The Gulf of Mexico Research Initiative (GoMRI) is pleased to announce the development of the GoMRI Request for Proposals for 2015-2017 GoMRI Research Consortia. The purpose of the 2015-2017 GoMRI Research Consortia RFP, to be released in mid-November 2013, is to select the research activities for GoMRI Years 5-7 (1 January 2015-31 December 2017) involving Research Consortia, defined as a contractual arrangement between a PI and co-PIs at four or more institutions.The total funds available for distribution to Research Consortia through the 2015-2017 GoMRI Research Consortia RFP will be approximately $35 million per year. A RFP for individual and small research group investigations will be forthcoming in late 2014.

Securing America's Future Energy (SAFE) is pleased to announce the second installment of the SAFE Energy Security Prize. The purpose of this document is to advise the public that NOAA/NOS/NCCOS/CSCOR is soliciting proposals for the Ecology and Oceanography of Harmful Algal Blooms Program, the Monitoring and Event Response for Harmful Algal Blooms Program and the Prevention, Control and Mitigation of Harmful Algal Blooms Program. Funding is contingent upon the availability of Fiscal Year 2015 Federal appropriations. It is anticipated that projects funded under this announcement will have a September 1, 2015 start date. The purpose of this document is to advise the public that NOAA/NOS/NCCOS/CSCOR is soliciting research applications under the Northern Gulf of Mexico Ecosystems and Hypoxia Assessment Program (NGOMEX) for projects expected to last 2 years in duration. Research applications will propose pilot studies to test application of gliders to measure dissolved oxygen in the large hypoxic zone ("dead zone") along the northern Gulf of Mexico continental shelf and, within 2 years, complete a comprehensive plan to transition to operations the deployment of gliders for hypoxic zone monitoring east and west of the Mississippi delta, to complement shipboard and fixed (mooring/platform) observing system monitoring. Funding is contingent upon the availability of Fiscal Year 2015 Federal appropriations.

The Fuel Cell Technologies Office (FCTO) is a key component of the Department of Energy?s (DOE) Office of Energy Efficiency and Renewable Energy (EERE) portfolio. The FCTO aims to provide clean, safe, secure, affordable, and reliable energy from diverse domestic resources, providing the benefits of increased energy security and reduced criteria pollutants and green-house gas emissions by adopting a technology?neutral approach toward applied research, develoment, and demonstration to address both key technical challenges for fuel cells and hydrogen fuels (i.e. hydrogen production, delivery and storage) and institutional barriers such as hydrogen codes and standards. This Funding Opportunity Announcement (FOA) covers a broad spectrum of the FCTO portfolio with areas of interest ranging from research and development (R&D) to demonstration and deployment projects. This solicitation will establish operations of the Natural Hazards Engineering Research Infrastructure (NHERI) for 2015 - 2019. NHERI is the next generation of National Science Foundation (NSF) support for a natural hazards engineering research large facility, replacing the George E. Brown, Jr. Network for Earthquake Engineering Simulation (NEES). NEES was established by NSF as a distributed, multi-user, national research infrastructure for earthquake engineering through a facility construction phase during 2000 - 2004, followed by operations of this infrastructure to support research, innovation, and education activities from October 2004 through September 2014.

During 2015 - 2019, NHERI will be a distributed, multi-user, national facility to provide the natural hazards engineering community with access to research infrastructure (earthquake and wind engineering experimental facilities, cyberinfrastructure, computational modeling and simulation tools, and research data), coupled with education and community outreach activities. NHERI will enable research and educational advances that can contribute knowledge and innovation for the nation's civil infrastructure and communities to prevent natural hazard events from becoming societal disasters. NHERI will consist of the following components, established through up to ten individual awards: Network Coordination Office (one award), Cyberinfrastructure (one award), Computational Modeling and Simulation Center (one award), and Experimental Facilities for earthquake engineering and wind engineering research (up to seven awards, including one award for a Post-Disaster, Rapid Response Research Facility).

The BENEFIT 2015 Funding Opportunity Announcement (FOA) seeks to fund next-generation non-vapor compression HVAC technologies (Innovations) and improvements to existing advanced vapor compression HVAC technologies (Frontiers) that complement the core funding provided to the National Laboratories and allow all interested parties, including corporations, universities, and non-profits as well as the National Laboratories, to contribute to advancement in these technological areas. The U.S. Department of Energy (DOE) Office of Energy Efficiency and Renewable Energy (EERE) intends to issue, on behalf of the Building Technologies Office, a Funding Opportunity Announcement (FOA) entitled "Buildings University Innovators and Leaders Development (BUILD) - 2015." The BUILD FOA will have the following objectives: (i) Improving the competitiveness of American universities to conduct building energy-efficiency R&D (ii) Enabling American universities to develop stronger partnerships with industry (iii) Improving manufacturing education in American universities EERE envisions awarding multiple competitive financial assistance awards in the form of cooperative agreements with an estimated period of performance of approximately 2 years to USA-based university teams to research and develop innovative building energy efficiency technologies.  These student teams must include undergraduate students, and be led by faculty with relevant expertise in energy efficient technologies, manufacturing (for projects developing hardware), and commercialization.

