA anticipates awarding up to $1,000,000 in grant funding to support the creation of a Participant Research Innovation Laboratory for administering and awarding sub-grants for researcher-initiated projects that develop and test strategies to encourage retention of children in WIC. Developed strategies should focus on WIC service delivery sites or retail environments. Further, strategies must acknowledge the social and cultural diversity of WIC participants and those eligible for the Program.

    The Administration for Children and Families (ACF), Office of Refugee Resettlement (ORR) announces funding under the Ethnic Community Self-Help (ECSH) Program. The goal of this program is to support Ethnic Community-Based Organizations (ECBOs) in providing refugee populations with critical services to assist them in becoming integrated members of American society. An ECBO is a non-profit organization that was founded and is led by a current or former refugee, or a group of current and former refugees and immigrants, primarily for the advancement of refugees. For the purposes of this Funding Opportunity Announcement (FOA), ORR considers an ECBO as a non-profit organization whose board of directors is comprised of at least 60 percent current and/or former refugees. Under the ECSH Program, the following three main objectives must be implemented: 1) to strengthen ECBOs' provision of culturally and linguistically appropriate services to refugees within five years after their initial resettlement; 2) to support ECBOs' organizational development and engagement in capacity building by encouraging their collaboration with established refugee service providers and mainstream organizations; and 3) to support ECBOs in promoting community building and civic participation by refugee individuals and refugee community members.

    The Family Violence Prevention and Services Act (FVPSA) Discretionary Grant Program seeks one grantee to enhance and expand the capacity of FVPSA formula grantees - state FVPSA administrators and state/territory domestic violence coalitions. For this grant program, one grantee will be expected to provide 1) topic-specific training and technical assistance at a national level and 2) intensive training and technical assistance at the state or territory level. The national training and technical assistance topics, and the identified formula grantee recipients of the intensive technical assistance, will be identified through: formula grantee needs assessments; program monitoring by FVPSA staff; and the selected grantee's internal processes for identifying needed topics and selected grantees. The training and technical assistance will focus on programmatic and administrative functions to build the capacity of FVPSA formula grantees, such as dissemination of FVPSA regulations and guidance, understanding roles and responsibilities of programmatic monitoring of local programs, incorporation of best practices, building the management capacity of organizations, and building partnerships within the state or territory which includes culturally-specific organizations and tribes. The grantee will participate in ongoing coordination and collaboration with the FVPSA-funded resource centers, collectively known as the Domestic Violence Resource Network (DVRN).

    The purpose of the Jobs Plus Pilot program is to develop locally-based, job-driven approaches to increase earnings and advance employment outcomes through work readiness, employer linkages, job placement, educational advancement, technology skills, and financial literacy for residents of public housing. The place-based Jobs Plus Pilot program addresses poverty among public housing residents by incentivizing and enabling employment through earned income disregards for working families, and a set of services designed to support work including employer linkages, job placement and counseling, educational advancement, and financial counseling. Ideally, these incentives will saturate the target developments, building a culture of work and making working families the norm. The Jobs Plus Pilot program consists of the following three core components: Employment-Related Services Financial Incentives – Jobs Plus Earned Income Disregard (JPEID) Community Supports for Work Applicants are encouraged to develop key partnerships to connect participants with any other needed services to remove barriers to work. An Individualized Training and Services Plan (ITSP) should be developed for each participant to establish goals and service strategies, and to track progress. Background HUD, the Rockefeller Foundation, and the MDRC, through a public-private partnership, designed and supported the Jobs Plus program model between 1998 and 2003. HUD has issued two separate evaluation reports on the demonstration, in an effort to identify and document the most promising approaches to increasing employment among families in public housing. Each evaluation showed ongoing positive effects for residents when the program was well-implemented and included the three core elements.

    One of the oldest American foundations, the Russell Sage Foundation was established by Mrs. Margaret Olivia Sage in 1907 for "the improvement of social and living conditions in the United States." In pursuit of this mission, the foundation now dedicates itself to strengthening the methods, data, knowledge, and theoretical core of the social sciences as a means of diagnosing social problems and improving social policies. The foundation's program on Social Inequality supports research on the social, economic, political, and labor market consequences of rising economic inequalities in the United States. The program seeks Letters of Inquiry for investigator-initiated research projects that will broaden current understanding of the causes and consequences of rising economic inequalities. Priority will be given to projects that use innovative data or methodologies to address important questions about inequality. Examples of the kinds of topics that are of interest include, but are not limited to, economic well-being, equality of opportunity, and intergenerational mobility; the political process and the resulting policies; psychological and/or cultural change; education; labor markets; child development and child outcomes; neighborhoods and communities; families, family structure, and family formation; and other forms of inequality.

    The purpose of this funding opportunity announcement (FOA) is to establish, by awarding a cooperative agreement, one Quality Improvement Center (QIC) to develop a model program to assess and address the array of individual and collective needs of birth families to support timely, stable, and lasting family reunification and family well-being. The model program will: Create systemic change through intentional policy, practice, and culture shifts of agency and service provider staff that promote comprehensive, holistic family-centered reunification services and supports; align with the premise that foster care and foster families should serve as a support, not a substitute for parents and biological families; implement strategies and interventions that promote foster family and birth family engagement, mentoring, and support; provide for maintaining children's important connections and for children and youth's normalcy while in foster care; and engage local communities in developing a comprehensive array of services and localized family supports that allow families to build protective factors and thrive within their communities of origin. The QIC will install, implement, and evaluate the model program in 4-6 local sites. The QIC will incorporate information learned through a literature review, a pool of technical assistance (TA) experts, and the input of birth parents, foster parents, youth, courts, and community service providers/support organizations throughout development and implementation of project activities.

    Established in 1962, the Spencer Foundation is dedicated to the belief that research is necessary to the improvement of education. To that end, the foundation supports high-quality investigations of education through its research programs and to the strengthening and renewal of the educational research community through its fellowship/training programs and related activities. To that end, the foundation is accepting proposals through its Small Research Grants Program from education research projects. In keeping with the foundation's mission, the program aims to fund academic work that will contribute to the improvement of education, broadly conceived. Examples of previously funded projects include an experimental study of how college students use visual representations in solving math problems; a study exploring the process of racial and rural identity formation among African-American high-school students who attend de facto segregated schools in the rural South; and a mixed-methods study focused on the different types of knowledge novice and experienced teachers draw on in teaching reading comprehension. To be eligible, principal investigators and co-PIs must have an earned doctorate in an academic discipline or professional field, or appropriate experience in an education research-related profession. In addition, the PI must be affiliated with a college, university, school district, nonprofit research facility, or nonprofit cultural institution that is willing to serve as the fiscal agent should a grant be awarded.
