NOAA's Office of Weather and Air Quality (OWAQ) is soliciting proposals for weather, air quality, and earth-system modeling research reflecting multiple science objectives spanning time scales from hours to seasons, and from weather and water observations and earth system modeling to social and behavioral science. There will be three grant competitions from this notification valued at approximately $7,000,000 as follows: 1) Joint Technology Transfer Initiative (JTTI), 2) Verification of the Origins of Rotation in Tornadoes Experiment - Southeast U.S. (VORTEX-SE), and 3) Climate Testbed (CTB). In alignment with the Weather Forecasting and Innovation Act of 2017 (Public Law 115-25), the funded projects should improve NOAA's understanding and ultimately its services of weather and water forecasting through engagement with the external scientific community on key science gaps of mutual interest. Through this funding opportunity, NOAA will support new weather, water, climate, earth system, and air quality observing and forecasting applications, including improved analysis techniques, better statistical or dynamic forecast models and techniques, and communication of that information to better inform the public.

The Environmental Studies Program (ESP) of the Bureau of Ocean Energy Management (BOEM) is offering a cooperative agreement to complete a demonstration project on Integrating DNA Profiles, Genomics and Photo-Identification data. The objective of this study is to improve the current computation capabilities for integrating DNA profiles with photo-identification records for assessment and long-term monitoring of marine mammal populations, to provide a standardized database architecture, with associated tools for primary analyses and visualization of individual genetic and genomic profiles as well as spatial-temporal records. An important component of this objective is to develop "community standards" that can be applied across multiple species, as well as multiple investigators, and that promotes data sharing and archiving. Continuation of the development of previously funded work on GeneGIS towards the development of a Web-based, collaborative collection could form a model for similar developments with other species of interest to BOEM. Section 1346 of the OCS Lands Act (OCSLA) mandates the conduct of environmental and socioeconomic studies needed for the assessment and management of environmental impacts on the human, marine, and coastal environments which may be affected by oil and gas or other mineral development. OCSLA Section 1345 authorizes the use of cooperative agreements with affected States to meet the requirements of OCSLA, including sharing of information, joint utilization of available expertise, and formation of joint monitoring arrangements to carry out applicable Federal and State laws, regulations, and stipulations relevant to outer continental shelf operations both onshore and offshore. The U.S. Embassy Panama announces a Notification of Funding Opportunity (NOFO) to promote sustainability and accountability in Panama with up to $1,500,000 in FY 2016 Economic Support Funds for a project period between 12-24 months; however, the Embassy will consider award periods of up to three years for exceptional proposals on a case-by-case basis. The anticipated start date for this activity is September 30, 2017. The U.S. Embassy Panama anticipates funding up to ten awards as a result of this NOFO. The focus for this funding opportunity is on governance, including the roles and responsibilities of civil society and the government. Successful proposals will develop projects aimed at: 1) strengthening civil society and democratic institutions in Panama; 2) strengthening the rule of law and government accountability and transparency; 3) prison reform programs; or 4) supporting the government's ability to deliver social services to underserved populations.

The SBIR program, as established by law, is intended to meet the following goals: stimulate technological innovation in the private sector; strengthen the role of small business in meeting Federal research or research and development (R/R&D) needs; increase the commercial application of Federally-supported research results; foster and encourage participation by socially and economically disadvantaged small business concerns and women-owned business concerns in the SBIR program; and improve the return on investment from Federally-funded research for economic and social benefits to the Nation.

The Administration for Children and Families, Administration for Native Americans announces the availability of Fiscal Year 2018 funds for community-based projects for the Environmental Regulatory Enhancement (ERE) program. The ERE program provides funding for the costs of planning, developing, and implementing programs designed to improve the capability of tribal governing bodies to regulate environmental quality pursuant to federal and tribal environmental laws
