More than nine million tons of plastic waste end up in the planet's oceans each year, with alarming implications for the health of people, wildlife, and ecosystems. Eighty percent of this plastic is believed to be derived from land-based sources, and much of it enters the ocean via major rivers in Asia and Africa. Through this RFP, National Geographic aims to support projects dedicated to reducing plastic pollution at the source, both by reducing per capita plastic consumption and by reducing the flow of plastics into watersheds.

This Funding Opportunity Announcement (FOA) encourages Small Business Innovation Research (SBIR) grant applications from small business concerns (SBCs) that propose to further the development of Advanced Technology Training (ATT) products for: the health and safety training of hazardous materials (HAZMAT) workers; waste treatment personnel; skilled support personnel associated with an emergency/disaster; emergency responders in biosafety response, infectious disease training and cleanup; emergency responders in disasters and resiliency training; and for ATT tools to assist in research into the acute and long-term health effects of environmental disasters. ATT as defined by the Worker Training Program (WTP) includes, but is not limited to, online training, virtual reality, and serious gaming, which complement all aspects of training from development to evaluation including advanced technologies that enhance, supplement, improve, and provide health and safety training for hazardous materials workers. These products must complement the goals and objectives of the WTP http://www.niehs.nih.gov/careers/hazmat/about_wetp/. The major objective of the NIEHS WTP is to prevent work related harm by assisting in the training of workers in how best to protect themselves and their communities from exposure to hazardous materials. The financial support for this initiative comes directly from NIEHS Worker Education and Training Branch SBIR funds.

The Fixing America's Surface Transportation Act (FAST Act; P. L. 114-94, December 4, 2015) authorizes the Secretary of Transportation to make grants to eligible non-profit institutions of higher education to establish and operate University Transportation Centers (UTCs or Centers). Non-profit institutions of higher education may include qualifying two-year institutions (20 U.S.C. § 1001(a)).  The Office of the Assistant Secretary for Research and Technology (OST-R) of the U.S. Department of Transportation (US DOT) will manage the UTC Program.

The Solutions Project unites science, business, culture, and community to accelerate the transition towards 100% clean, renewable energy for all people and purposes. The Solutions Project's Fighter Fund is a rapid response grantmaking program that provides support to pivotal frontline leaders accelerating the transition to clean energy in the United States. The Fund's interest areas include the following: state policy campaigns supporting 100% clean energy for 100% of the people; fossil fuel infrastructure resistance; indigenous organizing and indigenous led movements; supporting transparent, cleaner, and democratically controlled rural electric cooperatives; and community-owned clean energy demonstration projects in need of seed capital. The National Aeronautics and Space Administration (NASA) Science Mission Directorate (SMD) announces the release of its annual NASA Research Announcement (NRA), Research Opportunities in Space and Earth Sciences (ROSES) - 2018. ROSES is an omnibus NRA, with many individual program elements, each with its own due dates and topics. All together these cover the wide range of basic and applied supporting research and technology in space and Earth sciences supported by SMD. Awards will be made as grants, cooperative agreements, contracts, and inter- or intra-agency transfers, depending on the nature of the work proposed, the proposing organization, and/or program requirements. The typical period of performance for an award is three years, but some programs may allow up to five years and others specify shorter periods. Organizations of every type, domestic and foreign, Government and private, for profit and not-for-profit, may submit proposals without restriction on teaming arrangements.

This Funding Opportunity Announcement (FOA) is soliciting applications to develop Solid Oxide Fuel Cell Technology in order to support fuel cells system manufacturers in addressing issues related to cost and reliability of fuel cells systems. Applications are sought in two areas of interest (AOI) that include AOI 1 - Solid Oxide Fuel Cells (SOFC) Core Technology Research and AOI 2 - Core Technology Research and Development (R&D) in Support of Near-Term SOFC Power Systems Prototype Tests. AOI 1 is supporting transformational technologies that are focused on early-stage laboratory-scale R&D. Successful projects will result in validation of concepts at a laboratory-scale. Collaboration with a fuel cell system manufacturer is encouraged. AOI 2 will seek projects that address reliability issues facing 2nd Generation SOFC power systems in an operational environment. This AOI will require a team approach where the participation of at least one fuel cell system manufacturer as a prime or a sub-recipient in the team is required. Teams should be able to take the technology developed during the award to the point that it can be validated in an operational system. Fuel cell technology other than SOFC will be considered non-responsive to both AOIs.