EPA's Office of Pollution Prevention and Toxics, Chemistry, Economic and Sustainable Strategies Division oversees the Pollution Prevention (P2) Grant Program to support State and Tribal P2 Programs administer P2 projects that will help businesses identify better environmental strategies and solutions for reducing or eliminating waste at the source. EPA anticipates it will award approximately $3.97 million in P2 grant funding in Fiscal Year 2015. Grants will be awarded and managed by EPA's ten Regional P2 Program Offices. P2 grants are dependent on Congressional appropriation and the quality of proposals received.

As part of DOE?s Office of Energy Efficiency and Renewable Energy (EERE), FEMP works with key individuals to accomplish energy change within organizations by bringing expertise from all levels of project and policy implementation to enable Federal agencies to meet energy-related goals and to provide energy leadership to the country. The AFFECT FOA for FY 2015 will provide direct funding to Federal agencies for the development of capital projects to initiate, supplement, improve or otherwise increase the viability and deployment of renewable energy investments at U.S. Federal government-owned facilities. The intent of the AFFECT FOA is for these capital projects to help facilitate the wider adoption of these technologies at other Federal facilities. Using the authority provided in Public Law 102-486, funding provided under the AFFECT FOA will implement FEMP?s continuing efforts to promote widespread energy efficiency and renewable energy technology dep loyment in the Federal sector. The Council on Undergraduate Research (CUR) is pleased to offer a limited number of conference grants. These grants will be used to subsidize the cost of attendance for individuals to attend either CUR Dialogues 2015: Climbing the Ladder to Funding Success: Diverse Sources, Diverse Pathways or Undergraduate Research Programs: Building, Enhancing, Sustaining. Nominees are asked to provide contact and demographic information, a statement of expenses, a statement describing financial need, and a statement on expected outcomes from attending the conference. Historically under-represented groups and first-time attendees will be given priority. The review committee will work to ensure awardees represent a diverse subset of the applicants, specifically across discipline/CUR Division and geographic location. Awardees will receive the conference grant as a rebate after their confirmed participation in the conference, and the submission of reimbursement paperwork.

Incorporating recommendations from the Advisory Council on Wildlife Trafficking, the Implementation Plan was released on February 11, 2015 to guide and direct the efforts of Federal agencies in executing the Strategy. The Plan followed the structure and objectives of the three Strategic Priorities identified in the Strategy: Strengthen Enforcement (including both U.S. Domestic Enforcement and Global Enforcement), Reduce Demand for Illegally Traded Wildlife, and Expand International Cooperation and Commitment. Twenty-four objectives fall under these three Strategic Priorities, each including a number of Next Steps that identify discrete actions. The U.S. Fish and Wildlife Service (USFWS) is identified as a lead or participating agency in all 24 Implementation Plan Objectives, reflecting the commitment and history of USFWS International Affairs and Office of Law Enforcement in the fight against the illegal wildlife trade. The NOAA Coral Reef Conservation Grant Program, 16 USC §§ 6401-6409, provides matching grants of financial assistance through the Domestic Coral Reef Conservation Grant program to institutions of higher education, non-profit organizations, for-profit organizations, and local (as defined at 2 CFR § 200.64, which includes counties, municipalities, and cities) and Indian tribal government agencies. These awards are intended to support coral reef conservation projects in shallow water coral reef ecosystems, including reefs at mesophotic depths, in American Samoa, the Commonwealth of the Northern Mariana Islands, Florida, Guam, Hawaii, Puerto Rico, the U.S. Virgin Islands, and coral-dominated banks in the U.S. portions of the Gulf of Mexico. Projects may be proposed in the Northwestern Hawaiian Islands and the U.S. Pacific Remote Island Areas, but these locations are not considered geographic priorities under this announcement. Proposals submitted to this competition must address at least one of the following four categories: 1) Fishing Impacts; 2) Land-Based Sources of Pollution; 3) Climate Change; and 4) Local and Emerging Management Issues. Each category is described in more detail in the Federal Funding Opportunity announcement. All proposed work must be consistent with Coral Reef Conservation Program (CRCP) National Goals and Objectives 2010-2015

All applicants must currently be pursuing a Bachelor's (or Baccalaureate) Degree related to a profession that is dedicated to improving the beautification of US communities, such as  Architecture, Landscape Architecture, Civil Engineering, Horticulture, and Environmental and Marine Sciences. Applicants must be currently accepted into a program and must currently hold or anticipate holding a high school diploma or GED within the 2015-2016 school year.  Applicants must be currently involved or recently involved (within one year of date of application) in their community, either through school programs or voluntary programs.

The Gulf of Mexico Research Initiative (GoMRI) announced today that it plans to award up to $105 million to support research consortia investigating the effect, and the potential associated impact, of hydrocarbon releases on the environment and public health, as well as to develop improved spill mitigation, oil detection, characterization, and remediation technologies.  The funding under this program, known as RFP-IV, will support research in the Gulf of Mexico conducted by consortia of four or more institutions between 2015 and 2017.  It is anticipated that each team will be funded at levels between $1 million and $7.5 million per year.
