    The objective of this FOA is to develop and implement a variety of activities that deploy U.S. technical expertise in areas such as strategic and policy planning and analysis, energy market analysis, energy modeling, workforce development, and technical analysis to prime markets for increased use of energy efficient and renewable energy technologies in South Africa and Saudi Arabia. Benefits to the U.S. include potentially increased exports of domestic clean energy technologies and services in rapidly expanding markets, as well as access to data on clean energy policy and program successes and challenges that can inform U.S. national and subnational policy development. DOE anticipates providing two awards totalling $900k (one $450k award for activities in South Africa; one $450k award for activities in Saudi Arabia). The awardees will implement these activities over a period of up to three years to accomplish the goals of this funding opportuni ty. This FOA directly supports the goals of the Department of Energy's (DOE) Office of Energy Efficiency and Renewable Energy (EERE), International.     The tasks to be performed under this agreement are as follows: Task 1: Project Planning and Design The planning and design phase of the project will draw on work completed to date with information and analysis of existing site conditions completed by project team members. The Planning and Design process will include the following: Obtain and set up base maps for the project Develop an architectural design of greenhouse compatible with the existing historic structures including structural engineering Conduct an energy analysis including design of integrated system; for example a combination of alternative energy options. Complete final plans, including construction documents. Task 2: Determine Water Supply and Augmentation Needs The Recipient will determine demand and design water-related systems to irrigate greenhouse and outdoor plots. This task includes any water related engineering and legal services required to complete documents to legally use water for the project. Task 3: Determine Design of Outdoor Plots and Environmental Data Collection The Recipient will, with assistance from the Service, collect environmental data regarding existing conditions on the property as well as to assist in design of outdoor plots. Outdoor plots will be designed for optimal irrigation, drainage, plantings, and fencing. Task 4: Project Coordination The Recipient will provide overall project management and administrative oversight of the Upper Arkansas River NRDAR Native Plant Propagation at Hayden Ranch from greenhouse outdoor plot planning through implementing those plans.

    The objective of this project is to create a new macroinvertebrate bioassessment index that can be applied at both the regional and reach scales to make status determinations. A bioassessment index developed for use at multiple spatial scales would benefit multiple agencies, Federal, State, and local, as well as public and private organizations by giving them a tool that can help them identify sites/watersheds in need of protection, preservation and/or restoration. Use of aquatic macroinvertebrates as bioindicators of stream condition can be incorporated into a decision-support model (DSM) which can be used as a method towards assessing overall watershed condition. The capacity of the DSM to make accurate condition and trend determinations is dependent upon the sensitivity of the individual attributes used to define watershed condition. Therefore, in the case of macroinvertebrates, it is critical to identify the optimal bioassessment index, as well as the factors influencing index performance.

These centers serve state, tribal, and local government needs in addition to providing P2 information directly to businesses. The regional centers collaborate and coordinate on P2 information development and dissemination activities nationally in order to decrease duplication of effort and promote efficiency. Information and training are used to assist businesses in identifying better environmental strategies for reducing or eliminating waste and conserving natural resources.     The Public Affairs Section of the U.S. Embassy in Islamabad announces an open competition for a cooperative agreement to establish an Academic Partnership in Business Management & Environmental Sciences between a U.S. educational institution and the Karakoram International University (KIU) in Gilgit, Pakistan. Accredited U.S. four-year colleges and universities meeting the provisions described in Internal Revenue Code section 26 USC 501(c)(3) may submit proposals to pursue institutional or departmental objectives in partnership with the Karakoram International University. Objectives detailed as priorities for this partnership include: curriculum development, collaborative research, professional development for faculty by U.S. counterparts, and faculty and student exchange. The duration of faculty and student exchanges can be managed according to the time required for the specific task or activity of their exchange. KIU has indicated the primary focus areas should be the environmental sciences programs and the business management programs.     To potentially support the full-scale testing of MHK wave energy devices, the Water Power Program intends to evaluate site locations, designs, and estimated costs for an open water, fully energetic domestic wave test facility. It is expected that a viable grid-connected facility will be capable of testing both scaled prototypes and full-scale (utility-scale) wave energy conversion devices in order to evolve reliable, low cost, renewable energy alternatives to fossil fuel. Prototype testing is essential to mature existing wave technologies, validate performance against analytic models, demonstrate compliance with applicable design standards and thereby mitigate the technical and financial risk of developing and deploying mass-produced wave energy devices, plants, technologies and related products. Construction and operation of a full-scale domestic wave test facility will assist the U.S. industry by identifying design and manufacturing deficiencies early in the development cycle and validate modifications and improvements prior to commercial deployment. Ultimately, this new testing capability will improve the country?s competitiveness in MHK energy technology, encourage domestic manufacturing, job creation, and provide a new technology that utilizes an untapped renewable resource to help achieve the nation?s energy goals. This FOA is intended to identify possible site locations and evaluate the potential to establish a national wave testing facility within U.S. territorial waters.