Field corn production makes incredible contributions to human nutrition as a primary source of feed for cattle, hogs, and poultry; to cleaner air and reduced greenhouse gases as the source of ethanol fuel; and to the economy.

AFRL Advanced Power Technology Office has a need to improve the U.S. Air Force's energy security posture through rapid assessment of energy and environmental technologies. This effort is needed to maximize the benefit of a combination of increased energy resiliency/reliability where energy resilience is defined as the agility to maintain critical mission functions even during unexpected disruptions, increased cost-effectiveness to evaluate the trade-offs between lowest price and other priorities such as sustainability and resilience, and increased environmental sustainability.

The U.S. Department of Energy (DOE), Office of Energy Efficiency and Renewable Energy (EERE) announces a notice of availability of funds for financial assistance to accelerate research and development related to the production of affordable and sustainable non-food energy crops that can be used as feedstocks for the production of price-competitive biofuels and bioproducts. This funding opportunity announcement (FOA) supports EERE's performance metrics to reduce U.S. dependence on foreign oil, increase the viability and affordability of renewable energy technologies and processes, and spur growth in the domestic bioeconomy. Applicants must be registered in the System for Award Management (SAM) at https://www.sam.gov before submitting an application and must provide a valid Dun and Bradstreet Universal Numbering System (DUNS) number in the application. Failure to comply may result in a determination that the applicant is not qualified to receive a Federal award, and that determination could be used as a basis for making a Federal award to another applicant.

This FOA will support high-impact R&D for plastics by developing new plastics that are capable of efficient recyclability and improving recycling strategies that can break existing plastics into chemical building blocks that can be used to make higher-value products. DOE's Bioenergy Technologies Office (BETO) develops technologies that convert domestic biomass and waste resources into fuels, products, and power to enable affordable energy, economic growth, and innovation in renewable energy and chemicals production. DOE's Advanced Manufacturing Office (AMO) develops technologies that drive energy productivity improvements in the U.S. manufacturing sector, efficiently utilize abundant and available domestic energy resources, and support the manufacture of clean energy products with benefits extending across the economy. This Funding Opportunity Announcement (FOA) will support high-impact technology research and development (R&D) to enable the development of technologies that overcome the challenges associated with plastic waste. Topic Areas include: 1) Highly Recyclable or Biodegradable Plastics: develop new plastics that have improved performance attributes over a comparable existing plastic that can be cost-effectively recycled or biodegrade completely in the environment or in compost facilities. 2) Novel Methods for Deconstructing and Upcycling Existing Plastics: generate energy efficient recycling technologies (mechanical, chemical, or biological) that are capable of breaking plastic streams into intermediates which can be upgraded into higher value products. 3) BOTTLE Consortium Collaborations to Tackle Challenges in Plastic Waste: create collaborations with the Bio-Optimized Technologies to Keep Thermoplastics out of Landfills and the Environment (BOTTLE) Laboratory Consortium to further the long-term goals of the Consortium and the Plastics Innovation Challenge.

NSF invites proposals to establish a Navigating the New Arctic Community Office (NNA-CO). Launched in 2016, NNA has been building a growing portfolio of research and planning grants at the intersection of the built, social, and natural environments to improve understanding of Arctic change and its local and global effects. Each NNA-funded project is responsible for its own performance, including its core research and broader impacts. However, an NNA community office is required to coordinate the activities of funded NNA projects; engage new PIs; and promote research, education, and outreach activities. The NNA-CO will also provide centralized representation of ongoing NNA activities to the broader scientific community and the public. The lead PI of the successful NNA-CO proposal will serve as the Office Director and will work with the research community to develop and implement appropriate communication networks and support for investigators, stakeholders, and research teams pursuing NNA research. NNA research is inherently convergent, seeking new knowledge at the intersection of the natural, built, and social environments. NNA research also inherently involves diverse stakeholders, from local to international. The NNA-CO will need to demonstrate the ability to work with these types of research teams and audiences.

