    The objective of this FOA is to develop and implement a variety of activities that deploy U.S. technical expertise in areas such as strategic and policy planning and analysis, energy market analysis, energy modeling, workforce development, and technical analysis to prime markets for increased use of energy efficient and renewable energy technologies in South Africa and Saudi Arabia. Benefits to the U.S. include potentially increased exports of domestic clean energy technologies and services in rapidly expanding markets, as well as access to data on clean energy policy and program successes and challenges that can inform U.S. national and subnational policy development. DOE anticipates providing two awards totalling $900k (one $450k award for activities in South Africa; one $450k award for activities in Saudi Arabia). The awardees will implement these activities over a period of up to three years to accomplish the goals of this funding opportuni ty. This FOA directly supports the goals of the Department of Energy's (DOE) Office of Energy Efficiency and Renewable Energy (EERE), International.     Pollution Prevention Information Network (PPIN) grant program seeks to improve development and dissemination of P2 information by funding regional P2 information centers. These centers serve state, tribal, and local government needs in addition to providing P2 information directly to businesses. The regional centers collaborate and coordinate on P2 information development and dissemination activities nationally in order to decrease duplication of effort and promote efficiency. Information and training are used to assist businesses in identifying better environmental strategies for reducing or eliminating waste and conserving natural resources.     OER is seeking pre-proposals and, ultimately, full proposals to support its mission, consistent with NOAA's Next Generation Strategic Plan (http://www.ppi.noaa.gov/wp-acontent/uploads/noaa), to search, investigate, and document poorly-known and unknown ocean areas through interdisciplinary exploration, and to advance and disseminate knowledge of the ocean environment and its physical, chemical, archaeological, and biological resources.     Through this solicitation, NOAA seeks to openly compete funding available for multi-year Great Lakes regional habitat restoration partnerships (Partnerships). Partnerships will result in implementation of a wide-range of individual habitat restoration projects focused in U.S. Great Lakes Areas of Concern (AOCs) (http://www.epa.gov/glnpo/aoc/) with funds provided by the Great Lakes Restoration Initiative.     NOAA delivers funding and technical expertise to restore Great Lakes coastal habitats. These habitats support valuable fisheries and protected resources; improve the quality of our water; provide recreational opportunities for the public's use and enjoyment; and buffer our coastal communities from the impacts of changing lake levels. Projects funded through NOAA have strong on-the-ground habitat restoration components that provide social and economic benefits for people and their communities in addition to long-term ecological habitat improvements. Through this solicitation, NOAA seeks to openly compete funding available for habitat restoration in U.S. Great Lakes Areas of Concern (http://www.epa.gov/glnpo/aoc/) under the Great Lakes Restoration Initiative as anticipated in the President's FY2014 Budget. Applications should be submitted for any project that is to be considered for this funding, even for those projects already submitted as applications to other NOAA competitions. Competition will ensure that the most beneficial restoration projects are selected to realize significant ecological gains. Applications selected for funding through this solicitation will be implemented through a grant or cooperative agreement, with awards dependent upon the amount of funds made available to NOAA for this purpose by the U.S. Environmental Protection Agency. NOAA anticipates up to $4 million may be available for Great Lakes coastal habitat restoration; typical awards for on the ground implementation are expected to range between $500,000 and $2 million. NOAA will also accept proposals for engineering and design of habitat restoration projects; typical awards are expected to range between $75,000 and $350,000.     Nanomanufacturing is the production of useful nano-scale materials, structures, devices and systems in an economically viable manner. The NSF Nanomanufacturing Program supports fundamental research in novel methods and techniques for batch and continuous processes, top-down (addition/subtraction) and bottom-up (directed self-assembly) processes leading to the formation of complex heterogeneous nanosystems. The program supports basic research in nanostructure and process design principles, integration across length-scales, and system-level integration. The Program leverages advances in the understanding of nano-scale phenomena and processes (physical, chemical, electrical, thermal, mechanical and biological), nanomaterials discovery, novel nanostructure architectures, and new nanodevice and nanosystem concepts. It seeks to address quality, efficiency, scalability, reliability, safety and affordability issues that are relevant to manufacturing. To address these issues, the Program encourages research on processes and production systems based on computation, modeling and simulation, use of process metrology, sensing, monitoring, and control, and assessment of product (nanomaterial, nanostructure, nanodevice or nanosystem) quality and performance.The Program seeks to explore transformative approaches to nanomanufacturing, including but not limited to: micro-reactor and micro-fluidics enabled nanosynthesis, bio-inspired nanomanufacturing, manufacturing by nanomachines, additive nanomanufacturing, hierarchical nanostructure assembly, continuous high-rate nanofabrication such as roll-to-roll processing or massively-parallel large-area processing, and modular manufacturing platforms for nanosystems.
