The objective of this FOA is to develop and implement a variety of activities that deploy U.S. technical expertise in areas such as strategic and policy planning and analysis, energy market analysis, energy modeling, workforce development, and technical analysis to prime markets for increased use of energy efficient and renewable energy technologies in South Africa and Saudi Arabia. Benefits to the U.S. include potentially increased exports of domestic clean energy technologies and services in rapidly expanding markets, as well as access to data on clean energy policy and program successes and challenges that can inform U.S. national and subnational policy development. DOE anticipates providing two awards totalling $900k (one $450k award for activities in South Africa; one $450k award for activities in Saudi Arabia). The awardees will implement these activities over a period of up to three years to accomplish the goals of this funding opportuni ty. The Department of Energy (DOE) and Bureau of Ocean Energy Management (BOEM) invite input from the public regarding a research campaign to inform our understanding of offshore wind energy development that could be conducted in the next two to five years during the construction and operation of the first generation of deployed facilities. We aim to quantify the impact-producing factors (i.e. the characteristics of a project that may cause an impact, such as the sound produced during construction) associated with a project and to evaluate the efficacy of monitoring technologies and techniques deployed at offshore wind farms selected at a future date. Pollution Prevention Information Network (PPIN) grant program seeks to improve development and dissemination of P2 information by funding regional P2 information centers. These centers serve state, tribal, and local government needs in addition to providing P2 information directly to businesses. The regional centers collaborate and coordinate on P2 information development and dissemination activities nationally in order to decrease duplication of effort and promote efficiency. Information and training are used to assist businesses in identifying better environmental strategies for reducing or eliminating waste and conserving natural resources. Grantees of this program have created a national network called the Pollution Prevention Resource Exchange (P2Rx) which provides information and services on their websites (see: http://www.epa.gov/oppt/p2home/pubs/p2rx.html ).

The Environmental Sustainability program supports engineering research with the goal of promoting sustainable engineered systems that support human well-being and that are also compatible with sustaining natural (environmental) systems.  These systems provide ecological services vital for human survival.  The long-term viability of natural capital is critical for many areas of human endeavor.  Research in Environmental Sustainability typically considers long time horizons and may incorporate contributions from the social sciences and ethics. OER is seeking pre-proposals and, ultimately, full proposals to support its mission, consistent with NOAA's Next Generation Strategic Plan (http://www.ppi.noaa.gov/wp-acontent/uploads/noaa), to search, investigate, and document poorly-known and unknown ocean areas through interdisciplinary exploration, and to advance and disseminate knowledge of the ocean environment and its physical, chemical, archaeological, and biological resources. Through this solicitation, NOAA seeks to openly compete funding available for multi-year Great Lakes regional habitat restoration partnerships (Partnerships). Partnerships will result in implementation of a wide-range of individual habitat restoration projects focused in U.S. Great Lakes Areas of Concern (AOCs) (http://www.epa.gov/glnpo/aoc/) with funds provided by the Great Lakes Restoration Initiative. Priority projects in AOCs have been identified and continue to be identified for GLRI funding each fiscal year. The Partnership should be flexible related to which AOCs they may work in, and be able to work with NOAA and other federal and state agencies to continue to identify and implement priority projects in targeted AOCs.

This Funding Opportunity Announcement (FOA) invites grant applications for Environmental Health Sciences Core Centers (EHS CC).  As intellectual hubs for environmental health research, the EHS CC is expected to be the thought leaders for the field and advance the goals of the NIEHS Strategic Plan (http://www.niehs.nih.gov/about/strategicplan/). The Core Centers provide critical research infrastructure, shared facilities, services and /or resources, to groups of investigators conducting environmental health sciences research.  An EHS CC enables researchers to conduct their independently-funded individual and/or collaborative research projects more efficiently and/or more effectively. The broad overall goal of an EHS CC is to identify and capitalize on emerging issues that advance improving the understanding of the relationships among environmental exposures, human biology, and disease.  The EHS CC supports community engagement and translational research as key approaches to improving public health. 

Under this announcement, the U.S. Environmental Protection Agency (EPA) is soliciting proposals from eligible applicants for projects that will advance EPA's water quality and environmental justice goals. NOAA delivers funding and technical expertise to restore Great Lakes coastal habitats. These habitats support valuable fisheries and protected resources; improve the quality of our water; provide recreational opportunities for the public's use and enjoyment; and buffer our coastal communities from the impacts of changing lake levels. Projects funded through NOAA have strong on-the-ground habitat restoration components that provide social and economic benefits for people and their communities in addition to long-term ecological habitat improvements. Through this solicitation, NOAA seeks to openly compete funding available for habitat restoration in U.S. Great Lakes Areas of Concern (http://www.epa.gov/glnpo/aoc/) under the Great Lakes Restoration Initiative as anticipated in the President's FY2014 Budget. Applications should be submitted for any project that is to be considered for this funding, even for those projects already submitted as applications to other NOAA competitions. Competition will ensure that the most beneficial restoration projects are selected to realize significant ecological gains. Applications selected for funding through this solicitation will be implemented through a grant or cooperative agreement, with awards dependent upon the amount of funds made available to NOAA for this purpose by the U.S. Environmental Protection Agency. NOAA anticipates up to $4 million may be available for Great Lakes coastal habitat restoration; typical awards for on the ground implementation are expected to range between $500,000 and $2 million. NOAA will also accept proposals for engineering and design of habitat restoration projects; typical awards are expected to range between $75,000 and $350,000. In this FOA, applications are requested for: i) Research to advance the development of promising new model organisms relevant to biofuels production , ii) development of novel microbial functional capabilities and biosynthetic pathways relevant to the production of advanced biofuels and the development of strategies to overcome associated metabolic challenges resulting from pathway modification, and iii) development of novel analytical technologies or high-throughput screening approaches relating to research in bullets i and ii.

Nanomanufacturing is the production of useful nano-scale materials, structures, devices and systems in an economically viable manner. The NSF Nanomanufacturing Program supports fundamental research in novel methods and techniques for batch and continuous processes, top-down (addition/subtraction) and bottom-up (directed self-assembly) processes leading to the formation of complex heterogeneous nanosystems. The program supports basic research in nanostructure and process design principles, integration across length-scales, and system-level integration.