It is NASA's intent to update these foci and compete this element on an annual basis to best address scientific and programmatic priorities: 1. High-End Computing for ESI: Research advancing the use of High-End Computing (HEC) resources to answer specific questions in solid-Earth science. This subsection welcomes proposals addressing observational network design and augmentation, automated processing of large datasets, and advanced analysis and simulation. Proposals that demonstrate a clear need and robust plan for use of NASA HEC resources are especially encouraged. 2. Geomagnetic Research: Research that utilizes remotely sensed geomagnetic observations to further advance our understanding of the solid Earth. 3. Strengthening ESI Community Knowledge and Skills: New ESI-relevant activities that strengthen knowledge and skills of graduate students and/or postdoctoral researchers and broaden community awareness of the ESI mission. EERE's Advanced Manufacturing Office (AMO) partners with industry, small business, universities, and other stakeholders to identify and invest in emerging technologies with the potential to create high-quality domestic manufacturing jobs and enhance the global competitiveness of the United States. Through this Request for Information, EERE, on behalf of AMO, seeks feedback on technologies with the potential for early stage research and development (R&D) that if successfully advanced could impact the cost-effective and energy efficient availability of clean water processed from a variety of sources such as surface water, ground water, brackish water, seawater, wastewater and produced water for a range of applications including municipal drinking water, agricultural uses, and industrial needs.

In FY 2016, the Big Data Regional Innovation Hubs: Establishing Spokes to Advance Big Data Applications (BD Spokes) solicitation began extending the BD Hubs network by establishing multi-institutional and multi-sector collaborations to focus on topics of specific interest to a given region. The first set of BD Spokes was funded in FY 2016. This solicitation calls for new BD Spoke proposals to be awarded in FY 2018. Collaborating with BD Hubs, each BD Spoke will focus on a particular topic that requires Big Data approaches and solutions. The set of activities managed by a BD Spoke will promote progress towards solutions in the chosen topic area. The regional BD Hub Steering Committee will provide general guidance to each BD Spoke and will assist the BD Spoke in coordinating with the national BD Hub network, with other BD Spokes, and with the broader innovation ecosystem.

This project is authorized by the following legislation: 7 USC 3291, International agricultural research, extension, and teaching, authorizes the Secretary in part (a) to (1) exchange research materials and results with the institutions or persons, and (5) work with transitional and more advanced countries in food, agricultural, and related research, development, teaching, and extension (including providing technical assistance, training, and advice to persons from the countries engaged in the activities and the stationing of scientists and other specialists at national and international institutions in the countries). The Office of Agreements and Scientific Affairs (OASA), International Regulations and Standards Division (IRSD) is a division of the Foreign Agricultural Service (FAS), an agency within the U.S. Department of Agriculture. IRSD's strategic goals are to monitor and enforce Sanitary and Phytosanitary (SPS) obligations in accordance to the World Trade Organization's (WTO) SPS Agreement, to advance the adoption of science-based international standards and regulations, and to coordinate with other U. S. government agencies to support United States Government's (USG) SPS priorities. OASA works with a number of other U.S. government agencies (e.g., U.S. Trade Representative, Food and Drug Administration (FDA), and Environmental Protection Agency (EPA), Department of Commerce, and USDA sister agencies), international organizations, and industry to promote the trade of safe food products globally.

The goal of research funded under the interdisciplinary P2C2 solicitation is to utilize key geological, chemical, atmospheric (gas in ice cores), and biological records of climate system variability to provide insights into the mechanisms and rate of change that characterized Earth's past climate variability, the sensitivity of Earth's climate system to changes in forcing, and the response of key components of the Earth system to these changes.

This funding opportunity announcement (FOA) is designed to support highly integrated research teams of three to six PD/PIs to address ambitious and challenging research questions that are important for the mission of NIGMS and are beyond the scope of an individual or a few investigators. Collaborative program teams are expected to accomplish goals that require considerable synergy and managed team interactions. Project goals should not be achievable with a collection of individual efforts or projects. Teams are encouraged to consider far-reaching objectives that will produce major advances in their fields. Applications that are mainly focused on the creation, expansion, and/or maintenance of community resources, creation of new technologies or infrastructure development are not appropriate for this FOA.
